The Impact of Education Economy on Uzbekistan Based on Public Management

In today's economic globalization, education plays an important role in public management. It can not only improve the overall quality of human society, but also a way of cultural communication. This paper mainly introduces the concept of public management and the characteristics of educational economy, and expounds the calculation method of educational economic contribution rate. Then, through investigation and research, this paper finds that there are many factors affecting educational equity. The most direct reason is that the government and schools lack reasonable planning for private schools, resulting in imperfect school facilities and high employment pressure on students; on the other hand, the rapid economic development leads to the shortage of talent supply, which leads to the decline of education quality. At the same time, based on the survey results, this paper finds that the penetration rate of primary and secondary education in Uzbekistan has increased significantly, the cultural level of adults and youth has improved, and gender equality in primary and secondary education opportunities.

Analysis on the Dilemma Development Strategies of Higher Vocational Education in China

The state council meeting strongly supports the establishment of vocational schools and promotes the integration and mutual recognition of academic results between vocational education and general education. By analyzing the dilemmas and problems in the development of higher vocational schools in China, it is found that higher vocational education has long been in an awkward situation. On one hand is to provide the supply of talents for enterprises, on the other hand is to break the obstacles in the development of higher vocational schools. To put vocational schools play active role in educational field and job market is the key objective of this study.

TALENT MANAGEMENT IN HIGHER EDUCATION: A CRITICAL REVIEW

This study aimed to articulate the critical issues related to talent management (TM). A critical literature review was performed to discuss the significance of TM in universities and its role in aligning higher education with industrial labour requirements. Relevant literature was obtained from an extensive search of human resource journals indexed with Google Scholar, ScienceDirect, EBSCO Information Services, ProQuest, and Emerald Insight databases. The findings revealed that TM supported the competitiveness and learning outcomes in the education sector. Furthermore, this study forwarded a novel conceptual framework for integrating higher education with industrial human capital needs. Based on the results, it is recommended that the integration of TM systems in universities and organisations can ensure the university graduates address the industry needs. Therefore, collaborative planning for talent supply management models in universities and industries is vital for developing academic TM systems that align with the extensive national economic, political, and social systems.

Implementing Industry 4.0 In KHTP Smart SME Park: Is The Talent Ready to Sustain?

These new talents are very limited to supply the needs specific to I4.0 jobs. On top of that, these graduates are scattered around Malaysia. It is no guarantee that KHTP are able to recruit them as they are more inclined to work in nearby cities. KHTP will need to convince the graduates who lived far to migrate from other states to be able to hire them. However, this only covers the junior professional positions, the companies will also be looking for skilled workers and experienced worker to fill in upper professional positions. While the park itself is ready with education institutions, training centres, and R&D centres to generate the talents, they will need some more time to get these talents ready. Upon the early opening of the factory, readily skilled talents are required. The talent mismatch can be one of the issues as they are not much specific programme to cater their specific needs. Finally, these talents are not only the critical factors now, but it is also very important to ensure continuous supply of talents in the future for KHTP Smart SME Park to ensure its sustainability.

Analysis on the Spatial Effect of Talent Supply of Vocational Education and Economic Growth of Tobacco Industry from the Perspective of Human Capital

Objectives: Human capital plays an important role in the economic growth of tobacco industry. Education is the direct way to form human capital. At the same time, vocational education is a part of the education system. Vocational education is mainly to cultivate skilled human capital. From the perspective of human capital, this paper studies the impact of talent supply of vocational education on tobacco economic growth. A combination of qualitative and quantitative analysis was used. This paper analyzes the current situation of talent supply of vocational education and tobacco economy in China. It also analyzes the correlation between talent supply of vocational education and tobacco economy. Based on the theoretical model of human capital economic growth. Establish the theoretical model of talent supply in vocational education and tobacco economic growth. Comprehensively consider the spatial interaction of economic growth. Using the spatial panel econometric model, this paper makes an empirical analysis on 29 provinces and cities in China. Use Geoda, MATLAB and other software for empirical calculation. The results show that the supply of vocational education talents and the growth of tobacco economy are on the rise. However, the regional distribution is uneven. And vocational education is positively correlated with tobacco economic growth. The empirical results show that the regional tobacco economic growth in China has negative spatial auto-correlation. Employment, lifetime number of vocational education and human capital level in the tobacco industry significantly promote the economic growth of the tobacco industry. The results provide a reference for the regulation of China's tobacco industry.

