Smart City Collaboration: A Review and an Agenda for Establishing Sustainable Collaboration

Collaboration is problematic in the public sector, yet many smart city theorists advocate relationships fully dependent upon collaboration to address the intense complexity encountered by city governments and achieve city objectives of quality of life, efficiency, effectiveness, and economic and environmental sustainability. Skeptical, we inductively drew together the widely dispersed theoretical tenets of smart city collaboration into a framework of collaborative relationships and tested this framework using secondary evidence as to practice in greater Amsterdam. Mostly authentic collaborative relationships were explicated. Theory is extended by clarifying the roles of actors, especially the role of city government as actor and steward of the collaborative ecosystem. Future research should unpack the factors that impact the sustainability of smart city collaborations.

A Multi-Perspective Approach to Support Collaborative Cost Management in Supplier-Buyer Dyads

Joint cost management is a decisive factor for sustainable collaboration in supplier-buyer dyads. For both parties the establishment of an accurate cost estimation (CE) framework supports managing suppliers’ costs as well as manufacturer’s quotation costing. Grounded on resource dependence theory and following a design science research approach, this study aims to develop a multi-perspective CE system inspired by statistical learning , deep learning- decision-making and multi-agent theory. We evaluate our system in a single case and computer simulation study using empirical data coming from observations and archives at a large Bavarian original equipment manufacturer (OEM). The results indicate that our CE approach can select the most significant cost-drivers and predict total costs of parts and assemblies with high accuracy to support the supplier in efficiently managing its costs. In making the CE blackbox model transparent using a combination of model agnostic post-hoc explainable artificial intelligence approaches we create user acceptance for both suppliers and OEMs. All CE-artifacts are ensembled in a multi-agent system being able to automatically manage costs with suppliers and furthermore, as a model extension, can lead to a collaborative price agreement. Our system supports supply chain managers on both sides in entering into a sustainable long partnership.

Security, sustainability and supply chain collaboration in the humanitarian space

PurposeTo extend humanitarian supply chain relationships beyond logistics concerns of delivery, quality and cost. As humanitarian actors continue to face increasing numbers of natural disasters, armed conflicts and attacks on aid workers, security (risk) and sustainability are issues of growing importance. Aiming to inspire discussion, the paper concludes with a research agenda.Design/methodology/approachThis is a conceptual paper inspired by relevant statistics, news reports and academic literature.FindingsWorldwide natural disasters and armed conflicts are on the rise. So are deliberate attacks on aid workers. Thus, humanitarian supply chain design must include considerations of security and sustainability. Agencies have several options for integrating matters of security and sustainability with the delivery of aid, from being reactive to creating internal solutions to forming proactive relationships with security and sustainability experts.Research limitations/implicationsThere are numerous opportunities for research in the areas of security, sustainability and supply chain relationships.Practical implicationsThrough advocacy and supply chain relationships, humanitarian agencies can enhance security for aid workers and civilians affected by conflict and disasters. Looking to the future, they can also make a positive difference on issues of sustainability.Social implicationsThere is an opportunity to enlarge the “humanitarian space” – and increase security for aid workers and civilians, especially in areas of armed conflict. In the long term, aid agencies can also help eliminate social problems such as gender inequality.Originality/valueThis appears to be among the first papers to discuss matters of security and sustainability in the context of humanitarian supply chain collaboration.

Constructive Distributed Work: An Integrated Approach to Sustainable Collaboration and Research for Distributed Teams

Academic work increasingly involves creating digital tools with interdisciplinary teams distributed across institutions and roles. The negative impacts of distributed work are described at length in technical communication scholarship, but such impacts have not yet been realized in collaborative practices. By integrating attention to their core ethical principles, best practices, and work patterns, the authors are developing an ethical, sustainable approach to team building that they call constructive distributed work. This article describes their integrated approach, documents the best practices that guide their research team, and models the three-dimensional thinking that helps them develop sustainable digital tools and ensure the consistent professional development of all team members.

