The subject of the study is new approaches to organizing activities to maintain health and provide social services to disabled elderly people and technologies for their implementation at the regional level. The purpose of the paper is to analyze activities to maintain health and provide social services to disabled elderly people and to develop new regional management approaches. The relevance of the study is determined by modern trends in state social policy aimed at significantly increasing support for citizens with particular social vulnerabilities, which include elderly people with disabilities. The prerogative of responsibility for the provision of medical and social services to these categories of the population belongs to the constituent entities of the Russian Federation. The scientific novelty lies in substantiating the priority importance of integrated social and medical services based on interdepartmental interaction and taking into account regional characteristics. One of the research results is an original innovative model of the mechanism for applying new management technologies for organizing integrated social and medical services to disabled elderly people at the regional level, developed by the authors. The conclusion is made about the need to streamline the activities and their control in terms of providing guaranteed and paid medical care and medical and social services to disabled elderly people by amending the current legislation (drafts of relevant amendments have been developed), as well as introducing new organizational and management tools proposed by the authors.

The subject of the study is a public demand for the transformation of state social support for citizens of the Russian Federation. The purpose of the work is to identify the motives of public inquiry as a reaction of the population to negative environmental factors and to determine its importance for improving state social support for citizens. The main reason for the deployment of the work of state bodies to modernize social support for the population was the need to synchronize its goals with the strategic objectives of the development of the Russian Federation against the background of the increasing effect of external geopolitical factors as a result of the introduction of sanctions restrictions on the export and import of goods to Russia. The article substantiates the need to study public demand as a motivator of technological progress – the process of continuous development of science, technology, technology, improvement of forms and methods of labor organization. with the ultimate goal of improving the economic and social situation of citizens by changing all spheres of the internal life of the state, namely business, education, healthcare, law enforcement, finance, the use of natural resources, social security of Russian citizens to improve state social support for the population. The article presents the main results of a public opinion study on the provision of state social support to the poor, and concludes that there is a public demand for its change for the better. One of the reasons for the public demand for improving the social situation of citizens, identified as a result of the study, is dissatisfaction with a number of categories of citizens with their financial situation and the state social support in relation to them. The paper describes the positive and negative aspects of public demand and makes proposals to change the current state social support for the population, taking into account the influence of external geopolitical factors.

Regulation of the insurance market

Since the insurance sector is of great importance for economic stability and financial support of citizens and businesses, the issue of regulation of the insurance market remains relevant. Research in this field can focus on various aspects of regulation, such as setting financial soundness standards for insurance companies, consumer protection, risk resolution mechanisms, risks and ensuring market stability. Research may include an analysis of the effectiveness of existing regulatory mechanisms, an assessment of their impact on the development of insurance markets and the ability to ensure the protection of the interests of all stakeholders. Given the rapid changes in business and technology, continuous monitoring and analysis of regulatory approaches is a key challenge to ensure the stability and efficiency of insurance markets. Regulation of the insurance market is necessary to protect consumer rights, ensure market stability and stimulate its development. However, it is important to find a balance between protection and incentives, control and innovation, bureaucracy and efficiency. For this regulation should be transparent, clear, flexible, and fair. It is also important that regulators cooperate with insurance companies, take their opinion into account, and stimulate innovation. In Ukraine, the insurance market regulation system is constantly developing and improving. However, there are certain problems that need to be solved. It is necessary to reduce bureaucracy, increase the effectiveness of supervision, and stimulate the development of new types of insurance. Effective regulation of the insurance market is a guarantee of its stable development, protection of consumer rights, and growth of trust in insurance companies. The insurance market needs proper regulation to ensure stability, protect the interests of policyholders, and ensure financial security. Regulators should ensure a balance between stimulating innovation in insurance and protecting the rights and interests of consumers. Regulators should actively monitor the financial stability of insurance companies and market risks to prevent possible crisis situations. Assessing Service Quality in Passport Application Mobile Apps(M-Paspor) and its Influence on User Satisfaction

Technological advances in this era can support public services to serve the public more quickly and responsively. One of the electronic public services used by citizens in Indonesia is the application for a passport. After launching to the public in early 2022, the mobile app M-Paspor is still experiencing some obstacles. This study aims to get recommendations for government consideration based on public experience as users of the M-Paspor application. This study integrates the e-Govqual model initiated by Papadomichelaki & Mentzas and End User Computing Satisfaction by Doll & Tork Zadeh. Six dimensions are used: ease of use, trust, functionality of the interaction environment, reliability, content and appearance of information, and citizen support. With the questionnaire distributed through social media, we analyzed data from 111 respondents. We conducted an analysis using SmartPLS to validate the survey. The result implied that Citizen Support, Functionality of the Interaction Environment, and Reliability significantly influence End User Computing Satisfaction of M-Paspor users

