ГОСУДАРСТВЕННОЕ РЕГУЛИРОВАНИЕ АРХИВНОГО ХРАНЕНИЯ ЭЛЕКТРОННЫХ ДОКУМЕНТОВ

The practice of using electronic document management in Russia, an electronic document and its storage of the document in an electronic archive is considered. The current state of electronic signature and ways of its development are presented. An assessment is made of the state project for the mutual recognition of qualified electronic signatures in cross-border transactions. Aspects of the use of electronic document management systems and electronic archive systems are revealed, taking into account their institutionalization, the stages of the formation of electronic signatures and electronic document management are formalized. The current requirements of Russian legislation regarding the regulation of electronic archives are considered. The practice of applying Order 77 of the Federal Archive, which covered not only the sphere of public administration, but also the sphere of commercial organizations, is analyzed. As an example of automation of archival storage of electronic documents, the Russian information system 1C:Archive is considered.

On the issue of state policy in the field of personal data protection

The article is devoted to current changes concerning the improvement of legislation in the field of personal data protection. Within the framework of the issue under study, the authors analyzed a number of legislative and subordinate initiatives in order to assess the need to adopt appropriate innovations and their subsequent implementation within the framework of law enforcement. The authors have studied in detail the provisions of draft legal acts, highlighted the issues that require additional specification. The paper considers measures of the state policy of the Russian Federation related to: 1) granting additional powers to law enforcement agencies in terms of access to information systems; 2) establishing requirements for storing information and transmitting it; 3) tightening responsibility for the leakage of personal data; 4) additional ways to ensure the security of Russian information systems, reducing their dependence on foreign services. During the consideration of this issue, the authors used general scientific and private scientific methods, in particular, such as analysis, synthesis, legal forecasting and others. The novelty of the work lies in the study of those changes that are planned to be made to regulatory legal acts in the near future, previously such provisions were not covered in detail in legal science. As a result of the conducted research, conclusions are drawn about the competent approach of the state authorities to the modernization of regulatory regulation in the field of personal data protection in the context of a serious need to ensure the highest quality protection of personal data, while the authors noted some provisions that require improvement by law-making bodies due to the fact that at the moment they are either abstract in nature or enter into force a contradiction with the existing legal norms. It is assumed that in the future, after the introduction of these changes, it will be possible to assess their effectiveness already within the framework of law enforcement.

STATE INDUSTRY POLICY IN THE FIELD OF IMPORT SUBSTITUTION OF INFORMATION PRODUCTS AT AVIATION INDUSTRY ENTERPRISES

In the research article, the authors consider the main proposals for the implementation of the state sectoral policy in the field of import substitution of information technologies and systems (ITiS) at high-tech enterprises in the aircraft industry in modern innovative and financial conditions. For this, the main features of aircraft manufacturing enterprises that are part of the United Aircraft Corporation (UAC) were considered from the point of view of automating their typical business processes, where the implementation of the state industry policy in the field of import substitution is supposed to be implemented. The authors carried out an organizational and economic analysis of the Russian ITiS market, as well as formulated the main measures and procedures that should be implemented at high-tech aircraft manufacturing enterprises within the framework of the state sectoral policy in the field of import substitution. The article also considers an example of the implementation of the Russian information system in the development of a project for the automation of production accounting at the head enterprise of the UAC as part of the implementation of this policy.
 Purpose – determination of methods and techniques for automating typical business processes of aircraft manufacturing enterprises through the use of domestic information technologies and systems as part of the implementation of the state industry policy in the field of import substitution of information and communication technologies.
 Methodology. The article used methods of empirical research, information-logical and expert methods, as well as methods of analogy and comparison.
 Results. The most informative parameters were obtained, showing the economic feasibility and effectiveness of the introduction of domestic information technologies and systems at aircraft manufacturing enterprises as part of the implementation of the state sectoral policy in the field of import substitution of information and communication technologies.
 Practical implications. The obtained results should be applied not only at the enterprises of the UAC aircraft industry, but also at the enterprises of other high-tech industries of the State Corporation Rostec, where automation of the main standard business processes is an important component of their further development.

