The Village Traditional Institution (LAD) is an institution that carries out traditional functions and is established on the initiative of the village community, which is recognized by the state based on the Regulation of the Minister of Village PDTT RI Number 21 of 2020. LAD Wanua Tosora was formed based on an agreement between the Village Government, the Village Consultative Body, and the community Tosora Village. While most literature related to LAD looks at the role of traditional institutions, this article focuses on the existence of LAD Wanua Tosora in advancing local culture despite facing various challenges.This qualitative research was carried out in Tosora Village, Wajo Regency employing in-depth interview and observation as data collection methods. The informants who participated in this research were 10 people consisting of seven men and three women aged between 24 and 49 years. They are the Tosora Village Head and Trustees, LAD Chair, LAD Members, Chair of the LAD Inauguration Committee, leaders (community, traditional), cultural observers, farmers and village youth, who were recruited purposively.The study shows that the establishment of the Tosora Village Traditional Institution (LAD) faces various challenges, especially regarding the purpose of its formation which is debated between cultural preservation or the potential for new feudalism. The formation of the LAD through community initiatives and an agreement with the village government was formalized by Village Regulation Number 3 of 2022. However, along the way, there was resistance from the community, from the noble descents, and a lack of understanding of local cultural values of the LAD officials. This creates tension and resistance, as well as worsen the relationship between LAD and local communities. Although LAD aims to promote and to preserve culture, its effectiveness is hampered by performance of LAD officials, poor communication, and the insignificant social contribution of LAD officials.

The role of traditional institutions in conflict resolution among Okija people

Similar to the concept of culture, resolving disagreements is also a way of life. Prior to colonial rule and the establishment of a regular court system in Nigeria, Okija had a method of dispute settlement that was deemed simple, inexpensive, and amicable. Therefore, the specific objective of the study was to identify traditional institutions for conflict resolution in the Okija peace processes among Okija people in Ihiala local government area of Anambra state. Purposive sampling method was adopted to select four community leaders or chiefs from each of the four communities that covered the study location, making a total sample size of 16 for the study. The selection of the leaders was based on their expertise in Okija's traditional dispute resolution procedures and institutions. A qualitative technique, the in-depth interview, was used in the study to garner the primary data. The study found that the traditional institutions for conflict resolution included the Ezi (the family), Okpara (elders), Umunna (men who are born into the clan), Umuada (women who were born into a clan), or NdiInyom (married women), Amala (the council of elders), Traditional Religious Approach (OgwugwuAkpu, OgwugwuMiri, Urashi, Akpunama, Osuajana), Secret societies, or the Masquerades. This study recommended the greater inclusion of these traditional institutions in conflict resolution among people instead, as they are closer to people at the grassroots than the formal institutions for conflict resolution in the contemporary period.

The Role of Traditional Institution (Keujreun Blang) in Realizing the Agricultural Industrialization in Nagan Raya, Aceh Province, Indonesia

Keujruen Blang is a traditional institution engaged in agriculture to assist farmers in managing rice areas, community development, and solving problems of agricultural businesses. It also involved a village apparatus as a functional technical implementing element that regulates rice field management at the village level geographically in an agricultural area. Therefore, the role and function of Keujreng Blang in the scope of government is crucial to be optimized to increase community participation in village development of Nagan Raya Regency, precisely in Beutong District, Babah Krueng Village. This area is one of the agricultural villages that must realize industrialization in food independence. Using BPS data, rice production in Nagan Raya Regency declined from 37,457.89 tons to 21,467.69 tons. This study was carried out qualitatively with descriptive analysis. Interview techniques, documentation, and focus group discussion were used as data collection methods. Data analysis was employed for data collection, reduction, presentation, and verification or conclusion. The results of this study indicated that the position of traditional institutions is still fragile, nominally and instrumentally. Also, this study showed that Keujruen Blang could not be implemented comprehensively with the provisions of the applicable law.

