Application of Building Intelligent Design in Energy Saving and Sustainable Development

In solving problems related to the economy, a special place is occupied by conceptual approaches that focus on the conductors of innovative development. The progressive essence of such solutions is the theoretical and methodological approach to the economy of quality, which is found in standardization, metrology and quality management. The survey of economic activities in science, education and innovation does not use just three specific areas of activity, but a set of interrelated processes. The innovation process should ensure productivity only while accelerating the development of science and education in the region. On the conceptual basis of quality, our proposals were formulated, aimed at improving the quality of the economy in all its manifestations and, first of all, at improving the quality of life. The ideas put forward were used in the development of strategic documents: «Comprehensive scientific and technical program of the NorthWestern Federal District of the Russian Federation until 2030», the Strategy for the economic and social development of St. Petersburg until 2030 and subsequently adopted the Strategy for the socioeconomic development of St. Petersburg until 2035, The concept of scientific and technological development of St. Petersburg until 2030.

Regional agrarian strategy - the basis of inclusive development of the region

The article examines the current conditions for the transformation of the economy and notes that the role of territorial factors in the development of the national economy, because of the imbalance of the regional development of the country, is increasing. The basis for developing a scientific concept of regional development is to achieve an unambiguous definition of the categories „region“ and „regional economy“. While maintaining the regulatory role of the state in the agricultural sector, even in a market economy, it is possible to maintain and increase the level of competition, and effectively ensure property rights and freedom of choice. In the conditions of a developed market economy, the state, with the help of various economic and financial instruments, provides constant and stable support to agriculture by redistributing income from more efficient to less efficient sectors of the economy. The revival and dynamic development of the country's economy are possible when it is based on highly productive agriculture. Only in this case, the agricultural sector can play the role of a multiplier of socio-economic development both at the level of the whole country and its regions.

Economic Loss and Financial Risk Assessment of Ecological Environment Caused by Environmental Pollution under Big Data

With the proposal of the sustainable scientific development concept, the ecological environment problem has been paid more and more attention, and the economic loss and financial risk assessment work caused by environmental pollution is even more urgent. On the one hand, financial growth is an important reason for the decline of environmental quality; on the other hand, the change of environmental quality and the increase in pollution discharge also have counterforces to financial growth. Through big data technology, this paper established the basic steps of economic loss cost and risk assessment and provided quantifiable index information for the realization of ecological environment big data early warning. An improved analytic hierarchy process (AHP) is proposed in this paper. By checking the consistency of the judgment matrix in combination with the actual situation, it is possible to accurately analyze the degree of environmental protection for sustained economic growth, and to objectively understand the degree of financial risk. The experimental results of this paper showed that the evaluation accuracy of the improved AHP was higher. Before the improved method was used, most of the high-risk factor weights and rankings were still in the high-risk range. The results of the consistency verification of risk criteria and risk factors showed that the consistency test of each level was less than 0.1. The risk factors are classified into the high-risk factor group (50%). The impact of the air pollution category had increased from fifth place in the fuzzy AHP to the first place in the AHP risk ranking, and the risk of water pollution category dropped from the 19th medium risk in the fuzzy AHP to the 12th medium risk in the AHP. It can be seen that the weights and rankings evaluated by the fuzzy analytic hierarchy process were more in line with the actual market conditions.

The article analyzes the essence of the categories "innovations" and "investments" and the peculiarities of approaches of representatives of different scientific schools to understanding these concepts. The were considered the interpretations of the studied categories by international institutions and those given in the legislative acts of Ukraine. Taking into account the interconnection of investments with innovations it has been substantiated the need to analyze the concepts of "investments in innovations" and "investments in innovative technologies". The high level of international competition in the market of innovative technologies and the practical non-alternative nature of the innovative development path determine the particular importance, except for the choice of ways and methods of creation and implementation, identifying priority sources of investment in innovative technologies. Investments in innovative technologies should be viewed as a resource base for the implementation of innovative activities, a certain limited or insufficient level of quality of which does not allow to form an effective mechanism for the efficient use of new technologies. The investment resource that ensures the creation and diffusion of new technologies is associated with a number of additional features of the innovation and investment process. It were considered the factors influencing investments in innovative technologies and the existing forms of investment in the creation and implementation of innovative technologies; determined the expediency of using alternative sources of investment – venture capital investment, financial support of business angels, business incubators and business accelerators, crowdfunding and crowdsourcing. It was analyzed the "Investment" indicators presented in the European Innovation Scoreboard 2023 and concludes that the vast majority of European countries – innovation leaders are characterized by an increase in the "Investment" indicators for the period of 2016–2023, primarily due to an increase in the use of venture capital. However, in recent years, there is a tendency for investment activity to decrease in many countries due to the effects of the pandemic and the worsening macroeconomic situation. Factors such as russia's invasion of Ukraine, the energy crisis, inflation, etc. may have a negative impact on innovation efficiency. Ukraine, like all countries whose innovation level is lower than the EU average, needs to revise the concept of scientific and technological development to overcome the inhibiting processes in this area.

