Development of Training for the Master’s Degree in the Direction “Library and Information Activities”

The purpose of the article is to trace the retrospective of training for the library Master’s degree, to comprehend the accumulated experience in order to find new solutions for its development in the context of the rejection of the Bologna system of education. On the agenda is the restructuring of the entire education system in accordance with the proposals of the Ministry of Science and Higher Education of the Russian Federation. The transformation of the higher library education, including library Master’s degree, is also ahead. It arose and evolved in the 2000s, in line with the introduction of the Bologna system in the higher library education in Russia. The normative framework for regulating training for Bachelor’s and Master’s degrees in the field of library and information activities was consistently developed in the form of Federal State standards of higher professional education of the first, second and third generations, model educational programs for the library Master’s degree. The comparison of the mandatory part of the curricula for the preparation of masters of library and information activities in the leading specialized universities showed the existing significant discrepancies in the composition, number, volume of credits and sequence of disciplines taught. During the existence of the library Master’s degree, the model of its graduate has not finally developed, despite the overabundance of general cultural, general professional, professional competencies that, according to Federal State standards of higher professional education, he must cope with. The situation with the employment of graduates of the library Master’s degree has changed cardinally since March 1, 2023 due to the introduction of the Professional Standard of a specialist in library and information activities. At the present stage, many problems of the library magistracy functioning that arose earlier remain. The article presents them as requiring professional discussion and working out a coordinated approach to their solution.

UNRESTRICTED USE OF SPECIAL KNOWLEDGE IS A PREREQUISITE FOR COUNTERING ESPECIALLY DANGEROUS CRIMES IN THE CONTEXT OF DIGITALIZATION AND INFORMATIZATION OF SOCIETY AND THE STATE

The current task of the Russian Federation is the effective counteraction to especially dangerous crimes in the context of digitalization and informatization of society and the state using the special knowledge of specialists and experts. Purpose: to analyze the problems of using special knowledge in legal proceedings, often associated with the unacceptably low competence of their carriers - knowledgeable persons. Methods: empirical methods of comparison, description, interpretation; theoretical methods of formal and dialectical logic; specific scientific methods: legal-dogmatic and interpretation of legal norms. The study reveals that in our country the line between the special knowledge possessed by knowledgeable persons (specialists and experts), and the legal knowledge possessed by investigators, judges, etc., is consistently blurred. It is proved by the inclusion of the specialty «forensics» in the enlarged group of legal specialties and the subsequent approval in 2020 of the Federal Educational Standard for this specialty of the 3++ generation, in which, compared to previous generations of the Federal State Educational Standards of Higher Professional Education, a significant proportion of special knowledge is replaced by legal knowledge, making it virtually impossible to provide high-quality training for future specialists and experts. The development of a professional standard for a forensic expert for the benefit of forensic organizations may have a positive impact on the professionalism of their staff, but the draft of this standard fixes the need for them to have a predominance of legal knowledge, which is directly contrary to the interests of law enforcement in the country in the due professionalism of forensic experts, designed to contribute to the effectiveness of scientific and technical support for the detection and investigation of crimes. Proposals for improving the situation are formulated.

The use of creative technologies in teaching a foreign language to students of pedagogical universities

This paper is devoted to the problem of using creative technologies for teaching a foreign language to prospective teachers, which is relevant in accordance with the standards of higher professional education. The role of creative thinking in the development of foreign language communicative competence is indicated. The question of the development of linguistic creativity in teaching a foreign language is touched upon. The definitions of pedagogical technologies, creative pedagogical technologies and creative technologies of teaching a foreign language are considered. The main characteristics are highlighted and the classification of creative technologies of teaching a foreign language is presented. Technologies for the development of linguistic creativity of students are presented. Attention is focused on the technologies of creative writing as a means of developing linguistic creativity. Examples of the use of language and group creative games as methods of creative writing for teaching a foreign language (German) to students are given. The technologies of heuristic teaching of a foreign language are also presented, on the basis of which students creative thinking points are considered: heuristic methods of cognition of an object, identification of its main features and heuristic methods of transformation of object features and creation of a new object. Each group of heuristic methods is illustrated by examples of use in German language classes at a university.

