The aim of this research is Challenges and Solutions of Health Administration in the Digital Era (Literature Review Review of Technology Implementation). This type of research is a literature study. Data collection with documentation. Data analysis with SLR. The results of the research Based on the literature review on challenges and solutions in health administration in the digital era, it was found that the implementation of health technology offers great opportunities to improve efficiency and quality of services, but is also faced with various obstacles. The main challenges include limited digital infrastructure, lack of skills of health workers in using technology, and patient data security risks. Proposed solutions include increasing investment in technology infrastructure, ongoing training for health workers, and implementing stricter data security policies. By addressing these challenges, technology can significantly improve the effectiveness of health administration and patient care

Unretirement: Motivational Factors Among Financially Independent Seniors and Their Potential to Contribute to Organizational Productivity, Knowledge Transfer and Corporate Resilience

The main objective of this study is to investigate a solution for the current lack of skilled workers in Europe and to optimize the utilization of expertise. For this qualitative study, 36 semi-structured interviews were conducted (with a purposive sample of financially independent (soon-to-be) retirees and employers). The thematic analysis revealed (1) on both the employer’s and recruiter’s side, there are many stereotypes and prejudices, as well as a lack of creativity about how to integrate these highly motivated specialists into the organization’s workforce; (2) as regards senior experts, there is a worry that their competences and commitment will be judged based on how they have been treated in recent years of employment. The results also indicate that searching for intellectual challenges and solving them with a team of co-workers is one of the main attractions for senior experts. We identified six main patterns for unretirement choices: learning and intellectual challenges, applying expertise, public perception of retirees, belonging and social connections, compensating for loss of status, and feeling appreciated. Appreciating, valuing, and channeling this drive to solve present-day problems independent of a person’s chronological age should be self-evident for organizations and societies.

READCON: A Curriculum for Library Readiness, Advocacy, and Community Empowerment During Challenging Conditions

This panel introduces the READCON curriculum: Library Readiness, Advocacy, and Community Empowerment During Challenging Conditions The curriculum equips library workers with soft skills to develop relationships with their communities, partnering more effectively for advocacy. Building on the highly successful Get Ready Stay Ready Community Action Toolkit (GRSR), this curriculum builds foundational skills for library workers to engage in constructive dialogue on potentially divisive aspects of library programming, service, and material challenges. READCON takes Get Ready Stay Ready a step further by providing library workers with the soft skills needed to encourage community members to use the action steps included in the GRSR toolkit. Both resources are highly adaptable, multi-lingual, open-source learning tools developed by experts in academic, public, and school librarianship, education and family law, crisis communications, community advocacy and relations, and youth leadership.

Meaningful work through craft: how workers in low-skilled roles engage in anomalous craft to gain autonomy and receive recognition

Meaningful work is work that offers a degree of autonomy and the opportunity to receive recognition from others. It is traditionally associated with highly skilled work whereas low-skilled jobs are often equated with meaningless work. Previous research assumes that workers in low-skilled roles have little access to the autonomy or recognition characteristic of highly skilled labour. Rather it suggests that in their efforts to make their working lives more tolerable, such workers are limited to either discursively reframing the significance of their roles or engaging in acts of resistance against the organisation. In this paper, based on an eight-month ethnographic study of a mould-producing company in France, we identify three processes through which workers in low-skilled roles find temporal opportunities to engage in anomalous craft where latent or underused craft skills and attitudes are utilised to enable them to work more autonomously and earn recognition from peers and supervisors rendering their work more meaningful. Our work offers insights into how workers can use craft to activate or re-establish meaning in contexts where work has been stripped of significance.

Potensi Inovasi Indonesia di Tengah Bonus Demografi: Menjawab Tantangan Global

Indonesia’s demographic bonus, marked by a large working-age population, offers significant potential to drive economic growth and innovation. However, despite this demographic advantage, Indonesia faces challenges in workforce quality, investment in research and development (R&D), and technological infrastructure. According to the Global Innovation Index 2023, Indonesia ranks 62nd out of 132 countries in innovation. The low proportion of skilled workers and the lack of formal training programs within companies exacerbate the innovation gap. To fully leverage its demographic potential, Indonesia needs comprehensive policy reforms in education and R&D, increased investment in human capital, and strengthened technological infrastructure. Without these improvements, the demographic bonus risks turning into a long-term burden rather than a catalyst for innovation and economic growth.