More and more people are starting to use cloud services for storing, editing and transferring data via the Internet, because it is very convenient, not too expensive and does not require large resource intensity. In addition, with the development of remote work, almost all companies use cloud services, some pay for services, others create their own. Such servers sometimes store very important data, the loss of which would lead to disaster and huge financial losses for companies. Therefore, it is necessary not to forget about security and the need to protect information efficiently and continuously. In connection with world changes, this year the popularity of cloud information security services has grown very much due to the sharp number of attacks on various Russian information systems and resources of various industries, and therefore more and more attention and finances have been paid to this area and its protection in general. In this article, we will consider cloud services, possible risks, available ways to solve threats, as well as possible development in this direction.

MORAL-ETHICAL ASPECTS OF THE DIGITAL ECONOMY

At the present stage, the digital (information) economy is playing an increasingly important role in the world economy and national economies. Using rapid exchange of information benefits allows economic agents at all levels (from ordinary consumers to large corporations and state bodies, regulating economic relations) to make more accurate decisions in various economic issues. It is obvious, that the creation of the Russian information system will be able to increase the efficiency of our national economy (including the objectives of its state regulation) and at the same time raise the level of the country’s security. However, the effective use of the digital economy does not only depend on the level of development of the technical base of the information system. Only the moral state of society can send the information received for the benefit of all its members.

CRIS – service for input, storage and analysis of the biodiversity data of the cryptogams


 
 
 Here we describe Cryptogamic Russian Information System (CRIS), a web service cataloguing the biodiversity of cryptogams: cyanobacteria, fungi (including lichens), and bryophytes. CRIS incorporates a wide spectrum of data types, allowing for greater ease of use. It is possible to print the labels for herbarium collections, to input literature references, media files, etc., using CRIS which has a flexible interface and specific technical abilities. Currently, CRIS contains ~ 90,000 herbarium records, including 67,861 records of bryophytes, 12,486 records of lichens and 3,800 records of cyanobacteria. Data analysis of the different taxonomic groups is provided below. Perspectives and directions for the future development of CRIS are discussed.
 
 

A Comparison of Russian Practices in Industrial Statistics with UN Recommendations: Similarities and Differences in Classifications, Data Items and Indicators

This study compares Russian state information systems of industry with UN international recommendations. The harmonization of the Russian information system with successful international practices is necessary for measuring the main industrial indicator levels and dynamics in comparison with the information analogues of both cross-border and strategically important countries. This allows the estimation of the efficiency and competitiveness of Russian industry and the best decisions to be made at all levels of governance in Russia including in the technology and innovation policy sphere. The study shows that a significant number of annual, quarterly, monthly and weekly reporting forms within the Russian statistical system in the absence of a single questionnaire for obtaining comprehensive information from an enterprise and unified methodological recommendations do not solve the information gap problem. The available disaggregated information is not sufficient to analyse the quality and effectiveness of industrial policy, especially in comparison with global levels and tendencies of re-industrialization. The state statistical system needs modernization to reduce the reporting burden on enterprises and improve information transparency and comparability at the detailed level.

Digital information resources in the modern innovation infrastructure

The information infrastructure components are described. Foreign information resources and systems supporting innovative activities are examined. Integration of national information systems in the EU states into the single sci-tech and innovative space is considered a sustainable trend. The most significant Russian information systems supporting innovative activities are also reviewed. The authors argue that the communication function of the information systems of the research foundations and federal target programs is underdeveloped.

Information systems as an institutional component of the innovation infrastructure

The composition of the innovation infrastructure, as well as the most critical phases of information security at stages of the innovation cycle, is shown at the macrolevel. The foreign information systems focused on the support of innovation activities are considered. The integration of national information systems of the countries---members of the European Union into a single science and technology and innovation space is noted as a steady tendency. The most important Russian information systems focused on the support of innovation activities and the functionality of the Federal Portal on Science and Innovation and the Unified State System of accounting results of scientific research, development, and engineering works are presented. There is a lack of development of the communicative functions of information systems in scientific funds and federal scientific and technical target programs. A number of conclusions and suggestions are formulated.
