Inclusive education in Zimbabwe: An assessment of teachers' self‐efficacy and attitudes in Masvingo

AbstractSince the Salamanca Statement and Framework for Action in 1994, many countries have been advancing their education systems towards inclusive education. Zimbabwe, being one of the signatories to this framework, is one of the countries that have embraced the concept of inclusive education and has since been making strides towards its advancement albeit rather slowly. The purpose of this descriptive correlational study was to examine the self‐efficacy levels of Zimbabwean primary, secondary and high school teachers with inclusive education, as well as their attitudes towards the practice. To do this, 100 primary, secondary and high school teachers working in inclusive school settings in the Masvingo province were surveyed using a modified version of the Inclusion Competencies of Sri Lankan Teachers, (ICSLT) instrument. Findings of this study indicated that most of the participating teachers were in support of inclusive education despite not having the requisite preparation to implement it. Based on the findings, specific recommendations are provided for improving preservice teacher preparation and professional development for in‐service teachers in support of inclusive education.

THE CONTENT OF PSYCHOLOGICAL AND PEDAGOGICAL SUPPORT OF THE PREPARATION PROCESS FOR THE PARTICIPANTS OF THE ABILIMPIX COMPETITION

Background. The relevance of the research topic is due to the fact that people with disabilities face many problems throughout their lives related to the lack of integration into many spheres of society. The problem of disability in its most serious aspects is closely related to the emergence of many social obstacles, due to which people with disabilities cannot actively participate in public life, since leisure and culture, everyday life and production, as well as social services, in a structural sense, are not adapted to the needs that sick people have. The authors prove that for people with disabilities, psychological and pedagogical support is necessary for their full inclusion in the educational process and public life. Purpose - theoretical and empirical substantiation of the content of psychological and pedagogical support for the preparation of participants of the Abilimpix competition and the development of a program of psychological and pedagogical support for the preparation of participants of the Abilimpix competition. Materials and methods. The main research method is psychological and pedagogical analysis. Empirical methods were used as an element of the evidence base of the theoretical propositions put forward. The article is based on a set of sources of psychological, pedagogical, methodological and normative literature on the problem under study. Results. Psychological and pedagogical support of inclusive education is a specially organized process aimed at creating safe conditions, maintaining health and developing adaptive capabilities of people with disabilities. Inclusive support in vocational education is not just the integration of students with special educational needs into the educational process, but the creation of special conditions for the psychological comfort and success of such students. Mandatory conditions for support are taking into account the individual characteristics and educational needs of students with disabilities, as well as prevention and prevention of possible problems that arise both in the process of interaction with society and in the educational process. Comprehensive study support for students with disabilities is one of the important requirements for the organization of the educational process for the disabled and people with disabilities. Comprehensive support includes: tutor support; pedagogical support; psychological and pedagogical support. The experience of inclusive support in vocational education shows that psychological and pedagogical support is included in various aspects of the educational process - in extracurricular, educational activities and, in particular, psychological and pedagogical support for participation in professional skills competitions, where students with disabilities show their skills in the professions they are learning. Conducting professional skill contests for students with disabilities gives students the opportunity to evaluate their capabilities and abilities, demonstrate their professional knowledge and skills, increase professional motivation, students increase self-esteem, actively form professional interest in their chosen business, increase the level of socialization, which, in turn, allows them to adapt more effectively to independent life to occupy a niche in the labor market. The main problems of support, according to teachers, are the lack of experience in inclusive support and low motivation of students with disabilities to participate in the Abilimpics competition. Among the psychological barriers of the contestants, the fear of failure, self-doubt and fear of public speaking are dominant.

Implementation of Inclusive Pedagogy in Elementary Schools

The general problem of learning opportunities for children with special needs is society's serious problem. Therefore, the quality of inclusive education must always be improved, one of which is the teaching staff (teachers). Every teacher must master and improve various aspects of competence, one of which is the competence used in inclusive education, inclusive pedagogy competence. This research aims to describe the implementation of inclusive pedagogy in schools providing inclusive education. This type of research is descriptive with a qualitative approach via phenomenology. The subjects in this research were one inclusion class teacher and one special supervisor teacher (GPK). The data collection method used was interviewed using an instrument in the form of an interview sheet. The collected data is explained using content analysis techniques to identify the main themes in the news with the application of inclusive pedagogy. The research results show that inclusive pedagogy competence involves the teacher's ability to provide learning that considers student diversity. This is done through efforts to accept, communicate, and build an inclusive environment. By showing the benefits and challenges of implementing inclusive pedagogy, this research can help increase public support for inclusive education.

