МАЛОЕ ПРЕДПРИНИМАТЕЛЬСТВО В РОССИИ: ПРОБЛЕМЫ И МЕРЫ ГОСУДАРСТВЕННОЙ ПОДДЕРЖКИ

The article examines the role of small business and the problems faced by entrepreneurs in Russia, including the conditions of economic instability caused by the coronavirus pandemic. State support for small businesses is necessary and is carried out through the formation of infrastructure, financial support within the program budget: the implementation of the National Project "Small and Medium-sized Businesses and support for individual Entrepreneurial Initiative" is financed for the period of implementation from 2019 to 2024, state and municipal programs, etc. In the context of the pandemic, small businesses are the most vulnerable economic entities, which explains the need for additional support from the state in the form of subsidies, reduced insurance premiums, preferential lending, and tax holidays. It is noted that only for subsidies for small and medium-sized businesses from the affected industries, by Order No. 1229-r of 08.05.2020, the Russian Government allocated more than 80 billion rubles from the reserve fund. The article presents a comparative analysis of state support measures for small businesses at the federal level before and during the 2020 pandemic. The infrastructure of small business support at the municipal level is considered on the example of the city of Novosibirsk. In conclusion, the lack of state assistance to small businesses in the implementation of support measures is noted.

This article discusses the role of small business and the characteristics of investment factors that affect the economy of Kyrgyzstan, as a factor in the sustainable development of the country. The development of small small businesses is the basis for the stability of the macroeconomic situation of the state. Officially, small and medium-sized businesses have been identified in Kyrgyzstan as the most important sector of the economy. An analysis of data on the production of small and medium-sized businesses in Kyrgyzstan shows that small business shows the most productive activity.

Features of the Integration of Small Entrepreneurship into the National Economical Structure in the Current Context

The article considers the role of small business in terms of the present-day global economy and analyses the problems of identifying an optimal correlation between small and large businesses in the open-type economic systems. The authors describe the features of small enterprises in performing economic activities and substantiate the necessity and expediency of cooperation between large and small companies in the field of technological innovations. Foreign experience has proved the effectiveness and perspectiveness of incorporating of small businesses in the activities of large companies, one of the components of country's successful economic development as a whole. However, despite the emerging positive trend, this area is still not given due attention in Russia. The authors investigate the historical features of the Russian small business system that have left a mark on its interrelations with large business entities and bring up an issue of the necessity of mastering the state support of the small business sector in our country and pay a sufficiently more attention to the issues of cooperation and mutual support of small and large businesses.

The purpose. To determine role of small business in production of agricultural products of Polissia on an instance of personal farms (Volynsk, Zhytomyr, Rivne and Chernihiv oblasts). Methods. Economic-statistical, analysis and synthesis, monographic, inductions and deductions, graphical and comparisons. Results. Role of farmer and individual facilities in production of principal products of agricultural produce is shown. In dynamics they analyze production of separate sorts of agricultural products of the region on various classes of facilities. Potential and economic aspects of their activity are probed. Factors constraining the further development of farmer and personal peasant farms are specified, and measures which should be accepted for building favorable conditions of effective operation of enterprise frameworks in agrarian sector, heightening level of competitive strength of products, provision of social stability and equilibrium in the market are offered. Conclusions. Cooperation of small agricultural commodity producers, including farms and personal peasant farms, will promote their transformation in commodity farms and to deriving additional incomes of participation in integration, will reinforce their competitive strength. It also will resist to speculative intermediary, will realize quality control and certifications of products, joint realization of products, attraction of innovative techniques, etc.

Opportunely in the time of globalization, female entrepreneurs, including those doing business in countries in transition, are moving towards the booming of their businesses. Apart from the advantages they have in the period their countries are transitioning, female entrepreneurs also are faced with many challenges. These challenges are faced by female entrepreneurs who are doing business in Kosovo, which is in a transition period. The challenges faced by female entrepreneurs in the state of Kosovo, apart from economic factors, are also cultural factors. Given the role of small businesses in the country's economic development, a number of these businesses are run by women, ventures also known as small businesses.
 Through this research paper, we will try to highlight the main challenges of female entrepreneurs are facing in countries in transition, and especially in the state of Kosovo, where through the recommendations collected by this research paper, we believe that we will contribute to female entrepreneurs of this country.

Цель: исследовать вопросы, связанные с трансформацией подходов коммерческих банков к кредитному анализу малого бизнеса, роль которого в настоящее время усиливается в национальной экономике. Обсуждение: одним из перспективных направлений кредитования коммерческих банков в России является развитие кредитных отношений с предприятиями малого бизнеса. В условиях современной экономической нестабильности банки должны внимательно относиться к потенциальным заемщикам. Следовательно, необходима трансформация подходов коммерческих банков к кредитному анализу малых предприятий с целью увеличения его качества и эффективности. Результаты: авторами выделены исторические этапы развития кредитного анализа в России; проведен анализ современного состояния на рынке кредитования малого и среднего бизнеса; рассмотрены этапы проведения кредитного анализа заемщика (малого предприятия) в ПАО Сбербанк; даны рекомендации по дальнейшей трансформации подходов коммерческого банка к кредитному анализу малого бизнеса.