Decadal changes in international advocacy toward the conservation of highly migratory fishes

AbstractHighly migratory fishes, such as tunas, present conservation challenges because their ranges span the high seas and jurisdictional waters of coastal states. Governments are mandated to manage tuna fisheries through Regional Fisheries Management Organizations (RFMOs), so RFMO meetings have subsequently become one focal point for non‐governmental organizations (NGOs) seeking to influence the management process. Here we ask: how have the agendas of NGOs at RFMO meetings changed over time and where are they currently most effective at reforming tuna fisheries management? We systematically analyzed 216 advocacy statements submitted by NGO observers to RFMOs from 1999–2019 and interviewed 26 meeting attendees. We find that target tuna stock management measures accounted for over 20% of total advocacy over time and there has been a 26‐fold increase in calls for science‐based harvest strategies since 2010. We also find that 77% of policymakers were receptive to RFMO advocacy, but 57% of interviewees believe the most effective way to influence RFMO decisions was through engagement external to RFMO meetings. Relations between industry and environmental NGO observers are also improving due to sustainable seafood movement collaborations and we suggest these emerging cross‐sectoral partnerships could substantially improve the management of pelagic species if their efforts remain credible and transparent.

COLLABORATIVE GOVERNANCE DALAM KEBIJAKAN RUANG TERBUKA HIJAU PUBLIK DI KOTA MAGELANG

According to UU 26/2007 of Spatial Planning, the percentage of green open space in the city area is at least 30% of the total area of the city consisting of 20% public green open space and 10% private green open space. Until early 2021, the percentage of public green open space in Magelang City has only reached 16% of total area of Magelang City. This is because there are still limited human resources and finances. The government of Magelang City still dominates in the management of public green open space and doesn’ t empower other stakeholders. To accelerate the achievement of the target of public green open space in Magelang City need collaboration between government with private and civil society. The collaboration of them in the process of formulating, implementing, and evaluating public policies is known as collaborative governance. The objectives of this study are (1) to identify the stakeholders in the Public Green Open Space Policy in Magelang City, (2) to analyse the role of each stakeholders in the Public Green Open Space Policy in Magelang City, (3) to analyse Collaborative Governance in the Public Green Open Space Policy in Magelang City. In this study, the researcher used a qualitative descriptive approach with Collaborative Governance theory by Ansell and Gash. The result of this study indicate that (1) the stakeholders of Public Green Open Space in Magelang City are DPUPR, DLH, Bank Jateng, Bank Magelang, HK Mustika Gold, and civil society, (2) DPUPR has role as a policy maker and coordinator; DLH acts as implementer; private as facilitator; and civil society as users of Public Green Open Space, (3) collaborative governance in the Public Green Open Space in Magelang City has not gone well, collaboration between the government and the private is only carried out for a certain period of time and there is not sustainable collaboration.

Collaboration for Community-Based Cultural Sustainability in Island Tourism Development: A Case in Korea

Constructive collaboration with host communities while maintaining their traditional culture is crucial when planning tourism ventures, particularly if ensuring sustainability is considered important. This paper investigates the cultural sustainability of Jeju Island in South Korea and whether collaboration with community-based tourism ensures this sustainability through in-depth interviews with local residents. The first part of the interview focuses on cultural components to assess the current situation of cultural sustainability on the island, and the second part is related to that collaboration. The findings of the interviews indicate that: (i) there are certain negative indications of cultural sustainability in that Jeju people holding informal power became vulnerable in the face of tourism demand; (ii) several barriers exist in the facilitation of community-based tourism collaboration notwithstanding the beneficial trends, and (iii) there is a strong relationship between collaboration and cultural sustainability. It is also noted that the collaboration itself does not coincide with the actualization of cultural sustainability so long as current power disparities exist. The study delivers significant implications to the tourism policymakers and practitioners on how sustainable tourism development should be planned and operated to secure a long-term benefit especially focused on how the local community should be involved in the overall development process.

Radical collaboration during a global health emergency: development of the RDA COVID-19 data sharing recommendations and guidelines.