Traditional Institutions and Good Governance in Nigeria

Traditional institutions as custodian of cultures and traditions have continued to play a very significant role before and during colonial independence of many African societies. In Nigeria they provide a system of administration with an utmost aim of maintaining a stable governance through tradition, customs, and law and order. But with the advent of democracy, the role of traditional institutions became less recognized in the democratic system of government. The paper examined the role and relevance of indigenous traditional institutions to good governance. The paper was a quantitative research. Data was obtained from secondary sources including journals, articles and publications. The paper revealed that traditional institutions play a very significant role of sustaining culture and traditions, informally managing of conflict, maintaining peace, custodian of oral traditional history of the people etc. before and during colonial era. But with the advent of democracy, their power and duties became less recognized in the democratic system of government because traditional institutions were negated to the back door and politicized. Functionalism theory of Emile Durkheim (1858 – 1917) was employed to explain how society is an integrated whole, where all parts are interconnected and traditional institutions as part of the society, play a vital function of maintaining stability and contributing to the wellbeing of its members in terms of law, order and governance. The paper concluded that if the goal of government at all levels is to provide good governance to the people, rapid in social wealth and economic development, traditional institutions need to be integrated and assigned greater responsibilities in Nigerian’s contemporary democratic system of government because they have the ability to promote grassroots governance and facilitate access of rural communities to public services.

The Role Of Traditional Institutions In Supporting Food Security Of Small Island Communities

<p class="Els-Abstract-text">Traditional institutions function to regulate the order of community lives in the political, economic, socio-cultural, and security fields. This study aims to describe the structure of traditional institutions and explain the role of these institutions in supporting food security for small island communities. The research was carried out in April-December 2021 in the Islands of Wakatobi Regency, Southeast Sulawesi Province, Indonesia. Data were collected through observation, interviews, and literature study with the data triangulation method and analyzed qualitatively. The results show that traditional institutions such as <em>Sara</em> Liya on Wangi-Wangi Island and <em>Sarano </em>Wali on Binongko Island have a management structure that is directly responsible for the community's food security system. <em>Sara</em> plays a role as the person in charge of community welfare, regulates the control and management of agricultural/fishery land, organizes rituals to maintain the stability of food production, and regulates the distribution system and food consumption. Based on the results of this study, it is recommended that the community continue to trust <em>Sara</em> as a traditional institution that can partner with the government. <em>Sara</em>'s management is expected to have high adaptability to changing community conditions while still maintaining the values of local wisdom. In addition, the government is expected to provide support for strengthening customary institutions</p>

Environmental Governance in Gold Mining: The Role of Traditional Institutions in Asutifi North District of Ghana

Mining projects in mineral-rich countries have been justified as contributing to economic growth and social well-being. There are environmental, economic, and social problems resulting from mining; therefore, the need for society to pool institutions to form environmental governance systems to manage these effects. It is within these institutions that power is prescribed, legitimated, and controlled. This study examines the roles of traditional authorities in environmental governance in mining in the Asutifi North District of Ghana. A qualitative case study design combining purposive and convenience sampling was used to select 52 respondents from traditional, state, and business institutions and 29 household respondents. The traditional institutions mostly played the role of development agents in their communities. Even though they have not been entirely successful in substituting for the state, they have complemented the state structures by holding the societies together despite daunting economic, political, and environmental challenges they faced.

Local Wisdom for Economic Development of Coastal Communities and Their Problems

This study analyzed forms of local wisdom in Lamalera on whaling, the role of the Lamalera locals in whaling, factors influencing Lamalera locals in whaling and, the consequences and solutions to the factors that influence the Lamalera community in whaling. The researchers used the ethnographic approach and the Sustainable Levelihood Approach (SLA). The results showed that the form of local wisdom in whaling, namely the whaling tradition (Leva Nuang) became a life strategy for the Lamalera community in the form of local wisdom which was marked by the activities of the fishing process, traditional whaling management processes and markets barter. the whaling tradition is a customary tradition that is still maintained to this day. Factors triggering the Lamalera community to carry out whaling activities, namely social capital, namely building harmonious family relationships between fellow Lamalera communities, even with mountain communities, the role of traditional institutions and religious institutions. The Lamalera people also believe that there is land and sea relations and customary norms that become the basis for the life of the Lamalera people in the sea, namely: Prohibition to catch pregnant whales, prohibition to catch blue whales (Klaru), whales must be respected, not allowed to continue chasing whales when they find hills or land in the middle of the sea, and in the sea the fishermen must look at the cardinal directions, if the sun sets the fish being chased must be released. (4) sometimes the Lamalera fishing community ignores this, such as when the community catches pregnant whales.