Justification of military professional competences required by graduate officers

Introduction. The current international geopolitical situation and modern technical level of weapons, military and special equipment of the Armed Forces of the Russian Federation place high demands on gr aduates of higher military educational institutions (vvuz), on which the defense capability of our Motherland, the strength and power of its army directly depends. Therefore, the training of officers is one of the most important priority areas of military construction of the Russian army. An important role in this matter belongs to the military professional training of young officers, the readiness of graduates of higher education institutions for future service in the military, military administration bodies, educational and research organizations, the formation of their responsible and interested attitude to their work. The successful solution of the problem of military vocational training of graduates of higher education institutions is possible with the help of a competent approach set out in the Federal State Educational Standards of Higher Professional Education of the third generation (FGOS)Problem statement. The main objective of this work is to substantiate the military-professional competencies received by cadets during their studies at higher education institutions.Methodology of the study. In the course of this study, methods of analysis and synthesis were used, a set of measures was carried out, including collection, comparison, generalization, ranking, formulation, targeting.Results. Based on the results of the work carried out, the most important military professional competencies of future officers were substantiated. Graduates of higher military education institutions should be able to conduct combat training classes with subordinates; organize the daily service activities of subordinates; ensure the safety of military service of subordinates; ensure the strengthening of military discipline in a subordinate military unit.Conclusions. The article considers and substantiates the definitions of “competence” and “competency”, “professional competence of military personnel”, which most accurately correspond to the modern educational paradigm that is based on personality-oriented learning and competence-based approach, currently implemented in the Russian education system. The conclusions are formulated based on the results of consideration and analysis of these terms. In addition, based on the analysis and synthesis of the content of the current FGOS for higher professional education and the requirements for the training of specialists of the Military Training and Scientific Center of the Air Force “Professor N. E. Zhukovsky and Yu. A. Gagarin Air Force Academy”, as well as relying on the results of an expert survey of corresponding relevant categories of the permanent staff of the Air Force and representatives military units, a number of relevant military-professional competencies were substantiated, which it is advisable to form among officers-graduates of the higher military educational institution. The results obtained in the work can be applied not only in higher military education institutions, but also in edu cational institutions of other departments.

Methodological aspects of teaching mathematical modeling in the system of university education

The problem of formation of practice- and professionally-oriented skills by means of general subject areas in the conditions of constant modernization of educational standards of higher professional education and realization of the concept of development of mathematical education is investigated in the work. The problem of convergence in the educational process of theoretical and applied mathematics is studied, which, in fact, is solved by means of e(ective use of ideas and methods of mathematical modeling. There is a cross-cutting content and methodological line of mathematical models, in the implementation of which the greatest potential for increasing the motivation of students to mathematical activities. It is shown that this approach is a carrier of innovation, novelty in the content of mathematical courses and methods of their teaching and practice-oriented orientation. The inseparable connection between the methodology of cognition and the methodology of practical integrity of the study of applied problems of natural sciences, which are studied in various mathematical courses of higher education institutions for the further formation of professional competencies in the course of mathematical modeling.

