ИСПОЛЬЗОВАНИЕ СПЕЦИАЛИЗИРОВАННОГО ПРОГРАММНОГО ПРИЛОЖЕНИЯ ANKI ВО ВРЕМЯ САМОСТОЯТЕЛЬНОЙ ПРОФЕССИОНАЛЬНОЙ ИНОЯЗЫЧНОЙ ПОДГОТОВКИ БУДУЩИХ ОФИЦЕРОВ-ПОГРАНИЧНИКОВ К СДАЧЕ ГОСУДАРСТВЕННЫХ ЭКЗАМЕНОВ

Usage of Anki specialised program application during cadets’ independent foreign language professional training at the National Academy of the State Border Guard Service of Ukraine named after Bohdan Khmelnytskyi who study on specialty «State border security and protection» according to the first (bachelor) level of training of higher education for passing state examinations has been revealed in the article. Special attention is given to working out of teaching material (vocabulary decks and cards) for the future border guard officers` training according to the following sections of Anki program: studying of nouns, adjectives, pronouns, verbs, word combinations, expressions for interviewing of foreign citizens, etc.

TOPICALITIES AND PROBLEMS OF IMPLEMENTING FORESEEN MEASURES AND PROPOSALS IN THE INTEGRATED BORDER MANAGEMENT CONCEPT OF THE REPUBLIC OF LATVIA FOR 2013-2018

The concept is a document that is taken every 10 years on average, and which provides the direction in which the authority will operate. The integrated border management concept of the Republic of Latvia in the strict sense refers to the Latvian State Border, but due to the fact that the state border security also participates in the implementation of other law enforcement institutions such as the National police, the Customs, the Food and veterinary service, this document explicitly bound by them. Near state border operating all of the above bodies, each in their field and direction, but generally it refers to the state security. There is a separate document that provides for the development of the State border guard in action, and is the integrated border management concept, which is also a development document, but refers to the State border guard and several institutions operating in the border area. This concept contains different types of measures, each of which is an important element of the Latvian State border security. This article is intended to acquaint the implementation concept and how it is executed at the beginning of 2016, i.e. the implementation of the concept of the middle way. Article tasks are to compare the previous concept with currently implemented; analyse the measures that shall be implemented, as well as the reasons for non-implementation and consider possible solutions. The article will be used in the description, comparison, analysis methods. In conclusion, the author wants to find the answer to a question or concept helps the body grow, or however it is a formal document.

POSSIBILITIES OF IMPROVEMENT THE PREPAREDNESS OF OFFICERS OF THE BORDER CONTROL AND IMMIGRATION CONTROL STRUCTURAL UNITS OF THE STATE BORDER GUARD FOR SCHENGEN EVALUATION ON-SITE VISITS

The aim of the research is evaluation of the present situation in Latvia concerning the preparedness of officers of the border control and immigration control structural units of the State Border Guard for Schengen evaluation on-site visits, examination of its legal regulation and practical aspects. In the research the scientific information about the Schengen evaluation historical development is summarised, its principles and mechanisms are reviewed, as well as its significance in the state border security is defined. The topicality of the theme is defined by the fact that in Latvia the regular Schengen acquis application evaluation started in July 2012 and it completed in May 2013. In practice the Member States’ evaluations are implemented on the basis of multiannual and annual evaluation programme. The next planned evaluation is foreseen in 2018. The new evaluation mechanism gave the possibility of organisation of unannounced evaluation on-site visits aiming at getting clearer picture of the present situation and working out recommendations for further actions to remedy any deficiencies in the external border control. It is obvious that the largest responsibility in Schengen acquis application enters the scope of competences of the institutions subordinate to the Ministry of the Interior, namely, the State Police and the State Border Guard. The issues of the research indicate how important and necessary is the complex approach to ensuring of Schengen evaluation on-site visits – both announced and unannounced – implementing the integrated border management in the general context of the European Union and contributing to the common state security in the European Union. In the research it was concluded that the State Border Guard implements a range of actions in accordance with its competence in the field in question, thus ensuring realisation of requirements on the corresponding level.

Application of Object Detection and Tracking Techniques for Unmanned Aerial Vehicles

In this research, the information captured by Unmanned Aerial Vehicles (UAVs) are eminently utilized in detecting and tracking moving objects which pose a primary security threat against the United States southern border. Illegal trespassing and border encroachment by immigrants is a huge predicament against the United States border security force and the Department of Homeland Security. It becomes insurmountable to warranty suspicious behaviour, monitoring by human operators for long periods of time, due to the massive amount of data involved. The main objective of this research is to assist the human operators, by implementing intelligent visual surveillance systems which help in detecting and tracking suspicious or unusual events in the video sequence. The visual surveillance system requires fast and robust methods of detecting and tracking moving objects. In this research, we have investigated methods for detecting and tracking objects from UAVs. Moving objects were detected using adaptive background subtraction technique successfully and these detected objects were tracked by using Lucas-Kanade optical flow tracking, Continuously Adaptive Mean-Shift tracking based techniques. The simulation results show the efficacy of these techniques in detecting and tracking moving objects in the video sequences acquired by the UAV.

Definition of indicator provide radio communication in solving problems of route planning performance of duty border patrol

Information component plays a very important role in the organization of the state border security today. Geographic information systems can efficiently and reliably store and process the information. This article proposed to use probability indicator to account for the presence of radio communications in the construction of routes duty border patrol. The proposed probabilistic index takes into account the following factors: the probability that the distance does not exceed the maximum allowable, and the probability that a random relief between the correspondents does not overlap the first Fresnel zone and the probability of exceeding the signal level at the receiving point in the performance preconditions.

Mexico–United States Border Security: From a Bilateral to a Truly Binational Policy Process

This study advocates for a transformative expansion of collaboration between the governments of Mexico and the United States directed at enhancing security in the border region. Protecting security on both sides of the border should be the top priority of all collaboration efforts. With a binational narco‐crisis and the border functioning as a buffer zone, there is a need to bring new ideas forward in ameliorating the externalities produced by the international narcotics and weapons trade. The authors argue that there is no “lesser crime” and that all illegal activity strengthens organized crime in the end. They identify major security problems, prior attempts at remedy, and a roadmap to shared work in formulating and implementing prescriptions. Advocated here is a need for strong border coordinators in each country—based on the border but reaching into the national capitals—that will share staff, resources, planning responsibilities, and intelligence.

Border Security Technologies: Local and Regional Implications

AbstractThe Bush administration's “Smart Border” accords with Mexico and Canada present a number of important implications for North America's border communities and regions. As part of the plans, new security technologies have emerged as the preferred policy solution to the difficult problem of screening for weapons and terrorist incursions into the United States through its international boundaries while maintaining flows of goods and individuals, key drivers of globalization and hallmarks of the North American Free Trade Agreement (NAFTA) era. These new technological systems have various capabilities, ranging from prescreening cargo to identifying problematic travelers to detecting nuclear material in trucks. Deploying these systems in border communities, however, invokes a range of important economic, social, and political challenges, all of which are under examination in this work. Using a risk‐centered approach to United States border security, this article explores several technologically oriented border control systems: screening, biometrics, and information technology. The research is based on regional field research and a public policy analysis method that uses Birkland's “focusing event” framework, a model that provides insights into the postcrisis policy formation process. The article concludes by offering an initial appraisal of these policies within the context of risk, interdependent border communities, and an open democratic society.
