Analysis of the Implementation of Territorial Development Policy by the Indonesian Army (TNI AD) for Social Conflict Prevention in KODIM 0618/City of Bandung

The implementation of the Indonesian Army (TNI - AD) Territorial Development Policy is based on the policy implementation process approach which has several dimensions, namely size and objectives, resources, characteristics of implementing agencies, communication, disposition, social, economic and political environment. This research uses a post-positivism paradigm with qualitative methods. The data collection techniques used are in-depth interviews and document studies. The result is the Implementation of the Army Territorial Development Policy for the prevention of social conflict in Kodim 0618 / Bandung City, the researcher concluded that the implementation of the policy has not been carried out optimally because it has experienced several obstacles. Lack of clear information about territorial development to the TNI and the community, information that is not clear enough can complicate understanding of territorial development. The obstacle in the implementation can be caused by the low human resource factor.

PROBLEMS OF REALIZATION OF CONFISCATION OF EXOTIC ANIMALS

In this article, based on the involvement of a complex of sources and literature, the problem of the implementation of the confiscation of exotic animals is considered. Nowadays, cases have become more frequent that exotic species of animals and tropical birds are imported to our country for pleasure or profit. Under such circumstances, exotic animals and tropical birds are not at all attracted to our cool latitudes. But despite the prohibitions, they are taken to our country, because these are illegally imported animals, and later they may become hostages of human crimes and amusements. The relevance of the topic is due to the social significance of the protection of animals: wild, domestic, without an owner, as well as used for cultural and entertainment purposes. This is the sphere of realization of all the qualities of members of society – the reduction of social tension and the prevention of social conflict, and especially in relation to the socalled stray animals, in the aspect of meeting the mass needs of people.

Public policy settlement of social conflicts in the context of national security

Using an analytical methodology, the article examines the connection between social conflicts and national security. The discursive space of the problems of social conflict has been systematized and the reasons that influence the dynamics and duration of social conflict have been determined. Complex systems of social conflict prevention are presented and a model of influence of social conflicts on the national security system of the state is developed. The driving forces of social conflicts and national security indicators are also grouped together. The sequence of conceptualization of the results of the institutionalization of the public management of social conflicts has been announced. The methodology and levels of assessment of the willingness of the authorities of public management of social conflicts for interaction are indicated. It is concluded that, since there is currently no single criterion for assessing the impact of the interaction of public management institutions on the prevention of social conflicts in the context of national security, the study of the capacity for such interaction should be carried out considering conditions of complexity, systemic and convergence.

ROLE OF EDUCATION IN ENSURING SOCIAL PROGRESS: PUBLIC-MANAGEMENT ASPECT

The article is devoted to defining the role of education in ensuring social progress, identifying the features of regionalization of education in Ukraine and the impact of this process on changing the role of education in the context of decentralization reform. The change of functions of education in social development is also covered. The role of education in social progress has been found to be complex and multifunctional. Education influences civilizational changes, which in turn affect changes in education: indicate its importance and priority in social development; make adjustments to the content of education to prepare people for a competitive environment; there are changes in the educational space itself. Public needs in education are specified in the main functions it performs: social (transfer of cultural values, human capital formation, socialization, support for social stratification and social mobility, social control and prevention of social conflict); economic (formation and improvement of productive forces, ensuring the continuity of the process of economic growth and human adaptation to economic and technological changes).

Human development in the field of education is very important because it relates to the quality of human life in other fields, one of which is on the social aspects, especially those related to children. The condition that occurs in children today is the high use and negative exposure of mass media, especially from the use of television and the internet. The high use of this media is not accompanied by adequate skills in children regarding access and ability to analyze the content of media messages so that negative impacts of use appear, including social conflicts between children in their environment. The purpose of this activity is to introduce the ability to access, analyze, evaluate and communicate messages in various forms of communication and information media for the prevention of social conflict in children. The method of carrying out activities using lecture, demonstration, and discussion methods. The subject of the activity is elementary school age children in Panembong Village, Bayongbong District, Garut Regency. The implementation process is carried out with the assessment stage, the implementation stage, and the assessment stage as well as the evaluation stage. The results of this activity illustrate the existence of better knowledge and understanding of elementary school age children in accessing, analyzing, evaluating and communicating messages in various forms of communication and information media, especially to prevent social conflict between peers.