The article discusses the place and role of small businesses in the United States of America and China. The results of the study of the current level of development of the small business sector and its support in these countries, including statistical indicators of entrepreneurship development, are presented. The study is based on the analysis of support tools for small businesses. Key features of the small business system are highlighted. The state program supports it. The main directions and program activities focused on small business development are analyzed. Special attention is paid to monitoring the activities of the Small Business Administration, measures to support entrepreneurs, state financial assistance to small businesses, and sources of funding. Based on the analysis carried out, basic state programs and the territorial infrastructure of small business support were noted, and the high socio-economic orientation of small businesses was noted.

Key directions of sustainable development of entrepreneurship in the forest sector of economics

The significant role of small business in the development of the national economy is manifested not only in ensuring the development of its separate spheres of activity, but also in the historical, legal and economic aspects. The history of the formation of national economies shows that the development of the economies of countries recognized as highly developed was accompanied by a significant economic growth in the share of small business, which is the basis of the economy. Today, the basis for the growth of socio-economic indicators of the economies of developed countries are entrepreneurs. Small business makes it possible to create equilibrium conditions in Russia for integration into a virtual economy that is developing all over the world. This is due to the fact that in crisis conditions of functioning small business tries to make the most effective use of real and innovative means for development, which can attract large initial investments for the development of the virtual economy. At present, ensuring economic stability is one of the key components of the development of the national economy. And in this connection it should be noted that small business plays a key role in ensuring economic sustainability. Of particular interest is not all small entrepreneurship in general, but in certain sectors of the economy that play a strategically important role in ensuring a stable and balanced development of the national economy.

This article focuses on the nature and role of small business in the sphere of consumer market and services as an important condition of economic growth. The article presents the analysis of the state of small business in the federal subjects of Russia - the Republic of Khakassia, and summarizes its development, the structure of small business by the number of enterprises in different activities. The authors estimate the small business in the sphere of consumer market and services and present the peculiarities and problems of development of entrepreneurial structures in the sphere of consumer market and services at the regional level (on the example of Republic of Khakassia). The consumer market remains one of the most important factors of economic growth in the Republic of Khakassia. The authors determine the factors contributing to the development of small business on regional level and their impact on economic growth. They note that just small businesses do not require large upfront investment and guaranteeing a high rate of turnover of resources and they can most quickly solve the problems of the formation and saturation of market with goods and services. Small businesses can quickly respond to changing consumer demand and thus they can provide the necessary balance in the consumer market. This study is limited to the territory of the Republic of Khakassia, however, the information can be applied and used in other regions of the Russian Federation, as well as in the preparation of textbooks and articles.

Profitability and efficiency evaluation of the financial management of a socio-economic intervention

Abstract The role of small businesses is critical in the growth of an economy, and in certain circumstances these necessitate financial aid for their sustainability. The main objective of the study is to evaluate the profitability and efficiency of the financial management of the intervention for the improvement of the socio-economic condition of the small businesses in Santol, La Union, Philippines. The article specifically addressed the functionality of the financial aid relative to the actions taken by the beneficiaries for their small businesses, the profitability and efficiency of financial management condition of the small businesses, and the impact on the socio-economic condition of the small business beneficiaries. The study utilized the descriptive type of research mixing qualitative and quantitative analysis by applying financial ratios. It covered the small businesses from three associations and their 127 members. It was found that the association-beneficiaries deposited the money in a bank before the loaning services. The small businesses became profitable and efficient in utilizing the financial aid. The overall socio-economic impact is good as reflected in the results of their financial management. The small businesses of the associations were able to continue operating and provided loaning services to their needy members. It is concluded that with close monitoring and evaluation, small businesses that were granted financial aid are profitable and efficient in their financial operations. It is then recommended that monitoring and evaluation as well as the provision of interventions for the small businesses be sustained to ensure contribution of small businesses to the economic growth of the society.

Russian Abstract: В работе дана оценка роли малого бизнеса в сельском хозяйстве России и разработка механизмов взаимодействия малых форм хозяйствования с компаниями-интеграторами и сельскохозяйственными кооперативами. Встраивание малого бизнеса в вертикальные цепочки раскрыто на основе изучения теоретических основ и практического опыта в зарубежных странах, в основном, США и Западной Европе. Выявлены уровень и ограничения развития сельскохозяйственной потребительской кооперации в России с учетом профильной и региональной специфики. Изучена практика и институциональные ограничения развития контрактного сельского хозяйства в нашей стране. English Abstract: The paper assesses the role of small business in Russian agriculture and develops mechanisms for the interaction of small forms of management with integrator companies and agricultural cooperatives. Embedding of small business in vertical chains is revealed on the basis of studying of theoretical bases and practical experience in foreign countries, basically, the US and the Western Europe. The level and limitations of the development of agricultural consumer cooperation in Russia are determined, taking into account the profile and regional specifics. The practice and institutional limitations of the development of contract farming in our country were analyzed.

Small business as an economic activity of society on a small scale, has a central role in the economy of Indonesia. Although the economic crisis has created a great disturbance in the live of large and middle-size business, apparently small business continues to function well in the lower levels of the economy.The main role of small business is: 1) use excess labor; 2) as a producer of goods and services at reachable prices for the lower econimic levels of society; 3) as a potential producer of foreign exchange because of the success of this type of industry in producing non-oil commodities for export.Remembering that the role of small business is large and has great influence on the lower economic levels of society, it is quite necessary to pay attention to the development of this sector.
