Assessing the divergence of south-south Nigerian indigenous contractors in international construction environment for national economic recovery

The expansion from the domestic market to the international market has become increasingly important for construction business including that of Nigerian Contractors amidst saturated local market, more patronage to foreign Contractors by the sector, stiff competition, political rivalry, insecurity and dwindling economic situation in the country. These factors have left most Contractors vulnerable for years without contract awards thereby resulting in retrenchments, inability to remit value-added tax (VAT), unsustained company’s profitability, heavy financial risk, practice and technology drain, bankruptcy, merging of companies as well as redundancy. Thus, the aim of the paper is to evaluate sound prospects for economic boost by the involvement of indigenous Contractors in oversea’s projects. The research was built on the foundation of stage growth theory which postulated that countries should modernize and model themselves after wealthier and economical viable ones to climb the upward ladder for development. The paper adopted a survey design method in which a total of 150 questionnaires were administered representing the sample size and 120 copies filled and submitted completely was achieved through a simple random sampling technique from the target population of 240 Federal Government-registered Indigenous Contractors in the South-South geo-political zone of Nigeria. Data analysis was done through simple percentages, frequencies, mean as well as statistics tools-analysis of variance (one-way ANOVA) to test the effect of one variable on another. The results showed that high profit and revenue, expansion of subsidiaries, foreign direct investment (FDI), new technological strength, the local and foreign government supports, amongst others were ranked 1st, 2nd, 3rd, 4th and 5th respectively as key prospects that will be achieved for the economic recovery of the nation. Also, competing in a foreign contract will lower the cost of the project in the country. The paper tested a hypothesis: whether there is value addition on the nation economy via indigenous contractor participation in the foreign project. The alternative hypothesis H1 was accepted since the f-calculated value of 64.24 was greater than the table f-value of 5.29 at 4/20 degree of freedom tested at 0.01 level of significance. It then concluded that Indigenous contractors has not been involved significantly in the overseas project, hence; it recommended an integrated approach, developing external wings, good industry practices, technical and dynamic capabilities, collective championing and depoliticizing construction contract for maximum participation.

Leadership Failure and Acute Youth Unemployment in Nigeria

The history of Nigeria is tainted with the absence of good moral and ethical values in the conduct of the ruling elites; this has adversely affected economic growth and development. Continued poverty reinforced by acute youth unemployment is a barrier to Nigerias quest for consolidating her democracy. A society of beggars, parasites and bandits cannot develop. Youth unemployment has been and is still a major problem in Nigeria. The statistics is staggering despite the political clamours against unemployment. The root of this problem originated in the visionless, selfish, mediocre, tribalistic and opportunistic small money-minded people masquerading as leaders who have continued to regenerate Nigerian political landscape over time. It is against this backdrop that this study examines the relationship between leadership failure and acute youth unemployment in Nigeria. A cross-sectional method was adopted and data was collected via a survey of three hundred (300) respondents in south-south geopolitical zone of Nigeria using non-probability sampling technique. Data collected were analyzed using correlation and linear regression analysis with the aid of Statistical Package for Social Science (SPSS) version 21. The results of the study revealed that there is significant relationship between leadership failure and acute youth unemployment. As predicted, the study also showed that leadership failure exerts a positive and statistically significant impact on acute youth unemployment in Nigeria. On the basis of these findings, the study recommends among others that the government at all levels should empower the jobless youths through genuine empowerment schemes that would equip them to be self-employed and employer of labor, revamped agricultural development schemes to create job opportunities for the unemployed youths roaming about on the Nigeria streets and the actualization of youth empowerment would be impossible if the war against corruption is not intensified.

Discourse on Social Media Use and Reading Culture of Nigerian Youths

There is a growing public concern over the perceived decline in the reading culture of youths in Nigeria. A wider section of analysts strongly insinuate that the increasing use of social media and other new media technologies is the most significant cause of this social ill; hence, emphasis has been placed on how to control the use of online platforms principally for social interaction in Nigeria. This study examines the nature of relationship between social media use and the reading culture of Nigerian youths. Using a survey of 1,000 youths selected from Nigeria’s South-south geopolitical zone through a multistage sampling technique, the study found that 94.3% of the respondents use the social media and there is a generally poor culture of reading among young Nigerians. Contrary to popular opinion however, the study found a weak and insignificant relationship between social media use and reading culture (rho = 0.241, p> 0.05). Nevertheless, reading culture tended to be positively and significantly associated with certain demographic variables such as sex (.787**), education (.731**) and employment status (.654**). The study recommends the urgent reinvigoration of societal campaigns aimed at improving the reading culture of youths through the provision of a favourable socio-economic environment that encourages people to read.

