Towards Regulations of Decommissioning Exhausted Water and Sewer Pipelines with Residues

The article provides a justification for the need to develop requirements for hydraulic characteristics of water and sewer pipes with internal deposits, that are absent in current regulations. The absence of such requirements leads to a change in the actual inner pipe diameter, flow rate and pressure losses, higher energy consumption of the pumping equipment.Purpose: To develop quantitative requirements for residue layer thickness on the inner surface of exhausted water and sewer pipes to substantiate their decommissioning.Methodology/approach: The quantitative method is used to assess the pipe operation efficiency according to the hydraulic criterion with the analysis of their hydraulic potential.Research findings: Quantitative values are proposed for the operational efficiency of exhausted pipelines according to which the residual pipe operation is determined to justify their decommissioning. Research findings will allow organizations to make decisions on decommission of exhausted engineering networks.Value: The developed proposals can be introduced in construction rules 31.13330.2021 and 32.13330.2018, justifying the need to decommission exhausted water and sewer pipelines with residues.

Subang University (Unsub) is the first university in Subang Regency. On the Subang University campus itself, which consists of several buildings, there is no presentative room that can be used for various activities (multipurpose room). Therefore, it is necessary to re-design the space in a presentative manner in accordance with the construction rules in accordance with the applicable SNI. The re-designminimizes damage to building structures that do not meet the applicable SNI standards, in accordancewith the provisions of SNI 1726:20212 (Procedures for Earthquake Resistance Planning for BuildingStructures) as a Geotechnical Based on Building Structures, SNI 1727: 2013 (Minimum Free StandardsUsed for Building Design), and SNI 2847:2013 (Requirements for Structural Berton Used for Buildings),and the SNI regulations are divided into 4 load categories, such as: Dead Load, Live Load, Wind Loadand Earthquake Load, and used SAP 2000 to process the redesign analysis. The results of the re-designshowed that the design of the dimension column had the highest ratio (0.971), with 2 rafter designs (WF600x200x11x17) (WF 500x200x10x16), with a lot of upper reinforcement (8D22) and lowerreinforcement (5D22).

Conflict and Coordination: Analysis of the Rule of Law Construction in the Guangdong-Hong Kong-Macao Greater Bay Area

Under the system of "one country, two systems", the Guangdong-Hong Kong-Macao Greater Bay Area is characterized by "one country, two systems and three legal regions" and is prone to interregional legal conflicts. The so-called inter-regional legal conflict refers to the conflict in the application of law brought by the implementation of relevant social, political and economic activities due to the different legal provisions, which will hinder the high-quality development of economic and social stability. To resolve interregional legal conflicts and realize the coordinated development of the rule of law in Guangdong, Hong Kong and Macao are the key tasks of "one country, two systems" in the new era. The rule of law coordination between Guangdong, Hong Kong and Macao has its policy and economic foundation. Although many achievements have been made in the coordinated development of the rule of law in the Greater Bay Area, it cannot meet the needs of the coordinated and in-depth development of the rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area in the new era. Referring to the path of building a law-based society, the coordination of the rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area mainly involves three links: the construction of the rule of law coordination organization, both the carrot and the stick, the convergence of rules and the construction of the mechanism for resolving disputes.

An Improved Adaptive Grid-Based Progressive Triangulated Irregular Network Densification Algorithm for Filtering Airborne LiDAR Data

Ground filtering is crucial for airborne Light Detection and Ranging (LiDAR) data post-processing. The progressive triangulated irregular network densification (PTD) algorithm and its variants outperform others in accuracy, stability, and robustness, using grid-based seed point selection, TIN construction, and iterative rules for ground point identification. However, these methods still face limitations in removing low points and accurately preserving terrain details, primarily due to their sensitivity to grid size. To overcome this issue, a novel PTD filtering algorithm based on an adaptive grid (AGPTD) was proposed. The main contributions of the proposed method include an outlier removal method using a radius outlier removal algorithm and Kd-tree, a method for establishing an adaptive two-level grid based on point cloud density and terrain slope, and an adaptive selection method for angle and distance thresholds in the iterative densification processing. The performance of the AGPTD algorithm was assessed based on widely used benchmark datasets. Results show that the AGPTD algorithm outperforms the classical PTD algorithm in retaining ground feature points, especially in reducing Type I error and average total error significantly. In comparison with other advanced algorithms developed in recent years, the novel algorithm showed the lowest average Type I error, the minimal average total error, and the greatest average Kappa coefficient, which were 1.11%, 2.28%, and 90.86%, respectively. Additionally, the average accuracy, precision, and recall of AGPTD were 97.69%, 97.52%, and 98.98%, respectively.

