Analysis of Trends in the Global Energy Market from the Standpoint of Ensuring Economic Security of the Russian Federation

The energy sector has traditionally been one of the key components of the economic security of the Russian Federation. The importance of the energy sector for the country’s economic security is evidenced by the tasks for its provision, defined in the Strategy for Economic Security of the Russian Federation for the period up to 2030. At the same time, the growth of variability of the parameters of the external environment, determined by the continuing complexity of the geopolitical situation in the world, requires continuous updating of the main trends in the development of the world energy market based on an analysis of the factors determining them in the interests of developing a timely and adequate response to the ongoing changes in the strategy for the development of domestic energy, which predetermined the choice of the research topic, which has undoubted relevance. The purpose of the presented studies is to analyze the factors determining the main trends in the development of the world energy market in the interests of ensuring the economic security of the Russian Federation and the effective development of the domestic energy sector by developing rational strategic decisions based on current and forecast assessments. The scientific novelty of the obtained results lies in identifying a set of factors that determine the main trends in the development of the global energy market, demonstrating that the restraining factors in the development of innovative (alternative) energy sources are the overestimation of their capabilities (in terms of quality and price), as well as the overestimation of the prospects for implementing the green energy policy in combination with measures to stimulate its development, on the one hand, and the underestimation of the impact on the availability of traditional energy sources as a result of global warming, on the other hand. The practical signifi cance of the obtained results lies in expanding the possibilities of analyzing the infl uence of various factors on the main trends in the development of the global energy market on the problems of ensuring the economic security of the Russian Federation, allowing, taking into account the presented forecast estimates, to develop rational management decisions within the framework of adjustments to the technologies for implementing the Energy Strategy of the Russian Federation.

Family Poultry Farming in Sri Lanka: An Integral Component of Protein Security, Poverty Alleviation and Public Health.

Family poultry farming plays a crucial role in ensuring protein availability and household income, particularly in low-income families. This study investigates the knowledge, attitudes and practices of family poultry farmers regarding poultry diseases, biosecurity and vaccinations. The research involved surveying 150 farmers in a selected area in Sri Lanka's western province, revealing significant knowledge gaps, particularly in understanding poultry diseases, their causes, transmission pathways and potential impacts on humans. Most respondents demonstrated a lack of familiarity with biosecurity practices, with only a small fraction accurately identified recommended measures. Among the total respondents, only 16.7% were familiar with the term 'biosecurity'. Additionally, only 29.3% recognized that family poultry could pose a threat to public health. A significant majority (84.67%) admitted to not knowing which diseases could be effectively prevented through vaccination, and 80% of respondents had never vaccinated their birds. These findings highlight the challenges faced by family poultry farmers due to their limited understanding of crucial aspects of poultry management. The study underscores the need for government intervention and policy development to address these issues. Education and training programmes are essential to enhance farmers' awareness regarding disease control, biosecurity measures and the benefits of vaccination.

Protecting Cloud Computing Environments from Malicious Attacks using Multi-factor Authentication and Modified DNA Cryptography

Introduction: Cloud computing has become an essential technology for data storage and sharing, but security concerns remain significant challenges. Authentication is one of the critical components of cloud security. Various authentication schemes have been proposed to ensure the confidentiality and integrity of cloud data. Method: This research paper reviews the state-of-the-art three-factor authentication schemes based on smart cards, biometric authentication, and elliptic curve cryptography. The paper also presents a comprehensive overview of DNA cryptography algorithms, which have recently gained popularity due to their unique features in cloud data security. The paper further compares the DNA cryptography algorithms and discusses their advantages and disadvantages in terms of security and performance. Results: Finally, the paper proposes an efficient and secure DNA-based authentication scheme for cloud computing. This scheme is validated using all these types of data, and its performance is evaluated in terms of encryption and decryption times. Decryption takes 60 seconds on average and encryption 40 seconds on average. Conclusion: As a final evaluation, it establishes that the proposed system can provide secure cloud services.