Introduction: In June 2023, the pilot program for implementing the first Specialist Inclusive Education Support Centers into the Polish educational practice concluded. The authors conducted evaluative research within the Specialist Inclusive Education Support Centers (SIESCs) in Łódź, Poland. Research Aim: The purpose of the research aim was to evaluate the support provided to teachers in mainstream educational institutions, and the purpose of the article was to show the experience of conducting functional assessment in recognizing the diverse needs of students. Method: The research method employed was focused group interviews with teachers and school principals, along with content analysis of the opinions expressed by participants in the self-study network. Results: The research results are their selected statements, evaluating against different areas of support, the experience of using school functional assessment. Conclusions: The conclusions of the research confirm teachers’ concerns about functional assessment, perceived as a new form of educational diagnosis, but also highlight significant needs in this area arising from the inclusive approach in the Polish education system. The staff of special schools serving as SIESCs, can be instrumental in implementing the functional assessment process for inclusion purposes.

A Tutor’s Role in the System of Pedagogical Support of Students

The article examines the role and importance of tutors’ work in the system of pedagogical support of students. The introduction of the article clarifies such concepts as “guidance” and “support” in terms of providing support to those students who have special educational needs and those who do not. It is said about pedagogical support in the system of psychological and pedagogical support of inclusive education. The article also explains what is required of tutors to do and what part they play in the system of pedagogical support. The purpose of the article is to determine a tutor’s role in the system of pedagogical support, as well as to assess how students perceive the tutor’s work in terms of interpersonal interaction; based on the research results, the article strives to give tutors recommendations to facilitate their work in the system of pedagogical support of students. Methods. The methodological basis of the study was the works of O.S. Gazman and his followers concerning pedagogical support. The way how students perceive a tutor’s work in the system of pedagogical support was assessed with the help of the questionnaire. 190 people (first– and second – year students) took part in the survey. We assume that the interviewed students have an insufficiently developed level of independence, and, consequently, students will choose ped- agogical support, rather than pedagogical support, as a curator’s activity. Based on the research results, tutors are given recommendations on how to organize necessary events for students. With the help of the proposed activities, in our opinion, it is possible to increase the effectiveness of the curator’s activities. The activities are aimed at developing and supporting students of the following skills: communication skills, self-regulation skills, skills to find the necessary informa- tion, conflict resolution skills, terrain and indoor orientation skills, as well as professional skills corresponding to the student’s specialty. Based on the results of the study, we conclude that in their activities, the curator is recommended to use a strategy of support, not guidance, for the development of students’ independence. This study is aimed at studying the effectiveness of the system of pedagogical support of students, as well as at making a tutor’s work efficient.

Inclusion in Higher Education Under Wartime: National Level of Regulation and Strategic Development Goals

The article explores programme documents and strategic goals aiming at enactment of inclusion in higher education at the national level in the context of the existing problems of inclusive education implementation. The content of Ukrainian legislation is examined, namely: The Procedure for Inclusive Education Organization in Institutions of General Secondary Education, The National Strategy for Barrier-Free Environment in Ukraine for the period of 2030; The Strategy for the Development of Higher Education in Ukraine for 2022-2032. A number of challenges related to implementation of inclusion in Ukrainian higher education institutions dealing with operation of local and national authorities have been identified, as well as the absence of cooperation between authorities, higher education institutions, civic organizations, which hampers facilitation of inclusion in higher education; lack of educational infrastructure and methodical support for inclusive education in higher education institutions; inadequate level of academic staff competences in the field of inclusive education; absence of psychological support for students with special educational needs, other students and teachers. The National Strategy for Inclusive Education Development for 2023 – 2030 should become the comprehensive strategic document outlining the directions for overcoming the identified challenges. The above document identifies strategic and operational goals of inclusive education development, effectiveness indicators and practical assignments. The article defines peculiarities of higher education inclusion implementation for each operational goal.