Distribution of Sheep Fattening Practices and Marketing Systems in the Sagnarigu Municipality in Northern Ghana

The study was conducted in the Sagnarigu Municipality in Northern Ghana to assess sheep fattening practices and marketing systems. Eighty respondents were selected and questionnaires administrated to them. Data was summarized and analysed using SPSS version 20. Majority of the fatteners were within the ages 21-30 years. Sheep fatteners were not equally distributed across the different age groups. Most of the farmers had at least primary education while majority (30.0%) of them had tertiary education. The sheep fattening enterprise in the area was male and Muslim dominant activity. Majority of respondents were engaged in specialized skill work as their main occupation with self-financing as the main source of income for the sheep fattening business. Majority had at most 5 years fattening experience. Semi-intensive system of management was mainly practiced. Farmers use wide range of feed stuff alternatively and supplied from multiple sources. Mature animals (≥ 6 months) sourced from farmers’ own flock were mostly used in fattening. Generating cash was the primary motivation for fattening sheep, with a convenient market for the fattened sheep. Customers of fattened sheep were mainly butchers. mostly at local markets (50%). Price determination for the fattened sheep was bargaining. The major constraints of sheep fatteners were diseases and mortality and lack of capital/financial. It was concluded that sheep fattening practices and marketing system was a business in the Sagnarigu municipality, nevertheless, it was not well organized and developed. To create a lucrative sheep fattening industry, government and non-governmental organizations should promote sheep fattening by providing financial and training support for the fatteners and the teaming youth in Ghana to venture into the business. This could contribute to enhancing livelihood of rural resource poor farmers, unemployment and poverty reduction as well as women empowerment in the country.

Allied health work readiness capabilities: a qualitative comparison of graduates, supervisors, and managers’ perspectives

ABSTRACT Researchers have highlighted gaps in the work readiness (WR) of allied health (AH) graduates and the capabilities required to successfully work in an interprofessional collaborative practice healthcare environment. In the studies conducted, the focus has generally been on one AH discipline or on one participant group across disciplines, such as new graduates. We explored WR capability of new AH graduates across three participant groups (managers, supervisors, and graduates) and across several AH disciplines in the health sector. Focus groups using Critical Incident Technique (CIT) were conducted with 47 participants (14 new graduates, 13 supervisors, and 20 managers) from four public health organisations across Eastern Australia. CIT identified examples where new AH graduates had/did not have necessary WR capabilities to manage situations in the collaborative practice environment. Using thematic analysis, we found four main themes related to WR expectations of AH graduates (work skills and knowledge, working with others, personal attributes, and organisational knowledge), with several sub-themes. Some aspects of identified themes/sub-themes were unique to the AH interprofessional work context. Understanding of AH graduates’ WR from multiple perspectives could support development of programs to enable graduate success in interprofessional working environments.

Assessing the impact of the European Union-Vietnam free trade agreement on labor market and employment in Vietnam

PurposeThis study investigates the impact of the European Union-Vietnam Free Trade Agreement (EVFTA) on Vietnam’s labor market and employment outcomes, considering the potential distributional consequences across various groups of workers and regions.Design/methodology/approachA comprehensive quantitative framework is employed, combining the gravity model of trade to estimate the EVFTA’s effects on trade flows, the CISAF_M1 model to simulate sectoral employment impacts and econometric models to analyze the effects on wages and decent work. The analysis draws upon a rich dataset spanning the period before and after the EVFTA’s implementation.FindingsThe EVFTA has significantly boosted Vietnam’s exports to the EU, leading to substantial job creation in labor-intensive sectors such as textiles, apparel and footwear. The agreement has also contributed to wage growth and improved access to social insurance for workers in export-oriented industries. However, the impact on other aspects of job quality is less clear. The distributional analysis reveals that the EVFTA’s employment effects have been relatively balanced across gender but have favored younger and less skilled workers as well as those in rural areas.Originality/valueThis study provides a comprehensive and nuanced assessment of the EVFTA’s impact on Vietnam’s labor market, addressing a gap in the literature on the employment effects of new-generation free trade agreements in developing countries. Impact of an educational training about healthcare waste management on practices skills of healthcare workers: a prexperimental study in a tertiary Tunisian hospital

