Partnership of Philosophical Schools of Belarus and Russia and Its Contribution to Development of the Scientific Potential of the Eastern European Region

The summary reveals various areas of Belarusian-Russian collaboration in philosophy: problems of the methodology of scientific knowledge, transdisciplinary synthesis of philosophy and science, philosophical foundations of physics, scientific realism, theory of harmony and self-organization of complex systems, modern epistemological theories, the sociocultural foundations, risks, and prospects of the digital society, human problems in the context of convergent technologies, anthropological foundations of intercultural communication, the world heritage of philosophical thought, the reception of Russian philosophy in the Belarusian intellectual tradition. Special attential is paid to the content, possibilities, and prospects of the agreement on cooperation in the field of scientific and educational activity between the Institute of Philosophy of the National Academy of Sciences of Belarus and the Institute of Philosophy of the Russian Academy of Sciences. The areas of mutual interest are scientific research activity, academic work, publishing, humanitarian expertise, training of scientific personnel, interaction of young scientists, career guidance work with schoolchildren, popularization of philosophical knowledge. Under current conditions, the Belarusian and Russian philosophers consider important the studies of civilizational dynamics in the light of the formation of a multipolar world, the philosophical and ethical aspects of the transformation of social practices in the post-COVID era, the philosophical problems of developing artificial intelligence, and the praxeological dimension of philosophical knowledge. Emphasis is placed on the importance of scientific and humanitarian partnership in the development of research and educational potential in the post-Soviet space.

Earth Summit Mission 2022: Scientific Expedition and Research on Mt. Qomolangma Helps Reveal the Synergy between Westerly Winds and Monsoon and the Resulting Climatic and Environmental Effects

“Earth summit mission 2022” is one of the landmark scientific research activities of the Second Tibetan Plateau Scientific Expedition and Research (STEP). This scientific expedition firstly used advanced technology and methods to detect vertical meteorological elements and produce forecasts for mountain climbing. The “Earth summit mission 2022” Qomolangma scientific expedition exceeded an altitude of over 8000 meters for the first time and carried out a comprehensive scientific investigation mission on the summit of Mt. Qomolangma. Among the participants, the westerly-monsoon synergy and influence team stationed in the Mt. Qomolangma region had two tasks: 1) detecting the vertical structure of the atmosphere for parameters such as wind, temperature, humidity, and pressure with advanced instruments for high-altitude detection at the Mt. Qomolangma base camp; and 2) observing extreme weather processes to ensure that members of the mountaineering team could successfully reach the top. Through this scientific expedition, a better understanding of the vertical structure and weather characteristics of the complex area of Mt. Qomolangma is gained.

Current Issues of Organizing The student Social Studies Research Project (from the experience of the city research projects competition of students of grades 5–8)

Problem and Aim. The relevance of the study is due to the lack of a separate study summarizing the current issues of organizing student social studies projects based on the papers submitted to the city research project competition of students of grades 5-8 in Novosibirsk City. Methodology. The research methodology is based on the method of comparison, analysis, synthesis, description and the content analysis method, which allows for identifying the main problems that were developed by schoolchildren within the framework of research projects. Research results. It has been found that most of the papers of schoolchildren submitted to the city research competition are devoted to issues of improving the level of financial literacy of the population and the organization of entrepreneurial activity; the family as the most important institution of society, performing a variety of functions; environmental problems; different aspects of the spiritual sphere of society, the study of the psychological aspect of social science knowledge; networking, Internet resources. The author, based on the analysis of papers, explains the main non-compliance of the project studies of schoolchildren with the evaluation criteria. The article outlines the perspectives in the organization of project research activities of schoolchildren in social studies. In the end, it is concluded that it is important for schoolchildren to participate in the research project competition since this type of activity contributes to the development of different skills and social studies knowledge among schoolchildren.

Model of the Factors Affecting the Eco-Innovation Activity of Bulgarian Industrial Enterprises

