The article examines the role of small business and the problems faced by entrepreneurs in Russia, including the conditions of economic instability caused by the coronavirus pandemic. State support for small businesses is necessary and is carried out through the formation of infrastructure, financial support within the program budget: the implementation of the National Project "Small and Medium-sized Businesses and support for individual Entrepreneurial Initiative" is financed for the period of implementation from 2019 to 2024, state and municipal programs, etc. In the context of the pandemic, small businesses are the most vulnerable economic entities, which explains the need for additional support from the state in the form of subsidies, reduced insurance premiums, preferential lending, and tax holidays. It is noted that only for subsidies for small and medium-sized businesses from the affected industries, by Order No. 1229-r of 08.05.2020, the Russian Government allocated more than 80 billion rubles from the reserve fund. The article presents a comparative analysis of state support measures for small businesses at the federal level before and during the 2020 pandemic. The infrastructure of small business support at the municipal level is considered on the example of the city of Novosibirsk. In conclusion, the lack of state assistance to small businesses in the implementation of support measures is noted.
