POSTWAR SOCIALISATION OF THE UKRAINIAN ECONOMY IN THE CONDITIONS OF EUROPEAN INTEGRATION

The full-scale war in Ukraine has exacerbated a number of social problems that will need to be addressed during the post-war reconstruction period through the socialization of the economy. Ukraine's European integration will have a positive impact on this process. The relevance of post-war socialization of Ukraine's economy in the context of European integration is driven by many factors related to the need to restore the country after the conflict and adapt to the standards of the European Union. European integration is a key goal of Ukraine, and it requires serious transformations in the country's economic, social and political life. The purpose of the article is to study the development of post-war socialization of Ukraine's economy in the context of European integration. To achieve the purpose of the article, the following tasks were set and solved: to identify the main aspects of the post-war socialization of Ukraine's economy, to analyze the impact of European integration on the post-war development of the social sphere. The article uses general scientific methods of data analysis and synthesis, comparison and systematization. The information base of the article is made up of scientific articles and online statistical databases. The article analyzes statistical data on the damage to the destroyed social infrastructure, the dynamics of the unemployment rate in 2020-2024, and the number of registered Ukrainian refugees by country. The author outlines the directions of post-war socialization of Ukraine's economy using the prospects of European integration processes. The article offers recommendations on how to use the potential of Ukraine's integration into the EU to build the social sphere in the postwar period. The postwar socialization of Ukraine's economy is strategically important for achieving social stability, strengthening the country's competitive position and further integration into the European Union. This approach will ensure Ukraine's sustainable development and improve the quality of life of the population within the European community.The practical value of the article lies in the fact that its material can be used by state authorities in the post-war reconstruction of Ukraine with the use of the potential of European integration.

Sámi trust in hydropower governance: A survey study

The collaborative water governance literature, especially that concerned with trust, has paid scant attention to Indigenous Peoples. In this paper, we present the results from a survey targeting the Sámi population in Sweden, exploring trust in key state and industry actors in the governance of hydropower. The results demonstrate a widespread signal of low trust, which is correlated with a confluence of factors: a strong concern with negative impacts from hydropower on Sámi culture, experiences of limited opportunities to influence decisions, and a perceived low competence as well as limiting attitude from governance actors. Regarding the role of demographic variables, we report on some notable deviations from previous research about institutional trust. We discuss how collaborative governance initiatives often-times are launched to strengthen trust, but that design and implementation failures can, counter-productively, serve to erode trust among Indigenous constituencies. If Sámi trust is to be strengthened, then it will require state authorities and hydropower companies to genuinely engage with Sámi rights claims and ensure influence in decision-making. Our findings also have direct policy relevance, pointing to the need for a steep learning curve if the pending review of hydropower licenses, launched by the Swedish government, is to play a meaningful role in addressing past and ongoing impacts of hydropower on the Sámi People.

Coaching as a tool for the development of leadership qualities women-entrepreneurs in Ukraine

In 2023-2024, women’s entrepreneurship turned into a driving force of the Ukrainian economy. At the same time, women who had never thought of themselves as a leader came into entrepreneurship. Such women often have low self-confidence, are afraid of responsibility for independently made decisions, and find it difficult to establish communication with the team, clients and partners. At the same time, Ukrainian womenmostly independently try to combine the roles of mother, wife, specialist, entrepreneur, daughter, etc. In such conditions, it is coaching that can turn a noself-confident woman who combines the maximum number of functions in various fields into a real leader. Coaching, as a tool for leadership development, is devoted to the work of DZ. Whitmore, A. Chernenko-Dyba, S. Kovi, O. Nezhynska, M. Landsberg and others. The purpose of the article is to study coaching as a tool for developing leadership qualities of women entrepreneurs of Ukraine. The article describes the key factors of the influence of coaching on the development of leadership qualities of domestic female entrepreneurs, namely: help in increasing self-confidence; development of emotional intelligence; assistance in decision-making; establishment of effective communication with partners, clients, state authorities; ensuring a balance between work and personal life; assistance in strategic planning and development of the contact base of a female entrepreneur. Also given are the main problems that can accompany domestic female entrepreneurs who seek to develop their leadership qualities with the help of a professional coach. At the same time, the author firmly believes that for a Ukrainian woman entrepreneur who really wants to develop her leadership qualities, the priority of her new self — a self-confident woman capable of building her business and leading people should come to the fore. It is under this condition that the given problems are quite easily solved. Based on this, practical and effective steps are proposed to overcome these problems.

