THE TOWN AND THE SEA. PETROVSK AT THE CASPIAN SEA

The article attempts to demonstrate the transformation of the Russian military fortification Petrovskoe at the coast of the Caspian Sea into the large industrial center of the Dagestan region in the second half of the 19th – early 20th centuries, as well as to examine the role of the seaport in its economic development. Since 40s of the 19th century, the fort Petrovskoe was a transit point for cargo, transported by sea from Astrakhan for the Russian army, which was involved in war in Dagestan. The author considers the development of sea trade between Astrakhan, Baku and Petrovsk after the latter received the status of a city. The role of Petrovsk in the international trade in the Caspian Sea is shown. As new sources, we introduced data from the Statistical Committee of the Dagestan Region from the Central State Archives of the Republic of Dagestan, as well as materials from the collections of the State Historical Archives of the Republic of Azerbaijan. When writing the article, the author involved works of domestic and global historiography. The methodological basis of the article is the principle of historicism, which presupposes the study of any phenomenon in specific historical conditions and connections, as well as taking into account the decisive role of economic foundations for the development of society. The article reveals the development of Petrovsk and its seaport in the second half of the 19th – early 20th centuries, when Dagestan was integrated into the economic life of the Empire. Archival materials, published sources and historical literature were used when writing the paper. The author highlights that in the following third of the 19th century, sailing ships were replaced by steamships in the Caspian Sea. The place, occupied by the Petrovsky port among the ports of Russia in the Caspian is demonstrated. The article considers the goods brought to Petrovsk by sea and exported from it. The foundation of the textile factory “Caspian Manufactory” in Petrovsk in 1899 became possible thanks to the port. The construction of the Vladikavkaz railway intensified its role in the 90s of the 19th century. The author comes to the conclusion that the city of Petrovsk and its port played an important role in the process of integration of Dagestan into the economic space of the Russian Empire, and in the emergence of capitalist relations in the region.

ON THE RATIONAL USE OF EXPLOITABLE DRINKING GROUNDWATER RESERVES FOR WATER SUPPLY TO THE CITY OF KYIV

The influence of anthropogenic load within the Kyiv field of drinking groundwater has resulted in deformation of the water exchange structure and pattern. The main anthropogenic factors affecting water exchange include groundwater intake structures, reservoirs, as well as urban-industrial agglomerations. The paper presents a critical analysis of the previous hydrogeological models of the groundwater field under study, taking into account their shortcomings and using the most realistic solutions. New up-to-date hydrogeological model of the study area has been created. Simulation modelling was performed to determine the effects of hydrogeological parameters changes on the groundwater level position. Epignostic modelling allowed us to specify transmissivity of aquifers, specific permeability of confining beds and natural groundwater recharge, as well as to prove functional correspondence of the created model to naturalanthropogenic conditions. Exploitable reserves of drinking groundwater for the city of Kyiv were reassessed according to the current request of PJSC “AK” Kyivodokanal” and the potential of groundwater withdrawal was shown. Reserves calculated by method of mathematical modelling were approved by the State Committee of Reserves of Ukraine.

IMPACT OF COVID 19 ON THE FINANCIAL SYSTEM KYRGYZ REPUBLIC

This article analyzes the results of the impact of Covid 19 on the financial system of the Kyrgyz Republic. The analysis of the revenues and expenditures of the state budget, the state of the state debt of the Kyrgyz Republic according to the data of the National Statistical Committee of the Kyrgyz Republic, summarized the main negative trends in the financial system of the country. Based on the analysis of financial policy measures used in foreign countries to reduce and smooth the impact of Covid-19 on the financial system, recommendations for the conduct of sound financial policy in conditions of proliferation of Covid-19 are formulated.

Economic assessment and forecast models for the development of the agri-food sector of the Republic of Belarus

Dialectical method of obtaining knowledge is the general methodological basis of economics and organization, like other sciences, which considers all phenomena in development and interrelated to each other. Guided by this provision, development in the economy of the agri-food sector is studied not on an individual basis, but integrally and in conjunction with the economy and primarily with industry. The use of this method excludes a one-sided approach to the analysis of economic phenomena occurring in the agri-food sector, the maximum economic effect is ensured on the basis of the integral use of factors and conditions of agro-industry. The scientific study is based on the materials (proceedings) of foreign and domestic authors, data from the National Statistical Committee of the Republic of Belarus, the content of national programs for the development of the agro-industrial complex of the Republic of Belarus, as well as materials posted on official electronic media. The methods of systemic and comparative analysis, EMM (economic and mathematical methods) were used in the course of the study.