UNDERSTANDING THE CRITICAL ROLE OF INFORMATION ASSURANCE IN MITIGATING CYBERCRIME RISKS

Cybercrime has become a pervasive global issue, causing significant financial, emotional, and societal harm to individuals, organizations, and governments. This paper investigates the importance of Information Assurance (IA) as a comprehensive strategy to mitigate risks associated with cybercrime. Unlike traditional cybersecurity, IA addresses broader dimensions such as the confidentiality, integrity, availability, authentication, and non-repudiation of information. These principles collectively ensure that data remains secure, accurate, and accessible to authorized users while preventing unauthorized access and manipulation. The study explores foundational aspects of IA, highlighting its role in risk management and compliance with regulatory requirements like GDPR and HIPAA. It emphasizes the integration of advanced technologies such as encryption, firewalls, artificial intelligence, and blockchain to protect sensitive data and enhance system resilience. Furthermore, the human factor is critically examined, recognizing that errors, negligence, and insider threats often pose significant challenges. Training programs and fostering a culture of security awareness are presented as key measures to mitigate these vulnerabilities. Emerging cyber threats, including phishing scams, ransomware, and identity theft, underscore the growing sophistication of cybercrime. This paper analyzes the economic impact of such threats, which caused an estimated $8 trillion in damages globally in 2023. By adopting robust IA strategies, organizations can build trust with customers, ensure compliance, and maintain operational continuity. Despite challenges such as high implementation costs and rapidly evolving cyber risks, IA remains an indispensable component of modern information security, supporting both organizational resilience and national security in an increasingly digital world.

Attaining Livelihood Security through Horticulture Development in Karnataka, India

The present study aimed to assess the overall impact of horticulture development on farmers' livelihood security in Karnataka. Livelihood security was analysed in terms of expenditure on food, education, and health across different farming systems. Primary data were collected from 180 growers from two taluks of the Vijayapur district, India. Looking into the farming system, the analysis revealed a higher income from horticulture crops should culminate in the secured livelihood of farm households. In the case of the study area, no discernible pattern was noticed in expenditure on food items across different farm families in three types of farming systems. The expenditure on food intake was Rs. 9154, Rs. 9931, and Rs. 9728, respectively, in high-investment farming systems, medium-investment farming systems, and low-investment farming systems, respectively. In respect of other components of livelihood security, namely education and health, it was observed that low-investment farming systems and high-investment farming systems spent more on education. In respect of expenditure on health, farms in low-investment farming systems had spent more on this as compared to the other two categories. Thus, it is clear that higher income from horticulture enterprises enabled farmers to spend more on livelihood components.

An Efficient Steganography Method Based on Chaotic Functions and XOR Operation for Data Hiding

The advancing technology and digitalizing world have increased the importance of secure data transmission. Steganography, a technique that ensures secure data communication, is a critical component of data security. Derived from the term meaning "hidden writing" in Turkish, steganography is based on the principle of embedding the data to be hidden into a carrier medium. While historically applied using primitive methods, steganography has transitioned to the use of modern techniques and methods in today’s digitalized era. In this study, a steganography method based on chaotic functions and the XOR operation is proposed. The proposed method consists of two stages. In the first stage, data embedding, the data to be hidden is first converted into binary format. This binary data is then subjected to an XOR operation with a tent map sequence. The resulting final data is embedded into a grayscale image by determining its embedding positions using a logistic map. In the second stage, data extraction, the embedded message is retrieved using the logistic map, and the extracted message is XORed with the tent map to recover the original data. The effectiveness of the proposed method was evaluated using commonly employed metrics such as PSNR, MSE, and SSIM on images in the literature. The results demonstrate that the proposed method offers a robust structure against steganalysis techniques while ensuring critical security parameters.

Clean and affordable water is an integral part of life. Millions of people on the planet do not have access to clean fresh water. As you know, Kazakhstan belongs to the countries that are largely experiencing a shortage of water resources, including due to climate change. In conditions of scarcity and fragility of water resources, the problem of water security is considered as a component of the national security of the country, since it combines the problems of food, energy, climate, environmental and general human security. The purpose of the research of the scientific article is to consider the problems of ensuring the availability and safety of drinking water, to assess the quality of drinking water in the regions of Kazakhstan. The problems of providing the population of the Republic of Kazakhstan with safe drinking water are considered, the results of assessing the quality and level of drinking water supply by its regions are presented.