Current challenges and threats to the implementation of social policy under the conditions of marital state

The problems of the implementation of social policy are currently determined by the accumulated problem of the unreformed sector of the social sphere and the extremely negative impact of the martial law, which leads to an increase in the critical mass of people who need social assistance and effective solutions that can contribute to the implementation of social policy in accordance with current challenges and threats. This article focuses on identifying and structuring current challenges and threats to the implementation of social policy under martial law. It is established that, given the longterm nature of martial law, social policy is currently under the critical influence of pre2022 problems, which are exacerbated by a large-scale invasion, and the structuring of current challenges and threats that are characteristic of the current state of social policy implementation, given martial law, is an important and relevant topic for research. After all, today the issue of clearly fixing and structuring the current challenges and threats to the implementation of social policy in the conditions of martial law is acute. The purpose of the article is to define and structure the current challenges and threats to the implementation of the social sphere in the conditions of martial law. In the process of research, it was established that in today’s conditions, the implementation of social policy has significant limitations and barriers. Four groups of institutional restrictions are identified, which include the inconsistency of the legal framework; bureaucratic obstacles; insufficient coordination between various state authorities; low level of professional training of social workers. Three groups of obstacles to the effective implementation of social policy are also highlighted, namely: economic, political, and corruption. The main types of threats are identified, including: financial, social, technical and security, each of which creates a whole range of challenges. The following challenges have a high priority to be taken into account in the implementation of social policy: the problem of the state budget deficit, dependence on international donors, the increase in the number of people who need social protection, the decrease in the standard of living and the provision of housing, the further course of military operations and their intensity, internal instability. It was established that further research should be focused on finding effective tools that will allow, taking into account the existing risks and threats, to develop appropriate mechanisms for minimizing the identified threats and challenges for the effective implementation of social policy as quickly as possible.

STRUCTURAL AND FUNCTIONAL ASPECTS OF POLITICAL COMMUNICATION IN THE CONTEXT OF MODERN SOCIAL DEVELOPMENT

The article highlights the structural and functional features of political communication as a process of communicative interaction in the political sphere in the conditions of modern social development. It was determined that political communication is a communicative process of mutual exchange of political information and broadcasting of political discourse among political subjects, state administration bodies, civil society, aimed at achieving consensus in making political and managerial decisions, legitimizing power and maintaining the stability of the democratic political system through means mass communication, Internet social networks, informal contacts, etc. The leading functions of political communication in terms of its structural elements are distinguished: 1) subjects of political communication: citizens, state authorities and management, political parties, movements and associations, civil society institutions, associations and groups of users of social networks on the Internet etc; 2) feedback between the subjects of political communication, acting as a communicative interaction that takes on different forms of information exchange; 3) information message as a relevant political discourse; 4) channels and means of information transmission and two-way communication between subjects of political communication.

Трансформація стійкості держави в умовах глобалізації світу

Purpose: is to analyse the modern process of forming state stability in the conditions of the transformation of the international political security space. Method: The research was conducted using a neo-institutional approach, historical and systemic methods, a comparative approach, and a functional method. Findings: Determination of the conceptual foundations of the formation of state stability in the conditions of a crisis international security environment. Theoretical implications: It consists in forming a holistic view of modern theories of the institution of the state and the factors that ensure its stability against the background of the aggravation of contradictions in the international political and security environment caused by Russia's aggression against Ukraine. Practical implications: The main political, economic and security factors were analysed, and a model was formed based on the neo-institutional approach to ensure the stability of the state institution in the conditions of worsening globalisation threats and the formation of a new architecture of the international security environment. This study can be a valuable resource for professional researchers, analysts in geopolitics and geostrategy, security and defence sector representatives, international organisations, and state and local authorities. Originality: It consists of applying a neo-institutional approach to ensuring the stability of the state institution in the context of the crisis of the international political and security environment triggered by Russiaʼs aggression against Ukraine.