Modeling Repressive Policing: Computational Analysis of Protocols from the Israeli State Commission of Inquiry into the October 2000 Events

This article addresses the gap between normative expectations of the right to protest in liberal democracies and the continued practice of repressive protest policing. The empirical literature has identified three types of factors explaining repressive policing: macro- or societal-level factors, meso-level factors relating to the police organization, and micro-level factors pertaining to specific events. Yet these factors provide only a fragmented understanding of the phenomenon. In this article, we put forward a novel three-tiered methodology of scaled reading, which is able to examine all these explanations together. We use scaled reading to analyze the protocols of the Or Commission of Inquiry, which investigated lethal clashes between the Israeli police and Israel’s Arab minority in October 2000. Through large-scale algorithmic topic modeling, we found that all types of empirical explanations of repressive policing co-exist within the October events. The mid-scale analysis revealed that no type of explanation exclusively belongs to a specific group of actors. The small-scale reading of the most representative documents for each topic demonstrated that this coexistence of mechanisms is also present within single testimonies. Together, our findings challenge existing empirical categories and illuminate repressive policing as a nonlinear, nonbinary, noncausal, and nonunitary phenomenon. These insights help make sense of the phenomenon’s persistence in deeply divided societies.

Dekonstrukcja wolnego zawodu w systemie totalitarnym na przykładzie regulacji prawnej wykonywania zawodu rzecznika patentowego w Polsce w okresie stalinowskim

In Poland before the Second World War, the profession of patent attorney was categorised as one of the so-called liberal professions. Its legal status and rules of practice were compared to the solicitor profession. A patent attorney practiced his profession personally, independently, and autonomously. In order to exercise his profession, he ran an independent patent attorney’s office. In the second half of the 1940s, with the communists taking power in Poland, a radical transformation of the social, political, economic, and legal system of the state along the lines of Stalin’s Soviet Union began. Any social, political, or economic activities characterised by independence and autonomy were thus in axiological contradiction with the ideology of the planned totalitarian state. The Act on the Establishment of the College of Patent Attorneys passed on 20 December 1949 completely abolished the structure of the patent attorney profession as a free profession, exercised in its own name and on its own account. From that moment on, the patent attorney became a civil servant performing their professional activities under strict hierarchical subordination to his superiors. There was no guarantee of their intellectual independence or professional autonomy. The practice of the patent attorney profession was subject to public law. The Patent Attorneys College was in fact another state office. It was organisationally and financially linked to the Patent Office — an administrative body granting legal protection to objects of industrial and commercial property, collecting and making available patent documentation and literature. The president of the Patent Office supervised the Patent Attorneys College. Both the Patent Attorneys College and the Patent Office were supervised by the State Economic Planning Commission. The State Commission for Economic Planning was a kind of super-ministry, tasked with a Soviet-style mission of closely supervising and controlling the entire centralised economy of the Polish state. The chairman of the State Economic Planning Commission also had key powers to influence patent attorneys. It was he who determined the subject of their professional examination, he who appointed a person meeting the statutory requirements to the position of a patent attorney. He could also exempt a candidate for the profession from meeting the requirements as well as appoint the president of the Patent Attorneys College. The Act of 20 December 1949 was repealed with the end of the Stalinist period in Poland. In 1958, the profession of patent attorney was briefly reinstated as a free profession. After that, until the end of the existence of the socialist state called the Polish People’s Republic, patent attorneys performed their profession as employees within the meaning of the labour law. It was not until the fall of communism in Poland that the profession of a patent attorney was re-established as a liberal profession under the provisions of the Act on Patent Attorneys of 9 January 1993.

THE GRAVITATIONAL MODEL OF THE MONGOLIAN FOREIGN TRADE

The article presents an analysis of Mongolia's foreign trade using econometric gravity modeling tools as a popular tool for analyzing international trade flows. To create a model for the development of the Mongolian economy in the context of modern globalization processes, the authors studied exogenous and endogenous models of economic growth. To develop the gravity model of the Mongolian Economy, the current state of Mongolia’s foreign trade was studied in the context of the economic situation of the 10 countries of Mongolia’s trading partners that most strongly influence the gross trade of Mongolia. The statistics of the Customs Administration and the National Statistical Committee of Mongolia are used, as well as macroeconomic indicators of the countries of the world. When building the model, the main assumptions of the gravitational theory were used, that trade flows positively depend on the size of the GDP of the countries of foreign trade partners, therefore, for the regression analysis, the GDP sizes of 10 active partners of Mongolia are taken. Alternative methods of resistance to foreign trade are also considered, in particular the distance indicator.

