Impact of the new rural social pension insurance on the health of the rural older adult population: based on the China health and retirement longitudinal study.

The health issues of China's older adult population in rural areas have been receiving increasing attention with the continuous expansion of the nation's ageing population and the continuous promotion of urban-rural integration. The impact of the new rural social pension insurance (NRSPI) on the health of the rural older adult population, the mechanism of its action and how old-age service can be improved and optimised according to the health needs of the rural older adult population are urgent and realistic challenges. Based on survey data from the China Health and Retirement Longitudinal Study in 2015 and 2018, this study applies a multivariate ordered logistic regression model to explore the impact mechanism and effect of the NRSPI on the older adult population health in rural China while controlling for endogeneity. The results show that participation in the NRSPI can significantly improve the health of the rural older adult population at a 1% level. The results of the heterogeneity test reveal that the NRSPI has a significant impact on the self-reported health of the rural older adult at a 1% level, with a significantly positive impact on the mental and physical health of rural female older adult, whereas the impact on male older adult is not significant. The mediating effect test results show that medical services, food access and entertainment activities have a mediating effect on the new rural social endowment insurance. The results of the moderating effect test indicate that the NRSPI regulates 7.8% of the effect of physical health on mental health and 10.7% of the effect of mental health on physical health. Based on these findings, this study proposes to strengthen the construction of healthy lifestyle guidance and emotional support systems while improving the NRSPI's participation rate and treatment level to meet the diverse health service needs of different older adult groups.

Operational efficiency evaluation of urban and rural residents' basic pension insurance system by utilizing a picture fuzzy TOPSIS method based on the cumulative prospect theory.

Population aging is the most serious challenge facing the pension insurance system in China in the next few decades. Compared with the employees of civil servants and enterprises and institutions, urban and rural residents are unstable vulnerable groups with less income. In order to deal with the pension risks caused by the growing aging population and solve the security problems of urban and rural residents, our government has carried out a series of constructive works in the pension insurance system: in view of the rural and urban residents, new rural social endowment insurance system and the social endowment insurance system for urban residents have been set up and combined into a unified basic old-age insurance system for urban and rural residents in 2014. With the continuous expansion in the scale of income and expenditure of urban and rural living insurance funds and the size of the insured number, it is of great necessity to evaluate the efficiency of this system. The operational efficiency evaluation of urban and rural residents' basic pension insurance systems is viewed as multi-attribute group decision-making (MAGDM). In this paper, we propose an approach by combining the traditional Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) with cumulative prospect theory (CPT) which can be widely used with vague information. Thus, the main contribution of this study is as follows: (1) the TOPSIS method is extended by picture fuzzy sets (PFSs) with unknown weight information; (2) entropy method to obtain the original weights of attributes; (3) the picture fuzzy-CPT-TOPSIS (PF-CPT-TOPSIS) method is used to deal with the MAGDM problems under PFSs; (4) a numerical instance for operational efficiency evaluation of urban and rural residents' basic pension insurance systems is proposed to testify the effectiveness of new method; and (5) some comparative studies are provided to give effect to the rationality of PF-CPT-TOPSIS approach.

Are Farmers’ Behaviors Rational When They Pay Less for Social Endowment Insurance? Evidence from Chinese Rural Survey Data

ABSTRACTIn recent years, farmers have had high participation rate in the rural social endowment insurance in China, for which personal contribution and government subsidy are the main funding source. There have been increasingly more farmers participating into the program. However, their enthusiasm for high premium payment was rather low as most of them selected the minimum premium for insurance. In this article, the discounted utility theory from behavioral economics was adopted to analyze insurance selection behaviors of farmers; in addition, a discounted incremental utility model with a hyperbolic discounting function was also further constructed to describe their insurance decision-making processes. Based on the investigation of time preferences of farmers, their insurance participation behaviors of diverse natures were simulated. The corresponding results indicated that active insurance participation and low insurance premium payment were rational choices for most farmers; in comparison, for the elders with higher income, different choices can be made. Therefore, policy makers could formulate differentiated subsidy policies directing at farmers from different groups, so as to stimulate their enthusiasm for premium payment.

Research on Financial Support Capacity of China’s Social Endowment Insurance by the Central and Local Governments—Analysis on the Statistic from 2009 to 2014

On the basis of “the guidance on Implementation of the new type of rural social endowment insurance”, the paper uses the statistic about financial and population from 2009 to 2014 to analyze the new social endowment share of financial security by central and local government, and the proportion in that year. Result shows that central and local government can afford the demand of new rural social endowment insurance. China is able to support the new rural social endowment insurance.