Advanced Design Validation Planning Techniques for Commercial Vehicle E-Axles

<div>Design validation plays a crucial role in the overall cost and time allocation for product development. This is especially evident in high-value manufacturing sectors like commercial vehicle electric drive systems or e-axles, where the expenses related to sample procurement, testing complexity, and diverse requirements are significant.</div> <div>Validation methodologies are continuously evolving to encompass new technologies, yet they must be rigorously evaluated to identify potential efficiencies and enhance the overall value of validation tests. Simulation tools have made substantial advancements and are now widely utilized in the development phase. The integration of simulation-based or simulation-supported validation processes can streamline testing timelines and sample quantities, all the while upholding quality standards and minimizing risks when compared to traditional methods. This study examines various scenarios where the implementation of advanced techniques has led to a reduction in the e-axle design validation plan (DVP), particularly in relation to the start of production (SOP) decision-making quality gates.</div> <div>Many DVPs incorporate tests in a specific order to enhance the validation impact of each sample and to guarantee that preconditioning tests are implemented when necessary. An instance of preconditioning is subjecting a system to thermal cycling. Thermal cycle preconditioning ensures that the sample accurately represents a real-world system when undergoing sealing-related tests, such as ingress protection testing according to ISO 20653 [<span>1</span>]. Assessing the necessary thermal cycling to “bed-in” a sample would be highly elaborate using a physical sample, but it is a straightforward aspect to extract from modern finite element analysis (FEA). A case study will be presented to evaluate the minimum required thermal cycling and determine the cost savings for the DVP.</div> <div>Furthermore, the validation supported by simulations will be showcased in the context of accelerated lifetime testing. Often, accelerating such tests necessitates a balance between the distribution of damages and the overall testing duration. By incorporating safety factors from simulations as an initial input, the distribution of damages can be adjusted to allow for some over-testing on more secure components, thereby reducing the overall testing time.</div> <div>Efficiency assessment will additionally be considered for virtual validation due to the complexity of the measurement and data acquisition, contributing to measurement uncertainty. Furthermore, simulation-based validation will be considered for the case of lubrication testing, which can be hampered by a largely qualitative assessment criteria.</div> <div>Overall, these scenarios will be evaluated for their potential to streamline the overall DVP process in terms of testing time, sample quantity, and critical path duration. This underscores the potential benefits of leveraging advanced DVP techniques for cost and time savings.</div>

Public-private partnership in the field of cybersecurity

The article provides a comprehensive analysis of the legal framework for public-private partnership relations in Ukraine. The author considers the main conceptual approaches to understanding the concept of “public-private partnership”, which allows clarifying its legal nature as a form of cooperation between public authorities and private entities to solve socially important tasks. Particular attention is paid to the historical and legal grounds for the emergence of public-private partnership, which is the result of a long process of evolution of relations between the State and private entities in the context of jointly addressing key socio-economic issues. The author identifies a number of problematic aspects which complicate the effective implementation of public-private partnership mechanisms in economic relations in Ukraine. In particular, these include imperfections in the legal framework, insufficient transparency of the procedures for concluding public-private partnership agreements, limited financial resources and low level of trust between public authorities and private partners. The article proposes ways to improve domestic legislation, in particular, to clarify the procedural support for the implementation of public-private partnership projects, increase transparency, and introduce clear mechanisms for monitoring the fulfillment of the terms of such agreements. The author analyzes in detail the peculiarities of legal regulation of public-private partnership in the field of cybersecurity in Ukraine. It is shown that domestic practice is still at the stage of formation, which requires the introduction of a systematic approach to the development and implementation of relevant projects. The relevance of this area in the context of ensuring Ukraine’s cybersecurity and integration into the European and international cyber defense system is determined. Specific recommendations for improving current legislation are proposed, in particular, to strengthen legal guarantees for partnership participants, develop mechanisms to encourage the private sector to participate in public-private partnership projects in the field of cybersecurity, and implement best practices in cyber risk management. Thus, the article not only summarizes the current state of development of public-private partnerships in Ukraine, but also identifies priorities for its improvement, especially in the field of cybersecurity, which is a key component of national security in the face of current challenges.

