School Road Safety Education in Uganda: Progress and Lessons Learned

The Uganda Road Accident Reduction Network Organisation (URRENO) is a non-profit, non-government organisation (NGO) mandated in 1997. From a modest pilot project funded by the World Bank in 2003, it has become a leader in the development, implementation and advocacy for road safety education in primary schools across Uganda. Through URRENO efforts, the pilot program was adopted as the national curriculum and was shown to improve students’ road safety skills and behaviours and reduce their involvement in crashes from 15% to 5%. Many other related worthwhile initiatives followed, including: improvements in pedestrian facilities; integrated road safety publicity and enforcement campaigns; and expansion of road safety NGOs to supplement Government efforts. Lessons learned of value for like organisations include: striving to collect and analyse data to attain a project evidence base; building strong partnerships with influential individuals, community groups, businesses and Government stakeholders; adopting participatory approaches in which stakeholders and beneficiaries play significant roles in project implementation; and building capacities and empowering beneficiaries. URRENO continues in its efforts to strengthen and further roll-out the road safety education curriculum across Uganda, following evidence that transfers of trained teachers has contributed to decayed expertise and attention to road safety, particularly among schools in rural areas. URRENO will continue to strive to empower young people to learn and strengthen their capacity in road safety, to grow out of dependence and become independent safe road users.

Behavioral Health at School: Do Three Competences in Road Safety Education Impact the Protective Road Behaviors of Spanish Children?

Background: Education in road safety (also known as Road Safety Education—RSE) constitutes, nowadays, an emergent approach for improving present and future road behaviors, aiming at taking action against the current, and concerning, state-of-affairs of traffic crashes, through a behavioral perspective. In the case of children, and despite their overrepresentation in traffic injury figures, RSE-based strategies for behavioral health in transportation remain a “new” approach, whose impact still needs to be empirically tested. Objective: The aim of this study is to assess the impact of three key road safety skills of the Positive Attitudes, Risk perception and Knowledge of norms (PARK) model, addressed in RSE-based interventions, on the safe road behavior of Spanish children. Methods: For this cross-sectional study, a representative sample of 1930 (50.4% males and 49.6% females) Spanish children attending primary school, with a mean age of 10.1 (SD = 1.6) years, was gathered from 70 educational centers across all Spanish regions, through a national study on RSE and road safety. Results: Road safety skills show a positive relationship with children’s self-reported safe behaviors on the road. However, the knowledge of traffic norms alone does not predict safe behaviors: it needs to be combined with risk perception and positive attitudes towards road safety. Furthermore, the degree of exposure to previous RSE interventions was shown to have an effect on the score obtained by children in each road safety skill; on the other hand, road misbehaviors observed in parents and peers had a negative impact on them. Conclusion: The outcomes of this study suggest that education in road safety is still a key process for the acquisition of safe habits, patterns and behaviors among young road users.

Educating parents to support children’s road safety: a review of the literature

ABSTRACTThis narrative review synthesised the limited work that has been carried out into road safety education targeting parents. Parent education appeared to have a positive impact on child safety seat use and children’s bike helmet use, but results regarding the impact of parent education on pedestrian safety were mixed. The review highlighted important gaps in the literature. A key gap being identifying effective ways to engage parents of low socioeconomic and ethnic minority backgrounds. Further, another gap is understanding effective ways to engage and support parents of children with additional needs to build their children’s road safety skills. There is some evidence that parent education has a positive impact on these “at-risk” groups, but little work on how to engage with these groups and the type of parent education required.

Individuals with severely impaired vision can learn useful orientation and mobility skills in virtual streets and can use them to improve real street safety.

