The role of journalists of the State Border Guard Service in military journalism in Ukraine

Modern Ukrainian media and communicators pay great attention to military journalism. Today, this field is gaining popularity in Ukraine and the world, as more and more media representatives work in conditions that threaten their health and lives. The challenges of hybrid warfare make scientists more interested in military topics, as the war is waged on two fronts — military and informational. The article considers the stages of formation and development of Ukrainian military journalism, focusing on its current state. Attention is drawn to the state of scientific research of modern military journalism. The role of journalists in the uniform of the State Border Guard Service of Ukraine (SBGSU) is actualized. We emphasized the need to popularize the military journalists, their contribution to the development of Ukrainian journalism. The main directions of activity of the SBGSU journalists are analyzed and determined their place and role in modern military media. The functions and tasks of military journalism, the rights and obligations of combatant journalists while serving both in the war zone and in peaceful areas of the Ukrainian border are separately considered. The main tasks include covering the activities of the SBGSU and preparing materials for the media; information support for the internal work of the service; prompt response to events; work with regional and national media; countering disinformation; coordination with other state structures. The results can be used in the development of educational programs in military and civilian educational institutions, as well as in retraining courses for civilian correspondents who plan to work in the war zone.

Formation of Professional Imagination in the Process of Implementation of Technical Disciplines with the Aid of Modern Information Technologies

The article describes the peculiarities of the use of information technology in teaching the discipline "Descriptive geometry, engineering and computer graphics". SolidWorks in combination with traditional teaching methods was used to develop professional imagination as a necessary intellectual quality of bachelors of the specialty "Road Transport", at the stage of improving the professional and moral and psychological support of the activity of the personnel of the State Border Guard Service of Ukraine (SBGSU). The work combines drawing work on a drawing sheet with the use of information technologies and retains active cadet intervention in the process of creating volumetric images directly in a graphic editor. The paper demonstrates the peculiarities of the cadets' acquisition of practical skills in creating volumetric models with SolidWorks tools and the development of detail drawings. The main criteria for the selection of individual tasks are substantiated: complex nature and clearly expressed geometric orientation. The objects selected for imaginary transformations were simple geometric shapes and volumetric bodies. On the basis of the developed psychological tests the influence of the means of performing technical tasks with the use of a graphic editor on the formation and development of the professional imagination of cadets is determined. The use of SolidWorks Graphic Editor has fostered professional imagination, spatial and logical thinking, and has developed a desire for technical and professional activity which provided the opportunity to perform various technical tasks quickly and professionally and to increase the country's defense capability.

Social issues of the State Border Guard Service of Ukraine personnel management

The article presents an analysis of the results of officers’ survey of the State Border Guard Service of Ukraine (SBGSU), which was conducted to study the current state of solving socially important issues for SBGSU servicemen that may cause staff turnover and problems in SBGSU personnel management. This problem is characteristic not only to SBGSU, but also of other law enforcement agencies of Ukraine and foreign countries. To this end, the works of scientists, data statistics reports from different sources were studied, as well as the survey of 112 servicemen who are serving at the SBGSU in different positions and in different areas of professional activity was conducted. Generalization and interpreting the survey results made it possible to find out about officers’ attitudes to service at SBGSU bodies and to assess the status of social issues solving. It is concluded that such circumstances are one of the main factors that a large number of servicemen do not want to continue contracts for military service at SBGSU after the first contract closure at a young age. It has a great importance for resolving staffing issues and determining which issues should be given greater attention in future, including the legislative level. This is important for search appropriate options for the content of the personnel policy and the social and legal support of SBGSU servicemen. Stability ensuring of the personnel will help to increase the general level of professional skill and correspondingly ensure the security of the state border, increase the effectiveness of counteracting illegal activities, management of the state border security in modern conditions.f the state border security in modern conditions.

