The article proposes an approach to reduce the negative impact of aviation noise on the population by scaling the process, which includes the analysis of the system «airport infrastructure (AI) - external environment (AF)», calculating and digitizing the main characteristics of noise, and improving the implementation of the Balanced Approach concept. Object of study - parametric pollution of the aviation transport system, taking into account the development of the basic elements. The purpose of the article is to propose to build an effective algorithm for the necessary measures aimed at reducing the negative impact of aviation noise. The research method is a systematic analysis of the mutual influence of parametric pollution of the aviation transport system on the environment. The inextricable link between nature, society and transport, which has a mutual character, is determined. The threat of an increase in the number of people exposed to aviation noise necessitates the search for ways and methods of public consciousness based on fundamentally new world-views and values. The results of the article can be implemented in the implementation of the concept of «Balanced Approach» to the problems of aviation noise management, provided by the national legislation of Ukraine. Predictive assumptions about the development of the object of study - A rational solution is to develop an online system for gathering information on noise from aviation transport system (with geospatial information) with subsequent visualization (interactive map of Ukraine) with generalized data of levels and noise contours, from all airports for easy and clear access to information.
