The article examines the peculiarities of the sustainable development of territorial communities in the context of decentralization changes. The relevance of the article is determined by the fact that the sustainable development of territorial communities in the context of decentralization changes means the process of creating and supporting self-sufficient communities at the local level, which are able to ensure the growth of the quality of life of the population over a long period. It was noted that this development includes economic, social and environmental development, ensuring effective management of resources and services, as well as a balanced approach to the distribution of functions and powers between central and local authorities. It is noted that the basis of such development is a territorial community, in which the constituent parts are interconnected, occupy a significant territory and spend significant resources for their own development. The purpose of the article is to study the features of sustainable development of territorial communities in the context of decentralization changes at the current stage of development of the Ukrainian state. Research methods that will be used in the process of writing the article are the method of analysis and synthesis, abstract-logical and comparison, which made it possible to present well-founded conclusions and proposals. It is summarized that in modern conditions it is important to recognize that the promising directions of the state's development are determined by the effective functioning of territorial communities in the context of ensuring their sustainable development, and the basis for this should be decentralization changes aimed at reformatting territorial relations. The practical value of the article lies in substantiating proposals for overcoming challenges in the field of sustainable development of territorial communities and proving the importance of ensuring effective interaction of all parties to sustainable development and increasing the level of responsibility of both state and local authorities in the context of implementing effective decentralization changes.

DECENTRALIZATION REFORM IN UKRAINE AS A FACTOR AND INSTITUTIONAL COMPONENT OF SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES

The purpose of the study is to assess the impact of the decentralization reform on the sustainable development of territorial communities (TGs) in Ukraine, in particular under martial law. The article uses research methods such as theoretical analysis and synthesis; strategic analysis, in particular SWOT analysis; individual expert assessments; spatial analysis; typology; and forecasting. As a result of the conducted research, it was shown that the decentralization reform in Ukraine did not fully solve the tasks set for it, especially regarding the territorial organization of power. Based on this, the article attempts to justify the necessary steps and measures to improve the effectiveness of the reform in the context of the sustainable development of TG. In particular, it is recommended: to coordinate the basic laws of reform with the Constitution of Ukraine; to form administrative-territorial units of different levels based on the theory of central places; develop strategies and plans for spatial development of communities at a high professional level; restore and strengthen the economic potential of the TG within the framework of the Recovery Programs and the State Strategy of Regional Development of Ukraine for 2021–2027; intensify the creation of such forms of spatial organization of the economy, which will contribute to the consolidation and innovation of TG; increase the financial capacity of TG—based on the development of the local economy; to carry out adequate social policy for the return of TG residents to places of permanent residence; guarantee a high standard of living for all citizens regardless of their place of residence; rational use of TG assimilation potential; develop a “green” economy in TG, with an emphasis on its core—a circular economy; dramatically improve the environment in most TGs, especially those most affected by hostilities; resume the activities of the Ministry of Community and Territory Development. Actually, the rationale for these recommendations is the novelty of the study.

Management concept «financial sustainability»: analysis and determination criteria in the conditions of sustainable development of territorial communities

Introduction. An important element of the implementation of the concept of sustainable development in Ukraine and the process of decentralization is the modernization of the financial mechanism and the formation of financially capable territorial communities.
 Purpose. The purpose of the article is to research theoretical approaches to the definition of criteria and methods of analysis of financial stability as the main concept of management of territorial communities in conditions of sustainable development.
 Methods. To achieve this, general scientific and special research methods are used: analysis and synthesis, comparison and generalization, structural-logical, economic- mathematical and coefficient analysis.
 Results. The proposed methodology for analyzing the financial stability of territorial communities covers two components: assessment of the level of financial stability, which involves the calculation of relative and absolute indicators and comparison of assets and sources of their financing; the analysis of the financial stability reserve involves the determination of the safety zone, financial and operational leverage, and the critical scope of implementation. The algorithm for determining the financial stability of a territorial community includes the use of a balance sheet model of financial equilibrium, the definition of a three-component indicator, and the finding of optimal degrees of coverage of sources of financial support. Attention is focused on the need to choose coefficients that best characterize individual features of the activity of a specific business entity.
 Prospects. Financial stability, in addition to quantitative indicators of financial activity, has a significant impact on qualitative characteristics such as: professionalism of management personnel, quality production or provision of services, image on the market, satisfaction of employees and consumers with the quality of life, implementation of innovative ways of attracting various sources of financial resources, etc. the analysis of which requires the use of other research methods, which will be the subject of our further research.

