Research was conducted basis systematic approach within the framework structural functionalism using universal scientific methods such analysis, synthesis and generalization.Results. The main results are presented follows: within the framework this article, a study was conducted, with the help which we formulated peculiarities views sociologists and philosophers XVII-XIX centuries need state intervention in cultural processes society development, and highlighted functions cultural policy state.Conclusions. The socio-philosophical ideas XVII-XIX centuries evolved direction designating leading role state not only regulating cultural processes, but also educating younger generation through education and cultural development. Cultural Heritage Work in Turkey: a Roundtable

Abstract This round table highlights the experiences and perspectives of individuals engaged in projects of cultural preservation in Turkey. Its participants work on, what might be called, the heritage of “minority” cultures – including that of Armenia, but also those of Alevi, Chaldean, Georgian, Greek, Syrian, and other communities that run counter to mainstream political narratives about indigeneity and autochthony. It addresses the challenges of heritage preservation in Turkey, the role of state policy and that of the public, questions of intangible versus tangible heritage, concepts of minority/majority cultures, and reflects on recent successes and failures of conservation in Turkey.

The role of state policy in the safeguarding and reproduction of the intangible cultural heritage of Russia

The subject of the study is the value-semantic roles and instrumental functions that were assigned to the intangible cultural heritage in Russia's conceptual and strategic documents affecting its preservation and use. The purpose of the work is to determine the current value-semantic and functional position of the intangible heritage in the structure of public administration in Russia, as well as to assess possible prospects for further development of this institution. The implementation of the Russian state approach to the preservation, actualization, popularization and use of intangible cultural heritage is interdisciplinary and interdepartmental. Therefore, in order to assess it more systematically and identify promising areas of development, it is necessary to expand the range of practical research to analyze the entire range of provisions of Russian state policy affecting these issues. The cultural approach seems to be the most heuristic way to achieve this goal. The research uses the method of content analysis, comparative and cultural-historical methods. The author identifies the importance and scope of the intangible cultural heritage at each stage of its institutionalization in Russia, proposes a periodization of the historical dynamics of this process, and substantiates the need to form a Russian national approach to the preservation and use of intangible heritage in comparison with the UNESCO discourse. The author concludes that the progressive institutionalization of the intangible heritage of Russian culture in domestic state policy has allowed us to take into account the creative aspects of scientific, professional and socio-political discourse, as well as harmoniously integrate this institution into a multi-level model of socio-cultural policy. Special attention is paid to the promising tasks of the Russian state policy in the field of intangible heritage in the context of the development of the existing system of its protection.

State-Level Efforts to Reform Elementary Science Education

This comparative case study explores how 18 state education agencies (SEAs) support school districts in advancing standards-based elementary science reform. We identify how SEAs understand their work in advancing elementary science reform and describe how SEAs sought to engage districts in bridging from standards to classroom practice. Based on our analysis, we argue that the school subject is a critical explanatory variable in understanding SEA efforts to support standards implementation and SEAs lean on a resource-based approach for instructional policy implementation. This study contributes to the growing research base on the role of state policy in supporting standards implementation.

The role of state policy in the formation and development of the system of education and enlightenment in Russia is considered. The concept of «mentoring» acquired its modern meaning from the mid1960s, when it began to be widely introduced into the system of vocational education, becoming part of state policy. Formation of the image of a teacher-mentor is an urgent issue of modernizing the system of Russian education. To recognize the special status of teaching staff, including those performing mentoring activities, 2023 has been declared the Year of the Teacher and Mentor. The experience of the Presidential Library in the formation of the digital collection «History of Education in Russia», timed to coincide with this event, is presented. The purpose of the collection is to provide informational support to the state policy in the field of education and enlightenment, as well as a comprehensive presentation of documents and materials reflecting the history of the development of the education system in Russia. The creation of the collection is aimed at popularizing the Russian education system in society.