Chinese Modernization of the Rule of Law: Governance Philosophy, Judicial Logic and Practice Review

The socialist rule of law with Chinese characteristics contains a wealth of practical wisdom in governance, and is a scientific methodology for our comprehensive construction of a socialist country under the rule of law. The Party's 20th National Congress deepened the understanding of the regularity of socialist rule of law construction, and expanded and innovated the practical dimension of socialist rule of law thought with Chinese characteristics. The socialist rule of law with Chinese characteristics is not a simple construction of the rule of law theory, but a two-way deepening and sublimation of the rule of law theory and the rule of law practice. China's rapid economic development and long-term social stability have broken the "Huntington paradox", which mainly relies on the following two aspects of the rule of law practice. The first is China's unique grass-roots governance model, which is typically represented by Fengqiao experience and Pujiang experience. Fengqiao experience and Pujiang experience are combined fists, closed-loop measures to solve grassroots conflicts and disputes, and typical experiences in the process of China's rule of law practice. The second is "strict justice" and "fair justice". In judicial practice, it is necessary for judicial justice to guarantee the procedural rights of litigants. As two basic practical concepts in the socialist rule of law with Chinese characteristics, the concept of grassroots governance and the concept of justice enrich the practical wisdom of the construction of the rule of law in our country and help the transformation of our social governance model.

Kiln–House Isomorphism and Cultural Isomerism in the Pavilions of the Yuci Area: The Xiang-Ming Pavilion as an Example

The pavilion is a time-honored architectural form in the Chinese silhouette with strong regional characteristics. Its appearance and technical means are often adaptively combined according to the characteristics of local architecture. The “kiln–house isomorphism” is a unique construction technology of the Shanxi construction type in China. Therefore, the “kiln–house isomorphism” is generally adopted for the construction of pavilions in Shanxi. This study focuses on Xiaonanzhuang Village, Yuci District, Jinzhong City, Shanxi Province. Taking the Xiang-ming Pavilion, the core building of the village, as an example, we analyze the architectural characteristics of the “kiln–house isomorphism” in the pavilion in this area, describe the general construction rules of the region, and conduct a deep investigation of the five “cultural isomerism” factors of the pavilions in the region, namely, geomancy, etiquette and music, beliefs, clans, and cultivation and study. The results of this research will enrich the regional knowledge of such pavilions and add new objects for the protection of local architectural heritage, providing a theoretical basis for the contemporary adaptive reuse of pavilions in the Yuci area from a cultural perspective.

Research on the System of First Violation without Penalty

With the continuous deepening of the construction of a digital rule of law government and the implementation of the principle of inclusive and prudent supervision in multiple fields represented by the business sector, the latest revised Administrative Penalty Law of the People's Republic of China in 2021 has for the first time stipulated the first violation without penalty system in Article 33. The "first violation without penalty " system draws on the "minor violation without punishment" system and conforms to the trend of government function transformation, which is a novel measure in the field of administrative law enforcement. In this article, the author will analyze the system from two levels. At the theoretical level, the connotation of the system will be explained through its origin, practical significance, and comparison with "minor non punishment"; At the practical level, analyze the practicality of the system by combining the "first violation without penalty " lists from multiple regions. The author will also analyze the problems that exist during the implementation of the system and provide their own suggestions.