Innovation Strategy of Cultivating Innovative Enterprise Talents for Young Entrepreneurs Under Higher Education

A time series model is designed based on the backpropagation neural network to further optimize the innovation and development of new ventures. The specific situation of two factors is primarily analyzed as follows: the supply and demand ratio of enterprise talents and the state of entrepreneurship in the development of new ventures. The results show that the potential demand of future enterprises for big data talents can be obtained by fitting prediction sequences. Based on the Backpropagation–Autoregressive Integrated Moving Average model, the post modeling and prediction are carried out, and the coefficient 0.6235 is obtained by substituting the equation of Pearson's correlation coefficient. The analysis results suggest that the matching needs to be strengthened between the cultivation of innovative talents in universities and the demand trend of big data-related positions in enterprises. Moreover, there is a mismatch between the cultivation of innovative talents and the demand for innovative talents. Meanwhile, the mental health level of young entrepreneurs is concerned. The mental health status of young entrepreneurs is compared with the national norm data through the questionnaire survey and statistical data analysis. The results reveal that the mental health level of young entrepreneurs is significantly lower than that of the national norm, and the proportion of anxiety and depression is 29.4% and 27.5%, respectively. Considering the professional characteristics and competitive environment of young entrepreneurs, busy work and the multiple missions given by society to entrepreneurs are the major reasons for their pressure, and mental health problems are serious.

Chemophobia cured by chemists: chemists as children of the Sun.

The success of chemists in the fight against COVID-19 provides us with a unique opportunity for strengthening the position of chemistry in society and suppressing chemophobia which has badly affected the image and development of chemistry over several decades. By highlighting the unique merits of chemistry in controlling infections and healing diseases, we propose developing a communication strategy “Chemists as children of the Sun”. The time is ripe for chemists to take control of the story of chemistry. We believe that chemists must help the public to see chemistry in a whole new light. Only a positive perception of chemistry and the chemical profession will secure a sufficient supply of new talents, ideas, and also financial resources for the development of this unique and irreplaceable science for humanity.Graphic abstract

Since McKinsey’s 1998 report on “better talent is worth fighting for” which formally introduced the term “the war for talent,” talent management (TM) has been attracting strong attention from industries and academia throughout the world. Talents are seen as the critical determinant of organizational success and a necessity for sustainable corporate development. To be successful, companies need to identify and manage talents effectively. However, the dilemma faced by companies are the uncertainty of the external environment which makes it difficult for them to predict the supply and demand of talents in the external labor market as well as the difficulty to attract the needed talents and retaining the skills that they have spent abundant resources to cultivate. Innovative Practice and Promotion Countermeasures of Micro-major in Chinese Universities

Traditional talent training at universities can no longer meet the changing needs of talents brought about by rapid social and economic development. A more flexible, faster, and lower-cost talent training method of micro-majors is gradually introduced into the practice of talent training at universities. Micro-major has become an important means to make up for the lagging of majors setting at universities and a supplement to increase the supply of talents in emerging industries. The micro-major curriculum system simplifies theoretical teaching and emphasizes applied practice, which is conducive to better social training. Online and offline teaching methods are generally adopted, and the school-enterprise cooperation model is introduced, which alleviate the shortage of teachers for talent training in emerging industries to a certain extent. However, the development of micro-majors also needs to improve the actual effect of practical teaching, strengthen the construction of dual-qualified and dual-capable teacher teams, and take into account the relationship between micro-majors and general majors.