The purpose of this research is to describe and analyze about 1). The values contained in "Faetuang" (new meal); 2). the role of traditional institutions in the implementation of Faetuang (new meal); 3). sanctions against violators of "faetuang" (new meal). The method used in this research is descriptive qualitative, the informants used are six people selected by purposive sampling. Data collection techniques, namely: Observation, Interview, and Documentation of data analysis techniques used, namely: Data collection, Data reduction, Data presentation, Conclusion drawing/verification. The results showed that Faetuang (new food) contains values that are very valuable for indigenous peoples, namely social values, moral values, religious values, mutual cooperation values, Ternate Village traditional institutions have a role to regulate matters related to customs in where it is. The role of traditional institutions in the implementation of Faetuang (meal Baru) is to plan awareness messages for environmental conservation, as well as the role in practicing values to preserve the environment. The traditional sanctions given are considered very effective and provide a deterrent effect to indigenous peoples. There is even a synergy between customary law and formal law. The understanding of the younger generation in Ternate Village towards Faetuang (new food) is quite good. This is based on concrete actions taken by parents and traditional leaders through oral stories passed down from generation to generation as well as real testimonies through ceremonies or traditions carried out.

The Role of Traditional Institutions in Preserving the Lodo Huer Ceremony in Kajowair Village, Riidetut Hamlet, Hewokloang District

Traditional institutions as a medium in the process of holding a ceremony, including the traditional Lodo Huer ceremony. In Kajowair Village, hewokloang sub-district, there are traditional institutions that play a role in this process of traditional rituals as referred to as the Lodo Huer custom called Rawin. Traditional institutions (Rawin) have a very important role in the traditional ritual of lodo huer, namely before the traditional ritual ceremony begins, the traditional institution performs a ceremonial ceremony as the opening for the lodo huer ceremony. The traditional institution (moan rawin) as the leader before and after the traditional ceremony take place. The process of the traditional lodo huer ritual in Kajowair Village, Hewokloang sub-district cannot be separated from the role of traditional institutions. Indigenous institutions have a very important position in this regard which relates to common interests in the process of sustaining the traditional ritual of lodo huer, in order to achieve common goals and the welfare of indigenous peoples. Traditional institutions represent indigenous peoples in managing and regulating the implementation of the traditional lodo huer ritual process in Kajowair Village which is believed to be a tradition that is passed down from generation to generation. "Traditional institutions have a very important role in providing opportunities for young people during the process of the Lodo Huer traditional ceremony, starting from the beginning of the activity starting until the end of the Lodo Huer traditional ceremony. This means that during the process of the traditional Lodo Huer ceremony, it is very dependent on traditional institutions. “In the traditional Lodo Huer ceremony there are 7 (seven) main events that must be carried out, namely the first one is poto pare, the second is tokang nuhun, the third is wake l'oe, the fourth is pero urun papa blatan, the following are 'ea gete, nara krus and the last the last one is pa'at krus” “Efforts are being made to preserve the traditional lodo huer ceremony by giving lessons to young people to learn more about what is done during the process of the traditional lodo huer ceremony so that it remains preserved and carried out as a tradition that has never been lost and extinct

Strengthening Regional Identity Through The Management of The Museum Collection, Archives, and Building Sites of Malacca

The history of Malacca as a port city has brought together the acculturation of cultures from various ethnicities. Thus, this is influencing the current image of Malacca and being dubbed The World Heritage City by UNESCO. This study aims to read the identity of the Malacca region represented through artifacts, archival management, archives stored in information institutions and building sites. The role of traditional institutions, the archival institution of the Malacca State Archives (ANM) and the Perbadanan Muzium Melaka (Perzim) in shaping a culture of memory through documentation work and archives management has a major impact on strengthening the identity of the Malacca region as an area with rich cultural values and historical narratives that surround it. In this case, cultural practices and documentation works are human rights so that it requires recognition from the government and society. This is also inseparable from the role of community, customary institutions and information institutions in safeguarding regional collective memory, preserving local wisdom and regional historicity through documentation work and holistic archives management. In general, the Malacca identity is deeply rooted in the social, economic, and cultural activities of the community.