The Implementation Measures of Environmental Accounting in Heavy Pollution Industry in the Context of Sustainable Development

Since the 21st century, China’s science and technology and economy have been developing rapidly, but many enterprises are pursuing their economic interests at the expense of the environment. Therefore, research on the implementation of environmental accounting is not only of academic value but also of a practical significance to the implementation of the scientific concept of development and ecological environment. In this paper, we used literature analysis, case study, and fuzzy comprehensive evaluation to analyze the implementation of environmental accounting of “A” joint-stock company as an example and concluded that the problems of environmental information implementation in China are caused by imperfection of national macropolicies and laws and regulations, lack of concrete measures, and low management level, and lack of management concept of enterprises. Therefore, under China’s current policy, further improving the implementation of the internal environmental accounting of enterprises is of constructive significance to promoting ecological civilization and sustainable development.

Digital business transformation in current conditions. Part I

Research on the business processes digital transformation is of great interest among Russian and foreign scientists. The domestic economy’s development pace at the present stage is largely associated with widespread digital transformations. Over the past decade, Russia’s innovation performance, and the pace of digitalisation, has remained at a satisfactory level, which is not in line with the global trend. Branches of the economy, corporations, and small economic entities face the problem of adapting to the digital world. In the context of the upcoming economic crisis, the growing number of threats to economic sustainability, the task of increasing the pace of digitalisation is most acute. The study considers the main technologies in the concept of scientific and technological development of the Russian Federation, analyses the digitalisation tools and key sectors of the domestic economy. Based on the information provided, recommendations for the business digital transformation have been formulated. Due to the relevance of the topic, the results of the study have formed the basis of subsequent researches.

Interactive Model of Rural Tourism and New Socialist Countryside Construction Using Deep Learning Technology.

China has proposed two major measures to address the “three rural issues”: the first is to abolish the agricultural tax, which has been in place for over 2000 years; the second is to propose the construction of a new socialist countryside, which would mark the end of the old era and the beginning of the new. As a result, this paper employs in-depth learning technology to enhance rural tourism development and the creation of a new socialist countryside. This paper investigates deep-learning-based rural tourism and the creation of a new socialist countryside. Because MSE and MAE reflect the prediction error score, the lower the value, the better the recommendation accuracy. The MSE value of the machine learning algorithm is 2.456, the MSE value of the data mining algorithm is 2.324, and the MSE value of the convolution neural network algorithm is 2.102, when the number reaches 80. It can be concluded that the convolution neural network algorithm proposed in this paper has the lowest MSE and MAE values of the three methods, implying that the convolution neural network algorithm is the best of the three. The use of the convolution neural network algorithm to implement the scientific concept of development and the construction of a new socialist countryside is an important part of creating a harmonious society that fully meets the central government's objectives and requirements for the construction of a new socialist countryside.

Research on Numerical Statistics Analysis of Competitive Sports Based on the Scientific Development Concept

Effective Strategies for Optimizing College Students’ Innovation and Entrepreneurship Education under the Background of “Internet +”

It is an unavoidable requirement of higher education to thoroughly refine the scientific concept of development and explore the innovative and entrepreneurial education of college students. Wide and effective creative and business literacy training for college students is an important means to reduce the fierce competition for jobs and an effective way to further build an innovative country. The purpose of this paper is to conduct an in-depth study on effective strategies to optimize creative and business literacy training for college students in the context of Internet+. This paper examines how to optimize college students’ creative and business literacy training in the context of Internet+, explains the related concepts and development status of college students’ creative and business literacy training, and discusses the value and practical significance of college students’ creative and business literacy training as well as the current innovation of college students in China. Opportunities, challenges, and problems are encountered in entrepreneurship. Survey experiments were conducted. The results show that more than 83.6% of graduates have some idea about creative and business literacy training, but the satisfaction of college students with the current creative and business literacy training is only 58.2%. Finally, this article suggests five points for optimizing college students.