Background: The coronavirus disease 2019 (COVID-19) global pandemic required a rapid and effective response. This included ethical and legally appropriate sharing of data. The European Commission (EC) called upon the Research Data Alliance (RDA) to recruit experts worldwide to quickly develop recommendations and guidelines for COVID-related data sharing. Purpose: The purpose of the present work was to explore how the RDA succeeded in engaging the participation of its community of scientists in a rapid response to the EC request. Methods: A survey questionnaire was developed and distributed among RDA COVID-19 work group members. A mixed-methods approach was used for analysis of the survey data. Results: The three constructs of radical collaboration (inclusiveness, distributed digital practices, productive and sustainable collaboration) were found to be well supported in both the quantitative and qualitative analyses of the survey data. Other social factors, such as motivation and group identity were also found to be important to the success of this extreme collaborative effort. Conclusions: Recommendations and suggestions for future work were formulated for consideration by the RDA to strengthen effective expert collaboration and interdisciplinary efforts.

Triads in sustainable supply-chain perspective: why is a collaboration mechanism needed?

This research explores focal actors and their dyads, addressing their sustainable collaboration in triads and its relevance in the agri-triads that share information along the supply chains. We employ a multiple-case approach and presents two triads through 42 interviews, observation and documentaries. An abductive approach, Transaction Cost Economics (TCE), conceptually guides the analytical iteration stages between theory and data. The findings describe the collaboration mechanisms of focal actors at triad levels and the development of their dyads capabilities for sustainable supply chains. Eight triad approaches emerge in the present research; these are grouped into three aggregated levels according to the intensity of information-sharing between focal and associate actors in each triad. The research has identified six contextual factors that are linked to the TCE dimensions of asset specificity, uncertainty and frequency, and offers key propositions. The research gained insights into how focal actors in dyadic triads choose between the available approaches based on different intensity levels of information-sharing. This research presents a conceptual framework informing the choice of triad approaches reflecting collaboration mechanism strategies, and thus the intensity of information-sharing and sustainability performance. The study elaborates on the application of TCE and extends it empirically to the literature.

Optimal distribution of profit and leadership for a sustainable collaborative R&D projects

The highly distributed and frequently changing resources, as well as the rising costs and uncertainties of developing and launching new products necessitate that firms continuously collaborate in R&D projects. However, management of new product development, especially the leadership assignment of the sustainable collaboration between firms, presents a new set of challenges in sharing the benefits of innovation. This paper conceptualizes and formulates a sustainable collaborative R&D project involving two firms with diverse R&D and leadership technologies. Based on game theory, it examines the optimal mechanism of profit allocation and leadership distribution from a sustainability perspective that outweighs investigating them alone. The analysis shows that when leadership is technically impossible, the optimal profit allocation to each firm should be positively related to its comparative importance in the collaborative innovation project. However, when the two firms are much dependent on each other to complete the project, the focal firm, which is usually more important in the project, needs to give up more its profit shares to the partner firm to lighten the bottleneck R&D effects and induce a sustainable collaboration with partner firm. In contrast, when leadership is technically possible, the optimal leadership distribution for sustainable and effective collaboration depends on the interplay relationships between each firm's comparative importance in the collaborative R&D project, leadership ability, and the R&D and leadership efforts and costs. Furthermore, it is also found that distributing leadership to a firm with absolute dominances is always preferred to distributing to a firm with absolute weaknesses in both R&D and leadership technologies.

Investigating stakeholder awareness of the sustainable development goals and tourism stakeholder collaboration: the case of North Cyprus

PurposeThe aim of the study is to consider the extent to which the 17 sustainable development goals (SDGs) agreed by United Nations member states contribute to sustainable tourism and to relevant targets in North Cyprus. The study also investigates how tourism stakeholders in North Cyprus understand and implement the UN’s SDGs.Design/methodology/approachA qualitative study with structured questions was used to investigate awareness of the UN SDGs and collaboration between 19 tourism stakeholders from different sectors (tour guides, hotels, travel agencies, restaurants and government) in North Cyprus.FindingsThe results of the study reveal that not all of the SDGs have been embraced in North Cyprus, and that there is lack of understanding about the goals and about the need for collaboration among the different tourism stakeholders in North Cyprus.Practical implicationsThis study reveals many shortcomings in implementing sustainable tourism in North Cyprus. It would seem that only issues that affect financial performance are prioritised. At present, tourism stakeholders in North Cyprus do not collaborate and do not believe that collaboration would, in any way, influence the sustainability of tourism in the region or benefit them financially. Given this finding, stakeholder collaboration needs to be enhanced in support of tourism sustainability in North Cyprus, and in this, the government needs to act as a catalyst.Originality/valueMany developing countries are trying to improve living conditions and, at the same time, protect the environment by implementing sustainable development initiatives. The most common initiatives include the creation of protected areas for tourism development. In this context, sustainable development targets for island economies such as North Cyprus are important.