ENVIRONMENTAL COMPONENT OF SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES

The article discusses the development of a target system for stimulating public governance in the context of sustainable development. It emphasizes that current mechanisms of environmental governance are imperfect and do not fully utilize the latest management technologies. The need for the development of measures to enhance the activity of government bodies and the public in the process of making environmental decisions is noted. The sustainable development of society is discussed, highlighting the importance of communication links that influence environmental development. The role of local self-government bodies and state administration in ensuring continuity is emphasized. An emphasis is made on strategic partnership. The impact of human activity on the environment is explored with a focus on environmental risks. The state of Ukraine's ecological system is analyzed before and after the start of full-scale military operations. It is noted that local communities are often better equipped for effective management of the environmental sphere compared to the public and private sectors. Positive practices promoting the sustainable development of territorial communities are reflected. The importance of environmental awareness of the population is recognized, and problems related to low awareness, motivation, and environmental education are identified. The formation of goal-oriented Information-Active Units (IAUs) is proposed to stimulate eco-activities at the level of territorial communities. The proposed system is intended to perform functions such as provision, coordination, and forecasting. The structure of Information-Active Units in the environmental sphere at the level of territorial communities and key elements are presented. A model for coordinating cooperation in the public environmental management system is proposed. The implementation of the proposed measures involves assessing collaboration needs, defining goals, and improving coordination methods. Overall, the importance of collaboration, coordination, and effective communication in the public governance system in the environmental sphere is emphasized to achieve sustainable development goals at the local level.

Financial and investment resources of territorial communities: peculiarities of attraction and use

Introduction. In today's conditions of the functioning of communities, there is an ever-increasing need for financial resources to ensure their development and fulfillment of socio-economic tasks. In particular, it is important to study and analyze the peculiarities of attracting and using financial resources, taking into account the specifics of territorial communities, their needs, and capabilities, as well as the impact of war conditions on their functioning. These issues reflect the importance of developing effective strategies and methods for attracting financial resources to ensure the sustainable development of territorial communities. Therefore, it is necessary to understand the current state of financial and investment resources and their use, identify problematic aspects, and develop ways to solve them. Therefore, the introduction of new policies and tools for managing financial and investment resources to support the development of territorial communities is a more relevant research issue than ever. Due to the abovementioned factors, the study of financial and investment resources of territorial communities is important for the development of improved management strategies, ensuring the efficient use of resources, and securing the sustainable development of communities. The article aims to determine the nature of the financial and investment resources of territorial communities and analyze their current state in the context of existing and potential sources of their attraction. Results. Opportunities faced by local governments as they seek to achieve their goals and implement promising community development objectives are identified. The model of the system of financial and investment support of territorial communities is examined. Material and financial resources of budgets of territorial communities, as well as internal and external sources of financing their investment needs, are identified. The article outlines the capabilities of local governments to mobilize resources of economic entities, households, individuals, etc. for meeting the investment needs of the community. The organizational and managerial capabilities of territorial community authorities in solving investment problems are substantiated. The legal framework for the activities of local governments is analyzed. Conclusions. The article substantiates the potential of financial and investment resources of territorial communities and identifies the ways of using these resources to achieve the planned results and stimulate further development. МЕТОДОЛОГІЧНІ ОСНОВИ СТРАТЕГІЧНОГО ПЛАНУВАННЯ СТАЛОГО РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД

