<p>The article clarifies the concept of “psychological safety” taking into account the specifics of modern Russian universities. The foundation of such security is the self-esteem of the teacher, who is capable of realizing the highest meanings of his profession even under unfavorable conditions and with disrespectful attitude towards himself. A generalized model of possible factors and risks influencing psychological safety is proposed, among which not only traditionally unfavorable factors are highlighted, but also overly favorable ones, which can lead to excessive “calmness” of the teacher and reduce his creative activity. A typology of possible risks to psychological well-being is proposed, which presupposes the teacher’s readiness for retrospective, situational and prospective reflection of his work. Options for preventing risks to psychological well-being are also considered, based on the teacher’s willingness to make a reasonable compromise when dubious directives are followed if they do not threaten self-esteem and at the same time there are opportunities for more decent work.</p>

Institutional Environment, Institutional Arrangements, and Risk Identification and Allocation in Public–Private Partnerships: A Multilevel Model Analysis Based on Data from 31 Provinces in China

As an important part of market-based reforms, the issue of “risk” has always been a part of the public–private partnership (PPP) debate, and the way in which risks are managed determines the sustainability of market-based reforms. This study systematically examines how the institutional environment and institutional arrangements affect the effectiveness of PPP risk identification and allocation. The study aims to establish a multi-source database of all publicized PPP projects in 31 provinces during the period of 2017–2021 in China, and it incorporates different levels of influencing factors, such as the institutional environment and institutional arrangements, into a framework. Through the application of a multilevel model, the impact of the political–institutional structure at the provincial level and institutional arrangements at the social capital and project levels on PPP risk identification and allocation is judged hierarchically. It is found that only social capital at the institutional environment level can directly and positively contribute to the effective identification and allocation of PPP risks, while both the degree of potential market competition and the degree of integration at the project level have a positive effect on its risk profile. In addition, there are cross-level moderating effects, with social capital, government transparency, and government–business relations positively improving risk allocation and identification through the degree of market competition, with no significant coordinating effect on the degree of contractual integration. This study goes beyond the existing one-dimensional risk profile analysis and risk typology to dismantle the “black box” of risk identification and allocation, which is a process of continuous negotiation, and to provide a sustainable governance mechanism for the market-oriented reform of public services in the institutional arena.

Artificial intelligence co-regulation? The role of standards in the EU AI Act

Abstract This article examines artificial intelligence (AI) co-regulation in the EU AI Act and the critical role of standards under this regulatory strategy. It engages with the foundation of democratic legitimacy in EU standardization, emphasizing the need for reform to keep pace with the rapid evolution of AI capabilities, as recently suggested by the European Parliament. The article highlights the challenges posed by interdisciplinarity and the lack of civil society expertise in standard-setting. It critiques the inadequate representation of societal stakeholders in the development of AI standards, posing pressing questions about the potential risks this entails to the protection of fundamental rights, given the lack of democratic oversight and the global composition of standard-developing organizations. The article scrutinizes how under the AI Act technical standards will define AI risks and mitigation measures and questions whether technical experts are adequately equipped to standardize thresholds of acceptable residual risks in different high-risk contexts. More specifically, the article examines the complexities of regulating AI, drawing attention to the multi-dimensional nature of identifying risks in AI systems and the value-laden nature of the task. It questions the potential creation of a typology of AI risks and highlights the need for a nuanced, inclusive, and context-specific approach to risk identification and mitigation. Consequently, in the article we underscore the imperative for continuous stakeholder involvement in developing, monitoring, and refining the technical rules and standards for high-risk AI applications. We also emphasize the need for rigorous training, certification, and surveillance measures to ensure the enforcement of fundamental rights in the face of AI developments. Finally, we recommend greater transparency and inclusivity in risk identification methodologies, urging for approaches that involve stakeholders and require a diverse skill set for risk assessment. At the same time, we also draw attention to the diversity within the European Union and the consequent need for localized risk assessments that consider national contexts, languages, institutions, and culture. In conclusion, the article argues that co-regulation under the AI Act necessitates a thorough re-examination and reform of standard-setting processes, to ensure a democratically legitimate, interdisciplinary, stakeholder-inclusive, and responsive approach to AI regulation, which can safeguard fundamental rights and anticipate, identify, and mitigate a broad spectrum of AI risks.