SUSTAINABLE DEVELOPMENT OF TECHNOLOGICAL INTEGRATION: RISK SITUATIONS AND ASSESSMENT OF OPPORTUNITIES

"The article focuses on the results of the development of the scientific concept of sustainable development of technological integration in crises. The proposed methodology of sustainable development in risk situations reveals goals and objectives of technological integration, the organizational and managerial procedure for identifying risk situations, and methodological foundations for the formation of risk areas in a dynamic external environment. The distinctive feature of the proposed methodology is the systematization of the classification factors of risk situations, ensuring the possibility of attributing risk events to factors that violate sustainable development. The proposed concept develops basic elements of the neoclassical theory of sustainable development, which allows considering risk events both as threats and as conditions for sustainable development. Within the framework of the practical implementation of the methodology for the sustainable development of technological integration, there is justified transformation of risk areas, which allows minimizing possible losses as much as possible. This makes it necessary to develop a methodological approach, based on quantitative methods for identifying risk situations. The advantage of the quantitative method is the ability to formalize the results of risk situations and assess their impact on the sustainable development of technological integration. The advantages of quantifying a risk situation are: 1) the possibility of quantifying the amount of loss or profit from the action of a risk situation, which may become the object of developing a procedure for managing the sustainable development of technological integration; 2) a high probability of identifying risk factors that require a rapid response; 3) a high degree of influence of various risk factors on the sustainable development of technological integration; 4) the possibility of preparing the basis for the development of rational options for sustainable behavior of participants in technological integration in a risk situation. Research on the Restoration and Development of Tourism According to the Characteristics of Rural and Urban Groups --- Based on Cointegration and Error Correction Model

With the further establishment of the scientific development concept of "green water and green mountains are golden mountains and silver mountains", tourism has become an important part of the tertiary industry and an important way for urban development, poverty alleviation and prosperity. It is known as the "sunrise industry". During the epidemic period, even if the tourism industry and its related catering and accommodation fields are greatly impacted, the tertiary industry is still the driving force for maintaining local macroeconomic stability in all regions of China and the key to the victory of the "battle against poverty". Based on the modeling of non-stationary time series, this paper establishes cointegration and error correction models for the relationship between urban and rural residents' domestic tourism consumption, residents' income and social security, in order to put forward reasonable suggestions and measures on how to restore tourism in different regions after the epidemic. The innovation of this paper is to compare rural areas with urban areas, and explore and analyze the different effects and paths of influencing factors. The conclusion of this paper is that for urban residents, the policy of increasing residents' income or reducing personal tax to increase disposable income can better stimulate urban residents' tourism consumption, while residents in rural areas pay more attention to social welfare and security, Therefore, the economic recovery of tourism in the later stage of the epidemic should be developed according to local conditions and different consumer groups.

Factors Influencing Green Entrepreneurship of Returning Migrant Workers under the Dual-Carbon Background

China’s rural energy consumption structure has dominated by coal, and carbon dioxide emissions are relatively large. Under the dual historical responsibilities of the carbon peak, the carbon neutral dual-carbon, and the rural revitalization strategy, the rural energy transition is imminent. This paper conducts an in-depth study on the green entrepreneurship of migrant workers returning to their hometowns and carefully analyzes the factors affecting the return of migrant workers to green entrepreneurship. This paper establishes a regression model to clarify that the green entrepreneurial guidance mechanism can effectively increase entrepreneurial opportunities, promote the rational allocation of regional resources, increase the success rate of entrepreneurship, and promote the construction of new rural areas in China with proper healthcare. The implementation of the scientific guidance mechanism for migrant workers’ green entrepreneurship should adhere to the scientific development concept, correctly guide farmers to return to their hometowns to start businesses, and provide them with a green channel for fiscal taxation. Green entrepreneurship can improve the entrepreneurial ability of migrant workers in order to effectively increase the success rate of migrant workers in entrepreneurship, ensure the rational use of regional resources, and promote the harmonious and stable development of society.

When building of this system Xi Jinping is attempting to utilize the core elements of the old Chinese ideology of governing, as well as the ideas if Mao Zedong, theoretical legacy of Deng Xiaoping, “important ideas of “three represents” of Jiang Zemin and “the scientific concept of development” of Hu Jintao. By doing this Xi Jinping is striving to create new governing elite, armed with relatively complicated theory and specific language of government, that has to legitimize their right to rule in the eyes of the “broad masse of the people”.

Due to the upsurge of ocean exploration in the world, the use of wireless sensor network technology is not only limited to the insight and capture of information on land, but also slowly to a broader ocean. As the extension of traditional wireless sensor network in the underwater, marine wireless sensor network has been widely used in the fields of network detection and utilization of deep-sea mineral resources, prevention and treatment of water pollution, pre warning of tsunami and earthquake, navigation, and positioning, which has also aroused the wide attention of researchers in the industry. In addition to the detection of marine ecology, due to China’s vast territory and national prosperity, Chinese traditional culture is very rich, with a long history, profound cultural heritage, and abundant music reserves, so traditional music has a very high value of music culture education. Based on the teaching effect, this paper analyzes the development trend and favorable conditions of traditional music, shows the practical use and value of traditional music education in Colleges and universities, and then analyzes the existing problems of traditional music education in colleges and universities. In addition, in order to implement the scientific concept of development, rationally develop and utilize the ocean, divide the marine ecological red line control area, maintain marine resources, and improve the carrying capacity of marine ecosystem, this paper uses wireless sensor technology to study the educational development theory of marine ecological monitoring and traditional music.

The Concept of Scientific and Technological Development of St. Petersburg until 2030 and the Concept of Industrial Policy of St. Petersburg until 2025, adopted in 2021, are considered as the basic ones. The role of quality economics tools in solving the problems of digital transformation, carbon neutrality and technological independence of the economy is presented.