Budgetary security of Ukraine in the context of a large-scale war

The large-scale war taking place on the territory of Ukraine as of 2023 has a significant impact on budgetary processes and the financial system. In the face of new challenges, the budget system is becoming a key tool for ensuring financial stability and fulfilling the strategic objectives of the state. Military expenditures, reconstruction of the affected territories, social support for citizens and other unforeseen expenditures require effective management of the state and local budgets and improvement of the financial security mechanism. The purpose of this article is to define the theoretical and practical foundations of Ukraine’s budget security, to develop proposals for a strategy and measures to ensure the sustainability of the budget system in times of war. In studying the issues of formation and functioning of Ukraine’s budget security, the author used a combination of empirical, comprehensive, systemic and analytical methods and approaches that helped to achieve this goal. The study analysed statistical data reflecting the state of budget security, including indicators reflecting the specifics of the state budget system management. Nevertheless, the events that took place in the period from 2014 to 2022 led to political and economic instability in the country, which resulted in an imbalance in the functioning of Ukraine’s budget security. Given the difficulties associated with ensuring budgetary security in a time of war, the author offers recommendations for achieving future stability of the state’s financial system, which involves adherence to the national strategy and development of new financial security mechanisms. At the same time, a sustainable budget policy promotes efficient resource management and stimulates economic development. Investments in key industries, support for enterprises and innovations help to strengthen the country’s economy. The scientific results obtained in the course of this study solve the urgent problem of developing and substantiating theoretical and methodological approaches to the functioning of budget security, and can also be used to determine ways to improve it and apply it by the country’s state authorities

THE SPECTRUM OF THREATS TO WOMEN'S PERSONAL SAFETY IN THE 1920-1935 (BASED ON MATERIALS FROM THE URALS)

The article considers the threats to the personal safety of women in the Urals in the period of the 1920-1935. The source base of the research of the topic was archival documents identified in the Ural archives, periodical press materials, memories of eyewitnesses of the events. The main factors that influenced the state of women's personal security are named: the general low level of well-being of the population, the weak development of social guarantees for the life support of citizens of the country, the complex of the old customs and mores of society. The old (traditional) and new, genuine and imaginary threats to women's health and life in the extreme conditions of the first decades of the Soviet era are characterized and illustrated.

<p><strong><em>The purpose of the study </em></strong><em>is to identify the main problems that complicate the role of social communications in confronting the challenges of the full-scale russian-ukrainian war and to propose ways to solve them in order to build a stable and harmonious society.</em></p><p><strong><em>Research methodology.</em></strong><em> Using the method of critical analysis, the role of social communications in confronting the challenges of the war with russia was analyzed and their importance for building a stable and harmonious society was determined. In the process of information synthesis, the problems that complicate social communications during the war are highlighted. Recommendations for solving these problems were developed using the methods of induction and deduction.</em></p><p><strong><em>The results.</em></strong><em> The article is devoted to the coverage and analysis of the role of social communications in confronting the challenges of the russian-ukrainian war. The relevance of the study is determined by the need for balanced information and support of citizens, as well as the need to fight disinformation and other challenges of war.</em></p><p><em>According to the results of the study, it was established that social communications play a critical role in confronting the challenges of the war in Ukraine. They create an information base, promote mobilization, shape public opinion, and psychologically support citizens and the military. At the same time, social communications are complicated by a number of problems, such as disinformation and fakes, censorship and restrictions on freedom of speech, psychological pressure and threats to journalists and activists, information overload, lack of access to information for certain population groups. Solving these problems requires increasing the level of media literacy of the population, protecting journalists and activists, developing independent mass media and hybrid media, encouraging transparency, and involving the international community.</em></p><p><strong><em>Novelty.</em></strong><em> The study reveals the complex problems of using social communications in confronting the challenges of the war in Ukraine, and also provides specific recommendations for overcoming these problems in the process of building a stable and harmonious society.</em></p><p><strong><em>The practical significance</em></strong><em> of the research lies in the possibility of applying the obtained results to improve the effectiveness of social communications in the conditions of war in Ukraine, strengthening public order and national unity.</em></p><p><strong><em>Key</em></strong><strong><em> </em></strong><strong><em>words:</em></strong><em> social communications, communication trends, social networks, fakes, media literacy.</em></p>