Development of Strategic Industrial Clusters in Guangdong Higher Vocational Colleges based on the “Double High Plan”

This article analyzed the ten strategic pillar industry clusters and the ten strategic emerging industry clusters which were confirmed and announced by Guangdong Province in May 2020 in addition to the 14 professional groups of schools in Guangdong Province which were shortlisted in the “Double High Plan.” With comparison and analysis, the degree of coincidence between the professional groups of higher vocational colleges and strategic industrial clusters in Guangdong Province which covered most of the industrial clusters was relatively high. The higher vocational colleges that were shortlisted in the “Double High Plan” still required dynamic adjustments in the construction of professional groups to achieve an all-rounded integration of the supply of talents and industrial demands.

Research on the marine human resource development based on VAR model

This paper selects the data of China's marine human resources data from 1996 to 2016, and uses the VAR model to conduct an empirical analysis. Research shows that marine human resource development can promote the development of marine system, but mainly contributing to the marine scientific research investment, while the contribution of marine education investment is relatively small, resulting in insufficient supply of marine talents and affecting the positive development. Therefore, in order to promote the construction of a maritime power, corresponding suggestions are put forward.

The Realistic Dilemma and Promoting Path of Secondary Vocational Education Talent Training Model under the Background of Education Supply-side Reform

In today's world, the competition for high-end smart technology is becoming increasingly fierce, and the huge connotation hidden behind the fierce competition is the competition of high-quality skilled talents. The status of secondary vocational education in our country's education system has a solid foundational role. The close connection it exhibits with social and economic development is beyond the reach of other types of education. Demand Analysis of Employment Talents based on Deep Learning

This paper forecasts the demand of urban talents in the future years from the perspective of urban talent demand and employment situation of Chinese students. To a certain extent, there is a relationship between the supply of talents in cities and the demand for talents in China. Artificial neural network is a kind of nonlinear system which contains some simple nonlinear connection points or calculation modules. BP neural network is one of the most widely studied and widely used artificial neural networks. BP neural network includes input layer and output layer, which overcomes the shortcomings of traditional evaluation methods and enriches the relevant evaluation methods. The evaluation results can truly map the nonlinear relationship among various analysis indexes. BP neural network model is suitable for nonlinear sample analysis and belongs to quantitative analysis. The grey prediction model belongs to qualitative analysis, which can predict the future development trend of the analysis object, and does not require high data. Therefore, this paper uses the combination of BP neural network model and gray prediction model to predict the talent demand of China’s College Students employment market reasonably and effectively, and finally analyzes the reliability of the prediction results. According to the prediction results, this paper puts forward the development strategy for the city, in order to promote the modernization of the city.

THE REFORM OF SUPPLY OF PUBLIC HEALTH SERVICES LEADING THE TRAINING OF SPORTS PROFESSIONALS IN LOCAL COLLEGES AND UNIVERSITIES IN THE BACKGROUND OF HEALTHY CHINA

ABSTRACT With the continuous expansion of public health services, the output of sports talents under the existing training mode of sports talents in Colleges and Universities has been unable to meet the market demand of social sports, so it is inevitable to optimize the existing talent training mode. Based on the original “dual system” teaching mode of college sports talents, this study incorporated the LDTA model to optimize and adjust it, so as to establish a new college sports talent training system. In order to prove the feasibility of the new sports talent training system, after analyzing the market economy of the local social sports industry and the basic situation of students, this paper studies the application of the new sports talent training system to the practical teaching of physical education students in 2017 in university X from 2019 to the first half of 2020, and compares the final scores of the students under the original teaching mode and the new sports talent training system. At present, the students' final scores under the new PE talent training system are generally higher than those under the original teaching mode. It is also found that for some practical skills courses, the students' performance under the new PE talent training system is obviously better than that under the original teaching mode. All these results show that the new sports talent training system established by the research is feasible, and has high practical value for promoting the reform of the supply of sports talents in Colleges and Universities and improving the professional skills and knowledge level of sports talents.