Effectiveness of the frailty index in predicting short-term and long-term mortality risk in patients with chronic heart failure

ObjectiveThis study explored the effectiveness of a newly constructed frailty index (FI) for predicting short-term and long-term mortality in patients with chronic heart failure (HF). Materials and methodsThis retrospective study included inpatients aged ≥60 years diagnosed with chronic HF at a teaching hospital in western China. General data on the patients were collected from the electronic medical record system between January 1, 2017, and July 7, 2022, and death information was obtained from follow-up calls made from July 31, 2022, to August 1, 2022. Receiver operating characteristic (ROC) curves were used to analyze the accuracy of the FI in predicting death in patients with chronic HF. Logistic regression (during hospitalization and within 30 days after discharge) and Cox regression (within 180 days after discharge and one year after discharge) analyses were used to assess associations between frailty and mortality risk in elderly patients with chronic HF. ResultsA total of 432 patients with chronic HF were included in the study. The non-frail group had FI values <0.3, while the FI values in the frail group were ≥0.3. Overall, 130 patients (30.09 %) were diagnosed with frailty, 66 (15.28 %) died during hospitalization or within 30 days after discharge, 55 (12.73 %) died within 180 days after discharge, and 68 (15.74 %) died within one year after discharge. The in-hospital and 30-day mortality rates, the 180-day mortality rates, and the 1-year mortality rates were higher in frail patients than in non-frail patients (in-hospital and 30-day mortality rates, 37.69 % vs. 5.63 %, P < 0.001; within 180 days, 30.61 % vs. 8.45 %, P < 0.001; within 1 year, 34.69 % vs. 11.49 %, P < 0.001). The area under the curve (AUC) values of FI for predicting in-hospital and 30-day mortality after discharge were 0.804, with values of 0.721 for 180-day mortality after discharge and 0.720 for 1-year mortality after discharge. Logistic regression analysis with adjustment for potential confounders indicated that frail HF patients had a higher risk of death during hospitalization and within 30 days than non-frail patients (odds ratio [OR] = 4.98, 95 % confidence interval [CI]: 2.46–10.09). Cox regression analysis with adjustment for potential confounders showed that frail HF patients had a higher risk of death within 180 days (hazard ratio [HR] = 2.63, 95 %CI: 1.47–4.72) and within 1 year (HR = 2.01, 95 %CI: 1.19–3.38). ConclusionThe results of this study showed that the new FI constructed according to the established construction rules could predict the in-hospital mortality and the risk of death within 30 days after discharge, 180 days after discharge, and 1 year after discharge in patients with chronic HF.

Construction of platelet count-optical method reflex test rules using Micro-RBC#, Macro-RBC%, "PLT clumps?" flag, and "PLT abnormal histogram" flag on the Mindray BC-6800plus hematology analyzer in clinical practice.

Utilizing RBC or PLT-related parameters to establish rules for the PLT-O reflex test can assist laboratories in quickly identifying specimens with interfered PLT-I that require PLT-O retesting. Prospective PLT-I and PLT-O testing was performed on 6857 EDTA-anticoagulated whole blood samples, split randomly into training and validation cohorts at a 2:3 ratio. Reflex and non-reflex groups were distinguished based on the differences between PLT-I and PLT-O results. By comparing RBC and PLT parameter differences and flags in the training set, we pinpointed factors linked to PLT-O reflex testing. Utilizing Lasso regression, then refining through univariate and multivariate logistic regression, candidate parameters were selected. A predictive nomogram was constructed from these parameters and subsequently validated using the validation set. ROC curves were also plotted. Significant differences were observed between the reflex and non-reflex groups for 19 parameters including RBC, MCV, MCH, MCHC, RDW-CV, RDW-SD, Micro-RBC#, Micro-RBC%, Macro-RBC#, Macro-RBC%, MPV, PCT, P-LCC, P-LCR, PLR,"PLT clumps?" flag, "PLT abnormal histogram" flag, "IDA Anemia?" flag, and "RBC abnormal histogram" flag. After further analysis, Micro-RBC#, Macro-RBC%,"PLT clumps?", and "PLT abnormal histogram" flag were identified as candidate parameters to develop a nomogram with an AUC of 0.636(95 %CI: 0.622-0.650), sensitivity of 42.9 % (95 %CI: 37.8-48.1 %), and specificity of 90.5 % (95 %C1: 89.6-91.3 %). The established rules may help laboratories improve efficiency and increase accuracy in determining platelet counts as a supplement to ICSH41 guidelines.