It was established that the imbalance of territorial and sectoral plans and programs in the implementation of strategies for the development of territorial communities causes insufficient orientation of local self-government to the same goals and tasks defined at the state level. It has been proven that an important issue today is the substantiation of the methodological foundations of the transformation of the existing system of strategic planning of territorial communities with a focus on the implementation of the principles of sustainable development. Thus, solving the tasks of sustainable development of territorial communities should be implemented taking into account the existing ecological and economic imperatives and interrelationships in the "society - environment - business" system. At the same time, in modern conditions, the use of one of the scientific approaches in the strategic planning of the development of territorial communities to achieve goals and comply with the principles of sustainable development is insufficiently effective and efficient. Based on this, the methodological foundations of strategic planning for the sustainable development of territorial communities, which are based on the methodology of integration of system, program-target, process-functional and project approaches, are substantiated. A model of the functioning of the system of strategic planning for the sustainable development of territorial communities is proposed, which includes the main elements: strategic analysis; formulation of goals and priorities; simulation of scenarios; strategy development; strategy implementation mechanism; development and implementation of programs and plans; performance analysis, control and correction. At the same time, the totality of these interrelated stages forms a single system, and the absence of one of the elements affects the effectiveness of strategic planning. The application of the foresight research method when considering various variants of strategies and scenarios for the development of territorial communities is substantiated.

ФІНАНСОВИЙ МЕХАНІЗМ РЕАЛІЗАЦІЇ СТРАТЕГІЙ СТАЛОГО РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД

In today's conditions of rapid changes in the economy of territorial units, it is a difficult task to forecast the implementation of their development priorities. This, in turn, determines the need to define for each territorial community a specific vector of strategic development based on scientifically based approaches. Objectively assessing the financial state of communities, it is extremely difficult to predict the implementation of the priority directions of development of individual territories in the future. Therefore, the issue of strategic planning in the conditions of the modern decentralization reform increases attention to the financial mechanisms for the implementation of the strategic goals of the sustainable development of territorial communities. It was determined that the basis of the functioning of an effective system for achieving the goals of sustainable development, set at the strategic level, is the financial support of this process. It has been proven that the effective use of financial tools in the strategic planning system makes it possible to ensure the implementation of planned measures for the long term. In this context, the article substantiates the theoretical and methodological foundations of the effective functioning of the financial mechanism for the implementation of strategies for the sustainable development of territorial communities. It is substantiated that the implementation of sustainable development strategies of territorial communities consists of two conditional stages (planning and implementation) and, accordingly, the process of financial support includes such conditional stages (funding and direct financing). The main elements of the financial mechanism for the implementation of sustainable development strategies of territorial communities, which gradually implement their functions to achieve the specified parameters, have been identified. It is justified that when implementing programs and projects at the system level for the implementation of sustainable development strategies, it is advisable to use investment financing tools.

ВПЛИВ ЛОКАЛЬНИХ ПОЛІТИЧНИХ ІДЕНТИЧНОСТЕЙ НА СТАЛИЙ РОЗВИТОК ТЕРИТОРІАЛЬНИХ ГРОМАД

The article examines the influence of local political identities on the sustainable development of territorial communities. It is noted that local political identity is carried out not only in the political sphere but also in socio-economic practices. A steady increase of scientific interest in local political identities is associated with the decentralization reform and the formation of united territorial communities, the formation of regional political regimes and the regionalization of the party system. The article defines the goals, criteria, and tasks of sustainable development, which are implemented in the strategic development plans of states, urban areas and communities. It is indicated that the influence of local political identities on the capacity and sustainable development of communities is manifested, primarily, in the formation of local self-government bodies that adopt political documents regarding the implementation of current and strategic plans for the socio-economic development of the community, the principles and mechanisms of their implementation. The opportunities of carrying out the political identities of community residents in socio-economic activities depend on the development of local democracy, legal regulation, and instruments of influence of community residents on the formation of local politics (general meetings, petitions, public and electronic consultations, participation in public actions, etc.). It is shown that active public participation and self-organization of the population based on strengthening interested participation, trust and patriotism is an important component of achieving the SDGs at the local level. It is emphasized that it is the local identity that is the basis of cohesion around the SDGs, a guarantee of community members’ responsibility to future generations of the local community. The approaches to involving the public in the process of strategic planning in the community are analysed. It is emphasized that the mechanisms of implementation of public initiatives within the community and the perspective of political decisions of local authorities reflect political views and values of local political identities and peculiarities of their political identification. The factors that have a bad effect on the involvement of citizens in strategic planning are weak local identity, lack of initiative, different strategic goals of developing territorial communities, conflict and lack of compromise among local authorities, etc. Keywords: local political identity, territorial community, sustainable development.