BackgroundHealthcare waste (HCW) poses a global hazard, particularly in developing country hospitals where mismanagement is common due to poor practices among staff. Training healthcare workers has shown promise in enhancing practices and behaviors. The aim of this study was to assessHCW management at Sahloul University Hospital (2019–2021) before and after training sessions.MethodsThis study was conducted at Sahloul University in Sousse, Tunisia, spanned two years (2019–2021) and consisted of three distinct stages. Two audits of Healthcare Waste Management (HCWM) were conducted using a predetermined assessment framework derived from ANGED’s guidelines, with an educational session separating the two audits.ResultsIn terms of sorting practicesthere was a substantial improvement in sorting practices following training. Specifically, the overall compliance rate for sorting sharps increased from 60.3 to 77.6% (p < 10 − 3), and for sorting soft and solid waste, it rose from 32.5 to 72.4% (p < 10 − 3) in 2021. Overall, resource indicators demonstrated improvement between 2019 and 2021, the compliance rate for the intra-service collection step increased from 31.3 to 58.2%. However, we observed persistent inadequacies in container and bag labeling, as well as challenges in tracing the time of healthcare waste collection.ConclusionTraining led to significant improvements in HCW management practices among healthcare workers, though some areas still need enhancement.

Analysis of Functional Positions and Professionalism of Civil Servants in Buton Utara Regency

Team member' professionalism is determined by their ability to carry out tasks according to their field and level. This study aims to analyze the appointment of functional positions in Buton Utara Regency in improving team member professionalism. Using a qualitative approach, data was obtained through in-depth interviews and documentation from functional officials and local community leaders. The analysis used reduction, presentation, and conclusion-drawing techniques. The study results indicate that appointing functional positions in Buton Utara is by central government procedures and can improve team members' professionalism. The ASN Law emphasizes the importance of competence as the foundation of the ASN profession. Appointment is carried out by recruiting civil servants or transfers from other positions. Efforts to improve professionalism involve education and training, with supporting factors such as work performance, skills, knowledge, and rank levels and inhibiting factors such as low competence and inappropriate attitudes.

Analytic Hierarchy Process Based-Evaluation of Dismantling Practices on End-Life-Vehicle for Automobile Workshops

Nowadays, the number of end-of-life vehicles (ELVs) has increased due to increased automobile production. One of the crucial in processing ELVs is dismantling. However, most of the developing countries still have limited specific dismantling infrastructure. Most of the ELV management started at the automobile workshop. Hence the purpose of this paper is to study the effectiveness of dismantling ELV in automobile workshops. This paper focuses on identifying and analysing factors that can affect the effectiveness of dismantling ELV in automobile workshops. A literature survey has been conducted to identify the factors that influence the effectiveness of ELV's dismantling in automobile workshops. A total of 30 factors are obtained which are further classified into five main factors which are human resources (HR), ELV facilities (EF), ELV material (EM), cost concern (CC), and customer-driven (CD). An approach based on Analytical Hierarchy Process (AHP) is utilized to analyse the factors for developing a list of priority of these factors. The result of this study shows that workshop owner experience in ELV dismantling management, worker skills of ELV dismantling, enough dismantling space, development of suitable tools, and dismantling difficulties of ELV material are identified as the top five factors affecting the effective of ELV dismantling in automobile workshop. The automobile workshop or any policymakers can use the priority list of factors developed in this paper's findings for managing the dismantling process in the automobile workshop.

Staff engagement, co‐workers' complementarity and employee retention: evidence from English NHS hospitals

AbstractRetention of skilled workers is essential for labour‐intensive organizations like hospitals, where an excessive turnover of doctors and nurses can reduce the quality and quantity of services provided to patients. Exploiting a unique and rich panel dataset based on employee‐level payroll and staff survey records from the universe of English NHS hospitals, we investigate empirically the role played by two non‐pecuniary job factors, staff engagement and the retention of complementary co‐workers, in affecting employee retention within the public hospital sector. We estimate dynamic panel data models to deal with reverse causality bias, and validate these estimates through unconditional quantile regressions with hospital‐level fixed effects. Our findings show that a one standard deviation increase in nurse engagement is associated with a 16% standard deviation increase in their retention; and also that a 10% increase in nurse retention is associated with a 1.6% increase in doctor retention, with this co‐workers' complementarity spillover effect driven by the retention of more experienced nurses. Nurse and doctor engagement is positively associated with managers who have effective communication, involve staff in the decision‐making process, and act on staff feedback; in particular, older nurse engagement is responsive to managers caring for staff health and wellbeing.