Integrating Sustainability into Risk Management through Analytical Network Process

Sustainable risk management is becoming widely accepted, making the incorporation of environmental, social, and governance (ESG) issues into strategic planning areas crucial to a responsible business philosophy. This article aims to rank organizational sub-risks with a focus on sustainability, offering a methodology based on the analytical network process (ANP) method to improve decision-making and reduce misrepresentation in qualitative evaluation criteria. An integrated approach is presented, starting with the characterization of five risk typologies based on global reports and then prioritizing risks and sub-risks using the ANP method. The sustainability sub-risks with the highest level of prioritization for each risk typology are (1) massive data fraud or theft incident (technological risk), (2) deficit in economic growth (economic risk), (3) water depletion (environmental risk), (4) lack of ethics in the conduct of business (geopolitical risk), and (5) chemical safety (social risk). Finally, a cosine similarity analysis is developed to compare the results obtained with the results of a risk prioritization performed with the analytical hierarchy process (AHP) method. The differences between the methods generate a similar risk prioritization; the high similarity indicates the consistency of the relationships and the prioritization of the criteria showing convergence. It is essential to mention that the results should be interpreted cautiously, considering the specific context in which this methodology is developed, and we recommend a periodic verification of risks and sub-risks.

CONTRADICTIONS IN THE CLASSIFICATION FEATURES OF MONEY LAUNDERING RISKS TYPOLOGIES

The methodology for classifying money laundering and terrorist financing risk typologies in big data from multiple organizational systems data sources is explored further. A general classifier of risks and methods for its implementation are considered, suitable for use in the National System for Combating Money Laundering and Financing of Terrorism. Contradictions in understanding the signs of risks are analyzed. For some contradictions in understanding the signs of risks, ways to overcome them are proposed. At various stages of the reference model of illegal economic activity, the assessment of risk signs can be negative and positive, which must be taken into account when implementing the countermeasure procedure. Discussed are the contradictions in the classification of signs contained in the current classifier of the Central Bank of the Russian Federation, presented in the regulation of the Bank of Russia of March 2, 2012 N 375-P (as amended on October 20, 2020) and widely applicable in practical work, which do not allow to fully solve problems search for new, previously not noted, risks. Solutions are proposed for search problems: risk and counter-counteraction. For Observers, from the composition of the national system of combating money laundering, and the financing of terrorism, a way has been synthesized to add them to the classifier, in order to divide tasks between them to search for risks. It is concluded that the scientific subtask of synthesizing a promising classiier can be solved taking into account the research results obtained in the development of a functional and conceptual model of the process of combating money laundering and terrorist financing. It is advisable to separate into separate tasks from the classifier of risk signs, the search for new, previously not noted risks and the search for counter-counteraction.

METHODS FOR SYNTHESIZING SIGNS OF THE RISKS OF LAUNDERING PROCEEDS FROM CRIME

Methods for synthesizing risk features are being explored in the interest of creating a methodology for classifying MLB and TF risk typologies in big data from multiple data sources of organizational systems. A new space of risk features is investigated, consisting of words and their morphisms, represented by diagrams of Markov occurrences of words in each other, obtained by synthesis using the N-scheme of the Markov algorithm. Typologies of individual risks of money laundering and terrorist financing are considered as separate risk knowledge. When considering knowledge, it is taken into account that they are of a changeable nature, therefore, they must be reviewed and refined in the process of counteraction. Knowledge is treated with the assumption that some of them are quite far apart when viewed through the structure of the categories they form. The study shows synthesized methods for excluding and suspending risk features in a promising risk classifier. The method for excluding risk features from a promising classifier is considered and illustrated by an example of a valid feature in the classifier of the Central Bank of the Russian Federation, introduced by the Bank of Russia Regulation No. 375-P dated March 2, 2012 (as amended on October 20, 2020), which requires exclusion from it. The way to suspend the action of a risk attribute, without excluding it from a promising classifier, is presented in the study, using the example of a risk from the classifier of the Central Bank of the Russian Federation. Examples of refinement of a risk attribute, without excluding it from the classifier and synthesizing a risk typology for it, are presented in the form of categorical formulas with restrictions on some morphism parameters. The presented methods of excluding and suspending the action of risk features in the risk classifier allow a wider use of the acquired knowledge, which is understood as typologies of individual risks, and take into account the changing nature of this knowledge, understood as a specification of knowledge.