This article seeks to analyze the origins of the legal framework for reforms in the construction sector in the Republic of Uzbekistan over the past 4 years. One of the main goals of the article is the construction of housing, the continuation of a permanent relationship with it, the continuous improvement of the legal framework of the industry, the elimination of legal problems that may arise in this process. An attempt made to make a legal analysis of the ongoing reforms in this field. At the same time, the changes that took place before and after the reforms identified as a legal direction. The legal basis of administrative relations with the relevant state bodies is highlighted, rather than civil cases arising from property relations between citizens. The main content of the study is to analyze the development of legislation to address the situations that arise in administrative relations in the field of construction. At the same time, the Urban Development Code analyzed along with the activities of established entities in the construction sector. In addition, appropriate conclusions drawn to further develop the process of norm setting in the field. In determining the main indicator characterizing the object of research, it is possible to rely on the data provided by the Statistics Committee.

AN IMMORTAL POEM IN THE WORKS OF UKRAINIAN ARTISTS

Abstract. For the first time, the article highlights the continued interest of researchers and artists in the memorial of ancient Russian literature of the end of the 12th century, "The Tale of Igor’s Campaign" at the present stage. The peculiarities of the decoration of editions dedicated to the poem performed by domestic artists in the second half of XX — beginning of XXI centuries are investigated. The pearl of ancient Russian literature of the end of the XII century, «The Tale of Igor’s Campaign» does not leave many generations of its admirers indifferent. The 200 th anniversary of the release of the monument of Ukrainian culture has passed, and the interest in the «The Tale of Igor’s Campaign» has not subsided. The magic of this work continues to attract new researchers and artists. Anniversary dates helped to increase interest in the landmark. On the occasion of the 150 th anniversary of the first printing of the poem, J. Hnizdovsky in New York illustrated and artfully decorated the anniversary edition. A quarter of a century the design and illustrations for the poem were performed by Kyiv’s I. Selivanov. G. Yakutovich’s editions, created in the Dnipro publishing house as souvenirs, look like real masterpieces. The engravings of G. Yakutovich were already heard in another edition of «The Tale of Igor’s Campaign», which came out of print in the Kiev publishing house Veselka in 2008. In 1989, the publishing house «Soviet School» published a thorough edition of «The Tale of Igor’s Campaign», illustrations, layout and decoration of which were made by V. Lopata, and the editing and notes by O. Mishanych. The artist’s works are multifaceted in composition and imbued with special drama and symbolism with expression. Equally interesting was the 2015 edition, commissioned by the State Committee for Television and Radio Broadcasting of Ukraine under the Ukrainian Book program. Particularly noteworthy are the graphic works by V. Yefimov from Odessa and M. Bondarenko from Sumy region, who embodied their preferences and unique manners in the work on the poem.

Assessing The National Human Rights Commission's (Komnas Ham) Independence In Indonesia's Statement System

The National Human Rights Commission (Komnas HAM) is an independent, national state commission tasked with the responsibility of conducting human rights studies, research, counseling, investigations, monitoring, and mediation. The purpose of this study is to ascertain Komnas HAM's status and role within the Indonesian Constitutional System, as well as its accountability within the Indonesian Constitutional System. According to the nature of the inquiry, this is a library research on the subject of Komnas HAM. The syar'i theological approach was applied in the investigation. The findings of this study reveal that Komnas HAM has a distinct status and function within the Indonesian constitutional system; Komnas HAM's job is to strengthen human rights protection and enforcement. The research's implications are to emphasize Komnas HAM's constitutional status in Indonesia and to realize human rights enforcement through Komnas HAM's partnership with the community.

