Urban development – an emerging priority of the field of regional development

The regional development policy imposes an increasingly important position on the list of factors of economic and social development of the national space, being among the priorities of both the Government of the Republic of Moldova and the development partners. The premise of the emergence of the concept of urban development was the increasing deterioration of the urban area. The need for a territorial approach that would not only propose investments in infrastructure and buildings, but also take into account other important aspects, such as economic development and social inclusion, has become increasingly urgent. Urban development is an emerging priority of regional development policy. This article presents the theory and founding principles of urban public policy. The different dimensions of urban life – environmental, economic, social and cultural – are interconnected, and success in urban development can only be achieved through an integrated approach to them. Urban revitalization measures must be combined with those promoting education, economic development, social inclusion and environmental protection. Also, strong partnerships between local citizens, civil society, industry and different levels of government can add value to sustainable development.

The growth of global hub port cities under globalisation: The case of Shanghai international shipping centre

This article takes the Shanghai international shipping centre as a detailed case study of the relations between port and city. The relationship between port growth, economic development and foreign trade is examined in detail. The article argues that the success of urban development in Shanghai results from both the favourable market opportunities and the rational urban development strategies pursued by the city government of Shanghai. Massive foreign direct investment in Shanghai has resulted in large-scale outward-processing activity and explosive growth in imports and exports. The article shows that the Asian hub port-city consolidation model has ignored the differences between port cities in the region. Three models of global hub port-city are proposed to describe the different cases of Hong Kong, Singapore and Shanghai. Applications of Decision-making Model in Progress Management of Urban Development

Schedule arrangement is a key to success in urban development. In conventional practice, however, schedule arrangement in urban development is merely taken into account at the conceptual level. This study efficiently and effectively investigates and discusses the urban planning process based on the theory of systems engineering by an integral approach of quality and quantity, theory and practice, and government and market views. Support from specialist and financial model analysis also plays dominant roles in urban planning process. Furthermore, based on the outputs of models and experiences from a number of different urban planning projects, a decision-making model created by Da Yue Consulting Co., Ltd (DYCCL) has been applied in consulting project in Huainan of Anhui province. The evaluation of schedules in urban development process can be effectively settled via application of decision-making model.