Typologies of alcohol and other drug-related risk among lesbian, gay, bisexual, transgender (trans) and queer adults.

Prevalence and patterns of alcohol and other drug (AOD) use among specific lesbian, gay, bisexual, transgender (trans) and queer (LGBTQ+) subpopulations are well established. However, patterns of substance-related risk have been less thoroughly explored. This study aimed to determine typologies AOD risk among LGBTQ+ adults in Australia. Latent class analyses were performed to determine distinct patterns of AOD risk (n = 6835), as measured by the Alcohol Use Disorder Identification Test and Drug Abuse Screening Tool. Demographic characteristics, experience of harassment, assault and/or threats, mental wellbeing and LGBTQ+ connectedness were compared across emergent classes. AOD risk was characterised as 'no risk' (13.3% of sample), 'low risk' (15.1%), 'moderate risk' (alcohol + other drugs; 30.1%), or 'moderate alcohol only risk' (41.5%). The 'moderate risk' class was the most likely class to report recent sexual assault, verbal abuse, harassment and physical threats compared to other classes, while those in the 'moderate alcohol only risk' group were least likely to report these experiences of all classes. However, both the 'moderate risk' and 'moderate alcohol risk only' classes reported greater mental wellbeing and LGBTQ+ connectedness compared to the 'no risk' and 'low risk' classes. Our findings indicate that level of AOD risk is not uniform among some LGBTQ+ adults, nor is the distribution of harms experienced by them. Tailored harm-reduction interventions may be fruitful in attenuating harms based on risk profile; most specifically, LGBTQ+ individuals engaging in moderately risky concurrent AOD use.

Organizational Risk Prioritization Using DEMATEL and AHP towards Sustainability

Risk management represents a challenge for organizations, as it includes environmental, social, and governance (ESG) issues that can negatively impact organizations’ investments. This article shows a general approach for prioritizing organizational risks focused on sustainability, which is applied in a particular case. Based on the analysis of global reports such as the “Global Sustainable Development Report”, “Enterprise Risk Management-Integrating with Strategy and Performance”, and the “Global Risk Report”, five typologies of organizational risks with a focus on sustainability (geopolitical, economic, social, technological, and environmental) that support the concern for sustainability in organizations are characterized, taking into account viability and equitability. Additionally, some sub-risks are proposed for each characterized typology of risk. Subsequently, the application of paired surveys assigned to a group of experts formed by executives from the service sector, auditing and consulting firms, the oil and gas sector, the manufacturing sector, and the financial sector is carried out; the responses obtained are consolidated and used in this study as input for the application of DEMATEL and AHP methods to prioritize risks and sub-risks, respectively. The result obtained via the DEMATEL method is the following risk prioritization: (1) economic, (2) geopolitical, (3) social, (4) technological, and (5) environmental. Using the AHP method, the sustainability sub-risks with the highest level of prioritization for each typology of risk are (1) massive data fraud or theft incident (technological risk), (2) deficit in economic growth (economic risk), (3) water depletion (environmental risk), (4) lack of ethics in the conduct of business (geopolitical risk), and (5) chemical safety (social risk). The sensitivity analysis presents positive and negative values, indicating that the positive results do not generate substantial changes between the characterized sub-risks. On the other hand, the negative results indicate a notable decrease in the relative importance of the sub-risks. It is crucial to highlight that the observed variations remain within realistic limits and reflect the uncertainty inherent in decision-making in a dynamic environment.

