THEORETICAL ASPECTS OF FISCAL POLICY

The article examines the concept of fiscal policy, reveals the essence of state regulation of socio-economic development as a process of including the state in the economic sphere of society through fiscal policy. The definitions of the types of fiscal policy are given. The article reveals the essence of state regulation of socio-economic development as a process of including the state in the economic sphere of society through fiscal policy. The approaches of state intervention in the economy in a historical perspective are considered. The definitions of the types of fiscal policy are given. It is concluded that state regulation of the economy can be successfully carried out only subject to a number of conditions, including the specifics of the basic principles, in combination with monetary policy. This work is devoted to the consideration of fiscal policy, which can be called one of the main levers of influence on the economy of the state. The problems of fiscal regulation, as a factor in the growth of economic efficiency, for most countries of the world, therefore, remain very relevant at the present stage of development of society. The main question is whether this policy will be carried out constructively or will it be unconscious and inconsistent. The object of the article is the fiscal policy of the state; the object of the study is the goals and mechanisms of the fiscal policy. The aim is to comprehensively consider the fiscal policy of the state as a method of state regulation of the economy, to determine its economic significance. State regulation of socio-economic development in a pandemic

During the economic crisis caused by the coronavirus pandemic (COVID-19), the governmentsof the countries implemented measures in various areas of domestic policy – financial, monetary andsocial. The measures were of an extraordinary nature, providing for the solution of such tasks as thepreservation of business and employment support, social protection and public health protection. Forobvious reasons, in most countries of the world, all means have been used to fight the pandemic. Inthe budgetary sphere, extraordinary and far-reaching measures have been taken regarding taxes andexpenditures, designed to save lives, support the population and businesses, and create conditions foreconomic recovery.The article reveals the current economic and social consequences of the COVID-19 pandemic basedon a literature review, as well as identifies strategic actions of state regulation to solve problems after theend of the pandemic in the field of digital technologies and expanding access to the Internet, revisingthe system of social benefits. The necessity of introducing a progressive tax system has been substantiated.Particular attention is paid to professional orientation of the population, taking into account theconsequences of the pandemic and current trends in the labor market and the functions of employment centers, as well as the importance of training in accordance with skills for life and adaptation to changingrealities.The object of the research is the socio-economic processes in the Republic of Kazakhstan duringthe pandemic. In the country, an unprecedented situation has developed and established itself in 2020-2021, for which both the government and the population were not prepared. Day by day, the numberof fatal cases is increasing, a new strain of the virus has appeared, and the vaccination is not giving theexpected results. The government of the country needs to take tough and effective measures. НАПРАВЛЕНИЯ СОВЕРШЕНСТВОВАНИЯ ПОЛИТИКИ ДОХОДОВ НАСЕЛЕНИЯ НА БАЗЕ СИСТЕМЫ СОЦИАЛЬНОЙ СТАНДАРТИЗАЦИИ В СФЕРЕ «ДОХОДЫ НАСЕЛЕНИЯ»

The article presents approaches to improving the income policy of the population on the basis of the system of social standardization in the field of «income of the population», taking into account the place and role of the income policy in the state regulation of socio-economic development of the country; as well as the national goals and strategic objectives of the development of the Russian Federation in the field of living standards of the population: «Ensuring sustainable growth of real incomes of citizens, as well as the growth of the level of pension provision above the level of inflation» and «Halving the level of poverty in the Russian Federation». These goals are proposed to be achieved through the active application of state minimum social standards in the form of a living wage and a minimum wage. The author defines the consequences of a significant increase in the minimum wage with the allocation of two spheres of influence: economic and social. The consequences of increasing the subsistence minimum to the proposed values are established: «departure» from the understated state minimum social standards in the direction of their approximation to rational (average) social standards.

