Maritime security in the United States: Latent threats and latent vulnerabilities

Americans and their government are seemingly unconcerned about the possibility that maritime facilities and personnel might be at risk to armed violence. Not only are current maritime security efforts minimal, they feature a curious dichotomy: one thrust is directed toward occasional acts of terrorism, the other toward coastal defense in wartime. Despite a manifestly more interactive world marked by the ready availability of powerful, mobile weapons, no serious efforts have been directed toward protecting maritime facilities and personnel in the United States against special operations or unconventional warfare. This indifference reflects the prevalence of the Clausewitzian paradigm in America's attitude toward war and the country's historical experience with coastal defense in the wars of this century. The fragmented structure of civil and military protection available to protect ports and other facilities suggests that protection could not be quickly upgraded in the face of a rapidly‐developing threat.

U. S. Army Special Warfare: Its Origins.

Special was a key component of American military operations long before Afghanistan and even before the heroic deeds of the Green Berets. Alfred Paddock's revised edition of his classic study honours the 50th anniversary of the organizations responsible for Army and serves as a timely reminder of the likely role such forces can play in combating threats to American national security. Based on exhaustive research in formerly classified documents, Paddock examines the US Army's activities in psychological and unconventional during World War II, Korea, and the early Cold War to determine the impetus for, and origins of, the special warfare capability established at Fort Bragg, North Carolina. He describes the key role played by Major General Robert A. McClure, the father of Army warfare, to convince often reluctant military and civilian leaders to rebuild psychological forces dissipated after World War II and to create Special Forces - the US Army's first formal organization to conduct guerrilla warfare. Paddock also clearly establishes the influence of concepts pioneered by the Office of Strategic Services on the original design of Special Forces. This revised edition draws on the newly available papers of Major General McClure and provides additional information on his role as Eisenhower's chief of psychological in North Africa and Europe, his service as chief of information control in occupied Germany, and his assignment as chief of the New York Field Office of the Army's Civil Affairs Division. Paddock also includes new sections on American psychological in the Pacific, the Army Rangers, the 1st Special Service Force, and American-led guerrillas in the Philippines. In a reflective new epilogue that draws partly upon his own experience, Paddock also provides keen insights into the use of during Vietnam.

THE NAVAL SPECIAL WARFARE CRAFT PROGRAM

ABSTRACTThe growing worldwide presence of military small craft has revitalized U.S. Navy interest in combatant craft development. The Naval Special Warfare Craft Program was conceived to establish a capability to design advanced small craft, confident that they will effectively perform military missions for the 1980 time frame. Four generic craft types have been defined; Coastal Patrol Interdiction Craft (CPIC), Coastal Patrol Craft (CPC), Shallow Water Attack, Medium (SWAM), and Shallow Water Attack, Light (SWAL). Developmental Craft will be designed and built and evaluated which address the mission requirements of the latter three generic craft, the first craft, CPIC, having already been built. Program philosophy and approach are discussed and program history reviewed.

Unconventional Warfare: One Military View

Unconventional warfare—itself part of the broader area known as special warfare—encompasses guerrilla warfare, escape and evasion, and conduct of subversion against hostile states during wartime. The specific modes of uncon ventional warfare pursued depend upon the general war con text. Although nuclear war or large-scale conventional war would produce opportunities for unconventional warfare ac tivity, the brush-fire war and cold war situations currently bring guerrilla and counterguerrilla actions into constant inter play. The unconventional, or Special Forces, soldier differs from the conventional soldier in degree; as well as being skilled in weaponry, demolition, communications, and medical aid and sanitation, he must possess high integrity and loyalty, tolerance, endurance, and stability, and he must be capable of decision and leadership in an alien environment. The United States counterinsurgency concept contemplates aggressive operations ranging from civil actions to fill voids into which communism could move to actual participation in guerrilla-hunting beside Free World colleagues whom the United States has helped train. The power of special warfare as an instrument lies more in the surging force of human will and values than in weaponry. In terms of allocation of manpower, training time, and resources, all military logic indicates a rising importance of special warfare as a part of any of the types of conflict in which the United States is likely to become involved.