Transaction Cost Analysis of ASEAN Food Security Cooperation on Rice Commodity

Food Security Cooperation was implemented by ASEAN through the ASEAN Economic Community (AEC), focusing on regional market integration. The food security index of its members has not been strengthened beyond the global index through this cooperation. "Special consideration," particularly concerning rice, has consistently hindered food security cooperation. Rice, being a major component of regional food cooperation and security, necessitates this explanative analysis using Transaction Cost Theory to examine the weaknesses of ASEAN Food Security Cooperation within the regional market context. Through the AEC, a nested pattern and cluster of food security issues were established by ASEAN as a key for market-based analysis. However, the failure to establish side-payments resulted in difficulties in reducing the transaction costs associated with sensitive commodities such as rice. A new perspective on sensitive commodities in the context of regional market food security cooperation is provided by this analysis. It is concluded that the weakness of food security cooperation within the regional rice market context is due to ASEAN’s inability to create side-payments and manage transaction costs that could support regional negotiations regarding rice.

SECURING THE RESILIENCE OF CRITICAL INFRASTRUCTURE IN UKRAINE AMIDST CONTEMPORARY CHALLENGES

The resilience of critical infrastructure is a crucial component of national security and state development. The dependence of modern societies on the effective functioning of such objects as energy systems, transportation, communications, water supply, and other vital infrastructure necessitates ensuring their resilience to various threats. The levels of criticality have been identified, and a distribution of infrastructure objects based on their criticality criteria has been proposed. The article defines the main factors that influence the resilience of critical infrastructure, including vulnerability, risks, recovery mechanisms, adaptability, security, social and economic aspects, as well as the role of intersectoral coordination. The importance of flexibility and adaptability in crisis situations is highlighted for the rapid restoration of infrastructure functioning after catastrophic events, whether natural, technological, or terrorist attacks. One of the key areas identified is the study of critical infrastructure resilience assessment, based on a multi-factor approach that includes the analysis of both technical and social aspects. Among the most important factors influencing infrastructure resilience are the development of cybersecurity technologies, the adequacy of legal norms, and the capacity for infrastructure to adapt to new threats. Taking these factors into account not only allows for assessing the current level of infrastructure resilience but also helps identify the most vulnerable areas that require enhanced protection and timely intervention. The identification of recovery and adaptation mechanisms is a critical aspect for ensuring the continuous functioning of critical systems during emergencies. The article also presents possible directions for resilience assessment that contribute to more accurate forecasting of potential risks and the development of effective strategies to ensure the stability of critical infrastructure objects. The conclusion emphasizes the importance of a differentiated approach to developing resilience measures based on the criticality criteria of the respective infrastructure objects.

Strategic principles of ensuring food security in the conditions of the legal regime of martial state: organizational and legal aspect

The factors, threats and challenges affecting the state of ensuring food security are identified. It was emphasized that Ukraine is the world's granary and a global donor of food. The role and significance of food security as an important component of national security in the conditions of the legal regime of martial law is detailed. The organizational and legal principles and features of the development and functioning of domestic agriculture in the conditions of russian military aggression are summarized. Concepts of state agrarian policy in a special period are defined. The analysis and interpretation of the basic provisions of the Food Security Strategy of Ukraine were carried out. The purpose, tasks and priorities of the Food Security Strategy of Ukraine are detailed. The directions for the formation of the food reserve in the conditions of martial law and directions to overcome the negative consequences for agriculture in connection with climate changes are outlined. The directions of improvement in the field of ensuring food security in the conditions of the legal regime of martial law have been determined.

Short-term stock indices as a tool for assessing and forecasting scientific and technological security

Objectives. Ensuring scientific and technological sovereignty, defined as one of the objectives of the Concept of Technological Development for the period until 2030, approved by the Order of the Government of the Russian Federation No. 1315-r dated May 20, 2023, implies the use of effective mechanisms for managing the country’s economy. Under contemporary conditions, technology is a crucial element in the country’s economic development and a key component of scientific and technological security. Thus, the aim of the present work is to develop existing methods for analyzing economically significant information relating to the monitoring and diagnostics of scientific and technological security at the meso- and macrolevels.Methods. The developed method for scientific and technological security level monitoring and forecasting, which is based on the dynamics analysis of the values of corporate securities, includes economic and statistical analysis methods, machine learning and time series analysis tools.Results. The approach towards information processing and enhancement of analysis mechanisms in managerial decisions, which relies on diagnostic, analysis, and forecasting tools for socioeconomic system scientific and technological security, is based on information-processing, economic, and mathematical methods. The presented results constitute a developed method for the analysis of systemically important enterprises stock indices, supporting research and development to assess and predict scientific and technological security dynamics at meso- and macro levels of the economy. In order to verify the methodology, a numerical experiment was carried out using statistical data from systemically important companies.Conclusions. The developed methodology is aimed at improved managerial decision-making accuracy and speed when solving problems connected with scientific and technological security underpinning socioeconomic systems. The experimental results quantitatively confirm the significant contribution made by systemically important companies to Russian Federation’s scientific and technological security ensuring.