Information about the release of two new books by well-known scientists and leading Russian linguists-experts we offered. This is the first textbook in Russia “Forensic linguistic expertise” by E.I. Galyashina (Moscow, Publishing House “Prospect”, 2021, 424 p.), which reflects the theory and practice of forensic linguistic expertise. The presentation of all sections of the book meets the requirements of the federal state educational standard of higher professional education in the specialty “Forensic examination”. The textbook is addressed to students, post-graduate students and teachers of Russian universities of both legal and philological specialties, to everyone involved in forensic expert activity (judges, prosecutors, lawyers), at the same time the book will be of interest to a wide range of news media workers: journalists, editors, publishers. The second book is the scientific and informational publication “GLEDID in the digital space” (Moscow, CPI “MASK”, 2021, 176 p.) by M.V. Gorbanevsky (founder and permanent head of GLEDID) and G.N. Trofimova (long-term Deputy Chairman of the Board of GLEDID) talks about the important research, expert, publishing, educational and informational activities of the Guild of Linguistic Experts in Documentation and Information Disputes in the era of intensive development of Inter-net technologies. DIFFERENTIATED APPROACH TO THE CONTENT AND VOLUME OF FORENSIC MEDICAL KNOWLEDGE IN COMPETENCES OF DIFFERENT SUBJECTS OF LEGAL PROCEEDING

Aim of the article: to conduct a legal analysis of a differentiated approach to the content and volume of special forensic medical knowledge in the competence of various subjects of legal proceedings for their effective implementation of the norms of criminal procedure and other legislation, as well as of the educational context, within which preparation for professional activities requiring a certain the scope of the relevant competencies is conducted. Conclusions. The article deals with the requirements for the competence in the field of forensic medicine of various subjects of legal proceedings. Expert consciousness (as an integral system of expert thinking, expert knowledge, expert intuition, etc.) is attributed to the special competence of medical persons professionally knowledgeable in the field of forensic medicine. The lawyers participating in the proceedings are assigned an integrating and coordinating role, which requires general competence in forensic medicine, in particular, awareness of the modern possibilities of forensic medical examination and other forms of procedural and non-procedural application of forensic medical knowledge. The specified differentiated approach to the scope of competences of various subjects of the legal process does not imply any consolidation, interchangeability, but directly stipulates the need for goal-setting cooperation within the framework of a strict separation of the procedural roles assigned to these subjects, the integrity of the system of expert consciousness with the separation from it of the minimum necessary elements of forensic medicine knowledge sufficient to implement the procedural role of the investigator and other procedural ones. The consequences of the gaps are predictably negative in the education of lawyers, in particular, investigators, prosecutors, advocates and judges, caused by the absence of the discipline “Forensic medicine” in the basic (compulsory) part of the federal state standard of higher professional education in the field of “Jurisprudence”. The formation of an effective model of cooperation seems to be of current interest between subjects of legal proceedings with considering the establishment of differentiated requirements for the volume and content of forensic medical competencies. The complex structure of forensic competences, qualification requirements for forensic medical experts, the peculiarities of the education of medical specialists - should be taken into account by the subjects of the investigation, the court when involving forensic experts and other doctors to participate in the proceedings. It is necessary to change the wording of Art. 178 of the Criminal Procedure Code of the Russian Federation: «with the participation of a forensic medical expert, and if one’s participation is impossible, - for a doctor» to the wording: «with the participation of a forensic medical expert, and if his participation is impossible, - for another doctor».

ОТРАЖЕНИЕ ТАКСОНОМИИ СВЯЗЕЙ ПЕДАГОГИЧЕСКОЙ ТЕОРИИ И ПРАКТИКИ В ПРОФЕССИОНАЛЬНОЙ ПОДГОТОВКЕ БУДУЩЕГО УЧИТЕЛЯ

On the basis of the conducted histri-semantic and morphological analysis of the scientific concepts of modern pedagogy «method», «methodology», «methodology», «technique» and «technology» their correlation is considered in the article, which allows to expand the ideas about the relationship of pedagogical theory and pedagogical practice. The author proposes the idea of a taxonomic approach to establishing the structure and unity of the pedagogical theory and practice of organizing the educational process. The taxonomic units which pairwise establish the interrelation of pedagogical theory and practical pedagogical activity at different levels of hierarchical co-subordination are revealed. These include: methodology — technology; method — technique; method — method of creative self-realization of a teacher in professional activity. It is shown how the theoretical scientific preparedness of an educator is reflected in the teacher's mastery at different stages of its development. The possibilities of taking into account the hierarchical structure of interrelationships of pedagogical theory and pedagogical practice in perfecting the content and structure of general pedagogical training of a future teacher, expressed in the State educational standards of higher professional education in pedagogical specialties are revealed. The taxonomic model of the curriculum of teacher training, taking into account its hierarchical structure and level interrelationships of theoretical and practical professional training of a future teacher is proposed. The scientific conclusions of the article contributes to finding the keys to solving some of the methodological issues of modern pedagogy associated with the problems of development of the scientific apparatus of modern pedagogy, as well as contributing to the solution of problems associated with the practical organization of teacher training. The scientific article is addressed to scientific and practical workers of education, students of specialized secondary and higher educational institutions, all those interested in the modern problems of pedagogical science and educational practice.