Library and Information Services for Socio-Political Rebirth in Nigeria: The Role of Public Libraries

The study investigated library and information services for socio-political rebirth in Nigeria. To this end, three pertinent research objectives were raised to guide the conduct of the study. The survey type of descriptive research design was adopted for a population of 59 library staff from Delta State Library Board, Asaba and Edo State Library Board, Benin City in South-South geo-political zone of Nigeria. Using complete enumerative sampling technique, questionnaire was adopted as the tool for data collection. Out of the 59 copies of questionnaire distributed, 55 were retrieved and found useful, constituting 93% response rate. The data were analyzed using descriptive statistics. The findings revealed that the vital library and information services for socio-political rebirth in Nigeria include community club and community involvement services, internet access services, research support services, organizing makerspace programmes, awareness and sensitization campaign, readership campaign, computer and entrepreneurial training amongst others. Furthermore, the study showed that majority of the library and information services for socio-political rebirth in Nigeria are rendered less often (occasionally) due to the problems faced by public libraries in services delivery which includes poor funding, epileptic power supply, lack of adequate support from the government, inadequate library infrastructure, poor users’ perception of the library and poor reading culture among Nigerians. Thus, the study recommended that the government should have total commitment in the provision of infrastructure, recruitment of competent librarians and improved welfare packages for effective service delivery among public libraries in the state. Therefore, all state government should make library development a top priority.

STAFF DEVELOPMENT AND ACADEMIC STAFF OUTPUT IN THE UNIVERSITIES IN SOUTH-SOUTH GEO-POLITICAL ZONE OF NIGERIA

This study dealt with staff development and academic staff output in the universities in South-South geo-political zone of Nigeria. It was an Ex-post facto design study carried out specifically in three federal universities in the area of study. These were: University of Port Harcourt, Choba; University of Uyo, Uyo and University of Calabar, Calabar. Two hypotheses based on the variables were formulated to guide and direct the study. These were: staff in-service training and staff ICT training, respectively. Two self-constructed questionnaires called staff development questionnaire (SDQ) and academic staff output questionnaire (ASOQ) were used for data collection. The first instrument was administered to 800 academic staff. The second instrument, three copies were administered one each to three students to assess each individual academic staff. Data collected were analyzed using one-way analysis of variance (ANOVA) and independent t-test. The results revealed among other things that; there existed an influence of in-service training on academic staff output which is not significant. Statistically and that there existed a difference between output of staff who received ICT training and that of those who had not but the difference is not statistically significant.

Workplace violence in the health sector: An assessment of prevalence and pattern

Abstract Background Workplace violence has gained significant attention over the last few decades. Violence against health care workers is a complex and persistent occupational hazard facing the health profession and constitutes almost a quarter of all violence at work. This study was conducted to assess the prevalence and pattern of workplace violence among Healthcare workers in Tertiary Health facilities in Benin - City, Nigeria with a view to making recommendations that will enhance the safety of the healthcare workers and improve patient care. Methods A descriptive cross-sectional study was carried out among healthcare workers in tertiary healthcare facilities in Benin City. Benin City is the capital of Edo State, Nigeria. Edo State is in the South-South geo-political zone of Nigeria and is the country's central gateway to the North, East, and West. Respondents were selected using the stratified sampling technique. Data was collected using a pre-tested structured questionnaire adapted from the International Labour Organization/World Health Organization joint programme on workplace violence in the health sector confidential survey. Data analysis was carried out using IBM SPSS version 22.0 software. A p-value <0.05 was considered statistically significant. Results A total of 386 healthcare workers, with a mean age (SD) of 33.9 ± 6.0 years and male: female ratio of 1:1.7 participated in the study. Physical, verbal, sexual and emotional violence were suffered by 285 (73.8%), 267 (69.2%), 133 (34.5%) and 104 (26.9%) respectively in the workplace. Overall, majority, 323 (83.7%) of respondents had experienced workplace violence. Being female, single and nursing profession were significantly associated with workplace violence (p < 0.001). Conclusions The prevalence of workplace violence was high among the studied group. Interventions focusing on the fundamental role of prevention in effectively combating violence at work is recommended. Key messages Violence against health care workers is an occupational hazard facing the health profession and constitutes almost a quarter of all violence at work. Prevalence of workplace violence was high among the studied group. The most common pattern of workplace violence was physical violence.