POLYGONAL METHOD OF TERRITORIAL ARCHITECTURAL AND PLANNING CLUSTERIZATION

Many of the current reforms in Ukraine are based on issues of urban and spatial planning, which are being implemented in the modern conditions of diverse and rapid socio-economic changes. Therefore, further improvement of various means of successful solution of the outlined tasks is an urgent scientific and applied problem.
 The main purpose of the current stage of social relations in material terms is the implementation of sustainable development of territorial communities for improvement of life of the population. Such development means their socially, economically and ecologically balanced functioning, aimed at creating high industrial, agricultural, scientific, educational, cultural potential with ensuring the rational use of natural, labour, financial and other resources, improving the service sector, living conditions, recreation and health enhancement of people.
 The implementation by citizens, legal entities and the state of actions for innovative investment activities, i.e. the introduction of new scientific, technical and organizational solutions, investment of funds, property, intellectual values in the territorial development of communities, is one of the most productive directions of achievement of this goal. The cluster approach is a fairly popular and appropriate form of its implementation. The corresponding model includes geographically close groups of interconnected enterprises, institutions and organizations, characterized by a certain joint activity. The main task of such association is to create a more competitive socio-economic structure of the regions.
 This publication is devoted to the mathematical description of the proposed method of polygonal territorial clustering as a means of automated geometric modeling of organizational structures for improvement of the efficiency of using various resources, such as natural, labour, financial and others. The study also identified some prospects for further perfection and application of the developed approach as a component of modern computer geographic information systems for optimizing territorial management.

Prospective areas for managing the financial potential of sustainable development of territorial communities

Low income and considerable amounts of local budget expenditures, dependence on interbudgetary transfers, and the lack of an effective financial resource management system do not allow local authorities to fully implement the functions assigned to them and fulfil the community's financial potential. In this context, the search for promising areas for managing the financial potential of sustainable development of territorial communities is considered particularly relevant. The purpose of this paper is the theoretical and methodological substantiation of promising areas for managing the financial potential of sustainable development of territorial communities. It has been established that in the conditions of martial law, the tasks of local authorities have significantly expanded. Specifically, the issues of social and household services for internally displaced people, the formation of food reserves, and the application of security measures to protect the community, the implementation of which require adequate funding, have become relevant. It has been proven that local budget revenues are a key indicator of the financial potential of territorial communities. Using the method of economic and mathematical modelling, it is argued that the progress of the financial potential of territorial communities both during the martial law and in the post-war period will depend on capital investments in the development of the economy, the growth of the employment of the working population, as well as the increase in its income as the main source of the formation of financial bases of local budgets. It has been empirically confirmed that the state of war and the need for post-war reconstruction of territorial communities requires their classification depending on the degree of human, infrastructural, and economic losses. It has been proven that such a gradation allows developing an algorithm for managing the financial potential of sustainable development of territorial communities depending on their immediate needs and requests, and for state authorities and management bodies to find out the necessary amounts of financial and other support as soon as possible. The need to develop conceptual approaches to the development of a sophisticated management mechanism for the restoration of the financial potential of communities synchronized with the EU membership plan is argued. Such approaches can be used by local government and management bodies when developing strategic plans for the sustainable development of territorial communities, developing financial potential capable of ensuring the implementation of measures to manage their economic, social, and environmental advance

Inclusive growth of agribusiness in the context of sustainable development of territorial communities

