The operation mechanism of integrating urban and rural passenger transportation and logistics under the strategy of rural revitalization–Case study of Lianhua County, China

To alleviate the pressure of government financial subsidies for urban and rural public transport, this paper analyzes the intrinsic relationship between China's rural revitalization strategy and the integrated development of urban and rural public transport, and proposes an integrated development model of public transport and logistics based on urban and rural public transport. Taking Lianhua County, China, as an example, this paper investigates the operational mechanism and pilot effects of the bus-logistics integration model, and proposes strategies to promote the development of bus-logistics integration. The results of the case study show that the urban–rural bus integration model based on the integration of public transportation and logistics can reduce the deficit of urban–rural bus enterprises by 35.8% compared with the traditional urban–rural bus integration model, which can effectively alleviate the pressure of government financial subsidies. The research results have practical significance for promoting rural revitalization in Lianhua County and alleviating government financial pressure, and also have a certain reference role for the sustainable development of urban and rural public transportation in other small and medium-sized cities.

Conceptual Design of 13-Seater STOVL Aircraft for Rural Air Mobility in Nepal VAAYU YAAN

Abstract: At Present, in Aviation industry there is a strong and rapid growing interest in the development of Urban/Rural Air Mobility (U/RAM) networks, which are aerial transportation systems in, and around major metropolitan areas and rural hilly region where less possibilities of operating big passenger aircraft to cover short distance in challenging geographical location. STOVL capabilities for fixed-wing aircraft is one application of this technology. For rural passenger transport missions in remote area of Nepal, it is risky and difficult during landing in Hilly and Himalayan region due to geographic land structure and slope runway to operate big size passenger or cargo aircraft. Hence, the sole aim of this paper is to present the practical alternative to these problems in the early days of rural air transportation in aviation industries in Nepal. Here, we discuss about the air accidents that occurred in Nepali sky and along with their reason so we decided to try our level best to come up with solution i.e., our proposed design VAAYU YAAN. This paper clarifies the main motive of deploying VAAYU YAAN over conventional aircrafts. It is designed in a such a way that it can solve the problem of fatal accidents in aerial transportation in Hilly and Himalayan region faced as result of topographical difficulties, slope and small runway issues along with air traffic problems and helps in enhancing the public transportation all over the country for regional mobility due to short takeoff and vertical landing capacity. As a result of this feature, due to less risk in mobilization of aerial vehicle in Hilly and Himalayan places, people across the country will be connected and benefited. An Analysis of the Influential Factors of Violations in Urban-Rural Passenger Transport Drivers

Road passenger transport is important for keeping urban and rural areas connected. In order to explore the traffic safety mechanisms behind urban and rural passenger transport, the personal attributes of urban-rural bus drivers from different areas were investigated. Based on the binary logistic regression model, an impact analysis model of 14 indicators of bus driver violations was established. The results showed that personality, gender, bus route, road conditions, and nap habits were important factors that affect driver violations. Female drivers violated slightly more (27.7%) than male drivers (26.2%), but male drivers violated multiple times (2.1), which was significantly higher than female drivers (1.5). Drivers with choleric personality were more likely to violate the traffic rules than others. Rural bus drivers violated significantly more (32.7%) than urban bus drivers (8%). The violation proportion of drivers who usually take naps but were deprived of naps (35.3%) was higher than that of drivers who have no nap habits (21.8%). The research results can act as a reference for improving urban-rural traffic safety.

СОГЛАСОВАНИЕ РАСПИСАНИЙ АВТОБУСНЫХ МАРШРУТОВ В ОБЛАСТНЫХ ПАССАЖИРСКИХ ПЕРЕВОЗКАХ

In modern conditions of the Russian Federation in the field of traffic management, one of the priorities is to develop and improve the quality of functioning of route transport. One of the main requirements of passengers is the minimum time spent on the trip. It is problematic to meet this requirement without mutual coordination of transport processes along routes and the use of stopping points by vehicles and passengers due to their interdependence. The problem of such coordination is not only in cities, but also in regional settlements. The subject of this study is the coordination of passenger transport processes on regional bus routes that have common sections and stop-and-transfer points. The purpose of the study is to improve the organization of passenger transportation in regional directions by coordinating routes in time. In this study, we developed a method for coordinating bus schedules for regional routes that share common sections of the route or stop-and-transfer points. According to the results of applying the method for the Sargatsky district of the Omsk region, the results were obtained, according to which the average waiting time for a passenger in the case of a transfer was reduced by 60 %. Application of the developed method allows to organize rational distribution of arrival and departure of buses during the day according to the criterion of the minimum waiting time for passengers at the stop and transfer point and allows to solve the problem of inconsistency of bus traffic. Experimental testing has shown that the use of this technique reduces the waiting time for passengers at transfer points by up to 60%, which also reduces the time of network travel. The developed method can be used in the organization of intercity, intermunicipal and rural passenger transport.

Compensation Scheme for Self-Employed Bus Service Requisitions in Urban–Rural Passenger Transport

This paper addresses a compensation scheme for self-employed bus service requisition of rural passenger transport, and provides a theoretical basis and policy recommendations for the smooth implementation of self-employed bus service requisition process and the integration of urban–rural passenger transport resources. Using Chinese urban–rural passenger transport systems in ten cities or counties (including Shenyang, Liaoyang, Wuxi, Suzhou, Laiwu, Zouping, Wuhu, Guangde, Shuangliu, and Fuyang) as research objects, the compensation scheme for self-employed bus service requisition is explored from three aspects: the construction of compensation model, the estimation of compensation amount, and the determination of compensation mode. The conclusions drawn from this study are summarized as follows: (1) The compensation amount consists of the bus service residual value, the compensation for expected profit in the residual operation period, and the awarded amount for signing compensation agreements. (2) Whether or not bus owners accept the compensation amount is closely related to their psychological expectation threshold. Changes in the average profit of the bus service, the driver’s average wage, and the ticket-seller’s wage, have the greatest impact, the second greatest impact, and the smallest impact on their psychological expectation threshold, respectively. (3) Younger and more highly educated owners tend to accept “monetary compensation and reemployment placement”, while older and low educated owners prefer “monetary compensation and social security”. (4) High compensation fees, providing reemployment placement for drivers and ticket-sellers, and implementing monetary compensation in the form of an “expected income dividend installment” can enhance willingness to sign compensation agreements for self-employed bus service.