СТАТИСТИЧНИЙ АНАЛІЗ БІЗНЕС РИЗИКІВ В УКРАЇНІ В УМОВАХ ВОЄННОГО СТАНУ ТА ШЛЯХИ ЇХ ПОДОЛАННЯ

The article analyzes the main risks faced by business entities in Ukraine with a full-scale Russian invasion of Ukraine in 2022. The modern dynamics of registration of new business entities since the beginning of the full-scale war for March - August 2022 were analyzed. The main problems that made it difficult to do business in Ukraine since the beginning of the full-scale invasion were identified, namely consumer insolvency, a drop in demand for the products of enterprises, and a lack of funding. , destruction of supply chains, long-term power outages due to military attacks on energy facilities, rising costs of raw materials, materials and energy resources, and a shortage of skilled workers. The article also analyzed the rating of doing business in strategic cities of Ukraine, namely Lviv, Odesa, Kharkiv and Dnipro. Preventive measures were also proposed to reduce business risks in Ukraine under martial law.Among the main recommendations: analysis of the insurance policy and the possibility of asset protection; development of crisis management and evacuation plans; strengthening relations with other companies and authorities to provide support in crisis; analysis of risks in the market and adaptation of production in accordance with changes in demand; development of different planning and budgeting scenarios for different market conditions; diversification of supply chains and search for alternative sources of raw materials; monitoring of financial markets and timely response to changes; development of a strategy to reduce currency risks and other financial losses; development of alternative sources of financing and investments; developing an emergency plan and having alternative suppliers of raw materials; ensuring the stability of infrastructure and transport links; monitoring of global events and geopolitical risks to predict possible supply interruptions; development of emergency power plans and backup solutions - to ensure power supply in case of energy shortage; reducing dependence on centralized energy sources and developing alternative energy sources, etc.

Do instructor beliefs and attitudes matter? Understanding associations between beliefs, attitudes, and practices

A mixed-method approach is used to examine the relationship between university instructors’ practices in blended courses and their epistemological and pedagogical beliefs, and their attitudes toward technology. The study draws from a socio-constructive perspective and uses Fishbein and Ajzen’s belief and attitude theory and applies it to a blended framework. Data were collected using an online survey of 71 instructors, semi-structured individual interviews with 24 instructors and one to four classroom observations of 15 instructors. The interviews were audio-recorded, and the classroom observations were collected via hand-written notes. Data were analyzed via NVIVO 12 and SPSS. Findings explore relationships between instructors’ beliefs around knowledge, hard work and student self-regulation skills to their instructional strategies and involvement of students. The study also looks at instructor use of different technologies in blended courses and explores the connection between their attitudes towards technology and their practices. This study, thus, offers guidance to academic leaders, instructors, developers, and policymakers and has several implications for research and instructor development workshops.

This research aims to see how employees' careers develop at the Gorontalo City Narcotics Agency. The research method used in this research is a descriptive qualitative method. The data used is primary data obtained from interviews with 3 informants. Data analysis in this research uses an interactive model, namely data obtained from interviews, field notes and documentation, by organizing data into categories, describing it into units, synthesizing it, arranging it into patterns, choosing what is important and what is important. will be studied, and make conclusions so that they are easily understood by yourself and others. The results of the research show 1) Career development for Gorontalo City BNN employees are given the opportunity to take part in education and training that is appropriate to the scientific field and also the needs of the BNN organization to strengthen the organization and also improve the work skills of employees at Gorontalo City BNN, 2) Employees at City BNN Gorontalo is given the same opportunity and opportunities in the promotion process by paying attention to employee performance based on the regulations that apply to employees which are carried out objectively and transparently by fulfilling a sense of justice in accordance with the criteria and requirements. 3) Key role in employee career development at BNN Gorontalo City is the leader of the organization other than the individual employee himself, and 4) The obstacles faced by the Gorontalo City BNN in developing the career of its employees are limited human resources, opportunities, unclear career paths and limited achievements.

