Women caregivers, women wage earners: Social policy perspectives in Norway

This paper assesses the connection between women's political representation and social policies affecting the welfare of the group of individuals most vulnerable to economic impoverishment, single mothers. In general, integrative wage labor and child-care policies are progressing at a faster rate in the small and homogeneous society of Norway as compared to the U.S.A. Norway, however, lags behind other Scandinavian nations in initiating some of the components of comprehensive child care policies, including mother's allowance, transitional benefit allowance, reduction in the gender gap in earnings, parental leave, day care, child support collection, and income disregard to enable welfare recipients to make successful transition into wage labor. The implications of these findings are discussed in terms of feminist scholarship and activism, which first must impact values and philosophies underlying policy formulations before significant improvements in the welfare of mother-headed families can be accomplished.

Physician Dispensing: Issues of Law, Legislation and Social Policy

Despite the fact that physicians have dispensed prescription drugs for profit for several years, the practice is currently under intense challenge and controversy. This recent flare-up can be explained by several factors including the involvement of the Federal Trade Commission (FTC), increased competition among physicians, alternative delivery systems and drug repackagers. Federal laws including the Food Drug and Cosmetic Act and Controlled Substances Act regulate dispensing practices, but have been interpreted to regulate dispensing by pharmacists, not physicians. All states have laws applicable to the dispensing of prescription drugs by physicians, but the wording of these laws raises unclear legal issues. Both uncertainty about these legal issues and pharmacists' concern over the increase in physician dispensing has promoted state legislative efforts to restrict or regulate the practice. These legislative efforts and the corresponding regulatory actions by state boards have triggered FTC involvement. From a social policy perspective physician dispensing raises significant concerns of ethics, conflicts of interest, patient welfare and economics. Based upon social policy, physician dispensing for profit is not a practice which should be condoned or allowed to flourish.

Dependence, interdependence, and reciprocity after eighty

This article challenges the critics of social policy perspectives seeking to provide care in the community, taking issue with the generally jaundiced view of care giving and the exploitation of women. Based on quantitative and qualitative data from a study of the over eighties in rural U.K. (N = 125), the article looks at the low incidence of heavy dependency in the elderly population living at home and suggests that the preponderance of women in caring roles results from demographic and cultural factors. The experiences of caring spouses and caring daughters are explored in detail, stressing variation in the caring experience and gains as well as losses. Attention is drawn to the reciprocal and interdependent nature of caring relationships and a more differentiated approach to the study of care is urged.

Practice of Learning Disabilities as Social Policy

This research presents an analysis of learning disabilities from a social-policy perspective. The reading performance of three groups of elementary students was systematically measured during the spring of the school year: regular education students receiving no supplemental instructional services, regular education students receiving remedial Chapter 1 services, and students labeled as learning disabled. The measures consisted of Curriculum-Based Assessment procedures, following the format developed at the Institute for Research on Learning Disabilities at the University of Minnesota. Students' reading performance was compared across the three groups, including the means and semi-interquartile ranges. A discriminant function analysis was applied to predict group membership. The three groups were sorted by level of reading skill with (a) very different means, (b) minimum overlap, and (c) high accuracy in classification. The results support the notion that schools may be consistent in their decision making and allocation of service delivery on the basis of students' classroom achievement. Regardless of legal or scientific definition, it is argued that schools widely employ a social-policy definition of learning disabilities designed to serve students most deficient in achievement.

Policy Choices in Social Work Education: Market Model vs. Central Theory

This article assesses the consequences of what might be termed, from a social policy perspective, a “market model” of social work education. Because this model results in a highly decentralized and relatively unpredictable educational outcome, the author argues for renewed attention to a unitary theory for social work practice. The basis of this theoretical approach is drawn from the physical sciences and focuses on the nature of change as the central dynamic. An attempt is made to identify principles of change that illuminate and reinforce a fundamental social work perspective.

In this Article, Professor Brodin explores the causal-relation problem in individual employment discrimination suits alleging disparate treatment brought under title VII of the Civil Rights Act of 1964. The effort in this Article is to define a theory of causation for the individual disparate treatment case that is consistent with the goals of title VII as well as with the realities and limitations of our adversary system of adjudication. Professor Brodin surveys the problem, traces the development of relevant case law and concludes with a proposal of causal analysis that separates issues of liability from those of remedy.

Shaping futures for women

This paper, written from a social policy perspective, is predicated on the author's assumption that every adult needs three anchors: work, family and friendship. It briefly examines some of the major future research reports, their premises and their failure to take into consideration altered social roles and altered relations between the sexes. The three-anchor framework is applied to economic, political and psychological roles and institutions in relation to needs, tasks and risks in life and family cycles. It juxtaposes some danger signs with hopeful signs in projecting future scenarios.