Challenges to capital budget implementation in Nigeria

This study empirically assessed the constraints to capital budget implementation in Nigeria. The methodology employed was both descriptive and analytical. Primary survey instrument was developed and distributed to 200 respondents in 20 federal ministries, departments and agencies within two contiguous states in the South-south geopolitical zone in the country. The ensuing data were analysed using multiple regression as well as correlation analyses. Results indicated, inter alia, that delay in budget presentation by the presidency as well as delays in approval by the national assembly, leakages associated with corruption and poor monitoring and evaluation of the budget were significant factors militating against effective capital budget implementation in Nigeria. The study recommended, among others, the strengthening of the budgetary processes and institutions as well as circumscribing a time frame within the legal framework for the executive and the legislature to present and approve the budget respectively.Keywords: Capital Budget Implementation, Nigeria, Fiscal Policy, Multiple Regression Analysis

Safety Challenges in Transportation in Nigeria – A Relative Risk Approach

This study investigates safety challenges in transportation in Nigeria across the six geopolitical zones of the country comprising South-South, South-East, North-West, North-Central, North-East and South-West geopolitical Zones. Both primary and secondary data were employed, and the Multinomial Logistic Regression Model, with specific adoption of the Relative Risk Ratio approach, is the method of analysis. The main concern is examination of exposed and unexposed commuters in the various locations to determine the degrees of exposure to risks associated with ‘basket’ of modes, state of infrastructures and specific risk factors, which account for the fatalities observed on the different roads under consideration. It is found that the six geopolitical zones have various degrees of risks exposure while North-West, North-Central and South-West zones showed significant risk difference between the exposed and the unexposed groups due to risk factors such as bad roads, road blockage/obstruction, kidnaping, unmaintained vehicles, overloading, over speeding and other forms of reckless use of the roads etc. The study recommends risk avoidance education to commuters as new strategies in vulnerable zones and increased deployment of well-trained community road marshals and other relevant security personnel to monitor situations and provide safety for road users. Also, a working transportation policy must be evolve to mitigate the risk factors highlighted above.

Gender and Politeness/Hedging Strategies in English among Igbo Native Speakers in Nigeria: A Difference in Conversational Styles

Gender and language studies in general have not been fully explored in most parts of the globe particularly in Nigeria. The objective of the study therefore was to examine the politeness and hedging strategies in the English language conversation of Igbo native speakers in Nigeria as well as establish whether men and women’s conversational styles have been gendered As a cross-sectional questionnaire and interview-based survey, the sample population was studied by means of ten-item questionnaire in the form of Discourse Completion Task and structured interview at seven Universities systematically selected from the South-East and South-South geo-political zones in Nigeria. The study instruments were completed, returned, transcribed and statistically analysed using the quantitative and qualitative tools for analysis of production and perception data respectively. Results showed that politeness and hedging are indispensable sociolinguistic elements in the conversational English of the study sample. Also, results revealed that to accomplish a communicative goal, the samples adopted different politeness/hedging strategies given the discourse situation. Also, findings showed that the female respondents were found to adhere more to linguistic politeness principles than their male counterparts considering the context hence demonstrating a difference in conversational style. The study found evidence to establish that females are more polite than males in conversations. In conclusion, findings of this study showed that respondents yielded to certain sociolinguistic factors such as age, culture, hierarchy, disposition and religion as they were believed to inform the use of a particular strategy or another.