On the Rural Social Endowment Insurance in Ethnic Minority Areas: A Case Study of Gannan Tibetan Autonomous Prefecture of Gansu Province

Under the policy of developing northwest China, ethnic minority areas of Gansu province has achieved unprecedented success in economic construction and made progress in developing social security cause which has adapted to the requirements of the social and economic reform. While during the operation of social security system, there appears new conditions and problems. This paper employs urban endowment insurance theory to analyze the pattern and operation mechanism of social endowment insurance in ethnic minority areas (hereafter referred to as minority areas) of Gansu province. It introduces foreign and domestic social endowment insurance patterns, analyzes problems within the social endowment insurance system in minority areas and puts forward the corresponding solutions.

Literature Review for Integration of Urban and Rural Social Endowment Insurance Development

The establishment of an endowment insurance system which is fairness and for all urban and rural residents has been the development direction and goal of the social security system in China. Different scholars research the development for integration of urban and rural endowment insurance system from different angle of views, theories and methods. This paper sum up the research achievements inland, carding and review of the existing literature from the connotation, key problems, realizing path and other aspects of the integration of urban and rural endowment insurance.

Research on Perfecting the Rural Social Endowment Insurance System in Yangtze River Delta

Objectives: This paper analysis and summary rural endowment insurance and the typical model of the Yangtze River Delta region , from the cover, government subsidies and the level of treatment and other aspects rural pension insurance of the Yangtze River Delta region in China and the existing problems in the implementation. Methods: Construct the Yangtze River Delta new rural endowment insurance system based on urban-rural integration; calculate through the establishment of new agricultural insurance system balance model, analysis the balance of new plan.Results: The new rural endowment insurance system designed in this paper cover the allied farmers, land expropriated farmers and urban residents and other free occupation. The Development of WEB Platform-Based on New Rural Social Endowment Insurance of Management Information System

This thesis tries to offer a guidance for the work connecting between two systems through the building of a new type rural social endowment insurance (hereinafter referred to as NTRSEI ) system and design a new interface of a financial interface software (hereinafter referred to as FIS) which includes confirm the interface means and interface implementation. The building of this system enables us to standard the professional business under help of modern computer communication technology, and also speed up the managerial Scottification progress of NTRSEI.

Robust Stability Analysis for the New Type Rural Social Endowment Insurance System with Minor Fluctuations in China

The new type rural social endowment insurance system is one of the important policy arrangements in public welfare field in China. Quantitative research is theoretically and practically important for studying the new type rural social endowment insurance system. In this paper, based on the modern control theory, the linear control model for the new type rural social endowment insurance system is set up, and then the robust stability for the new type rural social endowment insurance system of China with minor fluctuations is discussed by using the linear control model.

Quality of Life and Old Age Social Welfare System for the Rural Elderly in China

China launched new rural social endowment insurance in 2009 in order to guarantee the basic livelihood of rural elderly. This study explores the quality of life for the Chinese rural elderly in this context. The survey was conducted in Jiangsu province and its content included four critical aspects: physical health, economic status, elderly care, and loneliness. Six hundred and sixty four (664) elders aged over 60 were investigated between July and August 2010. Our findings reveal that a portion (16.2%) of rural elderly people were still in poor health condition, those over 80 years were particularly in need of healthcare and medical payment tended to be more socialized. Besides, most of the rural elderly had little monetary support and their living standards were comparatively low. Child support, agricultural income, and rural pension were their main sources of livelihood. The functional ability of self-care declined gradually with aging. Although the families basically met their caring needs, there is lack of concern on this aspect by the local communities. A considerable proportion (12.5%) of rural elderly often felt lonely and majority of them were short of entertainment activities. According to these findings, adequate attention for rural elders’ living situation should be emphasized by improving the old-age social welfare system in China.

Analysis on Influencing Factors of Farmers Involving in Rural Social Endowment Insurance

Based on the survey data of 202 farmers which are in the town of Huiping, Qidong city, Jiangsu Province, China, the article empirically analyzes the factors which impact farmers involving in rural social endowment insurance by Logistic model. The research shows that farmers insured or not is affected by education level of farmers, professional situation, land area, age, special experience, family size and acceptable level of payment. Therefore, this article proposes some policy recommendations, such as strengthening the support for rural education, increasing the income of the farmers and so on.

Research on Chinese Farmers’ Social Endowment Insurance Mode

In this paper, based on Marxism social security theory, the author creatively advances that in China value of labour-power consists of the endowments for the labourer and part of endowments for his or her parents, considering China’s conditions. By this way, the author integrates traditional individual, family, collectivity, and state endowments into a complex endowment mode, namely the target mode of this paper. This mode includes social endowment insurance system and community-and-family support system. The former mainly offers endowment insurance, and the later mainly life services and spiritual cares for seniors. The social endowment insurance system includes primary pension, social pension, and family planning pension for farmers. The management of rural social endowment insurance premium is similar to that of civil social endowment insurance. Considering the great difference of local economy and society in China, community-and-family support system is various in different regions. The family planning pension is to relieve the potential negative effects of certain institutions designed in this paper on the family planning policy.