Statistical discrimination and committees

We develop a statistical discrimination model where groups of workers differ in the observability of their productivity signals by the evaluation committee. We assume that the informativeness of the productivity signals depends on the match between the potential worker and the interviewer: when both parties have similar backgrounds, the signal is likely to be more informative. Under this “homo-accuracy” bias, the group that is most represented in the evaluation committee generates more accurate signals, and, consequently, has a greater incentive to invest in human capital. This generates a discrimination trap. If one group is initially poorly evaluated (less represented into the evaluation committee), this translates into lower investment in human capital of individuals of such group, which leads to lower representation in the evaluation committee in the future, generating a persistent discrimination process. We explore this dynamic process and show that quotas may be effective to deal with this discrimination trap. We show that introducing a “temporary” quota allows to reach a steady state equilibrium with a higher welfare when groups have similar size in the population. If instead the discriminated group is underrepresented in the workers’ population (for example because of his race), restoring efficiency requires to implement a “permanent” system of quotas.

OP199 From Pilot Studies To System-Wide Innovation: Challenges And Opportunities For Clinical Decision Support Systems (CDSS) Implementation In Australia

IntroductionThe clinical data is increasing at a considerably higher rate than the capacity of the healthcare system and clinicians to manage this data. Digital tools such as clinical decision support systems (CDSS) provide opportunities for evidence-based patient care by intelligently filtering and presenting the information required for clinical decision making at the point of care. Despite the success of pilot projects, CDSS have had limited implementation in broader health systems. We aimed to identify challenges faced by policymakers for CDSS implementation and to provide policy recommendations.MethodsWe conducted eleven semi-structured interviews with Australian policymakers from state and national committees involved in digital health activities. The data were analyzed using reflexive thematic analysis to identify policy priorities.ResultsOur findings indicate that fragmentation of care processes and structures in the digital health ecosystem is one of the main impediments to delivering coordinated care using CDSS. Five themes for policy action were identified: (i) establishing a shared conceptual framework for user-centered design of CDSS that is aligned with stakeholders’ priorities, (ii) maintaining the right balance between the customization and standardization of systems, (iii) developing mutually agreed semantic interoperability standards at the local, state and national level, allowing generation and exchange of information across the health system without changing its context and meaning, (iv) reorienting organizational structures to build capacity to foster change, and (v) developing collaborative care models to avoid conflicting interests between stakeholders.ConclusionsFindings highlight the importance of developing system-wide guidance to establish a clear vision for CDSS implementation and alignment of organizational processes across all levels of health care. There is a need to build a shared policy framework for modelling the innovative activities such as CDSS implementation across the digital health landscape which minimizes the operational and strategic fragmentation of different organizations.

The present study dealt with topic of the new means of adjudicating administrative cases within a reasonable period in Persian legal system and extent to which they can be applied before Egyptian administrative by dividing it into three chapters. The idea of ​​completed justice in field of administrative disputes by defining legal basis for reasonable period necessary for adjudication of administrative cases in French legal system in a first section, content of that period and criteria for determining it in another topic. In second chapter, we dealt with means of adjudicating some administrative cases within a reasonable period according to French administrative justice codification and its various amendments in this regard. Administrative, and prohibition of appealing some administrative rulings, and finally trend towards use of some electronic litigation methods in field of lawsuits and administrative appeals in four sections, respectively. In third and final chapter, we addressed extent to which Egyptian administrative judiciary embraced principle of adjudication of administrative cases within a reasonable period by dividing it into two sections. Some administrative cases within a reasonable period, such as disciplinary cases and electoral appeals, as well as what Supreme Administrative Court has adopted regarding contentment of State Commissioners body expressing its opinion orally in pleading session on subject matter of case without requiring a written report in this regard, which is trend that was blessed and embraced by Egyptian legislator in some legislations after issuance of The current constitution for 2014, most notably law of exercising political rights, law of House of Representatives, and law of National Elections Authority.

