The Effect of Organizational Justice and Service Quality on Customer Perceived Value among University Students: Controlling the Effect of Demographic Variables (Age, Gender, Social-Economic Status, and GPA)

This study investigates the effect of a university's organizational justice and service quality on the students' perceived value of higher education institutions. Many studies have investigated the importance of customer perceived value in business. Several predictors have been identified, such as service quality and fairness in service. However, business and public sector services have distinct characteristics that define each sector. Considering the importance of education services and the role of higher education institutions, this study explored the contribution of organizational justice and service quality to students' perceived value. There were 517 students from higher education institutions who participated in the study. They were recruited through online advertisements, and the survey was completed online. The results confirmed the contribution of organizational justice and service quality to students' perceived value. The results were consistent after controlling the effect of other demographic variables (e.g., gender). This study suggested that organizational justice and service quality should be fostered in Indonesian higher education institutions. Organizational justice in higher education can instil a sense of proper educational management while service quality assures the university's high standard of services. Like other customers in business, students in higher education also expect value for their education. However, if they find injustice and poor services at their university, they will be more likely to perceive low value. This study has confirmed the application of organizational justice and quality service theory in higher education services.

Civic Engagement of Latinx Students: The Role of Higher Education Institutions in Serving the Public Good

This conceptual article presents a model for understanding and increasing the civic engagement of Latinx students in higher education. The model presents the key student attributes, precollege and college experiences, and institutional characteristics that impact the civic development of Latinx college students. Higher education practitioners and researchers can use the model to inform the understanding and development of programs, services, and practices to increase the civic engagement of Latinx students.

E-testing in determining the direct and indirect effects between training, organizational culture, leadership and motivation on lecturer performance

Lecturers are instrumental input factors that play an essential role in higher education institutions. The problem that commonly arises is the quality of lecturers related to performance in teaching, research and service. This study aims to develop a measurement instrument and determine perceptions of the factors that can affect the performance of lecturers through the E-Testing tool. The stages of this research are the preparation of the instrument and the testing of the instrument. This study uses a quantitative approach with the variables to be studied training programs, organizational culture, participatory leadership, motivation and lecturer performance. The minimum sample size for a population of 239 is 173 (Warwick & Lininger formula). The data collection technique used is using a questionnaire. Validity test through product-moment correlation coefficient. The reliability calculation technique uses the split-half method. The data analysis used in this research is Partial Least Squares Path Modeling. This study meets the test of the validity and reliability of the instrument. The perception of lecturers as respondents to the variables of training programs, organizational culture, participatory leadership, work motivation, lecturer performance has a very good response, good, good, enough, very good.

An integrated approach, using quantitative and qualitative research methodology, with a sample of 150 students, reveals the attitude of students to the nature and origin of the virus causing COVID-19, as well as vaccines, scientific evidence and prospects for their use. The results show, despite the expectations that students would have more trust in scientific information about vaccines and a higher percentage of vaccinated, that they do not differ from the general population in our country. More than half believe in conspiracy theories about the artificial origin and spread of the virus that causes COVID-19, and do not trust the scientific evidence on the safety of vaccines. The vaccinated one third of the sample have statistically significantly more confidence in scientific evidence than unvaccinated. Vaccinated students live in households where the majority are vaccinated, while unvaccinated students live in households where the majority are not vaccinated. The motives for vaccination for those who have done so and those around one tenth who intend to be vaccinated are less related to medical logic. For most of the vaccinated, the motives are related to the way of life - frequent travel abroad, being able to work to survive, not having to pay for different tests every day. The role of higher education institutions in improving students' awareness of the medical logic of pandemic control and making young people leaders in this process is discussed.