Risk Management as Element of Economic Security in Companies Working with Digital Technologies

The article shows the essence of economic security and identifies its key elements, the general classification of threats to economic security is provided. Special attention is paid to information security as a key component of economic security in IT companies. The authors study the notion of digital infrastructure in the company and highlight key threats to information security and ways of its provision. The researchers focus on necessity to use complex and systemic approaches to providing information security. Principle methods of providing information security were analyzed, including legal, technical and organizational. At the same time advanced technologies of information protection were mentioned, such as blockchain, big data, artificial intellect, computer learning, and neuron nets.

The goal of the study is the scientific substantiation of the criteria for the use of fertilizers safe for the health of the population in soil restoration with the implementation of European requirements for the quality of organic materials in order to implement the decision of the National Security and Defense Council of Ukraine “On measures to increase the level of chemical safety in the territory of Ukraine” (clause 2.3), put into effect the Decree of the President of Ukraine dated March 19, 2021 No. 104/202/ Objects and methods of research. The objects of the research are the physical, chemical and sanitary-toxicological indicators of fertilizers (reports of own research of past years), the conditions of their use according to the nature of the action according to the regulatory and technical documentation agreed in previous years. The work was carried out by the method of hygienic analysis of available data and comparative sanitary-hygienic assessment of the features of the impact on the soil using the analysis of literary data. The research used data from its own laboratory instrumental studies, performed according to approved methods on certified equipment. Research results and discussion. Currently, reclamation measures to restore the state and fertility of the soil are extremely important, they are a guarantee and one of the most important components of the country's food security. The amount of nutrients available to plants in the soil is constantly decreasing, and therefore the main measure to increase productivity in agriculture is the application of various types of fertilizers: mineral, organo-mineral, organic and complex. Fertilizers have the main function of creating optimal harmonic ratios between nutrients in the soil. Based on the analysis of indicators of the main mineral (synthetic) and organic groups of fertilizers, signs of their influence on the condition (structure, physical and chemical properties, fertility) of the soil were established. When using fertilizers (nitrogen, phosphorus, potassium), the yield of cultivated agricultural plants increases significantly, but the mobility of nutrients and exchangeable forms of calcium and magnesium in the soil increases dramatically, which disrupts soil processes, in particular, increases acidity, deteriorates physical, physical, chemical and microbiological properties. Long-term application of fertilizers as nutrients leads to deterioration of soil fertility and changes in their structure. Unlike synthetic fertilizers, organic fertilizers work to improve and restore depleted lands, which leads to improved conditions for plant growth. The greatest advantage of organic fertilizers is a positive natural effect on soil quality indicators, since the introduction of organic substances increases the soil's ability to retain moisture, promotes the restoration of colonies of agronomically useful microorganisms and adds the main nutrients (N, P2O5 and K2O) in a plant-friendly form. For soils affected by military actions, the most effective fertilizers are organic fertilizers, which are able to bind heavy metals with the formation of immobile complexes, contribute to the restoration of microbiota and the humus layer after fire damage. In turn, soil microorganisms participate in the transformation and retention of carbon dioxide and nitrogen oxide, which not only prevents the emission of greenhouse gases, but also ensures the absorption of carbon from the atmosphere and the accumulation and retention of it and nitrogen in the soil, contributing to the mitigation of the effects of climate change. In addition, the use of organic fertilizers from natural renewable sources (plants, animal by-products, minerals) creates conditions for the development of organic agriculture with the production of products that are more beneficial for health. Conclusions. It has been established that, by all indications, organic fertilizers are more suitable for the tasks of restoration of disturbed soils and in the future should replace traditional mineral (synthetic) fertilizers and protect the environment. The use of organic and organo-mineral fertilizers and soil improvement mixtures will benefit both the environment and agriculture, as improving the quality of the soil will contribute to the improvement of conditions for plant growth and the nutritional value of agricultural crops, increase yields on a long-term permanent basis and reduce costs for producers. MIGRATION SECURITY AS A COMPONENT OF CORPORATE SECURITY

