The Origin of the Communist Control Commission

The recent successes achieved by Khrushchev in concentrating in his hands the instruments of power over the Communist Party and the government of the Soviet Union point once more to the decisive role played by the Party apparatus in the process of consolidation. While the attention of students of Soviet affairs had been focused on the basic component of the Party machine, the Secretariat of the Central Committee, headed by Khrushchev, it is, nevertheless, of interest to recall the existence of a rather obscure but important unit of the Party bureaucracy, namely, the Party Control Committee.

Some remarks on Oyrot morphology

In view of the scarcity of publications on the Turkic languages of the Soviet Union, especially the Turkic languages of Siberia, every contribution to this subject is highly welcome. One of these is C. G. Simpson's Some features of the morphology of the Oirot (Gorno-Altai) language (issued by the Central Asian Research Centre in association with St. Antony's College (Oxford) Soviet Affairs Study Group), 1955, which, in 68 pp. of typescript, tries to give the essentials of Oyrot morphology, being based, as the author says, mainly on Dyrenkova's Oyrot grammar (Γpaмматика ОЙротского ЯзьІ,ка Moscow, 1940, 302 pp.) and Baskakov's grammatical sketch of the Oyrot language in the little Oyrot dictionary, published by himself and T. M. Toščakova.

Characteristics of Soviet Foreign Policy

It was in such terms that competent students of Soviet affairs analyzed the extension of the Soviet sphere in eastern Europe; the tightening of Moscow's hold over the satellite areas following the Czech coup; rejection of participation in the Marshall plan; deliberate encouragement of civil war in Greece; the policy of threat toward Turkey; of armed intervention in Iran and the gradual evolution of open warfare in the Far East, marked by such grave crises as Korea and Indochina. In the immediate perspective of these events and the decisions from which they necessarily flowed Soviet policy appeared dynamic rather than static; expansive rather restrictive; reaching toward new vistas rather than confined in a blind alley. There was, however, another point of view. A most astute observer of Soviet policy, George F. Kennan, then U.S. ambassador to Moscow, speaking privately in the summer of 1952, analyzed the situation in these general terms: Soviet foreign policy had gone sterile. Aggressive postwar tactics had entered the area of diminishing returns and nothing new was in sight. The apparent dynamism of communist policy was an illusion.
