This paper, contributed by the official nursing adviser to the Secretary of State for Scotland, traces the history of her Department's substantial support for the development of higher education opportunities for Scottish nurses; affirms the Department's support for the principle that nurses appointed to top positions in management and education should be graduates; and calls for collaboration between all the agencies concerned in achieving this aim.