COVID-19 Surveillance for Local Decision Making : An Academic, School District, and Public Health Collaboration.

Data-informed decision making is valued among school districts, but challenges remain for local health departments to provide data, especially during a pandemic. We describe the rapid planning and deployment of a school-based COVID-19 surveillance system in a metropolitan US county. In 2020, we used several data sources to construct disease- and school-based indicators for COVID-19 surveillance in Franklin County, an urban county in central Ohio. We collected, processed, analyzed, and visualized data in the COVID-19 Analytics and Targeted Surveillance System for Schools (CATS). CATS included web-based applications (public and secure versions), automated alerts, and weekly reports for the general public and decision makers, including school administrators, school boards, and local health departments. We deployed a pilot version of CATS in less than 2 months (August-September 2020) and added 21 school districts in central Ohio (15 in Franklin County and 6 outside the county) into CATS during the subsequent months. Public-facing web-based applications provided parents and students with local information for data-informed decision making. We created an algorithm to enable local health departments to precisely identify school districts and school buildings at high risk of an outbreak and active SARS-CoV-2 transmission in school settings. Piloting a surveillance system with diverse school districts helps scale up to other districts. Leveraging past relationships and identifying emerging partner needs were critical to rapid and sustainable collaboration. Valuing diverse skill sets is key to rapid deployment of proactive and innovative public health practices during a global pandemic.

The impacts of sustainable inter-firm collaboration on business performance of shipping companies

PurposeTo gain competitive advantage, shipping companies need the abilities to manage environmental requirements, which this study refers to as sustainable shipping capabilities, including internal resources and external factors such as inter-firm collaboration. However, previous studies mainly focused on the effectiveness of internal resources, leading decision-makers in shipping companies to undervalue the significance of external relationships in managing sustainability issues and their impact on performance. Therefore, this paper aims to identify and examine the impacts of sustainable inter-firm collaboration on shipping companies' business performance (i.e. shippers' loyalty and financial performance).Design/methodology/approachA proposed model that explains the relationships between relation bonding strategies, sustainable inter-firm collaboration and business performance was developed. Accordingly, a survey questionnaire was constructed and sent to 294 shipping companies in Vietnam. Structural equation modeling was deployed to examine the validity of the measurement items and investigate relationships among the latent constructs.FindingsThe findings show that financial bonding strategies have the most significant impact on sustainable inter-firm collaboration, followed by social bonding strategies and structural bonding strategies. Furthermore, sustainable inter-firm collaboration has direct and indirect (via perceived shippers' loyalty) effects on business performance.Research limitations/implicationsRelational bonding strategies provide a unique perspective to sustainable inter-firm collaboration. This study also contributes to allocate external resources and capabilities to improve inter-firm collaboration, thereby maximizing financial performance.Originality/valueThis paper contributes to the literature by applying relational bonding strategies that determine the key factors enabling sustainable inter-firm collaboration.

Basic Criteria, Models, and Indicators of Intersectoral Collaboration in Health Promotion: A Scoping Review.

Background:In this study, the basic criteria, models, and indicators of intersectoral collaboration in health promotion were investigated to facilitate the implementation of collaboration.Methods:This scoping review was conducted using datasets of Embase, Web of Science, Scopus, and PubMed, and search engines of Google, Google Scholar, and ProQuest.Results:52 studies were included, and 32 codes in Micro, Meso, and Macro level, were obtained. Micro-level criteria had the highest frequency. Among the models used in the reviewed studies, social network analysis, Diagnosis of Sustainable Collaboration, Bergen, and logic models had the highest frequency. Among the indicators studied, the number of participants and the level of collaboration as well as its sustainability were the most frequent indicators.Conclusion:The findings identified the most important and widely used criteria, models, and indicators of intersectoral collaboration in health promotion which can be useful for decision-makers and planners in the domain of health promotion, in designing, implementing, and evaluating collaborative programs.