In recent years, modern society has faced a number of challenges related to the achievement of global goals for sustainable development. Industrial enterprises are challenged to generate, stimulate, and demand changes in networks and supply chains, but these challenges require flexibility and innovation activity in different directions. The data for Bulgaria show that the country is last among the countries of the European Union in terms of the creation and implementation of eco-innovations. Despite this result, the pace at which the country is developing shows that in the next few years, Bulgaria has the potential to move from a modest to a moderate eco-innovator, provided that it succeeds in filling the structural gaps in the system of ecological innovation. These gaps are related not only to the need for changes in the investment of resources but also to the need for changes in individual and related systems such as science and innovation, support for SMEs, the energy system, etc. Most of the research on sustainable innovation and eco-innovation has, however, focused on firm innovation models dominated by short-term profit-maximizing approaches. Therefore, there is a need to conduct research and propose adequate strategies for modern business environments and design models that facilitate the implementation of eco-innovations in industrial enterprises. The purpose of this report is to investigate the factors influencing the development of eco-innovation activities of Bulgarian industrial enterprises, examining how they can help to achieve success through eco-innovation and improve business results. A factorial model is proposed, through which the relationships between technological, financial, organizational, informational resources, research and development activities (R&D), and company cooperation are analyzed. The PLS structural equation modeling technique was used to validate the proposed theoretical model. The survey was conducted among 380 industrial enterprises from all over the sectors of the economy in Bulgaria with the help of a specially developed questionnaire within the period of April 2019 to December 2021. The obtained results show that human resources, financial resources, and cooperation positively influence research and development activities. In addition, the achievement of a positive effect on the management of eco-innovations affects the innovation activities of industrial enterprises, their ability to carry out research and development activities, as well as their ability to manage the technical and technological resources at their disposal effectively. Finally, the innovation activity aimed at carrying out scientific research and development activity, products and processes obtained as a result of the eco-innovation activity, and adequate information management directly affect the efficiency of business processes and financial results.

ATTESTATION OF ACADEMIC STAFF - OPPORTUNITY OR BARRIER IN CAREER DEVELOPMENT

The criteria for attesting the academic staff are part of the respective regulations of the autonomous higher education institutions. They shall lay down the entire procedure for carrying out this process. With the introduction of the new Law on the Development of Academic Staff in the Republic of Bulgaria and the Regulation for its implementation, criteria for registration in a national portal with certain criteria were introduced. With these actions the Bulgarian Ministry of Education wants to unify the minimum requirements for holding academic positions and obtaining scientific degrees. At the next stage, the policy in this respect involves greater funding of the scientific work relevant to the attestation of academic staff. This study aims to establish the prerequisites for changing the attestation system, the possibilities for its linking with the financing of scientific research activities, as well as the perspectives for career growth

Disparities in scientific research activity between doctors and nurses working in the Peruvian health care system: Analysis of a nationally representative sample.

AimTo evaluate disparities in the frequency of scientific activity between medical doctors and nurses in Peru.MethodsWe carried out a secondary data analysis of the National Health Services Users’ Satisfaction Survey (ENSUSALUD), 2016. This nationally representative survey evaluates doctors and nurses working in clinical settings. We defined scientific activity as i) having published an original article (journal indexed in Web of Science, Scopus or Medline); and ii) having authored an abstract in a national or international conference. We estimated crude and adjusted disparities prevalence ratios (aDPR) and 95% confidence intervals (95%CI).ResultsWe included 2025 doctors and 2877 nurses in the analysis; 71% of doctors doctor were male, and 93% of nurses were female (p<0.001). Among doctors, 13.9% had published an article, and 8.4% presented an abstract at a conference in the last two years, while these proportions were 0.6% and 2.5% for nurses, respectively. The adjusted models showed that doctors, when compared to nurses, were approximately 27 times likely to have published a paper (aDPR = 27.86; 95% CI 10.46 to 74.19) and twice as likely to have authored a conference abstract (aDPR = 2.51; 95% CI 1.39 to 4.53).ConclusionsThere are important disparities in scientific activity between doctors and nurses working in clinical settings in Peru. Disparities are more significant for article publication than for authoring in conference abstracts. We suggest public policies that promote research dissemination between health professionals, with emphasis on nurses.

Management factors influencing lecturers' research productivity in Vietnam National University, Hanoi, Vietnam: A structural equation modeling analysis

Increasing lecturers' research productivity plays a crucial role in improving teaching quality and university prestige. This research aims to establish and test a model for evaluating management factors that affect the research productivity of Vietnamese university lecturers. Data were collected by surveying 398 lecturers and researchers at universities affiliated with the Vietnam National University, Hanoi (VNU). Structural equation modeling (SEM) methodology was applied for data analysis. The research outcomes indicate that resources and policies to favor research activities are the two most influential factors affecting research productivity in lecturers. The decentralization factor, in contrast, did not show statistical significance, since its p-value was greater than 0.05. Based on the results obtained, several policy recommendations are proposed, namely: (i) ensuring resources for faculty’s scientific research activities; (ii) improving policies for lecturers to enhance their scientific research achievements: (iii) developing strategies for scientific research activities; (iv) enhancing awareness of affiliated unit leaders about the importance of scientific research.