Transition towards a circular economy: A review of the role of higher education as a key supporting stakeholder in Web of Science

Governments and industries are coming to recognise the opportunities provided by the circular economy (CE) and making progress in the initiating of sustainable practices. However, they alone cannot drive the systemic changes needed to transform the current economic model. To this end, the role of higher education institutions (HEIs) is also critical, because they are expected not only to provide guidance to their stakeholders on this matter but also to support new visions for societies and economies beyond the lecture halls regarding the cultivation of a CE mentality and eco-responsible citizenship. The chief purpose of this article is to reflect upon the state-of-the-art and current contributions of HEIs worldwide as a driving force in the development, dissemination, and assessment of the CE. The revisited material consists of 77 articles collected through the Web of Science database. The papers in the sample have been evaluated and grouped into an integrated framework consisting of five analytical categories, following the five active roles played by HEIs as proposed by the Ellen MacArthur Foundation (EMF). The findings reveal that the transition to the CE requires challenges at all systemic levels, and HEIs are well placed to collaborate with industrial practitioners, consumers, and governments to address these challenges.

SUSTAINABILITY IN LIFELONG LEARNING: MANAGEMENT PERSPECTIVE FROM PAKISTAN

The United Nations 2030 Agenda for Sustainable Development places education and lifelong learning opportunities for all at the forefront of Sustainable Development Goal 4, thereby increasing the role of higher education institutions across the world. Higher education institutions have also significantly been impacted by technological advancements of the 21st century, necessitating the need to build resilience and respond with a sustainable approach. Conversely, studies on lifelong learning in the context of higher education institutions remain limited in Pakistan. Recognizing this fact, this study intends to examine sustainability in lifelong learning in terms of the courses offered, strategies used, challenges faced, and the sustainable leadership approach applied in Pakistan. This qualitative study employs the phenomenology approach to explore the perspective of lifelong learning center managers and uses a purposive sampling technique to select respondents from eight renowned universities in Pakistan. Thus, eight respondents who possessed a minimum one year of experience managing lifelong learning centers were asked questions in semi-structured interviews. Subsequently, the content analysis method was used to extract themes and analyze data. Finally, practical recommendations on how to improve the process and quality of lifelong learning have been made using the results of this study.

An Introduction to Revisiting Development Studies Education and an Invitation to Rethink Teaching, Learning and Knowledge Production in the Neoliberal University

We are at a moment of growing critical self-reflection in the field of development studies—heightened by debates on decolonization—that is opening up difficult conversations on teaching, learning and knowledge production for development studies education. This special issue augments these conversations and revisits development studies education within the context of the ‘neoliberal university’. It is our contention that we cannot engage with the expansive project of rethinking development studies education, without elaborating on higher education institutions (HEIs) as the site where change is mediated, managed and resourced. The articles in this volume give empirically grounded and interrelated narratives that elucidate the relationships between development studies and the neoliberal university from a range of disciplinary and geographical perspectives. They allow us to make two salient contributions, firstly, on the role of HEIs as a site of engagement and entanglement between development practice and development studies, and secondly, on the ways in which the neoliberalization of higher education shapes development studies pedagogy. It is our hope that these articles are read as a timely intervention and invitation to rethink development studies education in this context.

Politisasi Senat Akademik Dan Relasinya Dengan Konflik Kepentingan dan Perilaku Korupsi di Perguruan Tinggi

Studies focusing on the role of higher education institutions (HEI) academic senate regarding corruption prevention are relatively scarce. By driving upon collective action and power balance theories, this study examines the effect of power imbalance caused by the double position of structural and academic senate leaders and the ex-officio practice in academic senate structure on conflict of interests and corruptive behavior. One hundred twenty-seven Indonesian lecturers from state and private HEIs participated in this study. The online data were analyzed by descriptive, t-test, ANOVA, and Hayes PROCESS of mediation and moderation model. The result reveals that the conflict of interests elicited by the power imbalance generated the corruptive behavior in HEIs, especially in terms of policy corruption. In practical terms, nepotism and transactional patterns were the most common acts of corruption committed by HEI officials.