Role of traditional institutions in Covid-19 management: A case study of Dorbar Shnong in Meghalaya, India

ABSTRACT With the outbreak of Covid-19, India’s focus becomes to prevent the disease from the mass spread. Accordingly, several preventive measures were introduced, including nationwide lockdown. However, despite these preventive measures, the government fails to stop the mass spread of the virus mainly because of the lack of community participation on a large scale. Participation of the community in managing public health can make a difference, as shown by Ebola epidemic management in Sierra Leone. In such context, an attempt is being made in this paper to understand the role of traditional institutions of Meghalaya - a hilly state of North Eastern India, in managing Covid-19.

The role of traditional institutions in implementing the empowerment policy of Oetulu village, Musi district, Timor Tengah Utara regency

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

Институциональные основы политической социализации молодежи как факторы гражданского участия в управлении жизнью общества

Presented is research in the problem of political socialization of the youth. Socialization of individual plays the role as a way of forming a political picture of the world among young people, determining degree of participation in management of society that is an important component of the process of socialization of the individual as a whole. At the same time, today there is no holistic understanding of institutions through which the process of political socialization of youth can be carried out. The main purpose of this work is to conduct a systematic analysis of the list of forms of direct participation of young people in political life of society as a means of political socialization. In this regard, the authors have classified these forms into two groups, i.e. traditional ones, established by special laws forms of political participation of citizens in the life of the country, and alternative ones, implemented in the framework of state youth policy. On the basis of research results of the department of political psychology, faculty of philosophy of Lomonosov Moscow State University, aimed at comparative analysis of the nature of political socialization and re-socialization of different age groups, substantiated is gradual decrease in the role of traditional institutions in political socialization with variety of alternative ones. Also defined are place and role in the life of modern young person of such institutions as elections, political parties and various forms of youth self-government.

Customary Institutions in the Kei Indigenous Community Against Criminal Case Resolution

This research is focused on exploring the values of Kei customary law on the settlement of criminal cases that are resolved through customary institutions, by proposing 2 (two) problems, First, how is the existence of the law customary criminal Kei? Second, what is the role of customary institutions in the settlement of criminal cases? This research uses non-doctrinal legal research methods with interviews and observations as primary data. Meanwhile, data analysis is inductive and qualitative. It can be concluded that (1) the formal customary law of Kei is the values that live in the community that are agreed upon and are binding on the community, where the settlement of customary Kei crimes is taken in stages starting from the family level, customary institutions (Soa, Orang Kai and the last tier of Rat). (2) the role of traditional institutions in the settlement of criminal cases is starting to strengthen in society, this is indicated by the level of compliance with decisions and sanctions that are stipulated. People believe that customary cases are resolved by “insiders” (customary institutions) through deliberation (dok Tasdov) with a local wisdom approach to create social justice.

Peran Pranata adat Dalam Pencegahan Konflik Antara Kelompok Masyarakat Adat

Customary order becoming a sociological aspect of institutionalized procedures for handling conflicts is a reality that still exists in Indonesian society. Indonesian people in general still apply the traditional values ​​that have been applied for a long time as role models in social life. Law Number 7 of 2012, has encouraged customary arrangements in the management and solved problems in the community. The issue to be discussed in this paper were the regulation of handling social conflicts in Indonesia according to Law No. 7 of 2012? and the role of traditional institutions in handling social conflicts in Indonesia's heterogeneous society. In this study the authors used a normative legal research method. This study use the socio-legal approach. The results of this study showed that the regulation of handling social conflicts according to Law No. 7 of 2012 Customary Institutions have a role in conflict prevention, conflict management, post-conflict handling between communities. The role of the customary community order in handling a conflict for Indonesian community groups increases or fosters tolerance and mutual respect for freedom in carrying out community activities. With the growth of tolerance, conflict between communities can be avoided

COMPUTER-INTERACTIVE SOCIAL SYSTEM: PARALLELS AND PERPENDICULARS OF SOCIALIZATION IN THE ERA OF COMPUTERIZATION

The article examines the characteristics of the process of socialization of youth in the context of the transformation of modern society to a global computerized society, characterized by high dynamics of communicative and informative activities and the changing role of traditional institutions and agents of socialization. Disclosed are the main factors and aspects of the process of socialization, based on which concludes and draws an analogy between the traditional terms of socialization and the conditions generated by the new social reality. The article is based on results of the survey, which showing the interaction of young people with computer and Internet resources: the level of activity, the extent of absorption, external communication, communication and competition with traditional institutions and agents of socialization. The study has a double structure and has parallel conducted among respondents-users (young people) and among respondents experts (media specialist practitioners), which allows for greater data validity and depth of the analysis of the studied problems. This is possible because the ratio of research results of both groups of respondents and in the context of the works of other scholars. The article substantiates the view that socialization processes in traditional environment and in the environment of Computer-Interactive Social System can not only intersect and interact, but also unite into a single stream of socialization to ensure favorable conditions for youth socialization.