System of legal regulation of international air transportation

The Warsaw Convention of 1929 for the unification of certain rules of international air transport is the basis of the legal regulation of international air transport. Agreements supplementing the Warsaw Convention: Hague Protocol of 1955, Guatemala Protocol of 1971 amending the Warsaw Convention, Guadalajara Convention of 1961, Montreal Protocol for the Unification of Certain Rules Relating to International Carriage by Air (1975). The Montreal Interim Airline Agreement of 1966, the Montreal Agreement of 1999. The set of norms of these agreements as a whole constitutes the Warsaw System of Regulation of International Air Transport. IATA – a special non-governmental organization, an association of airlines of ICAO member states – is responsible for determining the specific conditions of international air transportation. On May 28, 1999, a significant event took place in the field of international private air law: as a result of the three-week work of the Diplomatic Conference on Air Law held at the ICAO headquarters with the participation of representatives of 121 states and 11 international aviation organizations, the Convention for the Unification of Certain Rules of International Aviation Law was adopted of air transportation (Montreal Convention of 1999), which defines the basic legal conditions of international air transportation in the 21st century. Scientific and technical progress, the rapid development of international air transport, the increase in the safety of its operation made it necessary to expand the scope and more clearly regulate the responsibility of the carrier. This international Convention is designed to provide firm legal guarantees and an adequate level of compensation to persons injured as a result of aviation events, to create a uniform and clear legal regime of responsibility of air carriers for failure to preserve cargo, baggage and delay during their transportation on international lines. On November 4, 2003, the Montreal Convention entered into force. Among the participants of the Convention are such countries as the USA, Japan, Canada, China, the countries of the European Union, including Ukraine. The article examines the early development of the aviation industry and the role of the Warsaw Convention in the construction of rules and mechanisms aimed at protecting the interests of both the carrier and the passenger or cargo owner. The development of the norms of the Warsaw Convention in various protocols is revealed. Such as the Hague Protocol (1955), the Guadalajara Convention (1961), the Guatemala City Protocol (1971) and the Montreal Four Protocols (1975), which significantly modernized the provisions on air transport regulations, as seen in the Montreal Convention (1999).

Accelerating Global Search of Large-Sized Silver Clusters Using Cluster Graph Attention Network.

Great efforts have been devoted to understanding the stability and reactivity of silver clusters, which usually depend on geometric structures, electronic configuration, and cluster size. Despite the fact that the jellium model and Wulff construction rule have successfully rationalized the stable clusters with "magic number" behavior, some experiments imply that silver clusters with 48 valence electrons also possess puzzling enhanced stability. In this work, using a recently developed deep learning technology, i.e., cluster graph attention network (CGANet), combined with a homemade comprehensive genetic algorithm (CGA) program, we searched the global minimum (GM) structures of Agn (n = 30-60) clusters with graphics processing unit acceleration, whose efficiency is about 2 orders of magnitude higher than that of the conventional density functional theory (DFT) calculations. GM structures and some representative isomers are reported at each size, revealing the competitive structural patterns based on truncated octahedra and icosahedra as well as the icosahedra-based layer-by-layer growth mode of large-sized Ag clusters. Most importantly, the size-dependent evolution behavior of structural and electronic properties of Agn (n = 30-60) clusters can successfully explain the observed stability at Ag48. Therefore, CGANet provides a powerful tool for rapidly exploring the potential energy surface of atoms with an accuracy comparable to that of DFT.

