This paper discusses key findings of the Sixth Review Under the Poverty Reduction and Growth Facility (PRGF) for Georgia. Economic performance in recent years has been impressive, with the establishment of macroeconomic stability, a dramatic fiscal turnaround, and remarkable improvements in governance and the business environment. The original targets under the PRGF arrangement have been reached or exceeded. All quantitative performance criteria for the final review were met. Given the authorities’ strong performance, IMF staff supports the completion of the Sixth Review and the request for a waiver.

This paper focuses on Tajikistan’s Sixth Review Under the Poverty Reduction and Growth Facility (PRGF). The program for 2005 has been implemented satisfactorily. All quantitative and structural performance criteria and indicative targets for end-September 2005 were observed, and all outstanding structural benchmarks for 2005 have either been completed or are in the process of implementation. In view of the authorities’ satisfactory implementation of the program during 2005, the IMF staff is recommending completion of the sixth review under the PRGF.

This paper discusses Serbia and Montenegro’s Sixth Review Under the Extended Arrangement, Financing Assurances Review, Request for Waivers of Nonobservance of Performance Criteria, and Proposed Post-Program Monitoring. Program implementation since the fifth review has been mixed, delaying the conclusion of the sixth and final review. Growth in 2005 reflected strong net exports, with an increasing contribution of domestic demand after mid-year. The slow structural transformation of the economy remains a major constraint on potential growth and stabilization.

Performance under the Poverty Reduction and Growth Facility-supported program has been good. All quantitative performance criteria have been met. The economy has coped well with unfavorable external price developments. A substantial reform of the mechanism for determining cotton producer prices is under way. The proposed new producer price mechanism for cotton is an improvement over the previous system. The maintenance of the fuel pricing mechanism, which ensures full pass-through of changes in world oil prices, and steps to privatize the state-owned telecommunication company are major accomplishments.

Sixth Review of the Fund's Data Standards Initiatives - Metadata Standardization in the Data Quality Program

This Supplement describes how the staff proposes to achieve further synergies by mapping the DQAF into the metadata structure of the DQP’s other key component: (3) the data transparency initiatives comprising the Special Data Dissemination Standard (SDDS) and General Data Dissemination System (GDDS).

Sixth Review of the Fund's Data Standards Initiatives

The Data Standards Initiatives, the SDDS and the GDDS, have achieved the goals the Executive Board set in its Fifth Review of July 2003. The staff sees the next three years as a period of consolidating these gains by maintaining the credibility of the SDDS through improved monitoring of countries’ observance of its requirements, and further integrating both the SDDS and GDDS under the Fund’s Data Quality Program (DQP) by aligning their structure with the Fund’s Data Quality Assessment Framework (DQAF). The staff proposes to include no new data categories in the SDDS and GDDS. Instead, the staff proposes to deepen descriptive information on how countries cover oil and gas activities and products in selected existing data categories.

This paper examines Uruguay’s Sixth Review Under the Stand-By Arrangement and Requests for Modification of the Arrangement. The macroeconomic framework is on track, but progress with structural reform remains uneven. Fiscal performance has been better than programmed, reflecting buoyant revenues. The monetary and balance-of-payments targets of the program are being met as well. GDP growth is now forecast at 11 percent in 2004. The restructuring of the public banks and disposal of assets in the bank liquidation funds are moving forward.