This study aimed to investigate the perceptions of inclusive education, practices related to Individualized Education Plans (IEPs), the current status of inclusive education implementation, and support needs among special education teachers and inclusive classroom teachers in Gangwon Province. Surveys were conducted using questionnaires designed for special education teachers and inclusive classroom teachers working in elementary, middle, and high schools in Gangwon Province. A total of 126 inclusive classroom teachers and 164 special education teachers participated in the online survey. The results of the analysis of the survey were as follows: Firstly, both inclusive classroom teachers and special education teachers expressed strong support for inclusive education. The highest proportion of respondents believed that when inclusive education is successfully implemented, it will create a sense of community that cares for and supports a diverse range of students. Secondly, most respondents reported that special education teachers primarily wrote individualized education plans (IEPs) after communication with general education teachers. Inclusive and special education teachers identified the most significant difficulty in creating and implementing IEPs as 'linking IEP goals with instruction at inclusive classroom instruction.' Thirdly, a high percentage of inclusive classroom teachers and special education teachers reported no experience participating in inclusive education training. Notably, both groups of teachers indicated that they rarely implemented co-teaching in inclusive education. The most frequently mentioned support needed when teaching students with special needs in inclusive classrooms was 'support for behavioral problems. Based on the research findings, implications were suggested regarding several supports to enhance the quality of inclusive education in Gangwon Province.

Psychological Factors Influencing Leadership, Diversity and Equality for Better Inclusive Education Practices

To promote inclusive practices holistically within Indonesia’s school system, three ideas–leadership, diversity, and equality–have been constructed and integrated within the operationalization of the inclusive education concept. This study has been carried out to understand the influence of leadership, diversity, and equality factors on inclusive practices in schools, especially in Indonesia. This study used a correlational research method with a questionnaire as the data collection technique. Questionnaires were distributed to 212 respondents living in West Java Province, Indonesia. The research was based on the theory of inclusion, equality, diversity, and leadership in teaching and learning. The data analysis, using multivariate analysis of variance (MANOVA), revealed that female teachers had good knowledge and were found to be prospective teachers with better support for inclusive education. However, it has been established that variations exist regarding the way special education teachers and general teachers address practical leadership, diversity, and equality in an inclusive learning environment. Experienced teachers, in support of inclusive practices within education, were observed to understand their leadership style, perceptions regarding the equality of learners, and how they handle students’ diversity within a school enclosure. It has been concluded that the attitudes of both experienced and inexperienced teachers toward leadership, equality, and diversity influence the promotion of inclusive practices.

Construct validation of the teacher attitude to inclusion scale for Filipino pre-service teachers

Inclusive education is one of the visions of the global agenda of “education for all.” It aligns with Sustainable Development Goal 4: “Ensure inclusive and equitable quality education and promote life-long learning opportunities for all” (Harrington, 2016, p.30). The teacher’s attitude is one of the identified factors in the effective implementation of inclusive education. Hence, schools in the Philippines would require tools that measure the teachers’ attitudes toward inclusive education as they plan to accommodate inclusive education in their classrooms as mandated by Republic Act No. 11650: “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act.” This study examined the theoretical model of the Teacher Attitude to Inclusion Scale (Monsen, Ewing, & Boyle, 2015), specifically section 4 of the scale: “Attitudes toward Inclusion,” through a cross-sectional, explanatory nonexperimental design utilizing both between-network and between-network construct validation approaches. The participants were 417 pre-service teachers from private and state-owned universities in Luzon, Visayas, and Mindanao, selected through convenience sampling. They completed two sets of measures online, the fourth section of the Teacher Attitude to Inclusion and the Teachers’ Sense of Efficacy Scale (Tschannen-Moran & Hoy, 2001). The results of within-network and between-network construct validation suggest the acceptability of the reduced 10-item of section 4 of the Teacher Attitude to Inclusion Scale among Filipino pre-service teachers. Based on confirmatory factor analysis, the data fit the three-factor structure (i.e., factors 1, 2, and 4) rather than the original four-factor structure suggesting within-network construct validity. Furthermore, the relationships between the TAIS and the TSES subscales were positively correlated, indicating the TAIS's between-network construct validity. Since this scale is psychometrically sound for Filipino pre-service teachers, it is recommended to consider extending this study by examining the applicability of this scale to in-service teachers.