Border fortification and legibility: Evidence from Afghanistan

AbstractStates often fortify their borders against militant threats. How do these efforts shape civilian welfare and perceptions in borderland communities? I conceptualize border fortification as a legibility‐building endeavor. By bolstering state reach in areas of weak historical penetration, fortification enhances the government's capacity for monitoring, administration, and control. Yet, expanding state authority also disrupts traditional cross‐border markets. A trade‐off between security and corruption emerges in consequence. I provide evidence for this theory in a difference‐in‐differences framework, combining administrative records on violence and representative data from a NATO‐commissioned survey fielded across Afghanistan. Fortification facilitates government information‐collection, improving security provision and fostering civilian reliance on state forces. Enhanced state capacity is countervailed by negative economic impacts. By disturbing the informal borderland economy, fortification fuels criminalization and local opposition. Civilians rely on illicit economic entrepreneurs to sustain traditional market access. Higher smuggling rents fuel official corruption and bribe‐taking. The findings point to a key dilemma inherent in border fortification strategies.

The Politics of Memory and Its Limits in Conflict with Oral Tradition: The Interwar Period in the Imagination of the West Belarusian Population

Abstract Often overlooked on the world stage, the Republic of Belarus harbours a complex historical narrative interwoven with its national identity and political landscape. While the country is known for widely representing the cult of the Great Patriotic War and its importance to the local historical imagination, this article focuses on a less explored era: the interwar period. The study examines the coexistence of state-sponsored historical narratives and local oral traditions in attempts to shed light on the complicated relationship between personal memories and official discourses. By applying a multidisciplinary approach that includes anthropology, history and political science, this study sheds light on the dynamics that shape Belarusian historical consciousness. The research focuses on how the state narrative intersects with and excludes personal memories from the broader discourse in order to illuminate the limits of state authority in shaping collective memory.

Securing commitment and control for the supply of plasma derivatives for public health systems. I: A short review of the global landscape.

The social market economies of the Western world considered the provision of plasma derivatives produced from publicly owned blood services as a legitimate state commitment and, until the last decades of the 20th century, many of the relevant jurisdictions maintained state-supported fractionation plants to convert publicly collected plasma into products for the public health system. This situation started to change in the 1990s, because of several converging factors, and currently, publicly owned/subsidized, not-for-profit fractionation activity has shrunk to a handful of players. However, the collection of plasma from publicly owned blood services has continued and recent developments have increased the interest of state authorities globally to increase the volume of plasma collected to increase the level of strategic independence in the supply of crucial plasma-derived medicines from commercial market pressures, particularly the global for-profit fractionation sector with its dominance of source plasma from paid donors in the United States. This paper reviews the development of the plasma industry and the evolution of the pressures on the supply of plasma, which has led to a situation of scarcity of key plasma-derived medicinal products (PDMPs).

Polish midwives’ experiences of providing maternity care to Ukrainian women in Poland

Abstract Background Migrants’ health has attracted the attention of researchers for many years, particularly from the perspective of barriers in access to healthcare systems. Providing high quality care to migrants and refugees, especially in contexts of significant and sudden arrivals, may be particularly challenging. Aim The aim of our research was to learn about the experiences and strategies of midwives providing maternity care for Ukrainian migrant women in Poland after the outbreak of the full-scale war in Ukraine. Methods Five focus group interviews with 32 midwives providing maternity care in Poland were conducted. The interviews were thematically analysed. Results Healthcare personnel experiences a number of barriers to the provision of high-quality care to the migrant population. Polish midwives expressed mainly experience of two groups of barriers on: (1) individual and interpersonal, (2) management and organization levels. Firstly, at the individual and interpersonal level midwives experienced: fear for life and well-being related to the threat of war in a neighbouring country, depleting resources and post-pandemic fatigue, language barriers, lack of knowledge on caring for woman fleeing the war. Secondly, at the management and organizational level midwives experienced: lack of organizational support, interpreting services and documentation in any other language than Polish. In the first months after the outbreak of the full-scale war in Ukraine, most strategies to improve the provision of maternity care for women fleeing the war took the form of grassroots initiatives by the staff of individual care units. Conclusions The Polish health care services need systemic solutions prepared jointly by state and local authorities and considering the voices of midwives to support the provision of high-quality care to migrant population. Key messages • Midwives were left to their own devices. • Midwives need better preparation for providing high-quality care to migrant population.