Tri-Co LIASE: Cross- and Intra-Institutional Collaboration to Build and Sustain Student-Focused Embedded Study in Asia

In this paper, Swarthmore College and Bryn Mawr College faculty and administrators share reflections on the Luce Initiative on Asian Studies and the Environment (LIASE) grants from the Henry Luce Foundation for the enhancement of curriculum on Asia and the environment and the cultivation of collaborations between US and Asian institutions. Supported by LIASE exploration grants in 2013 and a LIASE implementation grant awarded to the Tri-College Consortium of Bryn Mawr, Haverford, and Swarthmore Colleges in 2015, curricular innovations included the creation of courses with travel components and the introduction of topics on Asia and the environment across disciplines. Topics of discussion include fostering curricular innovation and interdisciplinarity across academic divisions; building effective and sustainable collaborations with local institutions in Asia; forging strategic partnerships with administrators in grants, advancement, and finance; leveraging institutional relationships to secure funding to pilot and sustain initiatives; and the importance of reciprocity in building long-term, cross-cultural exchanges.

Community voice in cross-sector alignment: concepts and strategies from a scoping review of the health collaboration literature

BackgroundHealth care access is an important driver of population health, and factors beyond health care also drive health outcomes. Recognizing the importance of the social determinants of health (SDOH), different actors in the health care, public health, and social service sectors are increasingly collaborating to improve health outcomes in communities. To support such collaboration, the Robert Wood Johnson Foundation developed a cross-sector alignment theory of change. According to the cross-sector alignment theory of change, community voice is critical for helping collaboratives address community health needs. Yet research on health collaboratives offers mixed guidance on how community voice should be understood and which community voice strategies are most effective.MethodsThis study addresses a gap in the literature with a systematic scoping review of research on health-oriented cross-sector collaboration and community voice. By scanning key academic journals, searching three academic databases, and obtaining documents from across our professional networks, we identified 36 documents that address community voice in health collaboratives.ResultsThe review reveals several conceptions of community voice and a range of community voice strategies. We find that community voice strategies fall on a spectrum between two broad types of approaches: active and passive. These vary not only in the level of power shared between communities and collaborators, but also in the level of involvement required from the community, and this in turn has important implications for community collaboration strategies. We also find that while most strategies are discussed in the context of short-term collaboration, many also lend themselves to adoption in the context of sustainable collaboration and, ultimately, cross-sector alignment.ConclusionThis review provides a characterization and conceptualization of community voice in health-oriented collaborations that provides a new theoretical basis for future research. Passive and active community voice strategies can be studied in more detail for their expected impact on health outcomes and disparities. Increased attention to active community voice and the resources it requires can help practitioners achieve improved health outcomes and researchers understand the pathways to health improvement through collaboration.

Recently, social economy and social collaboration are emerging as the vehicles to overcome social issues such as poverty, environments and unemployment. This study is to examine the social collaboration model and suggest practical implications through the relevant case analysis. First, social collaborations based on social enterprise are classified by involved participants and collaboration level such as governance based LoB(Line of Business) model and value chain based collaboration model among commercial & public organizations, local community and social enterprise. The level of collaboration is defined as philanthropic, transaction, integration and transformation. Second, three business cases (Hanhwa B&B, Heemanghousing, Chungmil) are analyzed in views of business model, nature of social collaboration structure, and economic & social performance. Key implications from business case analysis are as follows. The level and scope of social collaboration in Korea has extended. The productive social partnerships require that business resource complementarity and resource transfer are necessary. In addition, the sustainable collaboration relationships depend on the distinctive resource and competency of participants with balanced coordinating management. This research is so meaningful that social collaboration models and practical key success factors based on business cases analysis are suggested, which provides the growth or survival path of Korean social enterprises.