Perceived school support as a predictor of Singapore preschool teachers' inclusion of children with developmental needs

Teachers are more likely to include children with developmental needs (DN) in their classroom when they perceive that important people around them, such as principals, colleagues, and parents of children with and without DN, endorse inclusive education. Adequacy of resources and availability of training opportunities may also affect how teachers perceived being supported. This study examines Singapore preschool teachers' perception of support received from their working environment to include children with DN and how this predicts their intention to practice inclusive education and self‐reported implementation of inclusive practices in the classroom. The original Perceived School Support for Inclusive Education (PSSIE) scale, developed in Bangladesh, was reviewed for relevance and clarity by a panel of six experts familiar with Singapore preschool inclusion. 211 preschool teachers in Singapore completed the new 11‐item revised PSSIE – Singapore Version online. Perceived school support was found to be a single construct that significantly and reliably predicts both intention and self‐reported practices (alpha = 0.929). Stakeholders in Singapore can now use this newly validated instrument to reliably understand the support received by teachers and to re‐examine the strategies provided to support preschool teachers in this journey towards quality inclusive education.

Regulatory and legal support of inclusive education: Ukrainian trends and international practice

The relevance of the research is explained by the fact that inclusive education in Ukraine requires improvement of the regulatory framework to regulate both the physical presence of a child with special needs at school and changes in the school itself, school infrastructure, and the relationship between students and teachers and between teachers and medical professionals: psychologists, psychiatrists, defectologists, etc. The purpose of the research is to explore the current state of legal regulation of inclusive education and prospects for its further development in Ukraine. One of the main methodological techniques of the study is a comparative approach. The comparative legal approach analyses the legislation of different countries of the world that regulates inclusive education. The author identifies the correlation between the provisions of international law and Ukrainian legislation on the implementation of the international principles of inclusive education enshrined in international legal instruments into the legal system of Ukraine, including the education system. The practice and shortcomings of regulatory and legal regulation of inclusion at the state level are explored. The author analyses the content of the concept of “special learning conditions”. Particular attention is devoted to the development of inclusive vocational education and training in different countries. The specific features of inclusive education in Ukraine and the world are identified. It is noted that inclusive education is based on the value idea “all children are equal”. It is emphasised that in Ukraine, inclusive education can be assessed as an advanced system of education for children with special educational needs, based on the joint education of healthy children and children with disabilities. The practical significance of the study is that the conclusions and proposals presented in the research will contribute to improving the mechanism for protecting the rights of children with special needs as one of the most vulnerable categories of the population. The generalisation of the results of the work is designed to improve the legislation of Ukraine in the field of inclusive education and to implement foreign provisions and standards for the protection of the rights of children with special needs in Ukrainian educational practice.

In order to implement inclusive education, the role of the support centers for inclusive education development is extremely important in both performing their functions and tasks, and effectively combining with other educational institutions to achieve the highest goal of supporting people with disabilities to live independently and better integrate into the community. The paper presents the main survey findings on assessing the current situation of the organization and operation of the support centers for inclusive education development, including 1) Organizational structure and employment positions; 2) Inclusive education support activities; 3) Early intervention and special education activities. The evaluation result is an important basis for orienting the document contents of regulating the organization and operation of the support centers for inclusive education development to help the centers well perform their functions and tasks by regulations, and contribute to improving the quality and effectiveness of inclusive education.