The Role of State Policy in Fostering Health Information Exchange in the United States

Summary It is widely agreed that health information sharing holds enormous potential to improve health care productivity. Although the adoption of electronic health records in the United States over the past 15 years has been impressive, the use of data — and subsequent improvements in health care productivity — has been disappointing. This article considers the role that state policy plays in the adoption and use of health information exchange (HIE) across providers. The authors built a novel database of state laws from 2000 through 2019 that tracks 12 dimensions of policies that may facilitate HIE usage. The dimensions fall along four categories: clarifying HIE governance, strengthening financial stability, specifying the uses and users of an HIE, and protecting the underlying data. The authors find that regulations related to privacy protections and HIE financial viability have substantial effects on information sharing. The category that has the strongest relationship with health information sharing is related to data protection. In states that add a dimension making the protection of data less costly, HIE usage increases by 18%. Within the category of data-protection measures, one stands out: enacting legislation that has patients participate by default leads to a 16% increase in usage. Adding a dimension for each of the other three categories leads to a 4% increase in HIE usage, although only the relationship with financial sustainability is measured precisely enough to be statistically significant. In particular, states that set up the ability to charge participant fees and authorize the HIE to request state, federal, and private funding achieve greater HIE. These results point to policy levers that can catalyze the use of digital tools to improve health and lower health care costs.

THE INFLUENCE OF THE PRESIDENCY INSTITUTE ON THE UKRAINIAN INDEPENDENT ORTHODOX CHURCH FORMATION

The current political situation in Ukraine shows a deep crisis in relations in many spheres of social life, including interfaith relations. The purpose of the article is to highlight the problems of the political influence of the presidency institution during the Ukrainian statehood birth and to apply this knowledge to the realities of modern society. The Orthodox Church is the dominant confession in Ukraine, but today it is in the stage of division into different jurisdictions. It has been proven that the unification of the divided branches of Ukrainian Orthodoxy will contribute to the consolidation of Ukrainian society, especially in the presence of open external aggression. It was established that the presidency institution itself plays an extremely important role in state policy in the religious sphere. The article analyzes that Ukrainian Presidents actively participated in the religious policy of the state and contributed to the formation of the United Local Church. Therefore, the church is an important factor in the consolidation of the divided Ukrainian society, therefore the state policy in this area should be directed to support the project of the Local Church.

The contradictory effects of South Korean resettlement policy on North Koreans in South Korea

ABSTRACT This paper analyses the intersection of government policy and social status in a forced migration context. Specifically, I evaluate the influence of state policies on the social status of North Koreans in South Korea (t’albungmin). In positively discriminating in their favour while simultaneously treating them as welfare beneficiaries, I propose that South Korea’s resettlement policy contributes to their social exclusion. T’albungmin receive greater benefits than other low-income earners, raising their fears of public backlash against their perceived privilege in a limited welfare environment. Resettlement policy also reinforces the image of t’albungmin as uneducated and low-skilled, contributing to discrimination they face when seeking skilled work. Although this policy suggests t’albungmin are homogeneously low class, I argue that t’albungmin retain elements of pre-migration class privilege after migration, with forms of capital associated with higher relative status in North Korea facilitating integration into South Korean society. However, in masking their class variation, and thus concealing the correlation between socio-economic background and ease of integration, resettlement support contributes to a perception that integration is a matter of personal effort. This case sheds new light on the role of state policies in inadvertently perpetuating social exclusion of the migrants it aims to support.

The Role of State Policy in the Formation of Food Security in the Countries of the European Union