Knowledge, Attitudes and Fears of HealthCare Workers towards the Corona Virus Disease (COVID-19) Pandemic in South-South, Nigeria

Background: The rapid spread of the Covid-19 around the world with attendant mortality and morbidity is worrisome. A good knowledge of the infection process and control would modify behavioral patterns and strengthen the willingness of health care workers to perform their duties. This study was designed to assess the knowledge, attitude and fears of health care workers towards the Coronavirus pandemic. Materials and methods: This questionnaire-based descriptive study was conducted among healthcare workers in the South-South geopolitical zone of Nigeria. The questionnaire used for this study was constructed by the authors of this study and the content validity was calculated. Both paper and online version of the questionnaires were distributed to our participants and the obtained data were analyzed using descriptive statistics. Results: A total of 300 completed questionnaires were analyzed in this study. The mean age of the participants was 33.6 ± 9.3 years with majority within the age group of 31-40 years, 126 (42%). Females were 172(57.33%) while males were 128 (42.67%).The majority 168 (56%) were highly aware of the pandemic and the most common source of their information was through colleagues 143 (47.67%). Majority of the participants 183 (61%) considered themselves at risk of being infected by the virus going to work these days. Most of the participants 186 (62%) agreed that work place safety is inadequate and lack of social insurance policy for healthcare workers was an obstacle to effective service delivery especially in this period of the pandemic. All the participants 300 (100%) agreed that there should be the provision of personal protective equipment (PPE) to all healthcare workers, especially the front liners and formidable social insurance policy as well as training and retraining of healthcare personnel. Conclusion: The health care workers in this study are well aware of the etiology of Coronavirus disease, mode of transmission and symptoms. Fear of infection and lack of indemnity are factors militating against effective dispensation of statutory obligations and improvement in workplace safety will boost health workers willingness to effectively carry out their duties in the face of COVID-19 pandemic.

Ruga Policy And National Integration: Implications For Guidance And Counselling

This study investigated the impact of ruga policy on national integration in Nigeria. The study was carried out in South-South, South-East, South-West and North-Central geo-political zones of Nigeria. The sample consist of 4,000 literate adults who were composed through accidental sampling technique from markets, motor parks and federal secretariats in Port Harcourt, Owerri, Lagos and Makurdi. Relevant data for answering the research questions were collected from the sample through the administration of copies of Ruga and National Integration Challenges Questionnaire by the researchers and six research assistants. The reliability co-efficient of this questionnaire was established with 50 subjects from University of Port Harcourt through the Cronbach Alpha method and it was 0.81, 0.80, 0.87 and 0.83 for the three sub-sections of the instrument and the overall. Data analysis was carried out with mean and standard deviation test statistics. The results show that ruga policy to a very great extent impact negatively on peaceful co-existence, and sense of trust among ethnic groups. It also heightens fear and anxiety in the country. These findings were discussed, the counselling implications stated and some recommendations were also made. One of the recommendations is that the federal government should cancel the ruga policy in Nigeria.

Primordial Niger Delta, Petroleum Development in Nigeria and the Niger Delta Development Commission Act: A Food For Thought!