The role of traditional institution in managing Ife-Modakeke conflict

The conflict between the Ife and Modakeke appears to be a protracted and seemingly intractable intra-ethnic conflict that has continued to pit two groups of the same ethnic background against one another. This study, therefore examined the role of traditional institution in managing Ife-Modakeke conflict. The study found that the major causes of the conflict between Ife and Modakeke group include land issues, Ife-East Local Government, debate over Modakeke’s sovereignty, boundary disagreement etc. This study discovered that one of the shortcomings of the past methods of managing the Ife-Modakeke conflict is inability of bringing succour to the minds of those who records losses during the war. The role of traditional institutions in managing the conflict includes several committees comprising of chiefs of both towns inaugurated whereby chiefs of both towns meet at intervals to discuss the peace and progress of the towns and conclusions are reached on salient issues. Conflict is indeed an inevitable aspect of human interaction. There is the need to learn to manage them and deal with them in a way that prevents escalation and destruction, and to arrive at new, innovative, and creative ideas to resolve them.Keyword: Traditional Institutions, Ife-Modakeke, Conflict Management

LOCAL GOVERNMENT ROLE IN THE SOLVING OF CATCHING FISH ILLEGALLY IN ACEH REGION

This study aimed to describe the shape of local government actions in tackling illegal fishing in Aceh, the handling of illegal fishing destructive fishery resources. The fundamental point is Law No. 45 Year 2009 concerning fisheries. This spesification of this research descriptive analysis, used both normative juridical approach and empirical. The results showed that the local government has made an effort preventive and repressive in the case of illegal fishing. To coordinate with relevant agencies and empower the role of traditional institutions of the sea to assist the role of government and law enforcement.Local governments should improve the coordination and supervision of the marine area, to monitor and evaluate the performance of local authorities in applying the law against this illegal fishing case.Keywords: Illegal, Local Government, and Fishing.

An Appraisal of the Role of Traditional Institution to Emergence of Public Administration in Nigeria

This paper presents an appraisal of the role of the traditional institution to emergence of public administration in Nigeria. Nigeria nation, more than anything else, the greatest obstacle to the nascent democracy and survival of public administration is the pervasive insecurity of lives and property, as evidenced by the spate of armed robbery attacks, political assassinations, power distribution coupled with the seeming helplessness of security agencies to handle criminal acts. The situation is worsened by the increasing number of unemployed Nigerians some of whom are ready recruits for criminal activities. The above statement from an editorial comment by a national daily in Nigeria indeed, epitomises the central focus of this paper; the aim of which is to appraise the nexus between new public administration in Nigeria and nascent democratic nurturing, sustenance and eventually consolidation vis-a-vis the battles with one of the major ills of Nigeria nation. Fifty-two year after Independence, and 100 year of its existence, Nigeria still battles with one of the major fall-outs of practical public administration and nascent democratic dispensation, administrative inefficiency, corruption in all facet of economy, the politics of trying to appease all sectors of the polity. This paper highlights and assesses the nature, quality and value of tradition institution to practical public Administration in Nigeria that have dominated the Nigerian federal polity which have created untold unpleasant experiences and pains at one point or the other since independence. The Benin Traditional Council is an offshoot of the Benin Central Council and the institution seems to be unknown to many people who are not close to the Benin Traditional System, and consequently, the functions of the Council in the traditional administration of Benin Kingdom remain vague to such persons. Such issues include the establishment, existence, coverage and functions of this very important institution of Benin Traditional Council are similar to the functions being performed by the Council of State in the contemporary Nigeria Public Administration. The paper painstakingly appraises many of these issues and concludes that all stakeholders in the federal polity should thread softly, be objective, rational, altruistic and magnanimous in order not to make the existence of true federalism (social, political and economic cohesive existence of the people, peace and tranquility) a fleeting illusion and a mirage. It also focused on critical analysis of the problem of power distribution, the kind of crisis it has generated and the kind of measure that can ameliorate the ugly trend.
