The article concerns the issue of providing social services under martial law in Ukraine.The system of social services in modern Ukraine has a complex organizational structure, the main stages of the genesis and development of the social services system in the years 1991–2023 have been identified and characterized. Particular attention has been given to innovations in the social sphere, caused by the adoption of the new law of Ukraine „On social services”, which entered into force on January 1, 2020. The article defines the specificity of the functioning of the system of providing social services under the conditions of martial law in Ukraine. As a result of the decentralization reform in Ukraine, new territorial communities were created, which are now building their own system of providing social services, considering the needs of various population groups. The analysis of the researched issues has allowed for the identification of basic groups of recipients of social services during the martial law period and groups of children requiring specialized social services.