Beyond monolithic threat: Understanding risk typology in court-involved Black male youth

Black male youth are at greatest risk of disparate contact and detention in the U.S. juvenile justice system. This study aims to identify recidivism risk/need patterns among African American male youth in the Ohio juvenile justice system, utilizing cluster analysis of risk assessment data from the Ohio Youth Assessment System-Disposition (OYAS-DIS). We found four distinct risk patterns and accompanying recidivism rates in the Black male youth population. Two of the clusters exhibited moderate levels of risk. However, they had significantly different recidivism outcomes, suggesting certain combinations of risk factors have more or less impact the propensity for crime in the Black male sample. Implications for policy and practice are discussed, as well as future directions for research.

From fast to slow risks: Shifting vulnerabilities of flood-related migration in Lodwar, Kenya

Migration triggered by climate variability or climate change is often a problematic yet nearly unavoidable adaptation measure, particularly due to the increasing severity of natural hazards. How relocation is negotiated, and risks are evaluated at different scales are still poorly understood. We discuss the temporality and complexity of risks, that are experienced and approached through socio-spatial differences of intersectional embodiment (Sultana, 2020). The study is based on two flood-related qualitative case studies in the small semi-arid and rapidly growing town of Lodwar in the poorest county of Kenya, Turkana. We propose the typology of fast and slow risks to understand the different strategies, negotiations, and priorities of different people involved. Due to political abstraction, three main slow risks were not addressed: concerning land, water, and income. Consequently, vulnerabilities deepened and shifted at different scales: along the axes of gender and able-bodiedness as women and particularly widows, ageing, sick, and single mothers were bearing the main hardship; but also, between communities as hazard risks were deliberately shifted onto a politically less affluent community. We argue that in the process of negotiations, people have been actively advocating for, trying to manage, and rethinking their slow risks. They have often been employing slow responses, particularly in the form of waiting and reimagining.

CONCEPTUAL AND FUNCTIONAL MODELS OF COMBATING MONEY LAUNDERING

The material of the article is a continuation of the study of the methodology for classifying typologies of money laundering and terrorist financing risks in big data from a variety of data sources of organizational systems. The process of counteraction is investigated. Theoretically substantiated and synthesized functional and conceptual models of this process. When synthesizing a functional model of counteraction, the IDEF0 methodology was used. In the course of modeling, it was found that such counteraction models are distinguished by the need to verify the signs of illegal economic activity of organizational systems. When analyzing the conceptual model of the counteraction process, it was found that credit institutions are not interested in countering the risks of laundering proceeds from crime that arise in the course of their commercial activities. The conceptual model of the process of combating money laundering and the financing of terrorism showed the need for a partial structural reorganization of tis process and the system that implements it. It is necessary to carry out a structural reorganization of the national countermeasure system with the organization of access to a variety of new data sources that reveal the nature of the activities of controlled organizational systems, as well as to control credit institutions, to introduce a distributed countermeasure system, which consists of remotely controlled software algorithms. A typology of a separate risk of money laundering in credit organizations is synthesized as an example illustrating the lack of interest of these organizations in detecting risks in their commercial activities. The analysis of the reasons for the omission of this typology by various participants in the counteraction, discussed in the conceptual model, is carried out. It is concluded that there is a need for conceptual changes in the system of combating money laundering and the financing of terrorism, which will improve the completeness of the classification of typologies of individual risks.

A new typology of climate change risk for European cities and regions: Principles and applications