The analysis of the demand for scientific and methodological support for the organization of students’ project and research activities

The paper presents the results of a large-scale study of the current state of the problem of students project and research activities organization in Russian schools and institutions of additional education for children. About twenty thousand teachers and administrative and managerial workers from 67 regions of Russia took part in this study. It was carried out on the basis of the Federal Center for Scientific and Methodological Support of Teaching Staff at Herzen State Pedagogical University. The content of the paper examines the demand for different types of scientific and methodological support of subject teachers in the implementation of students project research activities, the degree of modern teachers awareness and mastery of project learning technologies, including evaluation of the quality of projects and research. The paper deals with the problems related to the organization of project and research work in classes with in-depth study of subjects as well as the organization of independent activity of students at all stages of projects and research. Special attention is paid to the analysis of problems and difficulties arising during the implementation of educational projects and research, which are differentiated, based on the content, into 3 groups (methodological, organizational-methodical and methodical, resource-informational nature). In this regard, possible ways of solving them are proposed at the level of schools and centers of scientific and methodological support of teaching staff.

Environment-Friendly Vocal Music Ecological Education: Sustainable Development of Vocal Music Education from the Perspective of Building.

With the acceleration of the modernization of human society, natural ecology is continuously destroyed, which inevitably brings about the crisis of the human spirit, and human beings progressively lose the ability to draw power from nature. Similarly, music is losing its function of freeing people from secularity and becoming a carrier of pure utility. For a long time, there have been some disharmonious factors in the ecological environment of vocal music teaching. For example, some vocal music teaching facilities are out of date, vocal music course resources are single and scarce, vocal music courses are comparatively isolated and lack organic integration with other courses, and relevant art practices and scientific research activities of teachers and students are not carried out well after class, comprehensive quality of teachers cannot be effectively improved, and external communication of colleges and universities is not enough. This has affected the quality of vocal music teaching to a certain extent. Accordingly, an environment-friendly ecological vocal education emerged. In addition, both building and music are the supplement and creation of the human living environment by the material organization. Consequently, their performance has similar characteristics of origin. Thus, from the perspective of the building, we touch the music, listen to the building, and analyze the integration of ecological vocal music education and building. The empirical test verified the effect of ecological vocal music teaching under the building vision.

Formation of ICT competencies of future masters of pedagogical education in the aspect of joint scientific research activities in the network community

Formation of ICT competencies of future masters of pedagogical education in the aspect of research activities is one of the important areas of their training. Research activities are quite effective in the conditions of professional interaction and communication in network scientific communities. Seizing the opportunity of independent establishment of professional competencies by an organization, let us to expand the scope of ICT competencies, including the following professional competency: the ability to use ICT tools to organize network interaction between teachers in order to solve urgent research problems. Formation of ICT competencies of future masters in the aspect of joint research activities in the community is more effective when using a social constructivist approach based on the Lev Vygotsky’s sociocultural theory on construction knowledge through social interaction, and the presence of the following didactic conditions: a complex of research tasks; joint cognitive activity in the process of performing research tasks; organization of interaction in the environment of the network community. Joint activity in solving research tasks allows students to better understand the topic under study, increase the motivation for cooperation within the group. Interaction within the network community allows students to better master ICT tools, master its social norms, rules, values, to learn how to solve actual research problems mutually, thereby forming ICT competencies.

Does the COVID-19 pandemic derail US-China collaboration on carbon neutrality research? A survey

The COVID-19 pandemic has seriously impacted scientific research activities, especially international cooperation in scientific research. Using bibliometric methods and scientific knowledge graph software, and by calculating collaboration indicators such as international collaboration rates, this work conducts a comprehensive review of carbon neutrality publications in the Web of Science database before and during the COVID-19 pandemic, aiming to explore whether the COVID-19 pandemic derail China-U.S. collaboration on carbon neutrality research. The results show that (i) During the COVID-19 pandemic, more extensive research on carbon neutrality was carried out around the world, with China and the United States leading the way in carbon neutrality scientific output. (ii) Following the outbreak of the COVID-19, the global center of global carbon neutrality shifted from the United States to China. (iii) During the COVID-19 pandemic, research ties between China and the United States strengthened. The number of joint publications on carbon neutrality between China and the United States has greatly increased during the COVID-19 pandemic compared to those before. (iv) The proportion of China-U.S. cooperation in China's international cooperation has decreased, while it is the opposite for the United States. At the end of the article, we put forward relevant suggestions for realizing the sustainable development goals of climate change in the post-epidemic era for policymakers' reference. This paper provides important insights into the theoretical research of scholars in the carbon neutrality field.

