Human Genetics and Financial Services. A Discussion Meeting with Supporting Papers

The Profession held a joint seminar on ‘Human Genetics: Uncertainties and the Financial Implications Ahead’ with the Royal Society of London in September 1996. Papers submitted to that seminar included four from the profession and several from the medical, legal, social and scientific communities.This Sessional Meeting is designed to provide a forum for discussion amongst a wider actuarial audience. The topic is important to the profession, not only in relation to life insurance, but perhaps even more in relation to health insurance. The four papers by the actuarial authors are reproduced, together with a short third party summary of the whole seminar and a more detailed summary by C.D. Daykin of the actuarial, legal and social points raised in the discussions.The meeting takes the form of a panel discussion. Each of the panellists is to be invited to make introductory comments on their papers to update them where appropriate in the light of developments since September 1996 (for example the ABI statement) and will also suggest specific topics for discussion at the meeting. There is then an opportunity for members and guests to raise and debate all relevant issues.

Actuaries and Long-Term Insurance Business

The guide to the profession on this subject first appeared in the Faculty Year Book for 1975-76 and it was discussed at our sessional meeting in February 1976 (and at the Institute's sessional meeting in January 1976). In the time since these meetings there have been changes in the guide and additions to it. No doubt future changes in business conditions in the years ahead will bring forth further amendments. The reasons for devoting another sessional meeting to it at this time are, firstly, to review the manner of its production and to consider what weight it carries, and, secondly, to give members the opportunity of considering the detailed wording of the guide, as distinct from its general intention. The analogy that comes to mind is with an Act of Parliament. The Bill is prepared in a department of government, is drawn up with care and professional skill by parliamentary draftsmen, and receives two readings before the House of Commons when its general aims and intentions are approved: it then moves into the committee stage where, if time permits, every clause is gone over individually to see that it expresses clearly and unambiguously the intention of parliament. It then has its third reading and, if approved, may be expected to go on to become law. The sessional meetings here and in London in 1976 correspond in this analogy to the first two readings of the Bill, and they showed that the intention of the guide and its general terms had the approval of the profession.

International Symposium on Water‐Rock Interaction

The International Association of Geochemistry and Cosmochemistry and the Geological Survey Prague have organized sessional meetings to be held in Prague, Czechoslovakia, September 9–13, 1974, followed on September 14–17 with a field trip to sources of CO2‐rich waters in the northwestern part of the Bohemian massif. The symposium will consider such diverse topics as criteria for distinguishing thermal and mineral waters of different origins; dilute, low temperature water‐rock interactions in relation t o weathering and nutrient migration;; experimental, kinetic, and computer modeling of water‐rock interaction and fluid compositions, active geothermal systems;water‐rock interactions in magmatic and metamorphic environments; and interstitial waters, diagenesis, and membrane filtration. Other relevant subjects may be considered if time permits.

That there has been a flood of this type of case in recent years—a flood which shows no signs of abating —must be manifest to all. In a paper “Food Sampling: Changing Trends” presented to a Sessional Meeting of the Royal Society of Health last March, Dr. H. Amphlett Williams, public analyst, tabulated a comparison of prosecutions in England and Wales reported in this Journal for five years before the War (1936–40) with five years since (1956–60). This showed that in the first period, “foreign body” cases were non‐existent compared with 37 per cent of total cases reported in the second period. It also showed that cases concerned with adulteration were 39 per cent of the total and milks, in particular, 41 per cent compared with 12 and 16 per cent respectively for the post‐war period.

Industrial Assurance and the Collecting Friendly Society Today

Although two papers on industrial assurance by K. J. Britt (T.F.A.21, 265 and 26, 200) have been submitted to the Faculty of Actuaries in recent years there have been no similar discussions of this business at Institute sessional meetings. In addition, papers by G. W. E. Allaway (J.S.S.13, 1) and by K. F. Gardner (J.S.S.13, 22) have been published by the Students' Society, but in none of these papers have the particular problems of collecting friendly societies been fully considered. The industrial assurance funds of societies represent approximately one-fifth of all such funds in this country, and this paper is therefore intended to be complementary to those above-mentioned, to introduce current actuarial problems of collecting friendly societies, and to provide a vehicle for general discussion of industrial assurance.

Physical oceanography

The International Association of Physical Oceanography held meetings for the presentation of papers each day, July 26 to August 5, inclusive. Business meetings were held on July 26 and August 2. The Presidential address was presented on the morning of July 27 (see under Sessional Meetings.)The first plenary session of the IAPO was concerned primarily with the reports of the scientific committees, the re‐appointment or the appointment of new members to the committees, submission of national reports, a discussion of administrative matters and presentation of papers. The following Committees reported: Tides; Mean Sea Level; Oceanographic Observation from Weather Ships; Bibliographic Classification; Geophysical Year, Current Measurements; Bathymetric Charts and Chemical Oceanography. It was proposed that committees on Radiant Energy in the Sea, Marine Littorals, Nomenclature of Minor Bathymetric Features be organized. An ad hoc committee for each was appointed. The union requested IAPO to make recommendations concerning World Data Centers, and an ad hoc committee consisting of Deacon, Bohnecke, Hela, Carruthers, Smed, Lyman, and Kolesnikov was appointed.

Some Thoughts on Annuity Business

When closing the discussion on the Finance Act, 1956, at the Sessional Meeting held at the Institute in November 1956, A. G. Simons commented that the Act would take a little while to settle down and really be appreciated, and it was a pity, therefore, that some of the younger members of the Institute had not given their views, because they were the ones who would have to handle it in the future.If the thoughts expressed in this paper encourage a lively discussion amongst the younger members then it will have achieved its object.

Minutes of the Opening Session and Business Meetings Entomological Society of America

The meeting was called to order at 9:30 a.m. by President B. A. Porter in the Grand Ball Room of the Hotel New Yorker. The invocation was given by Oliver I. Snapp, Representative-Elect to the Governing Board from the Cotton States Branch. Preliminary announcements were made by the Executive Secretary, R. H. Nelson. He emphasized the need for member's placing their orders for the Annual Review of Entomology prior to the December 1 deadline each year. Such orders reflect to the financial advantage of the Society as was detailed in the June 1955 BULLETIN in an article by E. A. Steinhaus.

The Practical Interest Shown in Institute Affairs by Fellows of the Institute of Actuaries. A Comparison of the Period 1920–39 with 1880–99

The opinion is expressed sometimes that of recent years less interest has been taken by the profession generally in Sessional meetings of the Institute, and in the preparation of original contributions for theJournal. It is urged that actuarial subjects have been fully covered by earlier writers, and that in consequence a narrowing field for active interest exists.The object of this paper is to examine the statistics available and, if possible, to decide whether the views stated above are justified. For this purpose two main ‘yard-sticks’ will be used.