The historic and geographic ethnic minority Delta region of Nigeria, which may be called the Nigerian Delta region or the Niger Delta region, has been in existence from time immemorial, as other primordial ethnic nationality areas and regions, which were in existence centuries before the birth of modern Nigeria. In the early times, the people of the Niger Delta region established foreign relations between and among themselves, as people of immediate neigbouring primordial areas or tribes. They also established long-distance foreign relations with distant tribes that became parts and parcels of modern Nigeria. The Niger Delta region, known as the Southern Minorities area of Nigeria as well as the South-South geo-political zone of Nigeria, is the primordial and true Delta region of Nigeria. The region occupies a very strategic geographic location between Nigeria and the rest of the world. For example, with regard to trade, politics and foreign relations, the Nigerian Delta region has been strategic throughout history, ranging, for instance, from the era of the Atlantic trade to the ongoing era of petroleum resources development in Nigeria. Ancient Niger Delta represents a distinct area of primordial African civilisation. So, the existence of the oil-rich ethnic minority Delta region predates petroleum resources development operations in Nigeria, which operations commenced with the discovery of commercial quantities of crude oil in the oil producing communities of the region in the late 1950s. Thereafter, when petroleum resources were discovered in the communities of neighbouring States of the true Niger Delta region, namely Abia and Imo States of the Igbo major ethnic group, and Ondo State of the Yoruba major tribe, these three oil producing States became integrated into the framework of the true Delta region, by virtue of the Niger-Delta Development Commission (Establishment, Etc.) (NDDC) Act, 2000 (as NDDC States). This Act made the Niger Delta region to be synonymous with petroleum resources development. It is significant to highlight that ceaseless agitation of citizens and citizen-groups of the oil-rich ethnic minority Delta region helped to persuade the Federal Government (FG) to take appropriate steps to address the age-long problems of neglect, marginalisation and deprivation of the region. The agitation of interest groups of the Niger Delta region stems from the fact that whereas the region has been the goldmine of Nigeria, it is experiencing paradoxes associated with unsustainable petroleum resources development operations. These paradoxes made the Delta region to become endangered and crises-ridden as well as generated the region’s historic ‘resource control’ movement, which advocates that the region deserve to have maximum benefits from petroleum development operations in its oil-rich communities. Consequently, through the National Assembly, the FG led by President Olusegun Obasanjo had to take key steps, one of which was the enactment of the NDDC Act that formally repealed the Oil Mineral Producing Areas Development Commission Decree (OMPADEC) Decree, No. 23 of 1992, and dissolved the Commission established thereby. Therefore, the aim of this study is to demonstrate that the true Niger Delta region is distinct and thus improperly categorised with other oil producing States and areas in the context and framework of the NDDC Act. This is a food for thought that warrants serious consideration, analysis and evaluation. Consequently, the study recommends that there is a need for the FG, through the National Assembly, to further amend the NDDC Act, to make its provisions align more with petroleum resources development and that meanwhile the erroneous manner of referring to or considering the Niger Delta region as the ‘Nigerian Niger Delta region’ or the ‘Niger Delta region of Nigeria’, should, at least, be corrected in the parlance of the knowledge industry, by stakeholders of the industry, particularly scholars, beginning with Nigerian scholars . SPROUTING SUSTAINABLE INDUSTRIAL AND TECHNOLOGICAL WORKFORCE THROUGH TECHNICAL VOCATIONAL EDUCATION AND TRAINING IN SOUTH-SOUTH, NIGERIA

The call for continuous creation of industrial and technological workforce cannot be overlooked, in view of the fact that it will boost the sustainable industrial and technological development of any nation. A vital programme that can bring into being requisite workforce for sustainable industrial and technological development is Technical Vocational Education and Training (TVET). To this end, this study investigated the strategies for sprouting sustainable industrial and technological workforce through TVET in Nigeria using the descriptive survey research design. The study was guided with two research questions and two hypotheses. The sample was made up of 300 respondents comprising of 154 TVET Lecturers from Universities and 146 TVET industry-based workers in South-South Geopolitical Zone of Nigeria, who were selected using simple random and convenience sampling techniques respectively. The instrument used for data collection was a 69-item questionnaire which was validated by three experts. The reliability of the instrument was determined using Cronbach Alpha and a reliability coefficient of .86 was obtained. Mean and standard deviations statistics were used to answer the research questions, whereas t-test statistic was used to test the null hypotheses at .05 level of significance. The findings of this study revealed that TVET programmes had some policy-related challenges; and TVET institutions-workplace collaboration is a possible strategy for sprouting sustainable industrial and technological workforce in Nigeria. Thus, among others, it was recommended that firm TVET policy document be set-up by government and all stakeholders to appropriately synchronize TVET programmes towards sprouting sustainable industrial and technological workforce in Nigeria.