Abstract. Introduction. The correlation between inflation and unemployment is a very relevant topic for both Ukraine and other countries. The connection between them is so strong that they are like a natural disaster with severe socio-economic consequences directly for the population of the countries on whose territory these processes are taking place. The level of food supply in modern conditions is one of the priority areas of state policy in the vast majority of countries in the world. The categorical apparatus of the sphere of food supply was formed in the 70s of the 20th century, when the problem of hunger acquired special importance for most countries of the world. The main priorities in this field at that time were quantitative satisfaction with food products and their financial availability for each person. And although almost half a century has passed since that time, this question has not only not lost its relevance today, but has also become one of the most important and priority ones. Purpose. The aim of this study is to thoroughly analyze the current trends of inflation in the countries of the European Union and the impact of these factors on the level of unemployment and the sustainable development of agro-food production as a component of food security in the region. Results. The results of empirical and regression analysis have shown that there is a direct causal relationship between inflation and unemployment, with inflation being the cause and unemployment being the effect. This made it possible to assert that the maintenance of macroeconomic stability in the EU countries should, first of all, consist in ensuring stable prices and a stable exchange rate. Maintaining the stability of the country's economic condition will prevent violations of the system of sustainable development of enterprises and contribute to the strengthening of food security trends. Conclusions. Inflation and unemployment threaten the economy of any country. However, as a rule, the most vulnerable strata of the population suffer, which affects food security. The relationship between inflation and unemployment exists and is legally regulated by the state administration. As practice shows, modern analytical software tools are used in various states, which are based on macro-, regional, and micro-level statistical data for modeling socio-economic situations, which helps to make the most realistic forecasts of the economic situation. In the future, it will be expedient for the EU government to set the following key tasks: first, use the entire arsenal of measures aimed at further suppressing inflationary factors; secondly, optimization of the nature and structure of public expenditures, while not abandoning the state's duties to protect socially vulnerable segments of the population, which is necessary for successful state regulation of food security processes; to establish the mechanisms and algorithm for achieving national food security, which will include scientific support, the formation of a regulatory and legal framework, increasing production volumes and increasing food security.

The state and energy security in the world and Europe as a public good

The article proposes an extended approach to the concept of public goods, when energy security is seen as a variety of them in conjunction with the state of the environment, and in the EU with the desire to reduce dependence on the key supplier of fossil fuels — Russia. In this context, energy security as a public good is linked with the development of clean energy, primarily with the transition to energy production from renewable sources. The role of state policy, state-owned enterprises as traditional strategic actors in the energy sector, as well as public—private partnerships at various levels — from local to global, is emphasized. Particular attention is paid to the interstate cross-border cooperation. In the context of the energy transition to renewable energy, the relevance of energy security is increasing, taking into account the costs of renewable energy sources and fossil fuels, in particular, natural gas. The conclusion is made about the importance of the contribution of states in supporting technological and socio-economic changes and international coordination in the field of energy security.

Part-time work and health in the United States: The role of state policies

Part-time work is a common work arrangement in the United States that can be precarious, insecure, and lacking opportunities for advancement. In turn, part-time work, especially involuntary part-time work, tends to be associated with worse health outcomes. Although prior research documents heterogeneity in the health consequences of precarious work across countries, we do not know whether state-level institutional contexts shape the association between part-time work and self-rated health in the United States. Using data from the Current Population Survey (2009–2019; n = 813,077), the present study examined whether linkages between part-time work and self-rated health are moderated by state-level social policies and contexts. At the population level, we document differences in the prevalence of fair/poor health among part-time workers across states. For instance, 21% of involuntary part-time workers reported fair/poor health in West Virginia compared to 7% of involuntary part-time workers in Massachusetts. Findings also provide evidence that voluntary (β =.51) and involuntary (β=.57) part-time work is associated with greater odds of fair/poor health among individuals. Moreover, the association between voluntary part-time work and self-rated health is weaker for individuals living in states with higher amounts for maximum unemployment insurance, higher minimum wage, and lower income inequality. State-level policies did not moderate the association between involuntary part-time work and health. The present study points to the need to mitigate the health consequences of part-time work with social policies that enhance the health of workers.

Supporting actors: The role of state policy and private programs in advancing local and renewable heating technology

This article examines policy approaches impacting the adoption of alternative energy technology. Researchers investigated the factors affecting the transition to automated wood pellet heating (AWPH) in northeastern US as an example of the early stages of an energy transition in small-scale heating. The research team applied diffusion of innovation theory and the multi-level perspective on sociotechnical transitions to develop a system-wide analysis of the AWPH transition, incorporating multiple actor groups and policy strategies. Sixty interviews were conducted across four northeastern states with adopters and informed non-adopters of AWPH, and with industry, policy, and community representatives. Using interview results and theory, surveys were developed and distributed state-wide to both adopters and non-adopters with 690 useable responses (38% response rate). Qualitative and quantitative data analysis found differences in the factors impacting AWPH adoption between those within the Model Neighborhood Project (MNP), a privately-run program aimed at accelerating the diffusion of AWPH, and those who had access to state-run programs alone. These differences and the success of the MNP suggest that policy aimed at supporting early-stage energy transitions should incorporate not only consumer financial incentives, but also build a local network of supply-side actors through community-based outreach and technical support.