A regret cross-efficiency ranking method considering consensus consistency

Data envelopment analysis (DEA) is a powerful nonparametric approach for assessing the performance of decision making units (DMUs). Traditional DEA models usually utilize a self-evaluation mode to evaluate DMUs, which have the following shortcomings such as efficiency overestimation and incomplete ranking. As the extension of traditional DEA, cross-efficiency (CE) evaluation remedies these limitations. It connects self-evaluation with peer-evaluation to appraise DMUs and rank them. However, most existing studies on CE evaluation utilize the arithmetic average method to aggregate self-evaluation efficiency and peer-evaluation efficiency, while ignoring the significance of self-efficiency and the irrational psychology of decision-makers (DMs). Observed by the aforementioned phenomena, this paper employs regret theory to portray the regret aversion behavior of DMs and further proposes a novel regret cross-efficiency aggregation (RCEA) method. Considering aggressive and benevolent cross-efficiency models, we apply the RCEA method to calculate the regret-based aggressive cross-efficiency and the regret-based benevolent cross-efficiency, and introduce a parameter reflecting the psychological preference of DMs to aggregate them. To attain consensus between DMUs’ expectations for efficiency and the ultimate integration results, we design a regret cross-efficiency adjustment algorithm. This algorithm provides a more acceptable evaluation result and derives a full ranking for all DMUs. Finally, the validity and feasibility of the proposed model are illustrated by evaluating the efficiency of scientific research activities in 13 universities in China.

Solutions to improve the efficient learning of political theory subjects for students at Tay Nguyen University

Political theory is a system of knowledge about the political field, reflecting the relationship of classes in gaining and holding power; expressing class attitudes and interests towards state power in a class society. It is an important part of mankind's theoretical treasure, the result of scientific research activities and practical summaries over many generations. The article evaluates the current situation of studying political theory subjects for students at Tay Nguyen University from which to see the advantages and limitations, thereby proposing some solutions to contribute to further improving the learning efficiency of the students. The Sustainability Argument for Open Science

Ever-increasing anthropogenic greenhouse gas emissions narrow the timeframe for humanity to mitigate the climate crisis. Scientific research activities are resource demanding and, consequently, contribute to climate change; at the same time, scientists have a central role in advancing knowledge, also on climate-related topics. In this opinion piece, we discuss (1) how open science – adopted on an individual as well as on a systemic level – can contribute to making research more environmentally friendly, and (2) how open science practices can make research activities more efficient and thereby foster scientific progress and solutions to the climate crisis. While many building blocks are already at hand, systemic changes are necessary in order to create academic environments that support open science practices and encourage scientists from all fields to become more carbon-conscious, ultimately contributing to a sustainable future.

The subject of the paper is the analysis of the development of sociology as an academic discipline at the Faculty of Philosophy in Niš. The institutional development of teaching and scientific research activities, as well as the theoretical and scientificresearch orientation of the Niš School of Sociology is presented in the paper. The founding and development of sociology in Niš is seen as a part of the development of sociology in Serbia (and Yugoslavia) pointing to the social and cultural factors that influenced it.

ДОПРИНОС ЦЕНТРА ЗА СОЦИОЛОШКА ИСТРАЖИВАЊА ФИЛОЗОФСКОГ ФАКУЛТЕТА У НИШУ РАЗВОЈУ НАУКЕ, ОБРАЗОВАЊА, МЕЂУНАРОДНЕ И МЕЂУУНИВЕРЗИТЕТСКЕ САРАДЊЕ

The paper presents the institutional development of the Center for Sociological Research from its establishment until today and an overview of implemented scientific research projects, national and international scientific conferences and round tables, that have contributed to the development of science, education, international and interuniversity cooperation in Serbia and the Balkan, which is part of the scientific research and cultural missions of the Center for Sociological Research. The paper is based on the analysis of archival and bibliographic material, which testifies to the extremely rich and multidisciplinary scientific production and the engagement of researchers in recognizing, perceiving and studying current social problems. Considering the achieved results, the Center is internationally recognizable as the initiator and backbone not only of research activities that contribute to the development of science and education, but also social engagement to achieve international and interethnic cooperation in the spirit of peace culture. In accordance with its recognizable contribution in the field of scientific research, educational and socio-cultural activities, the Center for Sociological Research has highly affirmed itself in the scientific, educational and cultural public of Serbia and the region.