Transformation of Value Orientations of Higher Education Applicants in Ukraine

The relevance of the study stems from the role of higher education institutions in shaping the national values among students of pedagogical specialities (educators, future teachers, social workers). The purpose of this study is to investigate the transformation of value orientations of Ukrainian students in the process of developing a democratic society. The study compared data from two age groups (55-60 years old; 18-28 years old). The study used a conversation that involved closed and open-ended questions. The results of the survey were analysed using the cross-sectional method, and directions for further work with the data were drawn up. The anamnesis of the responses is presented in the tables. The empirical study identified the main value orientations among students of pedagogical higher education institutions of the past and present time; investigated the hierarchy of youth values of the 80s, 90s and 2021; compared the transformation processes and formulated the main reasons for their changes in the Soviet period and in the period of independent Ukraine; determined the "brand" phenomenon of modern youth of pedagogical specialties, analysed the way self-development and self-realisation becomes a paramount value of personal orientations among young students. The materials of the study are of practical significance for the process of forming value orientations in higher education institutions. It is necessary to shape system of values among students (future teachers) as they will transmit this knowledge to the younger generation in educational institutions of different levels.

"Digital" change in Libyan universities with COVID-19 and its relationship to sustainable development

The current study aimed to try to "understand the nature of the relationship between digital transformation and its relationship to achieving sustainable development", and the role of higher education institutions in achieving this; Accordingly, the researcher used the descriptive approach, and by using the questionnaire as a main tool for the study, the following results were monitored: The study sample members showed a negative trend with a percentage of (70.7%), towards digital transformation within Libyan universities, due to the limited employment of e-learning systems, with the apparent lack of material capabilities and specialized human cadres. In implementing successful digital learning projects; The results also showed a negative orientation towards the university’s ability to meet the needs of society and its orientations towards comprehensive development, and this may be due to the inability to benefit from the electronic educational power in raising the colleges’ outputs from the appropriate human cadre, and accordingly the study recommended in the conclusion the need to work on changing the orientations of systems Higher education by adopting a realistic digital strategic vision that includes technological and cognitive requirements to improve the quality of educational and training processes.

Cultural economics: the role of higher education institution in shaping the value systems

Purpose. To examine the mechanism of managing changes resulting from the promotion of a new value system by higher education institutions. Methodology. The research is based on the methods and tools of cultural economics, which allow the authors to comprehensively reveal the relationship between the value system and behavior, on the one hand, and the changes caused by values and behavior, on the other hand. The authors used the methods of modeling, comparative analysis, strategic and systematic approaches to the analysis of economic and managerial organization of the cultural sector and the behavior of producers and consumers. Findings. The study proved that: 1) the value system and its manifestations in practice signal the readiness of city residents to accept or reject changes; 2) the success of promoting a new value system depends on the alignment of the initiative to change the existing value system with the values of the change recipients; 3) the inconsistency between the value system that is being promoted and the recipients values shall be eliminated by means of communication with the change recipients. Communication aims to remove anxiety from expected changes and make the changes attractive to the recipients; 4) anxiety shall be remedied by the messages convincing the change recipients of the positive effects of changes on their value system and of the negative consequences if the recipients reject changes. Originality. The application of Schwartzs Theory of Basic Values and the model of Lngstedt and Manninen allowed the authors to explore the mechanism of managing changes resulting from the promotion of a new value system by a higher education institution. Practical value. The obtained results allow for the effective use of the methods and tools of cultural economics in the formation and promotion of a new system of values by a higher education institution.

Micro-credentials: Surveying the landscape.

This paper will discuss micro-credentials (MCs) as a viable emerging form of non-degree qualification which offers flexible, inexpensive contents that closely match learner needs. The opportunities to gain MCs, including language learning, are increasing with higher education institutions and other providers rapidly developing a variety of online MCs. However, the lack of agreed definitions as to what MCs are can undermine their value and uptake. MCs also vary widely in terms of duration, assessment, and whether they can lead to further qualifications or not. In order to overcome these challenges governments are establishing various frameworks for MCs. The EU, New Zealand, Malaysia and the U.S. have all created good practice models to guide both providers and learners. Some of the common features that these agencies have specified in the development of these frameworks will be explained. In addition, the current provision and uptake of MCs in Japan will be described and suggestions made as to how this could develop in the future, especially concerning the role of higher education institutions.

