Controversy reigns over the Security Council. Was the Council entitled to authorize a United States-led coalition to make war on its behalf to oust Iraq from Kuwait, or to re-establish the Aristide Government in Haiti? Could it impose a peace arrangement, including a liability regime, on Iraq and to strengthen it by an economic blockade, originally set up for another purpose? Was the Council acting within its competence as it prevented Bosnia-Herzegovina from exercising its 'inherent right of self-defence' by an arms embargo directed at the aggressor and the object of aggression alike, or when it short-circuited the International Court of Justice by demanding the extradition of two Libyan citizens over rights accorded to Libya by an international treaty? Such questions have aroused the anxiety of international lawyers. But there are other questions, too. Is Ihe Council entitled to intervene in the government or misgovernment of States as soon as political agreement has been attained between its principal members that the matter raises a 'threat to international peace and security' under Article 39 of the Charter? This seems suggested by its enforcement action to counter Southern Rhodesia's illegal declaration of independence in 1965 and its reaction to South Africa's policy of apartheid since 1977. Of elephants and men: politics and nature conservation in South Africa

South Africa's policy of destabilisation of neighbouring countries was closely associated with the rise of South Africa as a leading middleman in the international ivory trade. South African‐based traders, acting in partnership or with protection from officers of the South African Military Intelligence Directorate, imported raw ivory from Angola, Mozambique and points further north and re‐exported it to markets in the Far East. This was a source of income both for the South African secret services and for individuals associated with them. The same trade routes were also used for trade in other goods, including rhino horn, drugs, gems, currency and weapons. This was not only as a means of earning money but also a technique of destabilisation in itself. The extent of South Africa's involvement in this trade, although suspected by some conservationists, was difficult to prove and did not form the target of any concerted campaign by the leading conservation groups world‐wide. In this respect, the strength of the South Africa lobby in the World‐Wide Fund for Nature seems to have played a significant role. Since the ending of South Africa's military presence in Namibia and Angola in 1989, the Military Intelligence officers, Special Forces officers and others who conducted the wars for the defence of white South Africa have been intent on the struggle inside South Africa itself. There is evidence that such counter‐insurgency specialists are now using Mozambique in particular as a base for operations inside South Africa. Moreover, they continue to have an interest in the ivory and rhino horn trades. Former officers of specialist counter‐insurgency units have also found employment as game wardens in national parks. The bold proposals currently being implemented to create large new game parks along the South African‐Mozambican border, using modern management techniques and involving local communities in their management, have important implications for politics and national security.

A COMMON MARKET FOR POST-APARTHEID SOUTHERN AFRICA: PROSPECTS AND PROBLEMS

ABSTRACT The abolition of statutory apartheid, and Pretoria's commitment to negotiate a constitutional future, have helped restore South Africa's acceptability as a partner for economic co-operation. South Africa's policy of destabilizing the countries of southern Africa has been abandoned, and the scene looks set for co-operation and co-ordination to replace conflict and confrontation. Whilst there is broad agreement on the desirability of co-operation, regional economic integration covers a multitude of complex agreements ranging from preferential trade areas to political-economic unions. The paper examines the relevance of traditional economic integration theory or customs union theory to southern Africa. After exploring the theoretical and practical limitations of traditional integration theory, the paper examines how the three most important regional groupings within southern Africa relate to this theory, and how they may adapt to the post-apartheid situation.

The Anti-Apartheid Movement and the Populist Instinct in American Politics

In the 1960s a group of individuals and organizations interested in encouraging greater American opposition to South Africa's policy of apartheid coalesced into a distinct political movement. Since then the anti-apartheid movement has remained remarkably persistent in its efforts, and has grown and developed both in size and political skill. At the same time this group has faced tremendous opposition to its program from a variety of sources, and has yet to fully redirect American policy toward South Africa in the desired direction. Since the shooting of sixty-seven black demonstrators by white police at the Sharpeville Township south of Johannesburg in 1960, there has been little real change in the content of this policy. While every administration has condemned apartheid and called for its end, cordial diplomatic contacts with South Africa have been retained and the United States has not fully utilized its major source of potential leverage economic sanctions. While the movement has had a major impact on many state and local governments, on U.S. businesses with South African operations, and on universities and other institutions that invest in these corporations, it has had much less success in changing official American policy.