This paper aims to contribute to the analysis of climate change risk through the development of a new spatially-explicit typology of climate risk for European cities and regions. In doing so, it offers a direct response to the Intergovernmental Panel on Climate Change (IPCC) call to advance awareness of climate change risks at sub-national levels through the integration of hazard, exposure and vulnerability domains into a composite risk classification that covers the whole of Europe. K-means clustering was applied to 49 variables at NUTS3 level where the final classification resulted in an upper-tier of eight ‘classes’, which were subsequently partitioned to derive a lower-tier of 31 ‘sub-classes’. A three-stage analysis of the eight-fold class configuration was then undertaken focusing on the distribution of climate risk classes, raising significant issues to inform climate change adaptation planning policy, practice and research. The analysis revealed an uneven distribution of climate change risk across the 33 countries covered by the typology, reinforcing the IPCC message that adapting and building resilience to climate change risk is not a ‘one-size-fits-all’ exercise. In the second stage, the analysis focused on determining whether there was a difference in the climate change risk facing different settlement types in Europe. The analysis revealed the extent of variation in the climate change risk characteristics of Europe’s urban and rural areas, revealing the potential for peri-urban areas to fall between climate change risk agendas or priorities when compared to urban–rural contexts. The final component of our analysis considered the extent to which climate change risk classes exhibit patterns of spatial clustering. Here we found that climate change risk exhibits evidence of spatial clustering but the extent of the clustering varies between different classes as the relationship between contiguous NUTS3 regions changes. This finding has notable implications for transboundary adaptation planning where discontinuities in political buy-in, competition, resourcing and awareness of risk could serve to undermine the coherence and adequacy of policy responses at a time when greater cooperation and alignment is needed.

Climate change hazards, physical infrastructure systems, and public health pathways

Climate-related hazards such as heatwaves, flooding, wildfires, and storms will increase morbidity and mortality unless infrastructure decision-makers—including urban planners, infrastructure asset managers, and utility providers—implement preventive measures to protect public health from these hazards. Existing research and policies have not systematically identified the key risk factors that these decision-makers need to manage to protect public health in a changing climate. This gap leads to unclarity regarding what infrastructure interventions are required to prevent climate-related health risks and what actors have a responsibility to manage these risks. The Climate-Health-Infrastructure-Pathways Model is introduced in this paper to address this gap and provide a conceptual map that captures the role of physical infrastructure systems in the pathways between climate-related hazards and health risks. The model surpasses what can be found in existing climate change research and policy, including the latest IPCC reporting, and is a conceptual qualitative tool that offers a typology of climate and health risks for infrastructure management. Decision-makers can use the model as a starting point to review the coverage of their current climate risk management plans and identify further opportunities to develop preventive infrastructure responses to protect public health in a changing climate.

How trust incongruence affects continuance intention in Peer-to-Peer accommodation service: transaction and consumption risks as moderators

PurposePeer-to-Peer Accommodation Service (P2PAS) has emerged as a novel paradigm that enables consumers to book temporary accommodation through P2PAS platforms (online transaction), and then reside in hosts' rooms (offline consumption). Due to potential variance in performance and conflict of interest between hosts and platforms, consumers may differ in their trust perceptions of the two parties, which in turn affects consumers' continuous usage of P2PAS. To this end, the authors endeavor to unravel the effect of consumers' trust incongruence on continuance intention, and to further elucidate the moderating influence of transaction and consumption risks on this relationship. This paper aims to discuss the aforementioned objectives.Design/methodology/approachThis study collected data through an online survey of 408 P2PAS consumers. Polynomial modeling and response surface analysis were conducted to validate the hypothesized relationships.FindingsResponse surface analysis reveals that trust incongruence did not significantly affect consumers' continuance intention. However, continuance intention would be greater when TP was higher than TH compared with when TH was higher than TP. Furthermore, the analytical results suggest that trust incongruence exerts greater negative effect on continuance intention when transaction and consumption risks were high.Originality/valueFirst, the study marks a paradigm shift in conceptualizing the incongruence between TP and TH as a determinant of consumers' continuance intention toward P2PAS. Second, the authors derive a typology of risks that is contextualized to P2PAS. Finally, the authors establish transaction and consumption risks as boundary conditions influencing the effects of trust incongruence on consumers' continuance intention toward P2PAS.

