Essay| June 01 1960 Can We Count on the United Nations? Ross N. Berkes Ross N. Berkes Director of the School of International Relations, University of Southern California Ross N. Berkes spent the fall of 1958 in Washington on a special assignment for the United States Department of State. Mr. Berkes has taught at the United States Naval Intelligence School in Washington, D. C. In 1945, he served on the staff of the Allied Secretariat, Four Power Control Council for Germany. On sabbatical leave, 1955–1956, he did research on British foreign policy at the Royal Institute of International Affairs, London.