Social development versus economic growth: current contradictions and perspectives of convergence

PurposeThe purpose of the research is to determine the current contradictions and perspectives of convergence of social development and economic growth for the purpose of formation of the scientific and methodological basis of targeted and efficient state regulation of these processes, which would allow for their harmonization and systemic acceleration.Design/methodology/approachThe authors use correlation analysis for calculating the correlation of the rate of economic growth (according to the forecast of the IMF) and the indicators of qualify of life, calculated by Numbeo, and the index of economy digitization, calculated by the IMD. The research is performed based on the 2020 data. On the basis of the established dependencies, the authors use the method of hierarchy analytics of T.L. Saaty for determining the contribution of social development into economic growth.FindingsThe authors substantiate the existence of close interconnection between social development and economic growth and determine substantial differences in this interconnection in developed countries (correlation – 52%), where only purchasing power of population and society's digitization contribute into acceleration of economic growth, and in developing countries (correlation – 48%), where quality of life, environment protection, living standards and society's development level contribute to acceleration of economic growth.Originality/valueIt is proved that in the course of the increase of the level of social development, it contradicts economic growth – due to which the possibilities of state regulation of the interconnection of these processes are limited. The authors develop a conceptual model of convergence of these processes through the prism of phases of the economic cycle. The compiled model reflects the authors' recommendations at each phase of the economic cycle, due to which state regulation of socioeconomic development will become targeted and efficient.

Вносятся предложения по регулированию социально-экономического развития Сибири и Дальнего Востока на основе использования исторического опыта экономических реформ. Выделены факторы социально-экономического развития восточных территорий России, включая экономическую самостоятельность субъектов РФ, инвестиционную привлекательность территории, ее экспортный потенциал и транспортную обеспеченность, создание комфортной и благоприятной среды.</span>

ДЕРЖАВНЕ РЕГУЛЮВАННЯ СТАЛОГО РОЗВИТКУ ГІРСЬКИХ ТЕРИТОРІЙ: ЗАРУБІЖНИЙ ДОСВІД

Проаналізовано досвід зарубіжних країн щодо державного регулювання сталого розвитку гірських територій. Поширеними інструментами державної підтримки є «компенсаційний» підхід у сфері регулювання соціально-економічного розвитку гірських територій у західноєвропейських країнах, країнах Центральної та Східної Європи (а саме Болгарії, Польщі, Угорщини, Чехії, Словаччини, які дотичні до Карпатського регіону). Узагальнення досвіду країн ЄС засвідчило, що на значну увагу заслуговують насамперед такі специфічні інструменти державної політики, як угоди щодо регіонального розвитку та програми подолання депресивності територій, до яких належать гірські території, що успішно працювало у Швеції. Щодо проблемних територій, зокрема гірських, у світовій практиці застосовуються такі механізми державної фінансової підтримки, як державні гранти та субсидії, зменшення відсоткових ставок і податкових ставок за кредитами, які видають з метою реалізації регіональних проектів, надання державних гарантій тощо. Ефективність запровадження вказаних інструментів суттєво залежить насамперед від організаційно-інституційного механізму, що покликаний розробляти, запроваджувати їх та належно контролювати. Украй актуальним механізмом здійснення європейської гірської політики є просторове планування. Поряд із цим у країнах ЄС широко застосовується і такий механізм державного регулювання соціально-економічного розвитку гірських територій, як кластеризація економіки депресивних територій, у тому числі гірських, для зменшення нерівності їх соціально-економічного розвитку. Значної уваги заслуговує досвід країн ЄС щодо дотримання екологічної та соціальної безпеки гірських територій. Тому адаптація будь-якої зарубіжної моделі розвитку гірських територій має узгоджуватися із соціально-економічною стратегією України в цілому, визначатися пріоритетами регіональної політики на державному рівні. Підхід до вибору моделі має бути гнучким і враховувати перш за все інтереси країни щодо соціальної та екологічної безпеки гірських територій Карпатського регіону.