ABILITY TO DIAGNOSE AS A PROFESSIONAL COMPETENCE OF A PEDAGOGUE-PSYCHOLOGIST IN THE TASKS OF COGNITIVE EFFECTIVENESS OF LEARNING SUPPORT1

Цель. Целью работы было: определить уровень исследованности способности к диагностике как профессиональной компетенции педагога-психолога в различных профессиональных задачах, особенно в задачах обеспечения когнитивной эффективности обучения, показать необходимость научных исследований в обозначенной области, показать необходимость формирования диагностической компетенции педагогов-психологов в рамках университетского образования.Материалы и методы. Исследования и анализ источников проводилось по ключевым словам «диагностическая компетенция», «диагностическая способность как компетенция», «компетентностный подход»; были проанализированы стандарты высшего профессионального образования, принятые сегодня в России в сфере подготовки по направлениям «Психолого-педагогическое образование» и «Психология» для уровней «Бакалавр» и «Магистр».Результаты. Диагностическая способность однозначно является базовой профессиональной компетенцией педагога-психолога. Однако, пока еще нет точного понимания и согласия по поводу того, что именно работающий в школе специалист-психолог должен знать и уметь в отношении этой компетенции, особенно в сфере обеспечения когнитивной эффективности обучения. В статье также обсуждаются вопросы профессиональной диагностической компетенции в рамках компетентностного подхода в образовании, недостаточность исследованности и представленности диагностической компетенции в стандартах высшего профессионального образования, отношения мышления и понимания к диагностике, диагностика для обеспечения когнитивной эффективности обучения.Выводы. Сделаны выводы о том, что эффективная реализация компетентностного подхода не будет возможной без специальных исследований, нацеленных на изучение содержания, возможностей и методологии формирования профессиональных диагностических компетенций. Рассмотрение диагностики в аспектах понимания и диагностического мышления может помочь также показать необходимость профессиональных компетенций, формирование и развитие которых является задачей современного образования. Формирование диагностической компетенции сегодня находится в фокусе внимания современных ученых, однако эффективной методологии для формирования диагностических способностей пока нет.

Формирование научно-исследовательской компетенции у студентов неязыковых вузов

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.

Формирование культуроведческой компетенции будущего учителя начальной школы в период профессиональной переподготовки специалиста (на примере изучения языковых дисциплин)

The article considers the problem of developing cultural competence of future primary school teachers during professional retraining (language teaching-learning). This problem is stated in the Federal State Educational Standards of Higher Professional Education. The author emphasizes that organizing work to develop cultural competence is a relevant pedagogical concern. Competency-based approach is a high-priority task. Its implementation is mandatory within the framework of new Federal State Educational Standards of Higher Professional Education that determine the training objectives in the form of competencies which are necessary for modern teachers in their professional activities. To address the problem the author suggests using historical documents and archives as additional methodological tools during the compulsory courses study (“Theoretical Bases and Technologies of Primary Language Education”, “Theoretical Bases of Primary Literary Education”) of the 44.03.01. Pedagogical Education (Primary Education) curriculum. According to the author, mastering linguistic disciplines will be successful, if there are vivid examples from regional texts illustrating how a language unit functions and evolves. As a result, it will lead to the developing cultural competence of future primary school teachers.