Size of government and willingness-to-pay for environmental policy: Evidence from a cross-country survey

Citizen support is an important precursor to climate change mitigation polices. Public opinion can shape public policy and vice versa. This paper uses the 2010 International Social Survey Programme (ISSP) Environment Module to investigate cross-national differences in support for climate policy. We introduce size of government, measured by government revenues as a share of GDP, as a new country-level factor. Our sample includes 31,511 responses from 33 countries. We use multilevel models to estimate the relationship between country-level factors and environmental policy support, conditional on a series of individual factors. Increasing the size of government by one standard deviation reduces support for environmental policy by 0.13 points on a 5-point scale. For comparison, a one standard deviation increase in GDP per capita leads to a 0.24 increase in support and a one standard deviation increase in air pollution leads to a 0.13 point increase. The implication for environmental policy is that high tax countries have an aversion to price and tax increases aimed at protecting the environment. We conclude that use of taxes for environmental policy must include clear expectations for how revenues will be recycled or how other taxes will be lowered if they are to gain widespread support.

Digital applications as tools for psychological adaptation of citizens to changes

Due to the military aggression of the Russian Federation in Ukraine, citizens experience acute stress, other mental and emotional burdens, and mental disorders. Digital technologies can serve as a tool to improve mental health and psychological support for citizens, especially for those who have limited access to direct contact with a psychotherapist, by developing applications for psychological adaptation and maintaining mental balance. The purpose of the study is to determine the availability and optimal content of mobile applications for the mental health and psychological balance of Ukrainians. A search and analysis of existing solutions in the category of E-MentalHealth (digital services for mental health) in Ukraine and other countries was conducted. An empirical study of their features was conducted, and a proposal for optimal content for mobile applications as auxiliary tools for working with a psychotherapist specialist or for providing psychological assistance to citizens during martial law was formed. To assess the need for such applications, a survey, “My psychological state in the evacuation”, was conducted among respondents outside the country. The online questionnaire “Ukrainians and digital services” was used to determine the most important features among the list of formed offers for optimal application content. It was attended mainly by young people who remained in the country during the military aggression. The results confirmed the need for mobile applications for mental health and psychological assistance among Ukrainian citizens, including those who stayed in the country during the war and those who were evacuated to other countries. Recommendations are given for mandatory features that can be considered technical requirements for developing or improving a multifunctional application in the category of E-Mental-Health

THE INFLUENCE OF SOCIALIZATION, FACEBOOK AND INSTAGRAM ON VOTER PARTICIPATION IN THE MAHAKAM ULU DISTRICT ELECTION, EAST KALIMANTAN PROVINCE

The motivation behind this study was to figure out 1) Socialization meaningfully affected massive impact on elector support in local head decisions in Mahakam Ulu Rule, 2) Facebook affected huge impact on citizen cooperation in territorial head races in Mahakam Ulu Regime, 3) Instagram affected tremendous impact on elector interest in provincial head races in Mahakam Ulu Rule, 4) Socialization, Facebook and Instagram together have an impact and are critical on elector investment in provincial head decisions in Kab. Mahakam Ulu. This examination strategy utilizes irregular inspecting technique with a sum of 100 respondents, the exploration investigation technique utilized is Numerous Direct Relapse Investigation. The consequences of the review expressed that socialization meaningfully affected citizen support, Facebook meaningfully affected elector investment, Instagram unimportantly affected elector cooperation, while at the same time the socialization factors, Facebook and Instagram significantly affected citizen interest.

Views matter: an analysis of public opinion on the activities of non-profit organizations

The subject of the study is public opinion about the activities of non-profit organizations. The third sector in modern conditions of social development plays a key role in social support for citizens. Low awareness of the work of NPOs, as well as a low level of trust on the part of the population, do not fully allow non-profit organizations to be actively involved in solving social problems in the region, to reveal the possibilities of effectively compensating for imperfections in public services, and to increase self-sufficiency and self-employment of the population. The purpose of the study was to study the perception of the activities of non-profit organizations by society, as well as to compare the results in different regions of the Russian Federation. The study was carried out in two stages. At the first stage, the results of a survey of citizens of Russian regions (Irkutsk region, Republic of Buryatia) about their ideas and perceptions of the activities of non-profit public organizations were analyzed. At the second stage, an analysis of similar studies in other territories was carried out. Based on the study, the following conclusions can be drawn: the study showed that, in general, the population of the studied regions of the Russian Federation is aware of the activities of non-profit organizations, however, the lowest level was identified among residents of the Irkutsk region, while residents of the Republic of Buryatia and Khanty-Mansi Autonomous Okrug-Yugra showed higher awareness. It should be noted that the surveyed residents more often use «social networks» as sources of information about the ongoing work of NPOs. Based on the results of the analysis, a list of recommendations was formulated for the management of non-profit organizations.