Artificial intelligence as it is in the current conditions of digital transformation of global society

The article is devoted to the study of the role of artificial intelligence (AI) in the modern digital transformation of the rich countries of the global North and the poor countries of the global South. Particular attention is paid to the different conditions of the digital revolution in the former and the latter. They are leading to an increase in old inequalities and the emergence of new digital inequalities between developed and developing countries. At the same time, the pursuit of profit in the digital economy has become the main reason for further material and property differentiation between the first, second, and third world countries, as well as between the rich and the poor within each of these countries. All of this hinders the revolutionary potential of AI in the interests of all countries and peoples and creates conditions for its use for anti-people purposes, including by combining AI with weapons for the military purpose of killing people. The task of civil society is precisely to force state authorities to take measures to regulate digital business in order to overcome the threats posed by the oligarchs of digital corporations and improve the socio-economic situation of both the cybertariat and the entire working population in the countries of the global North and the global South.

Beyond the First Nations Voice to Parliament: Who “owns” the state?

AbstractIn 2023, Australian voters defeated a constitutional amendment to establish a First Nations' Voice to Parliament. This representative body would have been empowered to make representations to parliament and executive government. It was proposed by First Nations people as the first stage in a Voice, Treaty, Truth process of political and constitutional reform. As the implications of this defeat are considered, it is instructive to examine what lessons New Zealand's politics and policies of Māori self‐determination may contribute to local deliberations, including on the principles that could inform treaties such as those under consideration in the state of Victoria. The ongoing point of contention in both countries has profound implications for how and why policy is made, for whom and by whom. The point of contest is over who, in practical political terms, “owns” the state and, therefore, its policymaking systems? Are First Nations people shareholders in state authority, or should they reside always on its periphery? If not, what are the terms of their inclusion?

From “Big White” army to White Paper Protests: China’s gendered pandemic war and feminist interventions

ABSTRACT In response to the COVID-19 pandemic, many nation-states adopted militarized measures for rapid containment. China notably implemented extreme and enduring war-like procedures. This study aims to explore the implications of securitizing the pandemic through a feminist lens and suggest ethical and equitable strategies for understanding emergencies and coping with future crises. Employing discourse-based online ethnography, it analyzes social dynamics in China’s “pandemic war,” examining how gender and (in)security are co-constructed and the role of feminist activism within an authoritarian context. This article argues that framing the pandemic as war reinforces a masculinist stance of dominance, prioritizing state stability over human rights and security. State-centric securitization perpetuates state authority, gendered social hierarchies, and structural violence. The exclusionary nature of this approach created new avenues for feminist activism, both online and offline, advocating for marginalized groups, raising social and gender awareness, challenging state narratives, and fostering collective resistance. Drawing lessons from Chinese feminist initiatives during COVID-19, this study calls for alternative crisis responses focused on care, equity, ethics, and collaboration.

How public service media are changing in the platform era: A comparative study across four European countries

Despite enjoying a series of advantages and privileges, including access to public funding and technical infrastructure, as well as a special regulatory framework allowing them to reach almost the entire population, public service media (PSM) have historically faced a number of challenges. These include opposition from privately held media and various political parties, mounting criticism from audiences, and incessant pressures from state authorities. Some have been more successful than others in defending themselves against these attacks. Some PSM institutions have gained a high level of trust as a result of their ability to maintain a balanced approach to political coverage. Some are recognised for the quality of their news content. However, some other organisations have lost credibility and audience share as a result of various pressures. The platformisation trend has had a particularly disruptive impact on public service media (PSM) organisations. The challenge of adapting to the new digital landscape has been significant, requiring careful navigation to maintain the core values that guide their operations, as defined by the European Broadcasting Union (EBU): universality, independence, excellence, diversity, accountability and innovation. This article employs a recently developed framework for examining PSM and draws upon field research to analyse the transformation of PSM in response to platformisation-related pressures in four European countries: Austria, Romania, Spain and the United Kingdom.

Iron and steel workers acquiring a factory in exchange for a single coin: a genuine people’s sector

ABSTRACT The iron and steel industry, a cornerstone of industrialization, is vital for economic growth and infrastructure development, particularly in Turkey, where it has been central to industrial policy. This study explores how the Karabük Iron and Steel Factories, known as ‘the factory of factories,’ were transferred to workers for a symbolic price of 1 Turkish Lira (TL) following worker protests against privatization. The study focuses on the strong labor movement and social cohesion among the iron and steel workforce, using the 8 November 1994, protests as a case study. It evaluates how the structural characteristics, societal concerns, and outcomes of these protests differ from other labor movements. By highlighting these differences, the study aims to contribute to the literature on labor movements and protest dynamics. The November 8 protests were significant in raising awareness of workers’ rights and union struggles through media and public attention, while also shedding light on the state and public authorities’ strategies for maintaining social order. Moreover, the study links the achievements of these protests to the concept of the people’s sector. One key conclusion is the relationship between the iron and steel sector and the people’s sector, emphasizing the role iron and steel workers have played in fostering social stability and solidarity.

