Homeless Men and the Work Ethic

This article discusses policy development and service delivery issues for homeless men. Data from a statewide study of 793 homeless men are analyzed to identify disability and dependency levels. Three groups are defined: about a quarter are severely disabled; a third need a moderate range of services; and the remainder are displaced from the work force but capable of independence. Clearly, homeless men are not a single population, different levels of intervention are suggested.

Working with the Homeless: The Psychiatric Resident's Experience

The latter years of the twentieth century have witnessed a phenomenon unparalleled since the depression of the 1930's. Legions of homeless, disadvantaged, often mentally ill poor have emerged thronging cities, crowding public places and presenting perplexing complex, social, political, economic, and medical/psychiatric service delivery issues ( I ). Counting the homeless, and among them the mentally ill homeless, is a task fraught with difficulty, as some studies have illustrated (2 ,3). Estimates of mental illness among the nation's homeless range from 10% to 70% (4). In the District of Columbia, there are an estimated six to seven thousand homeless. Of these, in 1988, 36% were felt to be mentally ill (5).

Elderly Consumers and Social Care Policy

The development of social care policy for elderly Australians is proceeding with little regard for the preferences and perspectives as expressed by the elderly themselves. The likely consequence is a continuation of policies based largely on other people's assumptions about what elderly people actually need and the extension of service categories into which many elderly people do not easily fit. Discussions with 71 elderly consumers during 1983 in Queensland established that they have input to make into policy and service delivery issues such as the provision of information on services, the determination of needs, the extension of choices between alternative services and choice of appropriate service providers. Social care policy should not continue to develop around singular and untested assumptions concerning what elderly people need and prefer.

Delivering Mental Health Services to Ethnic Minorities: Ethical Considerations

Clinical psychology is currently seeing an increased awareness of ethnic minority issues in mental health service delivery. The Christian psychological literature however has been largely silent on these issues. Posited are responses by Christian mental health professionals and the church that address the mental health needs of ethnic minorities. Theological input that informs ethical human response includes Barth's call for ethical human action based upon the commands of God, the neighborly love ethic, and Jesus’ model of ministry. Roles and recommendations are proposed for mental health professionals and the church in their efforts to deliver services to ethnic minorities.

The Current Status of Classification, Assessment, Programming, and Service Delivery Issues Relating to Children with Externalizing Behavior Disorders in the School Setting

Children who are classified as either emotionally disturbed or behavior disordered appear to stress school systems perhaps more intensely than any other handicapping condition. The behavioral characteristics of this population of students are extremely aversive to peers and adult social agents (teachers, parents) who must interact with them on a daily basis. Frequently, these children disrupt the instructional process for themselves and others, defy the teacher, and engage in forms of social behavior that are considered either inappropriate to the school setting (tantrumming, disturbing others, fighting) or are severe violations of social norms (stealing, self abuse).

Behavioural Concepts and Treatments of Neuroses: Comments on Marks and Wilson

Marks (1981) recently argued that behavioural psychotherapy had few practical, theoretical or historical links with theoretical and experimental psychology. This paper attempts to elaborate some of Wilson's (1981) arguments against this view and cites some additional British evidence in support of these arguments. Wilson's consideration of the issue of service delivery appears unsatisfactory and the suggestion is made that behavioural psychotherapy be taken out of the medical arena and placed within a rationalized therapeutic service independent of the present medical–sychological–social work structures.

Education of Visually Impaired Children in the U.S.A.: Current Issues in Service Delivery

Abstract This paper discusses current issues in the education of visually impaired children in the U.S.A., with emphasis on appropriate educational placement. A review of recent literature suggests that a dichotomy exists between advocates of public school and residential school programs, with differing interpretations of how Public Law 94‐142 will ultimately affect educational placement of the visually impaired. The author concludes that both types of programs will continue to operate and that cooperation between public and residential schools may increase thus creating a favorable climate for the provision of a continuum of appropriate educational services for visually impaired children.

The geography of medical care delivery: an historical perspective

A weakness of research into urban service delivery has been its ahistorical approach. Historical geographers, on the other hand, have neglected the issue of urban service delivery. This paper illustrates the influence and interaction of urbanization, professionalization and public policy on urban service delivery using the example of medical care in Britain.

An Early Intervention Training Model

The authors describe a professional training program in the field of Early Intervention for Master's level students, at Wheelock College, Boston, MA. Specific roles and competencies are discussed in the context of the rationale for their selection as a focus for training in Early Intervention. An overview of core-curriculum is provided along with a discussion of some critical training and direct service delivery issues.

Community mental health in rural schools: A demonstration project

A pilot program was initiated by a rural community mental health center in which staff went into the local junior and senior high schools to provide personal-problem-oriented counseling services to students. Results of the program suggest that students perceived their problems as serious, that they found counseling interventions helpful, that they favorably perceived referral to a mental health professional, and that students desired the availability of such services within the school environment on a regular basis. Conceptual and service-delivery issues are discussed within the context of a preliminary model for mental health-public school collaboration in the delivery of counseling services to students in rural areas. Suggestions for future research are noted.

Decisions Made in Educational Placement of Handicapped Children

The informational inputs of teachers, educational psychologists, and school social workers to the decisions made in special educational placement were first studied separately in order to discover what variables played a part in group decisions about handicapped children. Next, stepwise multiple regression of classroom behavior items, school performance items, child characteristics, and family characteristics yielded 11 items which contributed most to the variance accounted for (r2 = .462). The findings about educational classification of handicapped children supported a multidisciplinary approach to the service delivery issues raised by PL 94-142, the Education for All Handicapped Children Act.

A Comparison of Technical and Ethnographic Approaches in the Evaluation and Planning of Professional Fire Services: Tinkering with Success

Public service evaluation is increasingly important. Technical approaches, alone, are insufficient to meet new demands for analysis and planning in a political environment. This paper examines the problems of technical analysis in the professional fire service and presents an alternative approach—ethnographic analysis. It is found that the ethnographic approach reveals new insights for the fundamental planning issues of location, community participation, service delivery, and cost-effectiveness. These findings suggest that both quantitative and qualitative evaluations can be useful in public service policy making.