ORGANIZATIONAL AND LEGAL FORMS OF SOCIAL SECURITY

The social security system in Ukraine is an essential component of state policy aimed at ensuring decent living conditions and supporting citizens in various life situations. However, in the context of constant changes in society and the economy, there is a necessity to analyze and improve the organizational and legal forms of social security. The purpose of this article is to analyze the organizational and legal forms of social security in Ukraine to identify strengths and weaknesses, key challenges, and opportunities for enhancing the system of population support.In writing this article, the following methods were used: literature review with the analysis of the found material, classification (in determining the types of organizational and legal forms of social security), establishment of cause-and-effect relationships (between organizational and legal forms and their application directions), systematization of research results in the defined problem area, analysis of documentation, and the results of researchers’ activities related to the conducted research.The article’s thesis includes research on the diversity of organizational and legal forms, studying the effectiveness and quality of service provision, and identifying systemic deficiencies and challenges. Special attention is given to the issue of social insurance, its various types, as the most ambiguous type of organizational and legal forms of social security. The importance and peculiarities of the social insurance program are also noted.The research results will contribute to understanding and analyzing the current state of the social security system and will provide a basis for formulating recommendations for improving organizational and legal forms to ensure more effective and equitable citizen support. The author presents a series of methodological recommendations, including the development of integrated approaches, quality standardization of services, the use of technologies, adaptation to changing needs, expansion of information education, ensuring transparency, and stimulating innovation.

The social contract as a trend of transforming the low-income state social support: trends and risks

The article is devoted to the issue of introducing social contracts into the practice of state social support for low-income citizens. The author considers the social contract as a trend of the state social support institutional transformation and a tool for reducing poverty. The main purpose of the analysis is to show the existing trends in the process of implementing the state social support that can lead to the risk of misappropriation of funds allocated for reducing poverty in the country and in the Samara region. The article reflects the results of the sociological study with the participation of specialists from the population social protection bodies and the analysis of regulatory and legislative acts. Empirical research methods were in-depth interviews with specialists from the Complex Social Service Centers for the Samara region population and the traditional analysis of documents, including federal and regional legislative acts regulating the process of providing the state social support to low-income citizens on the basis of the social contract. In the course of data analysis, the author developed the empirical classifications of the types of social contract applicants; the social contract priorities for the social service recipients and specialists are determined; distinguished the main trends and risks in the social contract implementation in the Samara region. Based on the results of the study, the author formulated recommendations for improving the process of implementing social contracts for the low-income citizens.

Financial and legal aspects of crisis management in Russia

Crisis phenomena can significantly affect economic processes in any state of the world. The way out of the crisis situation, one way or another, is connected with a change in approaches to legal regulation, in particular, financial relations. In some areas of public relations, there is a weakening of legal regulation, the scope of freedom of action of economic entities increasing. This article is devoted to the current problems of crisis management in Russia. Attention is paid to modern legislation, the provisions of which mitigate the legal impact on economic entities, expand the limits of freedom, establish mechanisms for financial support of citizens, organizations, individual entrepreneurs. The paper evaluates the role of restrictive and permissive legal approaches as a measure of economic relations management.Based on the results of the study, the main aspects of modern anti-crisis management in various spheres of life are formulated.

Regulatory transparency and citizen support for government decisions: evidence from nuclear power acceptance in China

ABSTRACT This study examines the effect of transparency as a governance mechanism on citizen support for controversial governmental decisions to public facilities. Building on the government transparency literature, this article argues that regulatory transparency has a double-sided meaning of regulatory enforcement and rule violations. Due to the ambiguity inherent in regulatory performance information, citizens may interpret disclosed information as a reflection of prevalent rule violations and thereby reduce support for relevant public facilities. Furthermore, the negative association between regulatory transparency and citizen support is contingent on citizens’ use of social media. We test these arguments in the nuclear energy regulatory domain using original, nationally representative survey data and an independent environmental regulation transparency index in China. Findings reveal that regulatory transparency reduces citizen support for proposed nuclear power programs. We also find that regulatory transparency is particularly influential for respondents with relatively higher levels of social media usage. These findings highlight the dilemma that governments face when they seek to enhance policy support through transparency in the digital age.