Changing Role of Higher Education Institutions on Research and Innovation in Africa

Research and innovation are crucial in the process of achieving sustainable development goals. Given the significant role Higher Education Institutions (HEIs) play in research. Africa is still grappling with both the changing higher education global landscape and fostering of a research culture that addresses its own societal needs. This study explored the changing role of HEIs on research and innovation and the bottlenecks to its’ realisation in Africa. E-literature was searched from online databases mainly Google Scholar, PubMed, ScienceDirect, Embase and African Journals Online. The search strategy considered relevant content on the subject by use of keywords, purpose of the study and year of publication (2010 to 2021). Overall, the search yielded 889,264 results. From Google Scholar, 805,000 were found, ScienceDirect; 9196, PubMed; 1168, Embase; 63100, and African Journals Online; 10800. The Cochrane review protocol and the PRISMA flowchart were used to assess the relevance of these articles. Eventually, 107 full articles were critically analysed for legibility resulting in 16 studies, which were included. Research and innovation as well as the role of HEIs to the two are keywords of the time. This role has been changing to meet up with globalization demands and increase in population. While their indigenous role was co-creation of knowledge and transfer, they have of recent past surged to create innovation ecosystems, transfer technologies, promotion innovation and research and its’ management. They have gained an ascendancy in sustainability debates as engines of innovation most especially in science, technology, and human progress. This changing role has been compounded by shortcomings such as inadequate competences in the use of emerging ICTs, inadequate funding, curriculum content that does not clearly spell out practical life skills, innovation opportunities, and corporate social responsibility that is still very low. The changing role of HEIs in research in Africa is evidently clear and has been from creation of new knowledge and its transfer to one that is need-driven, entrepreneurial, transformational, and able to reconfigure the status of innovation systems for regional socio-economic transformation. The limitations to its realization could be mitigated through institutional collaboration, funding and customization of research.

This review of literature on IDs in higher education between 2000 and 2020 found that their roles, responsibilities, and challenges are well-described, but little is known about what supports them. As ID roles evolve in response to new challenges while helping faculty and institutions adapt to changes during and after the COVID-19 pandemic, there is a rapidly emerging need to focus on additional areas of research, such as faculty perspectives, what it means to be an ID, and how IDs are--or can be--supported.

The Role of Higher Education Institutions in Developing Employability Skills of Saudi Graduates Amidst Saudi 2030 Vision

In alignment with sustainable goals outlined by Saudi Vision 2030, the research paper aimed to investigate the views on employability skills in higher education by exploring the perceptions of Saudi students and education leaders. The study’s qualitative design caters to the exploration of the practical significance of employability skills and attributes of Saudi graduates as a function allowing to address unemployment and strengthen the economy. The researchers analyzed two sets of qualitative data collected from a sample of Saudi students (n=49) and a sample of education leaders (n=6) with the help of Likert-scale questionnaires and open-ended questionnaires, respectively. Corroborated with the scholarly evidence, the explorative analysis of the data showed the practical significance of employability skills of Saudi graduates for achieving the country’s economic goals through the means of sustainable employability. Overall, the results are consistent with the current scholarship on the topic suggesting that all stakeholders should partake in the development of initiatives and programs that hone transversal employability skills. In the context of Saudi Arabia, the ongoing unemployment crisis necessitates the introduction of a national policy that would formulate a collaborative agreement between the three main stakeholders - employment-seekers, employers, and higher education institutions.

The Role of Higher Education Integrated with Religious Moderation

Abstract: 
 Higher education is a forum for the development and integration of unlimited knowledge.
 Various kinds of experts and researchers as well as great leaders were born from universities. It is different from increasing religious moderation through seminars or other similar things. The role of higher education institutions in shaping religious moderation through the integration of knowledge will differ from moderation through seminars. This study aims to determine the effectiveness of the role of universities in increasing religious moderation. This study uses descriptive methods and uses a qualitative approach. After conducting research, it was found that there was an increase in religious moderation in tertiary institutions through the integration of science. This shows that higher education is the right place to guide cadres who carry a modern and open ideology. Because higher education plays a role as a medium for inclusive and moderate education, religious moderation laboratory base, creator of the socio-religious environment in religion and state as well as competency builders and moderation movements.