One of the priorities of higher education institutions is the formation and provision of high-quality educational services that meet Federal State Standards of Higher Professional Education and professional standards approved by the Ministry of Labor. The article considers the issue of forming a system for assessing the quality of educational services not only on the base of objective indicators, but also taking into account the views of interested groups and participants of the educational process. The paper reflects the results of a comprehensive sociological research, which includes a mass survey of teachers, students, young professionals (graduates) and an expert survey of employers, which is aimed at identifying assessments of the quality of educational services based on the competence approach.

Organization of teaching practice of future primary school teachers in the context of dual training system

PurposeThe purpose of this paper is to bare the peculiarities and challenges of the dual training (DT) of the future primary school teachers in the Republic of Kazakhstan. The above-mentioned problem is quite urgent, as the system of VET and DT is a rather new experience for Kazakhstani system of higher education. Thereby, the paper makes an effort to demonstrate the forms of organization of DT at teachers’ training university.Design/methodology/approachThe instruments for gathering information (data) for this study were various primary school teachers’ training curricula adopted by Kazakh State Women’s Teacher Training University; in particular, curricula of teaching practice. Various types of teaching practice during the entire learning period are provided by the state educational standards of higher professional education. Therefore, the research utilized a retrospective analysis that allows identifying the nature and specifics of the primary school teachers’ training curricula.FindingsThe paper points out the necessity to strengthen practical orientation of future primary school teacher through the synthesis of academic and educational processes (in school). It also presents the differences between the organization of teaching practice based on traditional and dual approach.Originality/valueThe authors suggest project curriculum of continuous teaching practice during the entire learning process on the example of the specialty 5B010200 Pedagogy and methodology of primary education in the context of DT and some results of its implementation.

FORMATION OF STUDENTS’ SCIENTIFIC THINKING BASED ON THE LEARNING OF METHODS OF THE SUBSTANCE ANALYSIS

Introduction. In Federal State Standards of the Higher Education (FSS HE) of the natural-science and technical specialties and also in a number of the corresponding professional standards, the competence in the field of analytical chemistry is specified as one of the main qualification characteristics of an expert/university graduate. It is caused by interdisciplinarity of analytical chemistry and a wide range of application of analysis methods which are used today not only directly on chemical production, but also in power engineering, construction engineering, metallurgy, materials science, standardization, certification, and many other spheres. At the current time, however, there is a big gap between achievements of chemical science and content of high school discipline that reduces quality of staff training demanded in labour market. This discrepancy is caused both by preservation of traditional methodology of teaching chemistry and the reasons of the methodical plan. The aim of the publication is to search for more effective and productive ways of mastering the educational material that is relevant for acquiring the qualifications required from the university graduate. Methodology and research methods. Methodological framework of the article involves the concepts of chemical and natural-science education at the higher school; the principles of the system-based, cognitive, practice-focused and competence-based training. Results and scientific novelty. On the basis of the review and generalization of scientific and methodological resources on the theory and practice of application of the analysis methods of substances from didactic positions, a number of these methods have been singled out and compared; their role and features in determination of a molecule structure and other characteristics of an individual substance and its solutions have been shown. Despite the fact that the work is carried out using known methods of analysis, such a generalization makes it possible to more clearly understand the principles of the choice of a method and the method importance according to the purposes and specifics of the studied object that is essential for formation of research skills during training, as well as for formation of scientific thinking and the required qualification acquisition by graduates of the natural-science and technical specialties. In order to update the acquired knowledge, the examples illustrating applied use of various analysis methods in modern research and production practice have been collected. Tables have been made for a faster perception of the material by methods of analysis for the purpose of an informed choice of the method. Reliance on the principle of tabular collection of material makes it easier to understand the individuality of the method; allows teachers to reduce their workload; and on the part of students, to shorten the time and simplify the procedure of choosing the method of chemical, physicochemical and/or physical analysis. Practical significance. The work is compiled in accordance with the State General Educational Standards of Higher Professional Education, and can be recommended to practising and beginning teachers of higher education institutions, as well as graduate students of chemical specialties. The materials presented in the article can assist in designing the curricula of chemical disciplines or modules of educational programs.