The directions of development of the system of investment of professional (educational) level of personnel and policy of human resources management are considered. The basis of effective activity of the enterprise, especially in a crisis situation, is an effective personnel policy and the strategy of motivation and promotion of the personnel derived from it promotes prevention of social conflicts. Continuous training and retraining of managers and ordinary employees, staff development based on the qualitative characteristics of its educational and professional level becomes the main element of personnel policy in the organization. The most important prerequisite for improving the efficiency of investment in education is forecasting labor market needs. An individual's investment in his or her own education may be ineffective if he or she does not have an assessment of the potential need of entrepreneurs for certain specialists. Inadequate assessment of the company's training and staff development needs will also negatively affect the effectiveness of the respective investments. Forecasting the situation on the labor market is necessary for the state to prevent structural imbalances in the labor market or mass unemployment. Higher education makes a significant contribution to the development of individual human capital. The contribution of higher education to individual economic growth is primarily related to improving the quality of work of employees with a high level of education and qualifications. The most important factor of success is the continuous theoretical and practical training of managers of a new type, with a high sense of responsibility for the results of the enterprise. This requires the intensification of research in this area, the development of specific ways and methods of implementing personnel policy, restructuring the formation and use of human resources management of organizations. In the most high-tech, prestigious and highly paid professional fields, preference will be given to freelance graduates. Model of Building Institutional Networks in Early Prevention of Social Conflicts in Urban Area of Bekasi

This study discusses Building an Institutional Network for Early Prevention of Social Conflict in urban areas, a case study in Bekasi City, West Java Province, Indonesia. The purpose of this study is to find out: (1) to study the institutional network pattern of early prevention of social conflicts (conflicts over erection of places of worship, conflicts of a Primodial nature, and conflict of economic interests) in urban areas, especially Bekasi City, based on three institutional pillars, namely the Regulative pillar, Normative pillars, and Cognitive-cultural Pillars as stated by Scott (2001); (2) analyze other aspects that affect the institutional network in the early prevention system of social conflict in urban areas; and (3) examines the model of institutional networks in early social conflict prevention systems in urban areas. СИСТЕМА МЕХАНІЗМІВ ПОПЕРЕДЖЕННЯ СОЦІАЛЬНИХ КОНФЛІКТІВ У КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ НАЦІОНАЛЬНОЇ БЕЗПЕКИ ДЕРЖАВИ

Обґрунтовано необхідність та перспективи формування системи механізмів попередження соціальних конфліктів у контексті забезпечення національної безпеки держави. Представлені комплексні системи попередження соціальних конфліктів у світі. Доведено, що система попередження загроз соціальних конфліктів має містити своєчасні ефективні програмні заходи щодо запобігання їм, які повинні реалізуватися на латентних стадіях розвитку конфліктів. Розроблено інноваційний підхід до формування системи попередження соціальних конфліктів, який передбачає синтез підсистем моніторингу, попередження та реагування, що дасть змогу оптимізувати методи реагування на виникнення соціальних конфліктів та відслідковувати зміни у мотивації їх учасників. Систематизовано характеристики ефективної системи попередження соціальних конфліктів та кризових явищ. Представлено авторські визначення понять системи й механізмів попередження соціальних конфліктів та їх моніторингу. Визначено, що результатом функціонування системи попередження соціальних конфліктів є оцінка рівня загроз національній безпеці, що дає змогу обрати відповідні заходи щодо запобігання їм. Запропоновано систему механізмів попередження соціальних конфліктів, що складається з двох компонентів: зовнішньо- та внутрішньоорієнтованого. Зовнішньоорієнтований компонент системи механізмів попередження соціальних конфліктів передбачає оцінку зв’язків соціально-економічних, військово-політичних, інтеграційних компонентів національної безпеки та відповідних конфліктів між країнами, внутрішньоорієнтований компонент системи передбачає оцінку ризиків виникнення внутрішніх конфліктів, яка включає такі етапи: 1) розробка баз даних; 2) аналіз особливих ситуацій та випадків соціальних конфліктів; 3) розробка статистичних моделей для прогнозування ризику соціальних конфліктів у країнах світу; 4) астосування моделей для прогнозування ризиків виникнення різних форм соціальних конфліктів; 5) розробка заходів публічної політики щодо забезпечення національної безпеки. Обґрунтовані напрями подальшого вдосконалення комплексної системи попередження соціальних конфліктів у контексті забезпечення національної безпеки: синтез методології кількісного та якісного аналізу ситуацій неспроможності державних інститутів вирішувати соціальні конфлікти; запровадження моніторингу й оцінки процесів негативного соціального розвитку на мікрорівні, які призводять до активізації соціальних конфліктів.

Model of Prevention of Social Conflict which Multi Dimensions Based on Local Wisdom of Community Adat Dalihan Na Tolu

The main purpose of this research is to find a model of punishment in preventing social conflict on local wisdom of Dalihan na Tolu indigenous people. The questions posed in this research include the multi-dimension social conflict prevention model based on local wisdom of Indonesia, the deliberation stage of preventing such conflict and strategies adopted by local wisdom to resolve social conflict. The research further focuses its examination on local society that is Dalihan na Tolu indigenous people . This research uses empirical juridical research method, which is departed from local wisdom norms, or known as adat laws and examines the application of such laws in society. This research proposes that the multi-dimensional model of social conflict prevention should be carried out using the rules contained in: Dalihan na Tolu custom, Sipaingot, Pastak ni Paradaton, Uhum dohot Patik, Hapantunon, Tutur dohot Poda, Marga, Martahi, Mangupa. While the system and strategies of negotiation to reach consencus in preventing multi-dimensional social conflict based on the following norms: Tahi Ungut-ungut, Tahi Dalihan na Tolu, Tahi Godang Parsahutaon and Tahi Godang Haruaya Mardomu Bulung. It is argued that the punishment model usually used by Batak community should be adopted both in preventing as well as resolving social conflict exists in society.