In modern conditions, harmonizing the development of society, nature, and the economy is becoming a priority. For this, it is necessary to form a new philosophy that combines sustainable development with practical mechanisms involving all layers of society. This philosophy is known as "inclusive growth" and becomes the basis for the strategy of further development both at the global and national level, as well as at the levels of territorial communities and various spheres of entrepreneurship, including agribusiness. The method of this study is to determine the possibilities of inclusive growth of entrepreneurship in the context of sustainable development of territorial communities. The chances of inclusive agribusiness growth in the context of sustainable development of territorial communities are studied. Concepts and tasks of entrepreneurship are summarized. The signs of inclusive growth of agribusiness (in particular, social responsibility, sustainable economic growth, ecological balance, food security, and global stability) are characterized. The dynamics and structure of sales of agro-food products in Ukraine are analyzed. The negative impact of COVID-19 and Russia's unprovoked invasion of Ukraine is characterized. The relationship between agribusiness and the development of territorial communities is substantiated. The inclusive growth of agribusiness comes from implementing various measures and policies that promote the involvement of all sectors of society in this process. This means creating equal opportunities and conditions for participation in the agricultural industry for women, youth, people with disabilities, and low-income groups. Ensuring the sustainable development of agribusiness is related to balancing economic, social, and environmental aspects of the activity of agricultural enterprises. It is essential to develop the economy, improve the standard of living of the local population, and ensure the stability and preservation of natural resources. Inclusive growth and the most optimal and harmonious use of the resources of territorial communities in the context of sustainable development provide essential scientific and practical value, especially considering the need for strategic mobilization and reconstruction of Ukraine during the war period. USE OF ENVIRONMENTAL, SOCIO-ECONOMIC INDICATORS OF SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES OF EASTERN PODIL

The article considers the main theoretical and practical approaches to the concept of sustainable development, international approaches to the implementation of sustainable development principles, practical mechanisms for implementing its social, economic and environmental indicators, organizational and managerial aspects of environmental protection for different regions. It conducted a study of the basic provisions of the concept of sustainable development of territorial communities of Eastern Podolia in the implementation of the state strategy. The system of estimation parameters of influence of factors of external and internal environment of territorial communities on the basis of the complex approach taking into account economic, ecological and social component is offered. It was found that ecologically balanced development of territorial communities of the region directly depends on the development of environmental management, marketing and auditing, environmental assessment of economic decisions, strategic environmental assessment, environmental impact assessment, ensuring proper environmental safety and the formation and implementation of effective local environmental policy. Therefore, the authors proposed to use a detailed scheme of components of sustainable development of local communities to write and implement strategies. Based on the research, the authors recommended 24 social, 16 economic and 24 environmental indicators of sustainable development of rural, urban and urban territorial communities of Eastern Podillya. It was found that the justification and development of any long-term program for the development of the local community should always be associated with objective risks. SWOT-analysis of local communities in the region should be used to reduce these risks. Therefore, to determine the ecological status of any territorial community of Eastern Podillya, its socio-economic development, it is necessary to conduct a SWOT-analysis. It should include the identification of strengths (strengths) and weaknesses (limitations) of the social, economic and environmental blocks of the model of sustainable development of the territorial community. These results should be further used for the formation and selection of goals and objectives of the strategy of sustainable development of territorial communities in the region.

STRATEGIC PLANNING IN THE MANAGEMENT SYSTEM OF SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES

Purpose. The aim of the article is to substantiate the theoretical and methodological foundations of the strategic planning process in the management system of sustainable development of territorial communities. Methodology of research. The basis of the study is the paradigm of the sustainable development strategy, which is based on the methodology of systemic and process-functional approaches and the use of a set of methods that determine the purpose of specific applied tasks. The article uses general research methods based on the principles of analyzing the processes of social and ecological, economic interrelationships. Findings. The approach to the formation of an effective management system for the sustainable development of territorial communities, which is based on the application of strategic territory planning tools, as a social and ecological, economic system, taking into account its potential and spatial features, is substantiated. It has been proven that the formation of predictive scenarios for the sustainable development of the territorial community, necessary for strategic planning, should be based on a model that reflects the state and trends of indicators of such development and reveals the strengths and weaknesses of the strategic object, as well as opportunities and threats when making management decisions. Originality. In order to systematically interpret the category "strategic planning of sustainable development of territorial communities", it is presented in the form of successive interconnected stages and constituent elements: strategic analysis, strategic vision, strategy, strategic plan. Practical value. Unlike the existing ones, the proposed approach involves taking into account the social and ecological, economic features of the territories as a result of the management entity's activities and allows it to determine the strategic positions of the territorial community taking into account the system of potentials, to choose from alternative options the optimal strategy for its sustainable development, as well as to develop a strategic the plan is aimed at achieving strategic goals. ФУНКЦІОНАЛЬНО-ОРГАНІЗАЦІЙНА МОДЕЛЬ УПРАВЛІННЯ СТАЛИМ РОЗВИТКОМ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ

The article outlines the main conditions of interaction of the population, economicentities and local authorities in the sphere of ensuring the sustainable development of territorial communities. The dualistic nature of the autonomy of local government is revealed, the essence is that the manage-ment of the territorial community simultaneously performs the functions of the state within the limits of their responsibility and by the same time has to plan its activities as separate economic entities in order to be able to ensure the sustainable development of the territory. The need for further research is outlined and suggestions are given for building a functional-organizational model of managing the sustainable development of the territorial community. The proposed model is based on the resource approach and takes into account the divisionof all functions into two main functional blocks: man-agement support functions and development functions, and also takes into account the main stages of economic activity. The proposed model provides two main components of the economic result of man-aging the sustainable development of the community: efficiency and effectiveness, which corresponds to the dualistic nature of municipal management. The article also reveals the features of a systematic approach to assessing the economic potential of the territory. While the principles of balanced devel-opment orient the management to invest larger amounts of resources in less developed areas of eco-nomic activity, giving preference to the financing of priority areas of economic activity of the region will be able to increase the efficiency of management and the overall economic potential of the region. The proposed model determines the place and key role of innovative activity for the sustainable de-velopment of the region. The issue of monitoring and evaluating theeffectiveness of the economic activity of territorial communities remains insufficiently resolved today. Удосконалення механізмів управління фінансовим потенціалом територіальних громад з урахуванням європейського досвіду

The purpose of the article is a theoretical-methodological substantiation along with development of practical recommendations for improving existing and developing innovative approaches to managing the financial potential of territorial communities on the basis of sustainable development, taking into account European experience. Using the methods of scientific synthesis, comparison and systematization, the theoretical-methodological foundations of managing the financial potential of territorial communities on the basis of sustainable development and European integration are summarized. To develop ways to improve the efficiency of managing the financial potential of the development of territorial communities, taking into account European experience, abstract-logical and statistical-economic methods of scientific research were used. The article proves that the decentralization reform contributed to changing the system of organization of local authorities through the creation of amalgamated territorial communities, which received a wider range of powers in making managerial decisions, as well as additional sources of formation of financial resources. It is defined that the key among them are the budget, investment, credit, and grant ones. The experience of the European Union countries has shown that the application of an integrated approach to achieve the goals of sustainable development of territorial communities by promoting creation of jobs, research and innovation in the field of infrastructural development of territories, cooperation between cities and villages, implementation of technical assistance measures is also relevant for our domestic realities. An important aspect of managing the financial resources of the EU Member States is the targeted nature of the use of funds and the availability of an effective system of financial management on the ground. Based on the experience of the EU Member States, key goals, principles and levers of managing the financial potential of territorial communities are formulated, focused on the optimal formation, distribution and use of their financial resources, as well as on the adoption of a set of interrelated decisions that will contribute to their sustainable development.

The problem of maintaining the effectiveness of industrial policy is one of the most important not only in Ukraine, but also in most countries of the world. It is emphasized that the development of structural and fundamental factors should focus on the formation of promising competitive advantages based on knowledge and technologies, which will allow changing the structure of the national economy, overcoming its technological backwardness. Such branches of industry as machine building, iron ore and metallurgical industry, chemical and pharmaceutical industry, as well as a modern and powerful military-industrial complex should become strategically important for the national economy in the post-war period. It is emphasized that mechanical engineering in industrial policy needs special attention from the state, as this branch is a powerful moderator of the development of the entire economy of the country, creates a long economic chain of added value. The concept of smart specialization is relevant for implementation, which has an economic basis with a focus on regions through the identification of factors that can influence economic, scientific, and technological specialization within the framework of regional policy or within the framework of their impact on the mechanism of productivity, competitiveness, and economic growth. The problems of Donetsk and Luhansk regions – a region that needs modernization based on an innovative development model, sustainable development of territorial communities, stimulation of entrepreneurial activity, and strengthening of interregional ties – are considered. The reconstruction program should also focus on the restoration of industrial production with the mass introduction of new technologies and provide for the use of special tools for the restoration and modernization of industry, as a key area for generating the flow of income and increasing the employment of the population. Also, for a country that is rebuilding after the war, it is important to monitor and control financial flows aimed at the development of industry, in order to avoid the concentration of funds in the hands of one corporation or firm that will only care about its own profits.