Virtual reality has great potential in training road safety skills to individuals with low vision but the feasibility of such training has not been demonstrated. We tested the hypotheses that low vision individuals could learn useful skills in virtual streets and could apply them to improve real street safety. Twelve participants, whose vision was too poor to use the pedestrian signals were taught by a certified orientation and mobility specialist to determine the safest time to cross the street using the visual and auditory signals made by the start of previously stopped cars at a traffic-light controlled street intersection. Four participants were trained in real streets and eight in virtual streets presented on 3 projection screens. The crossing timing of all participants was evaluated in real streets before and after training. The participants were instructed to say “GO” at the time when they felt the safest to cross the street. A safety score was derived to quantify the GO calls based on its occurrence in the pedestrian phase (when the pedestrian sign did not show DON’T WALK). Before training, > 50% of the GO calls from all participants fell in the DON’T WALK phase of the traffic cycle and thus were totally unsafe. 20% of the GO calls fell in the latter half of the pedestrian phase. These calls were unsafe because one initiated crossing this late might not have sufficient time to walk across the street. After training, 90% of the GO calls fell in the early half of the pedestrian phase. These calls were safer because one initiated crossing in the pedestrian phase and had at least half of the pedestrian phase for walking across. Similar safety changes occurred in both virtual street and real street trained participants. An ANOVA showed a significant increase of the safety scores after training and there was no difference in this safety improvement between the virtual street and real street trained participants. This study demonstrated that virtual reality-based orientation and mobility training could be as efficient as real street training in improving street safety in individuals with severely impaired vision.

The importance of spatial orientation and knowledge of traffic signs for children's traffic safety

Pre-school children, as well as children from lower grades in primary school, who although rarely, completely independently participate in traffic, represent a vulnerable population from the standpoint of traffic safety. The greatest number of children were injured or killed in road traffic crashes on their way from home to kindergarten or school. Mostly due to lack of experience, children's behavior is confusing and often reckless and hasty. Safe behavior in the traffic environment demands certain cognitive skills. Unlike adults, children have less than fully developed peripheral vision. Also, changes occur in color perception, i.e. discrimination. All this leads to the conclusion that the stage of physical and mental development of the child is very important for safe participation in traffic. So, to estimate if they are sufficiently equipped to participate safely in traffic, a sensitive test for young children that may be suitable for their level of cognitive development is required. Accordingly, road safety education should be arranged in such a way that considers the child's level of development, as has been shown to be more effective when started at younger ages. Play is the most natural and easiest way of learning because it is the lens through which children experience their world, and the world of others. Having this in mind, if we want to measure the abilities of a child, and their preparedness for safety participation in traffic, unavoidable is to use non-verbal tests. The purpose of this study is to explore primary schooler's spatial, and abilities of color perception and memorization, as well as their performances in interpreting the meaning of traffic signs. In addition, neighborhood environmental correlates (rural–urban) and possible individual differences influences on the relationship among these abilities was examined. Knowledge about these factors affecting children's safety can be applied to improve relevant intervention measures for promoting safe participation of young children in traffic. It may constitute the basis for effective classroom work which implies the creation of individualized educational plans and programs, through which road safety skills could be acquired and adopted through play.

Parental role in children’s road safety experiences

This study investigated parents’ attitudes, knowledge and behaviours relating to their role in protecting and teaching their young children road safety skills; and in particular parents’ perceptions regarding where they thought their child learnt the most about road safety. A questionnaire exploring attitudes, knowledge and behaviours on general road safety was completed by 272 participants with at least one child aged between 3 and 10years residing in the Australian state of Victoria. Participants were predominantly female (74%); were either married or in a de facto relationship (92%); and had completed secondary school education (73%). General road safety behaviours and attitudes were fairly positive, with most participants reporting that they restrict their alcohol consumption or do not drink at all while driving (98%), they drive at or below the speed limit (85%) and ‘always’ wear their seatbelts (98%). However, more than half of the participants reported engaging in distracting behaviours ‘sometimes’ or ‘often’ (54%) and only half reported never engaging in aggressive driving (49%). Only 77% believed they were their child’s primary learning source for road safety skills (internal locus of control). The remaining 23% believed school, friends or television were the primary source (external locus of control). Parents with an internal locus of control in educating their children about road safety skills were significantly more likely to be educated at a University level or higher and were more likely to reside in metropolitan versus rural/regional areas, compared with parents with an external locus of control. Parents with an internal locus of control typically had greater knowledge about: whether it is legal in Victoria to drive with unrestrained passengers; whether fines were intended for revenue raising; and whether it is OK to drive 10km/h above the speed limit in some circumstances. This research provides evidence for road safety intervention development, particularly the potential for parents to be the primary trainers in road safety skills.