LEGAL INFLUENCE, LEGAL REGULATION AND ITS MECHANISM IN THE PROCESS OF ORGANIZATION OF LEGAL SECURITY OF THE BORDER SECURITY OF UKRAINE

The paper summarizes the scientific views of scientists to clarify the concept and essence of the categories “legal influence”, “legal regulation” and “mechanism of legal regulation”. It is substantiated that the most significant contribution to the theoretical solution to the problems of legal regulation was made by S.S. Alekseev, who, for the first time, summarizing the scientific achievements of his predecessors, first offered a complete theoretical concept of legal regulation and its mechanism. It is emphasized that researchers of different generations have significantly enriched the number of scientific approaches to the interpretation of the categories under study. At the same time, modern Ukrainian and foreign scientists define legal regulation from more or less the same scientific positions. It is noted that the legal impact on the consciousness and behavior of military personnel and employees of the State Border GuardService of Ukraine, military formations and other law enforcement agencies of the border security of our country is important for improving the quality of legal regulation in the research area, which is especially important in the context of hybrid, which is the ATO/OOS. Attention is drawn to the specific differences of legal influence from legal regulation in the field of border security of Ukraine. The author proposes four criteria for the following differences: by subject of action, by mechanism, by effect, by degree of obligation. The place, role and importance of the mechanism of legal regulation of legal relations in the field of border security of Ukraine, which is the main component of national security of our state, is determined. Therefore, the importance of the studied category is actualized not only by military confrontation with the Russian Federation, but also by the intensification of Ukraine’s integration and globalization processes, which leads to the exit of any direction of legal regulation beyond state borders and the urgent need to form bilateral mechanisms for such regulation of legal relations in common with the border neighboring countries, as well as the formation of a single international mechanism for the unified regulation of relations in the European and world border area as a whole.

Формування функціональних компетенцій молодшого персоналу державної прикордонної служби України

У статті наведена характеристика та опис особливостей формування функціональних компетенцій молодшого персоналу Державної прикордонної служби України (ДПСУ) у процесі базової підготовки та підвищення кваліфікації в ході навчання у Головному центрі підготовки персоналу ДПСУ. Відповідні компетенції включають в себе базові компетенції, необхідні для усього масиву молодшого персоналу прикордонної служби та додаткові функціональні компетенції, які необхідні для виконання обов’язків на кожній окремій посаді. Майбутній перелік функціональних компетенцій містить їх визначення для кожної посади ДПСУ. Оскільки вони становлять основу для просування по службі, вони мають бути взаємопов’язаними таким чином, щоб оцінка забезпечувала бачення наскільки прикордонник буде відповідати компетенціям на іншій рівнозначній або на вищій посаді.

Criteria of the Formation of the Future Automobile Engineering Bachelors’ Professional Competence to Use Information and Communications Technologies

The article presents the criteria which were determined with the aim of seeking to improve the efficiency of forming the professional readiness of future automobile engineering bachelors in the system of activity of the State Border Guard Service of Ukraine (SBGSU). The benefit of the study is that a number of criteria have been identified which, in our opinion, are capable of testing the effectiveness of the proposed solutions in the education organizing process. Moreover by the method of experts (the employees of the Department of Vehicles and Special Engineering) evaluation, the following criteria were determined as motivational, activity-communication, reflexive, cognitive. The complex of criteria has been formed taking into account the specifics of training at a military higher education institution based on the educational process analysis. The article determines that the use of information and communications technologies by the future bachelors-border guards of automobile engineering requires the formation of specific components of the appropriate readiness. Many specific requirements have been put forward for future specialists, both for a personality and the content of their activity, so a majority of the given qualities are necessary for these technologies application in the border units of the SBGSU. When defining the complex, the experience of the scientific-pedagogical staff of a military higher education institution was used, as well as the job descriptions of future automobile engineering bachelors in the area of the border agency responsibility. The obtained complex of criteria provides an opportunity to form organizational and pedagogical conditions for the future automobile engineering bachelors’ development with the adjustment of the educational process content by intensification and introduction of intense activity with the ICTs usage. It is established that the validity of the proposed model of the future automobile engineering bachelors’ readiness to use ICTs in a professional activity is possible to check with the help of a complex of criteria and to evaluate the effectiveness of the proposed solutions during training.

