Information resource management in Singapore: The state of the art

Singapore has made impressive uses of computer technology and aims to be a major source of information technology. This study evaluates its performance in terms of information resource management. Survey data from leading organizations were collected and analyzed, in the areas of planning, information management role, user relations and systems development. The responses were compared against the state of the art in the U.S. as per the literature. A handful of organizations were found to be following most of the practices prescribed in the U.S., but the others appeared to be much less sophisticated.

The role of information management in nuclear plant operating experience review

Over the past three years, the nuclear power utilities have made a strong commitment to develop and implement an industry-wide operating experience review program. The purpose of this program is to learn from actual plant experiences and to take advantage of the increased learning rate to be derived from cumulative experience, i.e. experience from many power plants nationwide and even worldwide. A major benefit from such a program is the early identification of potential precursors to serious accidents which, in turn, allows the portended accident to be mitigated or prevented through corrective action. The industry-wide program that the nuclear industry has implemented through the Institute of Nuclear Power Operations (INPO) and the Nuclear Safety Analysis Center (NSAC) is called the Significant Event Evaluation and Information Network (SEE-IN). This article discusses the goals and functions of SEE-IN and the information management systems necessary for its operation. The article explores how information systems facilitate the screening, evaluation, and tracking of the large amounts of operating experience information generated by the power plants.