Establishment and Empirical Analysis of Evaluation Index System for Basic Public Service Level of Transportation

The establishment of evaluation index system of basic public service level of transportation is of great guidin g significance to improving China's comprehensive transportation development, whereas it is lacking in a complete set of practical and standardized evaluation index system for basic public services of transportation. This paper analyzes the connotations and characteristics of basic public services of transportation to determine its scope and content at present and develop the rating index system and index calculation method that cover four aspects of urban public transportation, rural passenger transportation, rural highways and universal postal service of three categories. Through analysis and comparison of the comprehensive evaluation methods of m ultiple indexes and based on the structural characteristics of the basic public service evaluation indexes of transportation, the paper combines AHP with fuzzy evaluation method to build a quantitative model of multi-index comprehensive evaluation to provide comprehensive evaluation method for basic public service evaluation of transportation. In addition, it also takes Xiji County of Ningxia Hui Autonomous Region as example to evaluate the basic public service level of the transportation, and it can detect through evaluation problems and deficiencies existing in basic public services of its transportation, so as to take corresponding measures for those problems and deficiencies.

Study on County Planning of Urban and Rural Passenger Transport Integration

In recent years, with the rapid development of integrative urban and rural passenger transport integration, many cities make planning of integrated urban and rural passenger transport, especially in county-level cities. There is a practical significance of planning of integrative of urban and rural passenger transport in guiding it development. This paper summarizes the practical experience of integrated planning of urban and rural passenger transport, proposed the general requirements, planning content, planning methods and techniques required of integrative urban and rural passenger transport planning. It provides reference for integrative urban and rural passenger transport planning of county-level cities.

Research on Terminal Construction and Operation Management about the Integration of Urban and Rural Bus

The speeding up of urbanization and urban-rural integration development strategy between urban and rural passenger flow increase rapidly. Urban and rural public transportation as a link between the central cities and vast rural areas, has a very important role.It can not only meet the demand of urban and rural residents, build and improve the structure of urban and rural dweller, also greatly promote the development of China's urban and rural integration process.Aiming at the existing problem of rural passenger transport, from the aspects of operating mode, equipped with the capacity to improve to accelerate the process of integration of urban and rural public transportation, take unified transportation operation mode.Taking Hohhot as an example, aiming at the problems of the city and then put forward the development strategy of public transportation, and gives the corresponding safeguard measures effectively.

Technology of Urban, Interurban and Rural Passenger Transport

The work will consider the significance of various publictransport modes, since different methods of travel that form thetransport system are interconnected. The application of thelevel of service in one mode influences other transport modesand changes depending on the type of travel and is divided inthree groups: urban, interurban and rural travel. In consideringthe significance of urban public transport there are three levelsof trip-end generation/attraction, with which six types of urbantravel can be identified. lnterurban travel is presented throughtwo main transport modes, rail and bus. Apart from businesstrips, air travel is relatively insignificant, primarily because ofthe prices and small distances. In rural areas, characterized bylow population density, there is the problem of travelling of theelderly people, as well as those without cars, as the difficulty ofproviding economic public transport services has increased becausethe number of carried passengers is small. This results inthe reduction in mobility and the quality of life. Attempts havebeen made to improve the standard of provision of public transportservices by introducing unconventional transport means.

Transportation in Rural America: Issues for the 21st Century

The article examines how public transportation fits into the overall transportation environment in rural America. Discussed are some of the obvious benefits of legislation such as the Intermodal Surface Transportation Efficiency Act and the 1998 Transportation Equity Act for the 21st Century. The article also points out that substantial difficulties remain in servicing rural transit needs. Some examples provided of the difficulties include: rural transit may meet the mobility needs of the local traveler, yet service often stops at the county line, thus creating a disconnect; intercity bus transit is often poorly linked with other types of local transit systems; and while rural passenger transportation has become increasingly important since welfare reform was enacted in 1996, limitations of existing transit in terms of scheduling and routing still impede the ability of welfare recipients to obtain employment, make necessary childcare arrangements and keep a job.

Profitability and mobility in rural America: successful approaches to tackling rural transportation problems

Rural transportation facilities and services play a critical role in supporting both commerce and quality of life in rural America. The cost and availability of freight transportation services affects the profitability of farms and businesses that depend on those services to bring production inputs and consumer products into rural areas and to carry local products to markets. Similarly, passenger transportation services are important to mobility of rural residents to gain access to the opportunities and culture of the nation. Recent economic problems in rural communities, deregulation of transportation services, and increased responsibility of local governments for building and maintaining rural roads each have stimulated renewed concern for rural transportation issues.This book looks at both the critical problems faced by rural regions and the successful approaches that have been used to help state and local governments, as well as rural enterprises, deal with those problems. Written by professionals who are active in the field of transportation economics, and who are all at land-grant institutions, the text is based primarily on the experiences of the Cooperative Extension Services and transportation institutes affiliated with land-grant universities.