Sex Work and Stigma Management in China and Hong Kong: The Role of State Policy and NGO Advocacy

AbstractThis paper examines the impacts of state policies and NGO advocacy on female sex workers’ identity and how they manage stigma. Comparing three groups of sex workers – those born and working in mainland China, those born and working in Hong Kong, and those born in mainland China who later migrated to Hong Kong and entered the sex industry – this paper suggests that differences in state policies on prostitution and the different degrees of visibility of NGOs campaigning for sex workers’ rights are related to three strategies used by sex workers to construct a positive self-image to counteract the stigma they face: gendered obligation fulfilment, professional work and responsible citizenship. The paper illustrates that stigmatized-identity management involves complex relationships among individual interpretation, selection and mobilization of gender, work and citizenship scripts, which are contingent on structural features of the environment and may change during migration and relocation.

Development of relations between the state and religion in Uzbekistan

This article discusses the development of the relationship between the state and religion in Uzbekistan. In recent years, Uzbekistan has implemented large-scale reforms in the field of religion, which embody new approaches and principles of state religious policy in the country and in this regard, the role of state policy in ensuring interreligious and interethnic peace and harmony in society is shown, as well as the conditions created by the state for conducting interfaith dialogue and observing the rights and freedoms of religion of citizens.

Determinants of Dual Enrollment Access: A National Examination of Institutional Context and State Policies

Despite considerable growth in rates of participation in recent years, concerns remain about disparities in access to dual enrollment programs. On one hand, there are questions regarding who has access, which students are most disadvantaged, and which schools fail to offer the opportunity at all? On the other hand, there has been little clarity about what helps to improve access—in particular, what is the role of state policies in this effort? Using nationally representative data sources, this study uses a multilevel approach to understand how dual enrollment participation varies at the level of states, schools, and students. The findings reveal that policy mandates are among the strongest predictors of dual enrollment participation. Furthermore, schools serving greater proportions of racially minoritized students are the least likely to offer dual enrollment, but within schools, students from lower socioeconomic backgrounds have a lower probability of participating relative to their more affluent peers.

The relevance of the research topic is justified by the need to form a comprehensive understanding of the es-sence and content of modern economic relations and the role of state policy in their regulation, as well as the imple-mentation of modern economic policy of the state, taking into account the existing system of state management of the economic sphere. The purpose of the study is to analyze and generalize the experience of modern Russian political scientists in the latest research areas in modern Russian political science using the example of economic political science. Objectives substantiation of the relevance of the development of economic political science as the most important, newest direction in the development of modern Russian political science; analysis of the positions of Russian scientists, representatives of political science regarding the subject of economic political science as a science and academic discipline; analysis of the state of representation of areas of training in economic political science, the discipline "Economic political science" in Russian educational institutions of higher education; justification of the need to introduce the discipline "Economic Political Science" for students of training areas in political science, public administration and economics The research methodology is based on the author's approach, the author's hypothesis about the lack of political and economic research in modern Russian political science. The methods used are general scientific methods of analysis and synthesis of information, as well as political science and economic analysis. Results. The urgency of the development of economic political science as the most important, newest direction of development of modern Russian political science and the need to introduce the discipline "Economic political science" for students of training areas in political science, public administration and economics are substantiated. The analysis of the positions of Russian scientists, representatives of political science regarding the subject of economic political science as a science and academic discipline is carried out. Conclusion. The study made it possible to conclude that it is necessary to develop the direction of political and economic research in accordance with the provisions enshrined at the level of the order of the Ministry of Science and Education No. 118.