Self-organizing expert communities in educational projects

Purpose of the study. The purpose of the study is the problem of forming a knowledge model of a specialist with higher education that is a part of an educational project. Its relevance is related to the need for an adequate response to strengthening the scientific and technological progress dynamics and the transition to the information interactions economy in the current conditions of the higher education system. Materials and methods. The information base of the research includes the laws on education of the Russian Federation, educational standards of higher professional education, scientists’ publications on the issues under investigation. The study used the following methods: system analysis, active systems theory, reflexive control theory, and modeling. Results. The research analyzes the consequences of Russia’s entry into the Bologna Convention on education. It shows that this event caused the problem of efficiency and quality of training specialists, as well as the problem of integrating higher education institutions into a new social and economic system related to their adaptation to market relations. According to the principle of institutional autonomy, solution of these problems is the responsibility of universities. The paper shows that the way to solve these problems is to transfer universities to a design and technological type of administration. The most promising form of education project management is the model of information interaction within the framework of active self-developing network expert environments. The elementary part of such an environment is an expert professional, who owns modern telecommunication technologies and Internet means. Integration in the natural intelligence network structure forms a collective strategic subject, which is a tool of a knowledge and action synergy in the interaction process. The paper describes the developed structure of the active self-developing network expert environment and two principles of its functioning as an active multi-agent system when forming a specialist knowledge model. It is proposed to consider the construction of specialist’s knowledge model in the context of corporate knowledge management strategies in organizations to increase competitiveness, as the established support systems for organization knowledge lifecycle and specialist’s integral knowledge model are used to integrate strategic corporate tasks with strategic tasks of developing employees’ corporate knowledge. They consider a specialist as an element of a company production system. His purpose is to give a product specified quantitative and qualitative parameters that ensure its competitive advantages. To carry out production activities, a specialist uses a complex of abilities, knowledge and skills that should be considered as models of his production and technological activities. At each moment, this complex should be considered as a subjective model of its production and technological activity. This creates a basis for a university self-development process by involving advanced consumers using network technologies in the innovative process of improving educational services, receiving ideas or content by referring to their creative abilities in exchange for a reward that corresponds to a contribution. The paper proposes a system that provides a direction for finding solutions and ideas, as well as filtering, summarizing information, determining its value and prospects. It is shown that the method of improving the quality of solutions on an educational project is the synthesis of crowdsourcing technologies, network expertise and the methodology of the active systems theory. Conclusions. The proposed approach allows considering the process of extracting new ideas and knowledge when forming a specialist’s knowledge model as an active system with heterogeneous agents with a counter way of sharing information and active influence of the center in the form of queries to obtain reflexive estimates. It also allows ensuring the interaction of universities and an organization in managing their intellectual capital.

The academic discipline 'forensic medicine' as an important component of the training of dental practitioners

The authors discuss the conceptual issues of the academic program designed to teach forensic medicine to the students of the stomatological faculties of educational medical institutions. The program has been elaborated in conformity with the federal state educational standard of higher professional education in the speciality stomatology'. It defines the goals and objectives of this discipline, the scope of its competences, the subject matter and the content, the requirements to the studies and educational work, control over the level of its success, academic progress, and other aspects of the training activities, with special emphasis being placed on the formation of the general professional competence of the students to enable them to work independently after they graduated from the institute. The program takes into consideration the latest achievements in forensic medical science and their practical applications. Much attention is given to the organizational and processual aspects of forensic medicine, thanatology, general and special traumatology, mechanical asphyxia, effects of the environmental factors, intoxication, forensic medical expertise of living subjects and material evidence.