Feature-Enhanced Neural Collaborative Reasoning for Explainable Recommendation

Providing reasonable explanations for a specific suggestion given by the recommender can help users trust the system more. As logic rule-based inference is concise, transparent, and aligned with human cognition, it can be adopted to improve the interpretability of recommendation models. Previous work that interprets user preference with logic rules merely focuses on the construction of rules while neglecting the usage of feature embeddings. This limits the model in capturing implicit relationships between features. In this paper, we aim to improve both the effectiveness and explainability of recommendation models by simultaneously representing logic rules and feature embeddings. We propose a novel model-intrinsic explainable recommendation method named Feature-Enhanced Neural Collaborative Reasoning ( FENCR ). The model automatically extracts representative logic rules from massive possibilities in a data-driven way. In addition, we utilize feature interaction-based neural modules to represent logic operators on embeddings. Experiments on two large public datasets show our model outperforms state-of-the-art neural logical recommendation models. Further case analyses demonstrate that FENCR can derive reasonable rules, indicating its high robustness and expandability 1 .

Progressive iterative Schoenberg-Marsden variation diminishing operator and related quadratures

In this paper we propose an approximation method based on the classical Schoenberg-Marsden variation diminishing operator with applications to the construction of new quadrature rules. We compare the new operator with the multilevel one studied in [12] in order to characterize both of them with respect to the well known classical one. We discuss convergence properties and present numerical experiments.

The “scenario” as a key educational tool in the simulation centre

ABSTRACT Using simulations is considered an effective tool in training and instructional processes. At the core of the process is the ‘scenario’. The objective of the current research was to shed light on the elements that affect the development of the scenario topic and all that relate to its operation during a simulation. With a mixed method based on grounded theory, we analysed the characteristics of 74 simulation workshops and 150 scenarios between the years 2019–2020 carried out in our college’s simulation centre. Findings point to a need to construct clear criteria and rules for preparing scenarios for simulation training. Issues such as the active simulation participants’ selection process, the scenario writer’s identity, the time of exposure to the scenario before arriving at the simulation centre, and how the scenario is mediated may also contribute to the simulation’s effectiveness.

CPTPP State-Owned Enterprise Rules and Our Countermeasures

State-owned enterprises (soes) play an important role in the global economy. Some developed countries believe that because of the state nature of SOES, SOES enjoy more privileges and unfair competitive advantages than private enterprises, including government subsidies and regulatory incentives, so that their market competitiveness and overall strength are strong. In order to get rid of the “Official business” advantage of state-owned enterprises, promote the equal competition between state-owned enterprises and private enterprises, and reduce the concern of state-owned enterprises, the rules of our state-owned enterprises are gradually formed. For the first time in the international market, CPTPP specifically regulates the rules of state-owned enterprises. Compared with other free trade agreements, cPTPP's SOE rules are characterized by stronger competition neutrality rules, wider scope of application, more non-commercial aid rules and higher transparency. In the context of China's imminent accession to CPTPP, this paper analyzes the regulation of our state-owned enterprises that have signed the free trade agreement, and finds that the number of state-owned enterprises to be regulated in the free trade agreement is small and the level of regulation is low. Therefore, we must actively negotiate the new issues of state-owned enterprises and actively participate in the construction of international rules of state-owned enterprises. For the CPTPP high-level SOE rules negotiation, we should follow China's national conditions, study the introduction of ownership-neutral competition-neutral principle as the core, and further deepen the reform of state-owned enterprises, state-owned enterprises to standardize the way of subsidies.

Characteristics of Düzce Traditional Housing Architecture; The Case of Düzce Konuralp

The traditional Turkish house is a type of house that can be described as a cultural heritage, having developed since the moment the Turks appeared on the stage of history and has survived to the present day. Traditional houses are civil architectural works that are built according to the physical conditions and cultural characteristics of the environment they belong to, have become historical, and have become a national symbol. The main idea behind the creation of houses is directly related to the traditional construction rules and building materials of the period to which they belong. In the Western Black Sea Region, where the study was carried out, studies were made on the architecture of traditional houses in the Konuralp District of Düzce province. Konuralp District, a settlement where many historical layers from ancient times to the present day can be seen together, was built on the ancient Roman city of Prusias ad Hypium. In the study, six registered traditional houses, which have survived to the present day with many civil architectural works while preserving their historical texture, were evaluated in terms of building-street relationship, plan typology, facade features, materials, and construction techniques in order to determine their similarity with the architectural features of traditional Turkish houses. It was determined that the traditional houses examined were similar to the concept of Turkish house.