РЕЗУЛЬТАТЫ ИЗУЧЕНИЯ КОЛЛЕКЦИОННЫХ СОРТООБРАЗЦОВ ГОРОХА В УСЛОВИЯХ КИРОВСКОЙ ОБЛАСТИ

The article presents the results of studying the genotypes of peas by a complex of breeding valua-ble traits. The research was carried out in 2014-2021 in accordance with the methodological guidelines of the VIR and the State Commission for Variety Testing of Agricultural Crops. The objects of study are 59 collectible varieties of peas of various morphotypes, the standard is the Krasnoufimsky 93 variety (Sverdlovsk region). The aim of the work was to isolate the genetic sources of peas by a set of traits for further use in the breeding process. The weather conditions during the study period were contrasting, which allowed the most objective assessment of the studied samples. Grain yields ranged from 126 g/m2 (2021 g) to 468 g/m2 (2014 g). As a result of the study, varietal samples were determined that significantly exceeded the standard for grain yield. The highest yield on average for 2014-2021 was obtained from samples Tigra (Germany) – 437 g/m2, Stabil (Austria) – 376 g/m2, Grana (USA) – 353 g/m2, G-21594 (Kirov region) – 340 g/m2, G-24596 – 331 g/m2, etc. Genotypes with high indicators of productivity elements were identified. The maximum value of the number of productive nodes was noted in the Serio variety (USA) – 4.6 pcs., the number of beans – in G-21594 (7.5 pcs.), the number of grains – in the Verkholuzskaya variety (Komi Republic, 32.2 pcs.), productivity – in the Stabil variety (6.6 g). Most of the studied genotypes (78%) had a mass of 1000 seeds 150-250 g. The largest seeds were characterized by sample No. 40 (Bulgaria, weight of 1000 seeds 340 g). It was found that the grain yield, the number of productive nodes, beans and grains per plant differed the most in the studied cultivars, the mass of 1000 seeds varied slightly.

Influence of biopreparation ‘Zamin-M’ on cotton plants (gossypium hirsutum) under soil salinization in Uzbekistan

In this article, a microbial inoculant acting as a biofertilizer is considered as a biostimulant, consisting of three strains of local salt-tolerant strains of rhizobacteria Pseudomonas stutzeri SKB308, Bacillus subtilis SKB309, Bacillus megaterium SKB310. The authors have developed and introduced into agricultural practice an experimental sample of the biological product ‘Zamin-M’, which increases the resistance of cotton to stress conditions of soil salinity. It is proved that the biological product ‘Zamin-M’ increases soil fertility has a beneficial effect on the enzymatic activity of the soil and the development of a population of beneficial microorganisms. The bioproduct ‘Zamin-M’ is presented as a new stimulant in the practice of growing cotton in saline conditions. An agricultural technique for the use of a local biological product in agriculture has been developed. The ‘Zamin-M’ is included by the State Committee of the Republic of Uzbekistan in the list of agrochemicals and pesticides permitted for use in agriculture of the Republic of Uzbekistan (certificate No. 1A1005).

Improving official statistics on stateless people: Challenges, solutions, and the road ahead1

Statelessness is the situation of people who are not considered as nationals of any State. The disadvantages of not having a nationality can be severe, as stateless people typically lack access to the socio-economic and political rights enjoyed by citizens. As a result, people without citizenship are particularly vulnerable to severe forms of exploitation and abuse, such as human trafficking. One of the biggest challenges facing advocates is the lack of reliable statistics about statelessness. There is no definitive or reliable global estimate, national figures are scant in most regions of the world, and where they exist, they are often of questionable quality. Furthermore, there are many challenges to collecting data about this marginalised and hidden group who may not wish to declare their status, or may not know of their status in settings where most people lack formal documentation. In order to help address this data gap, a number of actors under the umbrella of the Expert Group on Refugee and IDP Statistics (EGRIS) are now collaborating to produce draft International Recommendations on Statelessness Statistics (IROSS). This paper summarises the progress made to date by the EGRIS in preparing this new set of recommendations for consideration by the UN Statistical Commission.

Financial depth-economic growth nexus: Implications for the Ukrainian banking sector

The relevance of this study is warranted by changes in the modern understanding of the interrelation between economic growth and financial depth. While earlier studies consider it to be universally positive, newer ones tend to challenge both nature and direction of such a relationship. This paper aims to investigate the nature of the financial depth-economic growth nexus in Ukraine during 2008–2019 based on data provided by the State Statistics Committee of Ukraine and the National Bank of Ukraine, using the standard OLS regression. The resulting model with an adjusted R squared of 0,96 confirms a strong (within a 90% confidence interval) linear relationship between real GDP per capita, denominated in local currency, which was used as a proxy for economic growth, and financial depth, which was assessed using three indicators: the share of bank loans to non-financial institutions in real GDP, the share of non-bank loans to non-financial institutions in real GDP, and the share of stock market capitalization in real GDP. Both bank and non-bank loans to real GDP ratios have a negative impact on economic growth (UAH 2,154 and UAH 78,154 decline per 1% growth, respectively), while market capitalization provides a positive influence (UAH 1,641,130 growth per 1% growth). This implies that, despite concentrating the majority of the resources available to the Ukrainian financial sector, the banking sector does not contribute to its economic growth. This can be alleviated by imposing additional restrictions on the amount of government securities allowed in a bank’s capital structure.