Reduction Potentials of Material Waste Control Construction Methods on Building Sites in South-South, Nigeria

Material waste reduction or minimisation reflection is essential in the studies of construction waste management, and it cannot be overstressed due to waste impact on project performance and outcomes. There are some construction methods and on-site management practices, termed in this study as material waste control construction methods (MWCCM), which were adopted from the manufacturing sector, which can curb the level of material waste generated on-site. The purpose of this study is to assess the extent of utilisation of MWCCM for alleviating material waste problems and domestically establish their potentials in reducing waste on-site. The correlation and relationship between MWCCM and material waste generated (MWG) on-site were determined. The study was carried out in the six States of South-South geopolitical zone in Nigeria using a work study manual to collected data from the selected on-going projects in the study area. The descriptive research survey design approach was espoused for the study, and the data were equally analysed with canonical correlation. The study findings revealed that the squared correlation coefficient (r2) type effect size was 0.808, showing that the full model clarified a generous segment, about 81% of the variance shared between MWG and MWCCM. It demonstrates unique relationship between MWG and MWCCM with F = 2.918 at p < 0.05. Sequel to the results derived by this study, conclusions were reached that there are a significant correlation and relationship between MWG and MWCCM. Hence, MWCCM has great potential for reducing material wast on site. The study recommended MWCCM for use to assuage the menace of material waste generation on site, thereby improving the performance of project delivery.

Language Endangerment in South-South Geo-Political Zone: A Focus on Ukwuani, Urhobo and Ijaw Languages

The study examines language endangerment of Ukwuani, Urhobo and Ijaw languages of the South- South Geo- political zone of Nigeria. The aim of the study is to find out whether these three languages and to examine the factors responsible for such endangerment and based on that make a statement on the general health condition of the languages in south- South Geo-Political Zone of Nigeria. The sample for the study is three hundred comprising 100 speakers from each of the language groups under study. The random sampling method is used to select the sample for the study. The study adopts both quantitative and qualitative research design for data collection. Findings from the study show that the three languages: Ukwuani, Urhobo and Ijaw are endangered. Also, the endangerment of the Ukwani, Urhobo and Ijaw languages is attributes to the negative attitude of the people towards their language and parents’ inability to inculcate their language to the generation after them. The study recommends that the Ukwani, Ijaw and Urhobo parents should create in their children the interest for their local languages and make sure their children learn their respective languages at childhood.

Transnational Advertising of Coca Cola and the Adoption of Pop Culture among Youths in South-South Region of Nigeria

Advancement in technology, economies of scale and the law of comparative advantage have combined to make goods and services available in countries other than their countries of origin due to increased production. Advertising has helped to create awareness and persuasion that nudged consumers to patronise products manufactured outside their shores. Multinational advertisements carry some vestige of foreign cultures into local environments, thus altering the cultural milieu. This study examines coca cola advertisements in relation to the infusion of the pop culture among youths of South-South Nigeria. The investigation was anchored on individual difference theories and used the survey research design to study 384 respondents drawn from the six states that make up the South-South Geopolitical Zone of Nigeria, with a population of 26, 237, 239 Using a set of Questionnaire The study adopted qualitative and quantitative methods of data analysis. The analysis among others revealed that Coca Cola advertisements have significantly altered the lifestyle of the youths of South-South Nigeria in terms of their music preferences, dancing, dressing and the acceptance of values alien to the local cultures. The study recommended among others, that the standardised transnational advertisements of products and services for local markets should be adapted for the local markets and produced with nationally recognised local talents to minimise the alteration of the indigenous cultures. Optimum Manpower Allocation in Health Care Using Statistical Process Control

In many countries manpower problems in the field of health care are regular items on the agenda of policy makers. To avoid mismatches between demand of care and supply of care on national and regional levels, manpower planning models and methods are used to determine adequate numbers of medical specialists to fulfill the future demand of care. Inadequate or inefficient allocation of manpower to various departments in an organization or workplace can lead to undesired outcomes which may include: down time, reduced productivity, workers fatigue, increased production costs, etc. As a result of the above stated problem, there is need to devise a statistical model that will ensure optimal allocation of manpower.&#x0D; In this study, the optimum allocation of two hundred and fifty two general nurses to fifteen wards at a hospital code named WCH located in South-South geopolitical zone, Nigeria was achieved using statistical process control. The study involved the analysis of data obtained from our hub of study for a period of two months. The C-chart was used to check if the process of allocation was in control or not.&#x0D; The result obtained from the study showed that the manpower allocation process was out of statistical control as the allocation of the children emergency ward was outside the upper control limit of the c-chart plot.
