Mobilising rural youth for development requires the integrated action of rural youth organisations and educational institutions. Youth development agencies have failed to involve rural youth in development because they lacked sufficient resources. Extension services in many Latin American countries now have successful rural youth development programmes. Venezuela's rural development clubs (5-V Clubs) provide an interesting example of how the Venezuelan extension service improved educational opportunities for rural youth and introduced them to modern agricultural technology. These 5-V Club projects have broad implications for other developing countries.