Solidarity with Ukrainian war refugees in Polanders’ epistolary narratives (based on the study of southern and eastern regions of Poland)

Bordering Ukraine, Poland has become the main escape channel for refugees fleeing from the disastrous war since its inception on 24 February 2022. The results of the study prove that the future of societies can be determined by the importance currently assigned to solidarity. The scale of support and assistance provided spontaneously by individuals and social movements in Poland over the last year has exceeded expectations and confirmed the feasibility of a tremendous potential of solidarity being dormant in Polish society as well as a readiness for selfless and effective actions. This research objective is to gain an insight into Poles’ understanding of the hardships of the war, as well as the motives and emotional involvement driving their support for Ukrainian citizens. In parallel to that, the article examines the issue of bottom-up initiatives of solidarity from the perspective of the refugee influx. This research, which is qualitative in nature, is grounded on the technique of an epistolary narrative analysis of 43 letters written by Poles to unknown Ukrainians. Such qualitative methodology is characterized by typical limitations of this type of research (for example, little generalization is possible due to the size of the sample). However, the findings show that, through spontaneous solidarity and support, disapproval of the aggressor, admiration and gratitude to Ukrainian soldiers, the potential of the messages has boosted the rapprochement of the bonds between the two nations and alleviated the historical conflicts. The solidarity identified stands out and should be distinguished from any other crisis related to refugee phenomena as well as deserving further research from various perspectives.

EU capital markets at a crossroads: Getting the MiFID II/MiFIR review right to unlock Europe’s growth potential

This paper explores the aims and scope of the MiFID II/MiFIR Review and its significance in unlocking Europe’s growth potential amid current socioeconomic challenges. The EU’s capital markets currently underperform globally, necessitating urgent structural reforms to enhance competitiveness and participation. The Markets in Financial Instruments Directive II (MiFID II)/ Markets in Financial Instruments Regulation (MiFIR) regime, designed to foster fair competition and investor confidence, has fallen short due to market fragmentation and regulatory inconsistencies. Addressing these issues requires transparent, resilient and integrated capital markets that prioritise liquidity, price formation and investor protection. Fragmentation in the EU equity market is a pressing concern, with off-book volumes increasing and exchanges experiencing a decline in trading flow. Enhancing transparency requirements, minimum order sizes and the dark trading cap, while simplifying waivers and deferrals, can help address these challenges. Implementing a consolidated tape (CT) to increase transparency in off-exchange trading is also crucial, with a phased-in approach recommended for reliable and high-quality data. Placing societal interests at the heart of these reforms is vital for achieving the EU’s strategic autonomy and ensuring long-term economic growth. The MiFID II/MiFIR Review presents an opportunity to promote transparency, efficiency and investor protection, garnering citizen support and contributing to critical societal challenges. Readers can expect to gain knowledge of the current state of EU capital markets, the shortcomings of the MiFID II/MiFIR regime and the necessary reforms to unlock Europe’s growth potential. They will understand the challenges posed by market fragmentation, the importance of transparency and liquidity and the role of a CT in enhancing the investment climate.

Government response and compliance behaviours: evidence from COVID-19 pandemic

PurposeWhile the COVID-19 pandemic wreaked havoc across the globe in 2020 and early 2021, Vietnam made some achievements in containing this virus. This study aims to focus on how government response could influence public compliance in Vietnam in 2020 (the first pandemic year).Design/methodology/approachThe authors used data gathered from individuals residing in Vietnam during the COVID-19 social distancing in April 2020. An online survey was used to collect the data. To conduct the empirical analysis, we used a structural equation model (SEM). The data were analyzed using SPSS 25 and AMOS 24.FindingsGovernment response was positively associated with public compliance through the mediating roles of trust in government and support for government.Practical implicationsThis research provides implications for crisis management in developing countries during a public health crisis, especially when or where vaccines are unavailable.Originality/valueThis research is among the first attempts that examine how government response enhances citizen compliance directly and indirectly through the mediating roles of citizen trust in government and citizen support for government.