Labour market skills, endogenous productivity and business cycles

This paper analyses how labour market heterogeneity affects unemployment, productivity and business cycle dynamics. To this aim, we set up a model with asymmetric search and matching frictions across skilled and unskilled workers, and endogenous productivity through R&D investment and intangible capital accumulation. Skill mismatch and skill-specific labour market institutions have three main effects on business cycles and growth dynamics. First, the relative scarcity of skilled workers increases the natural rate of unemployment and reduces total factor productivity with long-run effects on the growth rate of output. Second, skill heterogeneity in the labour market generates asymmetric outcomes and amplifies measures of employment, wages and consumption inequality. Finally, the model provides important insights for the Phillips and Beveridge curves. Incorporating skill heterogeneity leads to a flattening of the Phillips curve as wages and unemployment respond unevenly across skill types. Also, the model generates sideward shifts of the Beveridge curve following business cycle shocks, with the extent of these shifts depending on the degree of skill heterogeneity.

Works for Me: Personalizing Skilled Trade Worker Training via Smart Hand Tools

ABSTRACTThis paper explores an approach for applying Artificial Intelligence (AI) to co‐design smart hand tools to personalize learning for future skilled trade workers in workforce training programs. The purpose of this research is to better understand the perspectives of workers in the skilled trades and to respond with co‐designed socio‐technical interventions that empower workers. The research benefits from a collaboration between The University of Texas at Austin, the City of Austin, and Austin Community College (ACC) and incorporates insights from welding instructors and students, as well as skilled trade workers and supervisors. Social science findings derived from semi‐structured interviews inform tool design implemented by an interdisciplinary research team. The participatory design approach has resulted in two prototypes: a welding simulator that uses Augmented Reality (AR) and an AI‐enabled (smart) rotary tool. This paper has implications for workforce development to address skilled worker shortages. Additionally, it contributes to ongoing research into AI and skilled trade work which is understudied compared to AI and knowledge work.

Extended material requirement planning (MRP) within a hybrid energy-enabled smart production system

A smart production system can be made energy-efficient using renewable energy and is considered to maintain the extended material requirement planning under a logistics system by using radio frequency identification. The tracking technology provides information about products with real-time notification. This study investigates renewable energy usage within a smart production system as renewable energy can contribute to Net Zero Emissions. The logistics framework involves an autonomation technology-based production system, optimum cash flow, logistics, and carbon emissions. Time is an essential influencer for material requirement planning. The model is solved with a Laplace integral transformation, where an associated matrix method is utilized by the input–output analysis. The theoretical concept is elaborated through an illustrative numerical example, where the energy consumption and corresponding net present values are evaluated. Numerical and graphical studies prove the effectiveness of the model for the use of renewable energy within for material planning under a reverse logistics system. The result reveals that efficient renewable energy consumption can save considerable costs and reduce the negative net present value of the system. It is found that skilled workers are worthy of a smart production system, not only in a qualitative aspect but also in an economic aspect.

Aspiration and Capability to Aspire: How Do French Institutions Affect Socio-Occupational Groups?

ABSTRACT How do workers in low-skilled jobs picture their futures? How are aspirations for career reorientation activated? What influence do institutions have on the objectives that individuals pursue? How do various socio-occupational groups approach and manage their future? What are the major differences between skilled and low-skilled workers? These are some of the questions raised after a series of reforms passed in France that aim to make all individuals the genuine agents of their professional lives and pathways rather than being the passive focus of training programmes and employability initiatives. This paper seeks to investigate these issues. Based on Sen's capability approach and the French linked and longitudinal Defis surveys, we contend that French low-skilled workers are more likely to aspire to career reorientation but have less capability to aspire.

The Paradox of Black Incomes in Puerto Rico in the Early Decades of U.S. Colonialism

AbstractThis paper examines racial income inequality in early twentieth-century Puerto Rico. It finds, surprisingly, that Black men had an income advantage relative to White and Mulatto men in 1910–1920. The effect of race on income in Puerto Rico was smaller than that of other covariates such as urban status, sex, and literacy. A comparison with the state of Louisiana and with the United States as a whole in the same Census years shows that Puerto Rico was exceptional by U.S. standards, displaying much lower levels of racial inequality. Most of the income advantage Black men had can be attributed to the fact that they were more urban than Mulatto or White men, but part of this surprising advantage can be attributed to the existence in the countryside of a layer of skilled Black workers. Overall, Black men had equal or slightly higher occupational scores than Whites. The coexistence of slavery with other forms of coerced labor affecting individuals of all races in the nineteenth century, as well as the emergence of a stratum of Black skilled workers which survived into the twentieth century and thrived economically when the sugar industry experienced an explosive boom after 1898, is at the root of Black income equalization in the Puerto Rican countryside and in the island as a whole during the early twentieth century.