ОСОБЛИВОСТІ ВПРОВАДЖЕННЯ ЕЛЕКТРОННОГО ПОСІБНИКА З НАВЧАННЯ АНГЛІЙСЬКОЇ МОВИ У ДЕРЖАВНІЙ ПРИКОРДОННІЙ СЛУЖБІ УКРАЇНИ

У статті представлено аналіз результатів впровадження електронного посібника (ЕП) «Англійська мова для прикордонників» у навчальних закладах Державної прикордонної служби України (ДПСУ) та пунктах пропуску через державний кордон. В експерименті взяли участь 298 прикордонників, які навчались на тримісячних курсах інтенсивного вивчення англійської мови в Національній академії Державної прикордонної служби України імені Богдана Хмельницького, та 1158 осіб після завершення навчання на дистанційних курсах вивчення англійської мови в навчальних центрах ДПСУ. Анкетування проводилось за такими блоками: варіанти використання ЕП, вікові групи та статева приналежність, вихідний рівень іншомовної підготовки користувачів, загальні враження користувачів від роботи з ЕП, досвід використання, структура та користування ЕП, рівень удосконалення мовленнєвих навичок користувачів, ступінь насиченості розділів навчальним матеріалом, характеристика вправ ЕП. Аналіз анкет зворотного зв’язку та результатів опитування доводить, що реалізація ЕП в ДПСУ була успішною і відповідає особливим потребам прикордонників, що працюють у пунктах пропуску через державний кордон України, оскільки він був спеціально розроблений діючими представниками прикордонних відомств для подальшого використання прикордонниками. Оцінка результатів використання ЕП прикордонниками довела ефективність удосконалення іншомовної підготовки, необхідної для виконання прикордонниками повсякденних завдань, шляхом використання навчальних відео- й аудіоматеріалів, які відповідають справжнім ситуаціям на робочому місці представника прикордонного відомства. У результаті проведеного аналізу анкет було з’ясовано, що практична більшість респондентів (93%) погоджуються і усвідомлюють важливість вивчення англійської мови та вдосконалення іншомовних мовленнєвих навичок з метою спрощення виконання завдань у пунктах пропуску через державний кордон під час інтерв’ювання іноземців і участі в спільних міжнародних операціях. Водночас 7% користувачів частково або цілком не погоджуються з даним твердженням, що обумовлюється, насамперед, тим фактом, що ЕП виявився для них занадто складним через їх особистий низький рівень базової підготовки з англійської мови. Використання ЕП надало змогу прикордонникам легше і більш впевнено спілкуватися з пасажирами, що перетинають державний кордон, з’ясовувати обставини порушення законодавства й ефективно спілкуватись зі своїми колегами з інших європейських країн.

Гармонізація загальноєвропейських стандартів підготовки фахівців з охорони кордону: український досвід

У статті висвітлено особливості впровадження європейської Галузевої рамки кваліфікацій сфери охорони кордону країн Європейського Союзу (ЄС) та роль Державної прикордонної служби України (ДПСУ) у цьому процесі з метою використання набутого досвіду для подальшої інтеграції вітчизняного прикордонного відомства в систему спільної професійної підготовки персоналу прикордонних відомств країн ЄС. Розглянуто організацію перевірки валідності галузевої рамки кваліфікацій для підготовки прикордонників країн ЄС. Зроблено висновок, що для організації системи ефективної підготовки прикордонників України та її адаптації до вимог провідних країн ЄС, необхідно глибше вивчити питання впровадження ГРК для підготовки прикордонників країн ЄС, що передбачає питання забезпечення надійної перевірки валідності кваліфікаційної рамки. Автором було проведено аналіз можливості використання цього досвіду з метою його впровадження в систему професійної підготовки персоналу прикордонного відомства України.

ESP TEACHING STRATEGIES OF UKRAINIAN BORDER GUARDS TRAINING ON THE EXPERINCE OF EUROPEAN UNION COUNTRIES

The study identifies the ESP teaching strategies of the personnel of the State Border Guard Service of Ukraine (SBGSU) training in the framework of European language standards. According to the results of the needs analysis, the Ukrainian border guards require improving their professional foreign language competence based on the European educational standards and best practices. The main attention is paid to developing listening and speaking skills of border guards. The methodology of the course is aimed at forming the border guards’ foreign-language professional competency, which will facilitate their effective service in the state border protection units. The course program provides border guards with the opportunity to develop the language competence and strategies they need to effectively engage in situations of professional communication that they can have at the border, both while conducting border surveillance activities and border checks.

STRUCTURE OF MOBILIZED BORDER GUARD’ PSYCHOLOGICAL READINESS TO COMBAT OPERATIONS

The main approaches to the study of psychological readiness of servicemen to the implementation of service activity under the influence of conditions of warfare are analyzed in the article. The complexity, ambiguity and multidimensionality of this phenomenon and semantic aspects of the structural components of different models of psychological readiness, the structural components of readiness of mobilized military units of the State Border Guard Service of Ukraine (SBGSU) for implementation of service activity under the influence of conditions of warfare are shown. Special attention was paid to the structure of psychological readiness of servicemen under the influence of conditions of warfare, models of psychological readiness.