Safety around schools

Around schools, increases in walking and cycling help to reduce traffic congestion and improve the road safety and neighborhood navigation skills of children. Physical activity and independent mobility may also have a positive effect on children’s behavioural and cognitive development. Child pedestrians, however, are a vulnerable road user groups, experiencing an increased crash and injury risk relative to older pedestrians, constituting a substantial proportion of all pedestrian fatalities and serious injuries, with children below the age of 10 years of age shown to have four to 11 times greater risk of collision compared to other pedestrians, and they frequently occur around schools. In fact, vehicle collisions involving children pedestrians are considered as the most serious health risk facing children in developed worlds. School safety evaluations were conducted involving four components: i) site visits providing physical assessments of current road conditions, ii) consultation with key groups including school principals and Local Council representatives, iii) desk-top review of available behavioural and training programs, iv) workshops to develop recommendations for appropriate and sustainable conceptual solutions. Using a number of case studies, the findings suggest that evidence-based and consultative selection of initiatives can be effective in encouraging walking and cycling while providing a safer environment around schools. This can be achieved through implementation of multi-faceted initiatives including engineering treatments to enhance the safety of the physical environment around the school and on popular routes to school, as well as sustainable educational/training programs for both students and parents. Evidence-based safety assessments are useful to develop a Safe System environment around schools. A combination of improvements to road design and operation, especially vehicle speed reductions and separation of vehicles and pedestrians, and behavioural programs to improved education and training, along with enhanced supervision can achieve sustainable reductions in child pedestrian trauma around schools.

Road Safety Education: A Paradoxical State for Children in a Rural Primary School in South Africa

The study explores the response of rural primary school children to road safety education programmes. In this qualitative research project, we employed an interpretivist paradigm to investigate and understand children’s responses to road safety education in one school in the Moloto Village, Mpumalanga Province, South Africa. Drawing on various participatory activities done by the child participants, as well as non-participant observation by the researchers through ‘photo voice’, the researchers posit their findings. The key finding is that the children theoretically know what to do when using the road as pedestrians but that they do not apply road safety rules as the community’s unsafe road use behaviour undermines all road safety skills the children have learnt at school. The paradox between what the literature on road safety education prescribes and what the national curriculum of South Africa promotes regarding road safety, and what the children apply in their daily lives, is apparent and noteworthy.

Learning road safety skills in the classroom

Accessible summary It is important for some disabled children to learn road safety skills. Practicing crossing the road in the classroom with photographs of the outside road helped a young disabled child improve his road safety skills. Improved road safety skills helped the child to be more independent and aware when crossing roads. SummaryThis case study demonstrates the effectiveness of a classroom based learning programme in the acquisition of road safety skills. The participant, a child with severe learning disabilities, was taught road safety behaviours in the classroom with the aid of photograph cards. When he had mastered these skills in the classroom, he returned to the outdoor environment and showed higher levels of road safety competence than before the classroom training. The study also describes the generalisation of the road safety skills over time and with different support staff. The benefits of learning complex community skills in the classroom with simplified environmental stimuli (i.e. picture cards rather than in vivo) are discussed.

Reading in the Hyperconnected Information Era: Lessons from the Beijing Ticket Scam

In this paper I argue that the kinds of literacy needed for making sense of information on websites is more nuanced and embedded in our everyday context that we are currently providing for learners. The kinds of analysis of websites which allow the processing of information in context are presented. This is demonstrated by an analysis of a scam site, which sold non-existent tickets to the Beijing Olympics and a description of a phishing attempt at Twitter. The skills required to understand information presented on the web have evolved far quicker than the parallel shifts in road safety skills, and people are now required to read web sites contextually if they are to be able to make informed decisions about information available on the World Wide Web. It is proposed that this is achieved through education rather than filtering out undesirable information.