With the rapid development of the big data network era, cybercrime has gradually emerged in people's vision. As a new form of crime, it has a high degree of concealment and demonstration. Minors, due to their immature mental development and lack of sufficient judgment, are prone to becoming victims of "sexual harassment". At present, legislation and judicial interpretation are not yet perfect, and there are many disputes in the academic community regarding the application of the law. Resolving these disputes has become an urgent task. The research methods used in this article mainly include literature analysis and case analysis. Firstly, this article provides an in-depth interpretation of the keyword "sexual harassment in the distance" from different perspectives, then it combines this phrase with actual cases in the "China Judgment Document Network" to analyze the judicial practice difficulties and explore the path. Finally, it looks forward to the future of China's rule of law construction.

Digitalisation of Administrative Discretion Legal Risks and Responses

In the context of the construction of a digital rule of law government, the digitisation of administrative penalties has been widely used in law enforcement practice, enhancing the efficiency and objectivity of administrative penalties. However, there are certain legal risks associated with digitised discretion: the algorithmic black box contradicts the principle of administrative openness, the procedural rights of the administrative relative are ignored, justice in individual cases is sometimes difficult to be achieved as well as the definition of the responsible subject is vague. For this reason, the risk-building programme should be improved through the construction of a transparency mechanism and a dynamic adjustment mechanism, the improvement of administrative procedures, and the clarification of the subject of responsibilityr.

Fuzzy Clustering Algorithm for Trend Prediction of The Digital Currency Market

Digital currencies, such as Bitcoin (BTC), Litecoin (LTC), Ethereum (ETH), Stellar (XLM) and Tether (USDT), have been attracting the interest of investors and speculators. Over the last several years, the exponential growth in the value of digital currency has captured the interest of many individuals who see it as an attractive investment opportunity. After all, investors must deal with the expected volatility of Bitcoin prices as part of their investments. The future development of cryptocurrency can be challenging to forecast because of the extreme unpredictability and disorder of external events. In this research, fuzzy models for cryptocurrency price forecasting using a level set-based Fuzzy Clustering Based on Multi-Criteria Decision-Making (FC-MCDM). Compared to linguistic and functional fuzzy clustering, the construction and processing of fuzzy rules in a multi-criteria decision-making-based collection set differ. Based on level sets, the model produces the weighted average of the functions that active fuzzy rules provide as output. In the model's outputs, the activation levels of the fuzzy rules are represented directly by the output functions. Computational experiments are carried out to test the efficacy of the level-set approach for one-step-ahead prediction of cryptocurrency closing prices. Meanwhile, level set-based fuzzy clustering outperforms the other methods when the direction of price change evaluates performance

Design and Simulation Implementation of Indoor Lighting Integrated Control System Based on Fuzzy Control

Abstract With the improvement of people’s living standards, higher requirements have been put forward for the quality of the living environment. The progress of science and technology has provided the possibility for the further development of intelligent buildings. As an important component of intelligent buildings, the intelligence level of intelligent lighting is relatively fall behind, especially energy-saving and comprehensive linkage are not considered in the scope of intelligent lighting. According to the characteristics of indoor environment control variables and controlled variables, this paper uses fuzzy control method to realize the comprehensive control of indoor lighting, summarizes the corresponding measures taken by experience into control rules, and constructs a controller to control the complex lighting process instead of people. Through the construction of control rules, the natural lighting is constrained under the full consideration of the influence of temperature and ventilation. The purpose of giving priority to the use of natural lighting and taking into account the overall energy optimization of the system is achieved. The energy-saving idea of combining lighting control with other systems of intelligent building is proposed, and the system performance is simulated and analyzed. It has the advantages of high integration, high degree of intelligence, energy saving and convenient use.