Implementation of the legal framework for inclusive education in Portugal (Decree-Law 54/2018) – A qualitative assessment by primary and secondary school teachers

Abstract Successful inclusive education requires school transformations and changes to the education system. In Portugal new legislation passed in 2018 (Decree-law 54/2018) brought a new perspective in inclusive education for all educational agents. Three years later, it is essential that the legislation is evaluated by the teachers implementing it. Forty-three primary and secondary school teachers and two coordinators of multidisciplinary teams providing inclusive education support were the participants of our study. The data collection instruments were a questionnaire and interviews. This study values the participants’ narratives, highlighting the new concepts and attitudes required for the implementation of the new inclusive education legal framework in Portugal. The results of the thematic analysis were organized around four key themes: 1. Theoretical representations; 2. Practices; 3. Challenges; and 4. Training. It is also worth noting the notions of collaborative work, the need for reflective teachers and the development of learning communities to support the implementation of the new legislation.

Stakeholder experiences, attitudes and perspectives on inclusive education for children with developmental disabilities in sub-Saharan Africa: A systematic review of qualitative studies.

Inclusive education is a key strategy in addressing the needs of children with autism and other developmental disabilities in sub-Saharan Africa, who rarely access specialist care or quality education. We aimed to systematically review qualitative research on stakeholder experiences, attitudes and perspectives on inclusive education for pupils with developmental disabilities in mainstream schools in sub-Saharan Africa. We searched five databases and selected relevant studies through a two-stage screening process. We synthesised the papers identified through template analysis of the Results and Discussion sections, guided by the Consolidated Framework for Implementation Research. Thirty-two publications met the inclusion criteria. The studies were conducted in seven countries and explored the experiences of pupils with developmental disabilities, parents, peers without developmental disabilities and teachers. Multiple barriers (e.g. unclear policies, insufficient training and support for teachers) and opportunities (e.g. teachers’ commitment to inclusion, collaboration between teachers, the work of non-governmental organisations (NGOs)) for implementing inclusive education for pupils with developmental disabilities in sub-Saharan Africa were identified, occurring across national and community contexts and school, classroom and individual teacher levels. To effectively implement inclusive education for pupils with developmental disabilities, teachers need access to appropriate training, resources and support. Governments can capitalise on motivated teachers and the relevant work of NGOs.Lay abstractIn sub-Saharan Africa, there are few services for children with developmental disabilities such as autism and intellectual disability. One way to support these children is to include them in mainstream schools. However, currently, African children with developmental disabilities are often excluded from mainstream education opportunities. People involved (e.g. teachers, families and children) can offer information on factors that could ease or interfere with inclusion. This article discusses the findings of published studies that explored the views of relevant groups on including children with developmental disabilities in mainstream schools in sub-Saharan Africa. We systematically searched the literature and identified 32 relevant articles from seven countries in sub-Saharan Africa. We found that unclear policies and insufficient training, resources and support for teachers often blocked the implementation of inclusive education. Factors in favour of inclusive education were the commitment of many teachers to include pupils with developmental disabilities and the work of non-governmental organisations (NGOs), which provided resources and training. This review suggests that motivated teachers should be provided with appropriate training, resources and support for inclusive education, directly and by promoting the work of NGOs.

Among the wide range of state support for people with disabilities, social and educational services are important, which contribute to their active life as full members of society. The monograph examines the historical experience of social support and education for children with disabilities, socio-psychological support of inclusive education, provides examples of social services for people with disabilities in communities. Practical experience of socio-cultural support for people with disabilities at the community level was presented by the Department of Labor and Social Protection of Uman City Council, National Dendrological Park "Sofiyivka", National Academy of Sciences of Ukraine.

Inclusive Education in Modern Russia: Risks, Problems, Solutions (Review of the Periodical Press for 2021)

The article provides an overview of journals indexed in the register of the Higher Attestation Commission on modern research related to the problems of inclusive education. All articles are devoted to the main risks arising in the process of correctional and educational activities: insufficient subject and methodological competence of teachers to implement inclusive education, insufficient material and technical equipment of a general education organization to implement inclusive education, insufficient psychological readiness of participants in educational relations to implement inclusive education, insufficient methodological support for inclusive education. The purpose of the article: to review the periodicals of the main research areas conducted in 2021 on inclusive education. Methodology: The study uses a set of general theoretical methods: analysis, synthesis, actualization, systematization and abstraction. In conclusion, the main risks and problems that exist today in inclusive education are systematized, solutions to the presented problems are proposed.