ASSESSMENT OF THE IMPACT OF BUDGET DECENTRALIZATION ON SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES IN UKRAINE

Peculiarities of territorial community (hromada) development management are revealed and theoretical approaches to budget decentralization in Ukraine are substantiated. Based on the analysis of the composition and structure of local budgets, as well as the calculation of financial independence of territorial communities (hromadas), it is proved that the current budget system of Ukraine is characterized by a high degree of budgetary resources centralization, which does not provide real independence. Building an efficient model of fiscal decentralization consists in determining the tax potential of a separate administrative-territorial unit (territorial community). For further success of decentralization, it is necessary to determine the optimal amount of government functions that are appropriate and cost-effective to delegate to the appropriate local level on a permanent basis, thereby converting them into the local government's own functions.Purpose of study. The aim of the study is to assess the impact of budget decentralization on the sustainable development of territorial communities (hromadas), to determine its relationship with changes in the administrative-territorial structure of Ukraine and to strengthen the financial independence of newly established institutions (amalgamated hromadas).Methodology. In the course of the research the following methods were used: analogy and comparative analysis to identify the features of the implementation of fiscal decentralization in different countries of the world and in Ukraine; settlement and constructive – used in determining the indicators of territorial communities' financial independence in the process of budget decentralization implementation in Ukraine; abstract-logical to reveal the main threats to the financial security of territorial communities and justify proposals and recommendations to ensure their sustainable development.Results of the study. The study showed the presence of certain features in the implementation of budget decentralization reform in Ukraine in modern conditions due to a number of macroeconomic and institutional factors with a long-term and globalization nature of manifestation. They led to the emergence of clearly defined trends and patterns of change in the choice of regional development financial instruments, which will further improve the process of development management of Ukrainian administrative-territorial units in terms of decentralization to achieve the priorities of socio-economic development.Peculiarities of territorial community development management are revealed and theoretical approaches to budget decentralization in Ukraine are substantiated. Based on the analysis of the local budget revenues composition and structure, as well as the calculation of the territorial community financial independence indicators, it was proved that the modern budget system of Ukraine is characterized by a high degree of centralization of budgetary resources.It has been substantiated that the difficulties arising in the financing of state budget expenditures under both unitary and federal systems are largely due to the imperfection or inconsistency of certain provisions of the Basic Law (the Constitution) with the current state of interstate relations and the domestic political situation.Conclusion. It is emphasized that the main problem to be solved to build an effective and efficient model of fiscal decentralization is to determine the tax potential of a particular administrative-territorial unit (territorial community) and the optimal volume of state functions that are expedient and cost-effective to delegate to the local level as own functions of local self-government.

THE IMPACT OF INTER-MUNICIPAL COOPERATION OF TERRITORIAL COMMUNITIES ON LOCAL SUSTAINABLE DEVELOPMENT

The article confirms that inter-municipal cooperation is a factor influencing the determinants of sustainable local development. The relationship between the number of communities that have concluded agreements on inter-municipal cooperation and a set of indicators of the indicators of sustainable development of territorial communities is formalized based on the use of the correlation-regression analysis toolkit using the STATA software package. There is a positive impact of increasing the number of communities that have concluded agreements on inter-municipal cooperation on the indicators of the economic component of sustainable development: gross regional product, agricultural output, exports of goods per capita; on the environmental component of sustainable development: reducing the growth rate of pollutant emissions from stationary sources of pollution and reducing the amount of fuel and energy resources consumed in the region. Regarding the indicators of the social component of sustainable development, there is a positive impact on the regional human development index, the share of graduates of secondary schools who received 160 points and above according to the results of external independent evaluation of Ukrainian language and literature, the planned capacity of outpatient clinics, average life expectancy at birth and reduction of а number of criminal offenses committed against human life and health. Dissemination of inter-municipal cooperation is a promising area for the development of territorial economic systems. It is not only an alternative to the consolidation of communities but also an effective means of ensuring the economic viability of communities in the context of decentralization. Today, inter-municipal cooperation of territorial communities in Ukraine is one of the important directions of local self-government reform.