КОММУНИКАЦИОННЫЕ ЗАДАЧИ ВУЗА В УСЛОВИЯХ ТРАНСФОРМАЦИИ СОВРЕМЕННОГО МЕДИАПОЛЯ

The article deals with the emergence of new technologies for managing the reputation of the university in the digital information environment due to the transformation of the modern media space and the changing functions of the media. In modern conditions the universities are in a difficult situation: on the one hand, the competition and desire to attract applicants force them to intensify marketing efforts, confirming the positioning of higher education as a service, a special kind of service. On the other hand, such positioning weakens the role of higher education institution in the development of human capital and deprives it of its special intellectual mission. The integral profile of the university in the media environment and, first of all, in its digital segment, is formed through a set of different channels, through which the meanings and key attitudes about the character of the organization are transmitted. The peculiarity of the university’s communication activities lies in the hyper-fragmentation of its channels. Additional risks require controlling the media field and allocating highly professional human and financial resources, as well as increasing the competence of specialists in their own structures that influence the formation of the information environment of the university.

Сучасні виклики розвитку вищої освіти в умовах становлення розумної економіки

The purpose of the article is to analyze the trends in the development of higher education in the context of the formation of a smart economy, academic mobility and substantiate the directions for strengthening the role of higher education institutions in Ukraine in the context of modern challenges. The article generalizes the world experience in the implementation of smart cities, on the basis of systematization of the main ratings of smart cities, key indicators of intellectual activity are identified, also the characteristics of the activities of universities that contribute to the success of smart city. Based on the data of current information, an approximate estimate of the scale of outflow of young people, researchers and teaching staff from the country is provided. The currently available information on the scale of support for Ukraine by European countries both at the level of governments and at the level of individual universities is generalized. Losses and threats to the development of Ukrainian higher education in the conditions of military aggression, destruction of infrastructure and mass displacements of the population are outlined. The major directions of perspective development of universities in Ukraine in the context of modern challenges and post-war recovery are defined. The need to restore the country on fundamentally new principles is emphasized, that is building a new, smart economy, in which the goals of sustainable development and digital transformation will become key and the education and science systems must play an important role. This is possible only on the basis of real mechanisms for the return of our youth and highly qualified personnel back to the country, the transformation of higher education institutions into powerful financial actors of educational, scientific and economic activities, the creation of real competitive advantages for attracting foreign students.

РОЛЬ БУХГАЛТЕРА БЮДЖЕТНОЇ УСТАНОВИ В СУЧАСНОМУ СУСПІЛЬСТВІ

The article identifies the role of public sector accountants in creating value for the state and society and suggests ways to improve skills in making professional judgments. Public accountants should provide the necessary information for decisionmaking and check the current activities of public organizations. The accountant of the public sector institution informs the population and allows assessing the efficiency and cost-effectiveness of the institutions that provide public services. Thus, for an accountant working in public administration, it is essential to provide information primarily to meet the information needs of citizens, NGOs, and society in general, to determine the cost of maintaining these bodies – how much taxpayers work for civil servants. At the same time, despite the existing problems and troubles, the accountant profession is constantly evolving in response to the constant development of socio-economic relations, the introduction of new innovative technologies, and the integration of society, which leads to growth, and organization in solving problems and advocating. Despite this key role of accounting in the public sector, it is underestimated compared to scientific and professional accounting in the corporate sector. The role of higher education institutions is to provide students with the skills necessary not only to enter the profession but also to solve environmental, economic, and social problems. The role of professional accounting organizations is to develop the profession as a whole – both in the private and public sectors. The factors of unfavorable influence on the development of the accounting profession in the public sector are identified, and directions for increasing its prestige are proposed. The acquisition of new knowledge and practical skills and the identification of barriers to the acquisition of relevant skills in accordance with international best practices and standards contribute to the role of accountants in the public sector and increase their social value, especially in the context of international practices.