Capital Punishment Repeal in England: A Paradigm Shift towards Restorative Justice and Human Dignity

The inherent disgracefulness of death consciously inflicted upon a person by his fellows, may make the death sentence highly untenable, from a strict humanitarian prospective. It’s here where the concerned state authorities come into action and claim that if at all the death sentence is to be retained, its imposition must be with utmost human decency ensuring evolved standards. However, the movement away from brutal and cruel punishment has been a slow yet steady process. With the gradual evolving standards of human decency and dignity, the law needs to be changed with the changing dynamism of the dynamic society. Nonetheless, the American society, being one of the oldest civilizations in the world owes to itself that the agony at the exact point of execution should be kept to the minimum. This becomes more crucial when execution is the outcome of a judicial verdict. Courts play a vital role in major social reform, and that we as a society do have certain expectations from the very independent and impartial organ of the state. Moreover, history is a witness to significant social reforms bought by amendments to the prevalent law, through judicial process. Effective judicial intervention in social controversy requires a consensus on the goals and objectives of social change, at a time in history when as a society it is our failure to agree with the goals and purpose of social change that is one of the principal causes of social unrest. Judges have traditionally been very careful to emphasize that their role is not to make the law, merely to apply it. But it is apparent that judges play a significant role in the development of law through the interpretation of both common law principles and legislative provisions. The phrase “judicial responsibility” means not just the responsibility to uphold the law; it means the overarching responsibility to do justice. Courts should realize that as long as there is life, there is room for reform

Harnessing network power: Weaponised interdependence in global tax policy

AbstractFor decades, global tax policy has grappled with the challenge of mobile capital, failing to harness the regulatory potential of network power. This oversight has allowed tax havens to flourish, and multinational corporations and wealthy elites to circumvent state authority, undermining national fiscal policies and democratic capacity to meet grand societal challenges, such as climate change and inequality. But recent regulatory innovations pave a different way forward. This article spotlights the dynamics of ‘weaponized interdependence’, suggesting a critical role for strategically targeting global corporate and financial networks in reinvigorating action against tax havens, tax avoidance and tax evasion. Identifying and exploiting network chokepoints – financial institutions, corporate subsidiaries and expert intermediaries – can empower states to reassert their sovereignty and counterbalance the structural advantages of global capital. This approach helps us understand how and why recent regulatory measures have effectively countered financial secrecy, profit shifting and sanctions evasion, repairing public finances and restoring democratic integrity. In an age where weaponised interdependence is predominantly linked to national security, this recasting of global tax policy highlights a progressive path for using network power to develop effective global economic frameworks, strengthen democratic capacity and address contemporary challenges.

CURRENT CHALLENGES AND PROSPECTS OF LEGAL REGULATION OF PUBLIC ADMINISTRATION OF THE SOCIAL SPHERE IN THE TERRITORIAL COMMUNITIES OF UKRAINE

The article defines that public administration is a system of activities of state authorities aimed at optimizing the use of resources to achieve the priority goals of social policy. It is emphasized that the social sphere covers a wide range of services that ensure the well-being of citizens, including health care, education, social protection and other critically important elements. The study of the problems of public management of the social sphere in territorial communities reveals a number of challenges, such as insufficient financial support, the absence of a clear legal framework, and a low level of public involvement in decision-making processes. Analysis of modern approaches to legal regulation in this area showed that effective management of social policy requires the integration of innovative methods, in particular digitalization of processes, which will contribute to the transparency and accountability of local self-government bodies. As a result of the research, it was found that the public management of the social sphere in the territorial communities of Ukraine is a complex, multifaceted process that requires a comprehensive analysis and a comprehensive approach to its improvement. The development of recommendations for improving management mechanisms should become a priority for researchers and practitioners in this important field. Effective management of the social sphere requires systematic control over the implementation of state policy. This involves not only an internal audit of the activities of local self-government bodies, but also mechanisms of public control that would allow residents to actively participate in the processes of evaluating the effectiveness of social programs. The study showed that the key factors in the effectiveness of public management of the social sphere in territorial communities are: adaptability of management mechanisms; integration of modern technologies; formation of partnership relations; personnel training and development; community involvement in decision-making processes, etc. Legal regulation of public management of the social sphere in territorial communities of Ukraine is conditioned by the need to create effective management mechanisms that meet modern challenges. Among the prospects for the development of legal regulation of public management of the social sphere in the territorial communities of Ukraine, the need for: improvement of the legal framework was emphasized; strengthening of financial autonomy; development of professional training; integration of modern technologies; community involvement in decision-making processes; focus on inclusiveness; monitoring and evaluation of efficiency; cooperation with international organizations; adaptation to changes in the socio-economic environment; increasing the level of trust in the authorities, etc. It is emphasized that the successful implementation of public policy in the social sphere depends on the effective interaction of all interested parties, which in turn will ensure sustainable development and increase the quality of life of the population.