A new element has been added to the components of corporate security - migration security. The proposed new author's terms for our scientific community - "migration security" will facilitate future research in the field of the impact of migration processes on the security of regions and business organizations.

Mechanisms for ensuring energy security in the system of international relations considering economic sanctions and political conflicts

In the context of globalisation and growing interdependence of economies, energy security has become a critical component of national security. Sanctions and changes in energy markets have forced countries to adapt their strategies to maintain energy independence and competitiveness. The aim was to investigate the mechanisms of ensuring energy security in the system of international relations, in particular, the role of economic sanctions as an instrument of influence on the energy policy of states. The adaptation strategies of countries under sanctions pressure in the energy sector were analysed. The study demonstrated how states diversify their energy supply, seek new markets and suppliers, and promote the development of renewable energy sources as alternatives to fossil fuels. Particular emphasis was placed on the European Union’s experience in formulating an energy security policy in response to sanctions imposed on Russia, resulting in substantial alterations to energy infrastructure and supply methodologies. The implementation of this systems allows managing energy resources more efficiently, optimising energy supply and storage processes, and reducing costs. The results of the study showed that sanctions have affected global energy markets, changed energy flows, raised prices and created new challenges for countries that depend on energy imports. The study also revealed how countries affected by sanctions are looking for new ways to strengthen their energy positions through international cooperation and partnership. This analysis helped to better understand the mechanisms of countries’ adaptation to the conditions of restrictions, and identify key factors that contributed to their success in the context of changing energy policies. PRINCIPLES OF ORGANIZATION OF PARTNERSHIP RELATIONS BETWEEN BUSINESS AND GOVERNMENT IN THE FIELD OF ENERGY SECURITY OF UKRAINE

The article is dedicated to the study of the principles of organizing partnership relations between the business and state in the field of energy security in Ukraine. The aim of this research is to develop a system of principles for effective partnership between business and government in the sphere of Ukraine’s energy security, based on the methodologies of developed countries. It has been determined that organizing partnership relations between the state and business requires a comprehensive approach based on joint responsibility, transparency, mutually beneficial cooperation, and innovative development. The application of a systemic approach allowed of the consideration of energy security as a multifactorial process encompassing political, economic, technical, and environmental aspects. This approach facilitated the identification of key elements of energy security and the interaction between business and government that affect the development of the energy sector. Systemic analysis enabled the consideration of energy security in Ukraine as a component of national security, as well as an assessment of the role of partnership between the state and business in this process. In particular, an analysis of energy threats, possible scenarios for the development of Ukraine’s energy sector, and potential ways to overcome them through collaboration between the state and the private sector was conducted. It has been substantiated that the main principles of interaction between the state and business in the field of energy security are as follows: the principle of transparency and openness; the principle of joint responsibility; the principle of mutually beneficial cooperation; the principle of sustainable development; the principle of legal regulation; the principle of innovation; the principle of cybersecurity; and the principle of adaptability. The implementation of these principles will ensure the resilience of the country’s energy system, promote investment in the renewable energy sector, and enhance national security as a whole. It has been revealed that each country has developed its own approaches to organizing partnerships between business and government in the field of security of energy, with its unique features in managing the energy sector depending on political, economic, and geographical factors. The success with which firms can unite efforts with the state and civil society organizations in forming an active social development strategy will depend on both their competitiveness and the effectiveness of the business itself. Some states are gradually losing the ability to independently shape their internal socio-economic policies, yielding to transnational corporations. The methodology of the research is based on a comprehensive approach that encompasses both theoretical and practical aspects of the interaction between business and government in the field of energy security in Ukraine. To achieve the research goals, a range of methods was employed that allow for the examination of partnership relations between the public and private sectors at various levels, as well as the exploration of their impact on the country’s energy security.