"The Policy Bricolage" of School-enterprise Collaborative Innovation of Research

The development of First-class University collaborative innovation will be affected by the environment of technology policy, but how the combination of policy works has not yet been fully answered. Based on policy instrument theory, starting from the perspective of policy combination, this research analyzes the collaborative innovation development path of 21 "first-class universities" in 21 provinces of China by using the method of csQCA. The policy integration path is market-driven and government-driven. Among them, it focuses on the unitized design of financial support, talent supply and intellectual property policies.

The soft skills gap: a bottleneck in the talent supply in emerging economies

The purpose of this study is to identify the soft skills, relevant to the future talent pool in the information technology (IT) sector. Further, the study aims to investigate soft skills gaps among students which are hampering the availability of talent. Soft skills traits were first identified through a literature review. Then, using a structured questionnaire, we surveyed 269 IT professionals working in five IT companies and 329 students pursuing degrees in the IT/CS from 12 technical institutes. The analysis was performed using principal component analysis and an independent t test. We examined important soft skills such as personal traits, leadership, interpersonal skills, team skills, enterprising skills, and organizational skills. The independent t test results showed a perception gap between professionals and students regarding the importance of soft skills. This study contributes to the literature by adding to the understanding of critical soft skills in IT sector. It underlines the partnership between educational institutions and the IT industry to address this gap. This partnership will benefit all stakeholders. We argue that although talent management is dealt with at the industry level, academia play an important role in making this process easier and effective by developing the desired skills in students.

Research on the quality development of internationalized financial talents

Finance has become one of the most popular professions in recent years, and many colleges and universities have also set up the profession as the direction of talent training. In recent years, there is still a structural imbalance between the market demand for talents and the supply of talents in colleges and universities. On the one hand, there is a lack of talents in enterprises, and on the other hand, most students in college and universities have difficulties in finding employment in finance. Therefore, universities are based on talent training, and quality training is particularly important in talent training. In the context of deepening internationalization and China being in a critical period of transformation, the quality training of talents in universities is also facing many challenges. The aim of this paper is to explore the direction and ways of quality cultivation of complex majors in college and universities by taking the perspective of finance students and combining the background of institutions. To discuss the establishment of a student-centered training mechanism in quality education, to fully grasp the market orientation of talents combined with quality education, to coordinate the individual students, the university organization and the needs of society, and to promote the improvement of the quality training of international talents in universities, so as to contribute to the construction of an international financial center.

Demand and Supply Docking Mechanism of Language Service Talents for Foreign Tourism Industry of China

Data of foreign tourism industry of China in recent years is analyzed and a demand-and-supply docking model is created based on a deep research of the contradictions between the supply and demand of language service talents in China’s foreign tourism industry. On the whole, the demand for language service talents is in urgent with the foreign tourism market’s high-speed expansion; the demand for multi-lingual language talents in the foreign tourism industry of China has been increasing, including the talents of Chinese itself as a foreign language; and the talents with combined skills of Language + Tourism + X or Tourism + Language + X are in short. In order to meet the demand of foreign tourism market of China for language service talents, the supply-and-demand mechanism should be firstly clarified and then integrate the following docking paths between the language talent’s supply and demand. Firstly, the government should offer its policy support and make an overall planning for the cultivation of language service talents; secondly, colleges and universities at different levels should be demand-oriented to strengthen the cultivation of different types of language service talents; thirdly, foreign tourism industry and its industrial enterprises should strengthen their own ability of language talent cultivation and also their ability of serving colleges and universities supplying language talents. It is necessary to establish a Cooperation Steering Committee of industry, universities and colleges, research centers, enterprise, and the government, so as to realize the seamless connection between the talent cultivation of colleges and universities and the talent demand of enterprises.