FINANCIAL-BUDGET AND STRATEGIC PLANNING OF REGIONAL DEVELOPMENT ON SMART-SPECIALIZATION FACILITIES

Introduction. In the conditions of the economy cyclicality and the imbalance of financial and economic relations, it is necessary to consider budget planning as one of the most important state regulation tools of the country’s socio-economic development. The issue of financial-budgetary planning is largely used separately from strategic planning issues. In addition, in modern economic science, Ukrainian scholars have not disclosed the question of its combination with the approaches of strategic planning of regional development, which is carried out on the basis of smart specialization. Purpose. To reveal approaches of improving the methodology of financial and budgetary planning by defining approaches of strengthening its interrelation with strategic planning on the basis of smart specialization, which will promote the effective use of the resourses of state regional development fund, increase the level region’ economic and innovative growth. Results. Financial-budgetary planning is a key instrument for managing the country’s financial system, which is closely linked to socio-economic and strategic planning of regional development, in particular. Currently, among the sources of regional development financing there resourses of the state fund of regional development, local budgets, international technical assistance (sectoral support programs, projects funded from the funds of the European Union). In 2019 30.8 bln UAH will be allocated for regional development (for comparison, in 2018 – UAH 25.4 billion). The largest amount of budget funds of the state fund of regional development in 2015–2018 was directed to financing projects in the field of education – 1066 million UAH, road infrastructure – 812.5 million UAH, physical culture – 284.4 million UAH, social protection – 100, 1 mln. UAH. At the same time,projects dedicated to the development of the economy, creation of new industries, development and implementation of innovations are remained unfulfilled. Today, in the European Union, the condition for obtaining funds for financing regional development is the availability of smart specialization strategy. Partnership, dialogue between business, science, public and government is a key condition for smart specialization. Conclusions. Financial and budgetary planning should be regarded as an instrument of state regulation of socio-economic development, which is represented by a set of organizational, methodological measures for determining the volumes, sources and directions of using budget funds in accordance with the results of strategic planning of regional development on the basis of smart specialization in order to ensure sustainable, innovative, economic development of regions.

FISCAL POLICY AS THE TOOL OF MACROECONOMIC REGULATION

Urgency of the research. The need to ensure sustainable economic growth and social stability, increase competitiveness, and strengthen the integration economy processes put new challenges to have effective state regulation of socio-economic development, which is possible in the presence of an adaptive and balanced fiscal policy. Target setting. It is important to increase the level of validity fiscal policy perspective directions considering the state of the economy and business activity levels. Actual scientific researches and issues analysis. Development of approaches to formation an effective fiscal policy is devoted to the publication of many scholars, such as Sh. Blankart, J. Keynes, O. Vasilik, L. Lysiak, V. Oparin, V. Fedosov, I. Chugunov. Uninvestigated parts of general matters defining. At the present stage of socio-economic development, the concept of fiscal policy as a tool of macroeconomic regulation remains poorly defined. The research objective. To substantiate the position of fiscal policy as an instrument of macroeconomic regulation; to determine the ways of influencing fiscal policy on achievement of strategic goals and balancing the economy in conditions of its volatility. The statement of basic materials. Fiscal policy is a tool for effective regulation of the economy. The formation of fiscal policy requires conformity with cyclical economic development and orientation towards ensuring the development of the real sector of economy on the basis of the endogenous economy. Conclusions. Fiscal policy should be considered as a tool of macroeconomic regulation, which is a set of interconnected institutional components, the integrity of which will contribute to balanced socio-economic development.

ARCHITECTONICS OF BUDGET MECHANISM OF SOCIO-ECONOMIC DEVELOPMENT OF THE STATE

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

In the article defined and justified priority directions of state regulation of social and economic development of rural areas. Proved that the socio-economic development of rural areas is an important component of social and regional public policy. Found that state regulation of socio-economic development of rural areas is at four levels: national, regional, local and grassroots. The basic tools of regulation of rural development are analyzed. It was determined that today; one of the effective methods of state regulation of rural development is to finance social infrastructure settlements. But every year more and more complicated operation of village councils along with deficit of local budgets. This is why rural communities offer the use of the grant funding. The list of international funds that promote social and economic development of rural areas of Ukraine.

Problems of regional economic policy and the development of a complex of measures for regional federal support are currently acquiring ever-greater significance among the tasks relating to the state regulation of socioeconomic development.