The article reveals changes of the essential characteristics of professionally oriented teaching students of non-linguistic universities of foreign language, that are related to the adoption of the Federal state educational standards of higher education. The author offers a brief excursion into the history of the issue in our country and abroad. A review of domestic studies on professionally oriented teaching of foreign language in accordance with the standards of the previous generation. As a result of generalization the features of professionally-oriented foreign language teaching are revealed in the state educational standards of higher professional education: narrow professional focus, interdisciplinary connections, special methodological support. Special attention is paid to the influence of new educational standards on the content of professionally-oriented training. The article shows that the determining factor is the status of foreign language competence for non-linguistic specialties, namely it belonging to the group of common cultural competences. The novelty of the study is in determining the characteristics of professionally oriented teaching non-linguistic students of foreign language in accordance with Federal state educational standards of higher education: general professional / general scientific orientation, the formation of general learning abilities in the context of person-centered learning. The author puts in perspective the task of developing the means and methods of teaching non-linguistic students of foreign language in accordance with the modern understanding of professionally-oriented training.

Noospheric vector of management applied to the system of higher professional education

The aim of the research is to substantiate the necessity, expediency of the wide use of the noospheric management approaches, and technologies applied to the system of higher professional education in modern conditions. The materials and methods. Information base of the research is formed, based on education laws in Ukraine, Russia and the Donetsk People’s Republic, educational standards of higher professional education, as well as publications of scientists on the subject matter under study. In the given research it was used such methods: textological, analysis, generalization and modeling. The results. In the research, it is comprehensively examined the concept of noosphere, analyzed the modern theories and concepts of its development in relation to the development of society, an integral part of which is the system of education. It is indicated that there is the relationship between the noosphere and management in general, and with modern system of education, in particular. The concept of noospheric education is introduced and studied its impact on holistic development of personality. The comparative characteristic of the structure and levels of the educational system of Ukraine, the Russian Federation and the Donetsk People’s Republic is performed; the types of educational institutions of the abovementioned states are compared. The structure of educational institution of higher professional education is proposed as a socio-economic system, managed from the perspective of the concept of noospheric education. The factors of competitiveness of educational institution of the higher school from the point of view of noospheric management are considered. Special attention is given to the internal factor of competitiveness of educational institutions, such as the quality of student life, because this position, particularly from the point of view of noospheric management, has a significant influence on the rating among consumers. The interrelation of competences is analyzed – general cultural, first of all, – formed in the process of mastering educational programs, as well as the impact they have on the functions implemented on their basis. The close interrelation is demonstrated between the models of the functioning of the educational institution of higher professional education with its legislative status. The types of educational institutions of higher school are examined and compared; a special attention is paid to such a type of educational institution as educational-scientific-methodical complex. The purpose and objectives of such complex are systematized. Conclusion. According to the results of the research, it is concluded that the mission of noospheric education lies in the strategic breakthrough into the new quality of thinking technologies, social state, and standards of living. Taking into consideration the noospheric approach to manage the system of higher professional education, its aim is to ensure the training of qualified, competitive personnel, that meet the modern requirements to the quality of specialists with higher education that are capable of independent work on selected areas of expertise, have high spiritual, cultural and moral qualities, and are able to ensure scientific-technical, economic, social and cultural development of the state. Perspective and social significance of noospheric technologies in education prove the expediency of their widespread introduction into the practice of training of young professionals. The direction of further research indicates the formation, based on the principles of noospheric management, of an innovative strategy for improving the quality of educational services.

Science support conceptualization based on multicompetence in science information acquisition and processing in libraries

The author examines the role of libraries in science support. He conceptualizes multicompetence of library undergraduate students in science information acquisition and processing; specifies librarians’ professional role within modern science information infrastructure; and compares the competences required under the Federal Standards of Higher Professional Education (FGOS VPO) to those needed for efficient science support. The author concludes that future librarians have to get specific knowledge and skills at universities so they could be successful in the labor market. It is emphasized that the existing government standards of higher professional education specify only frame requirements to graduates’ competences.