Involvement of pharmacy students in scientific research activities in Vietnam

IntroductionScientific research is a crucial section of health-related student education to ensure the competence of graduates. This study is the first to explore attitudes on research, willingness and motivation to conduct research, and barriers preventing this amid pharmacy students in Can Tho, Vietnam. MethodsA cross-sectional online survey was performed on undergraduate pharmacy students (years four and five) from three public and private universities in Can Tho, Vietnam between April and May 2021. ResultsOf the 576 respondents, the majority accredited the significance of conducting research to the field of pharmacy (85.9%) with the motivation of improving the profession (81.6%). Public university respondents were more than twice as likely to have a positive attitude toward research (odds ratio [OR] = 2.88, 95% CI = 1.32–6.27) and be willing to conduct research (OR = 5.73, 95%CI = 3.5–9.37) than their private university counterparts. Very good or excellent academic performance was associated with a positive attitude (OR = 3.09, 95% CI = 1.46–6.53), willingness (OR = 3.2, 95%CI = 1.7–6.03), and increased motivation (OR = 2.42, 95% CI = 1.26–4.64) toward conducting research compared to respondents with average or lower academic performance. A lack of experience (63.5%), knowledge and skills (46%), and research training (51.7%) were the most common personal and systemic barriers to conducting research. ConclusionsMost students reported having a positive attitude and strong motivation toward research. These findings revealed an opportunity for pharmacy policymakers and educators to utilize national strategy to improve pharmacy education and the profession.

PUBLICATION ACTIVITY OF CENTRAL ASIAN SCIENTISTS ON ARTIFICIAL INTELLIGENCE INCLUDING MEDICINE

This paper presents the results of the publication activity research of scientists from Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) in the field of Artificial Intelligence (AI), including health science and medicine in the referenced databases Web of Science, Scopus, EBSCO Publishing and Springer Link. The issue of strategic and regulatory documents on the development of AI in the countries of Central Asia (CA) and measures for developing this area in the region was considered as well. From the scientometric review, it became known that in the aggregate, the Central Asian countries make an insignificant contribution to the development of AI, including the development of AI in medicine, if we consider the number of publications and their citations in databases at the time of the study in May-July 2021. It was recommended to multiply support for scientific research and publication activity of scientists in Central Asia to increase the regional contribution to the development of AI in medicine and healthcare.

Research on Overlapping Communities in Scientific Cooperation Network

Science of science provides quantitative means for scientific research activities and can reveal the basic laws of scientific research. Taking the scientist cooperation network of Condensed matter physics, General relativity quantum cosmology and High energy physics phenomenology as the research object, the overlapping community structure in the network is detected by using the label propagation algorithm based on seed diffusion. Through community analysis, it is found that when the scale of scientists' cooperative network increases, the increase in the number of communities is not obvious, but the scale of each community will increase, and the probability of scientists belonging to overlapping communities will decrease. This shows that the increase in the number of authoritative scientists is not obvious after the unpopular research field becomes a popular research field. In hot research fields, the division of scientists' cooperation circles is clearer, and the cooperation frequency between circles will decrease significantly.

MOTIVATIONAL ASPECTS OF SCIENTIFIC RESEARCH ACTIVITY OF STUDENTS OF HIGHER EDUCATION INSTITUTIONS

Professional training of students of higher education institutions involves various activities, the main of which is educational. In addition, of the significant importence is scientific research work, which necessitates the development of appropriate motivation. The aim of the article is to study the motivational aspects of scientific research activity of students of higher education institutions. Research methods: analysis and synthesis of psychological and pedagogical literature − used to clarify the nature and structure of the concept of motivation and the peculiarities of the formation of students' motivation for scientific research work; generalizations - to formulate the author's conclusions. It is established that the motive is what determines a person's desire for a specific, not for any other goal. Motives determine the motivating reasons that determine the purposeful human activity. The leading role in the development of personality and its effective activity is played by motives related to the work itself (professional interests, satisfaction with the process and result of work, overcoming difficulties, the emergence and reinforcement of positive self-esteem). There are types of motivation − positive and negative. The classification of motives of professionally oriented scientific research activity of students (internal and external) is carried out. Among the external motives there are: social (professional development; responsibility for the work; the importance of scientific research work in professional activities; the desire to benefit from their work) and personal (material well-being; career growth; respect for colleagues). Internal motives include: cognitive interests (interest in the studied objects and phenomena; interest in the problem-solving process and scientific research activities), as well as aspirations (aspirations to overcome difficulties; aspirations to intellectual development, focus on successful scientific work). The conditions that have a positive effect on the development of students' motivation for scientific research activity are determined: their mastery of theoretical knowledge in the field of scientific and research skills, awareness of their role in the process of professional activity; ensuring a high degree of student independence; productive interaction between students and teachers and a high level of scientific research competence of teachers who participate in the process of scientific research training of students.