SOCIAL CONTROL OF STATE AUTHORITY BODIES OVER WOMEN OF COMMERCIAL SEX IN MYKOLAYOVSHICHINA IN IN THE NINETEENTH CENTURY

The article analyses the effectiveness of the experience of organizing social control over women of commercial sex in Mykolaiv region in the 19th century. An analysis of the historical basis of the phenomenon of commercial sex was carried out, the concept, essence and content of social control over women of commercial sex were determined, the activity of state authorities in the direction of social control over women of commercial sex in the Mykolaiv region in the 19th century was analysed, and the cause-and-effect relationships of social control over the phenomenon of commercial sex in modern Ukraine. The basis of the research methodology is the principle of historicism, which made it possible to consider the phenomenon of prostitution in accordance with historical stages and events, in their interconnection and interdependence. As part of the toolkit of the proposed article, a set of methods is used, namely: theoretical - content analysis, historical-systemic and historical-typological method, as well as systematization, generalization, detection of contradictions, comparison, descriptive method; empirical - interviewing method. The authors came to the conclusion that social control can be defined as a state mechanism, the purpose of which is to maintain social order, norms of individual behaviour in society. The peculiarities of formal and informal social control over women of commercial sex in the 19th century are determined. The analysis of the activities of state authorities over women of commercial sex in the Mykolaiv region in the 19th century made it possible to investigate formal social control, for its implementation, the authorities and local managers of the Mykolaiv region established rules and laws regarding brothels, their owners, and women of commercial sex directly. Cause-and-effect relationships with social control of commercial sex in modern Ukraine were established. The analysis of the state of commercial sex in Ukraine indicated the need for social prevention, as a method of social control, over persons from the risk group.

THE ROLE OF PUBLIC ORGANIZATIONS IN PROVIDING SOCIAL ASSISTANCE TO INTERNALLY DISPLACED PERSONS (ON THE EXAMPLE OF ODESSA REGION)

The article presents the results of a study on determining the role of public organizations in providing social assistance to internally displaced persons on the example of Odesa region. The concepts of «social assistance» and «social assistance to internally displaced persons» are defined. A diagnostic cross-section was carried out on the basis of administrative service centers during monitoring visits to communities, which covered IDPs of Zatyshansk, Bolgradsk, Znamyansk and Sergiivsk communities of Odessa region. Also, the survey was conducted directly among social workers of the public organization «Tenth of April». The purpose of the article is to conduct research on determining the role of public organizations in providing social assistance to internally displaced persons on the example of Odesa region. The research used questionnaire and semi-structured interview methods. The results of the survey showed that: a large part of respondents (78%) experience financial difficulties; 65% are satisfied with their level of adaptation to life in the host community, although they do not rule out that the situation could have been better; the most acute security problem in the respondents' previous places of residence was the destruction of property due to military actions (78%); respondents' most important needs are access to housing and employment, as well as basic needs such as food and clothing; the main types of assistance that public organizations can provide are assistance in finding a job, filing documents, receiving social benefits, care for the elderly and people with disabilities, support for families with children, psychological support, etc. Also, the majority of respondents (52%) experience difficulties in obtaining assistance due to a lack of information about available services, the procedure for obtaining them, contacts of public organizations, etc. Based on the results of the research, the authors developed a number of conclusions and recommendations addressed to state authorities, local self-government and civil society organizations.