 In the final analysis the profit and profitability are most important indicators of the effective management. They most fully characterize economic results of the enterprise of the production and the management in general.The effect presents the result of carrying out activities aimed at improving production, entrepreneurial activity and the organization as a whole. The control effect consists of three components:- economic effect, i.e. the kind of effect that has a directly value form, that is, measured in monetary or natural meters;- socio-economic effect, which has a complex combination of economic benefits and social security - stability and tranquility, for example, improving working conditions, reducing the level of occupational morbidity (under certain conditions, can be converted into a normal economic effect);- social effect, i.e. effect, which can not be practically converted into economic, for example, prevention of social conflict, etc. [1].
 
 

Aggressive and stressed? Youth's aggressive behaviors in light of their internet use, sensation seeking, stress and social feelings

Aggressive behavior and its consequences are a serious mental health problem for youth all over the world. In this study we investigated how problematic internet use, sensation seeking and social/dispositional factors are related to three forms of aggression: physical, verbal, and anger in a sample of Hungarian youth. In total 408 (50% females) aged between 14 and 24years (M=20.8years, SD=2.6) completed an online survey (between January and June 2014; different online social networking sites and online forums, such as university groups on Facebook and Hungarian writing sites) assessing these constructs. Multiple linear regression analyses (stepwise method) revealed a mixed pattern of predictors of each type of aggression, with boredom, age (as negative predictor), stress, lack of shyness and internet-associated neglect accounting for significant variance in verbal aggression. Obsessive internet use, disinhibition, stress and loneliness each accounted for significant variance in anger. Finally, after controlling for gender, internet-associated neglect, disinhibition and loneliness were associated with physical aggression. These findings suggest that interventions targetting aggression need to focus on different behaviors and attributes, depending on the type of aggression exhibited. Learning effective aggression management techniques should be a part of complex health education programs that would help with prevention of social conflicts, substance use, problem behavior, psychological and mental health problems as well as problematic internet use.

Coal Mining Industry of Russia: Problems and Prospects

The article deals with the problems of the coal industry of Russia and possible ways of development of the industry. The presence or absence of strategic minerals (such as coal), the presence or absence of the industrial complex, the presence or absence of highly skilled labor force, and so on., Determines the diversity of economic and social characteristics of each region. These significant differences in the levels of socio-economic development of the regions contribute to increasing social tension, leading to unpredictable migration phenomena, etc. The researchers put the problem in this regard an adequate evaluation of the socio-economic condition of the coal industry, identifying the causes of underdevelopment of some of them and the development of recommendations on equalization of the levels of development of regions. The authors acknowledge that the urgent tasks of any state is to maintain the country's territorial integrity, the prevention of social conflicts, all sorts of problems, to ensure a decent standard of living daily in Russia ,there is a huge regional differentiation of socio-economic indicators matters. Spanish version of the Cultural Intelligence Scale (CQS) / Versión española de la Escala de Inteligencia Cultural (EIC)

In recent years, the concept of cultural intelligence has received increasing attention by researchers and professionals because of its theoretical and practical importance. To understand why some individuals adapt more effectively than others to culturally different social contexts has become a goal with implications for education, recruitment and the prevention of social conflict. The goal of this study was to adapt the Cultural Intelligence Scale (CQS) to Spanish. To do so, two studies were carried out. In the first, the psychometric properties generated by the CQS on a Spanish sample (N = 413) were analysed. In the second study, a confirmatory replication of the factor structure and reliability of the CQS was performed with a different Spanish sample (N = 526) from the first study. The results indicated that the Spanish version of the Cultural Intelligence Scale can be considered a useful and appropriate tool to be used with psychometric guarantees in the Spanish-speaking population.

Turn-around strategies for classroom and school management in Ekiti State, Nigeria

Education has been seen as an indispensable process of cognitive, affective and psychomotor development. However, there have been a drastic fall in the standard of education in Ekiti state known as “fountain of knowledge” and Nigeria at large. The way and manner in which the school as well as the classrooms are being managed determines the quality of students produced in the school system. This exploratory paper therefore examines the trends in the finance of education sector as well as the strategies for turning around classrooms and school management in Ekiti state. Some recommendations were made which include democratizing decision making in the school by involving staff and students in decisions concerning them in the schools, prevention of social conflict by being cordial with leaders of the school community.