Introduction. Corporations today are the basis of any state’s economy, and within the framework of corporate governance, key strategic decisions are made that determine the fate of corporations. Accordingly, the problem of corporate governance risk management is one of the key economic problems, as it affects the interests of not only the participants of corporate relations, but also a huge number of economic agents. Theoretical analysis. The article presents the views of Russian scientists on the characteristics and classification of corporate governance risks, defines the property and non-property risks of corporate governance, considers the causes of their occurrence, as well as the mechanisms of influence on the corporation, its participants, creditors, public law entities. Also, a distinction is made between the objectively existing normal business risk and the predominantly subjective risks of corporate governance. Empirical analysis. Based on statistical data on bringing controlling persons to subsidiary liability, it is shown that the number of bankruptcies of Russian companies due to the manifestation of corporate governance risks is steadily growing. Results. The author’s typology of corporate governance risks, characterized by their relationship and interdependence is developed. Property and non-property risks of corporate governance are identified, the impact of which on the activities of Russian corporations is currently the most significant. Among them are those to which it is possible to adapt in the modern conditions of doing business. It is concluded that in the process of managing corporate risks based on the use of corporate law institutions existing in Russia and their combinations, it is impossible to nullify completely the occurrence and manifestation of the risks in question. Nevertheless, to ensure the necessary mutual control of the corporate relations subjects, limiting their ability to act in bad faith and unreasonably to the detriment of the company, is quite an achievable task.

The use of digital technology is a major requirement in many professional fields, particularly in education. Teachers now understand more and more the benefits that come with the proper use of digital technologies in the organization of modern learning processes. New trends require teachers to be digitally literate. Therefore, there is a need for teachers to develop their own skills in using information technologies. The majority of digital literacy skills are related to the use of modern computer equipment, working with the Internet and others. However, the most important features of digital education are the teacher’s ability to freely use information and communication technologies to organize the learning process at all stages of education. However, certain risks may arise in the digitalization of modern education. The paper provides a typology of risks of digitalization of modern educational process. Sociological research was also conducted: a survey of students of the humanities university LSPU n.a. P.P. Semyonov-Tyan-Shansky, content analysis of the expert interview of the general director of VCIOM V.V. Fedorov, and an interview with Voronin Kim (head of of online course “PowerPoint Ninja”).

Towards a Conceptual Typology of Darknet Risks

ABSTRACT Increased rewards and reduced risks drive illicit networks. Cybercriminals seek to avoid risks, including detection, arrests, sanctions, and violence. Hence, they employ several strategies to avoid operational risks when accessing darknet sites, communicating, making payments, shipping and delivery, and resolving disputes. Each operation involves transactions that should work together, such that when a transaction is disrupted, it increases its risk and reduces the crime’s benefits. In this study, we examine these risks, and their avoidance strategies, in an attempt to highlight transactions that could be disrupted. We develop a typology of darknet risks, a parsimonious conceptual model abstracted from the literature on risk originators (internal or external) and risk targets (vendors or buyers). This study further clarifies how risk avoidance strategies may be disrupted to increase the risks and reduce the reward of darknet crime.

Sustainable Development of Cities: Rating Assessment Methodology and Risk Analysis (Using Kazakhstan as an Example)

World experience shows that in the context of the increase in urbanisation, the achievement of the Sustainable Development Goals largely depends on the sustainability of cities. It was hypothesised that big cities in Kazakhstan are more stable than medium-sized cities and single-industry towns. The study aims to develop a modified rating assessment methodology for sustainable development of cities and test it using cities in Kazakhstan as an example in order to develop tools for planning and monitoring the achievement of the Sustainable Development Goals taking into account country specifics. To this end, such methods as generalisation, concretisation, economic and statistical, factorial and comparative analysis, ranking, and mapping were used. A modified methodology for rating assessment of sustainable development of cities based on social, economic, environmental factors was proposed. The method for the mapping of sustainable development risks was utilised. The research substantiated the criteria and typology of risks of sustainable urban development, which can be adapted to country-specific circumstances. The possibility of its use was demonstrated on the example of different types and categories of cities in Kazakhstan. The study was limited due to the inaccessibility of statistical data, especially for small towns and single-industry towns. The obtained results can be used to simulate and monitor the implementation of socio-economic programmes in cities of Kazakhstan and other countries. The research findings can be used as the basis for mechanisms and tools intended to make decisions by authorities to achieve the Sustainable Development Goals and develop sustainable cities.

Climate risk archetypes. Identifying similarities and differences of municipal risks for the adaptation process based on municipalities in Baden-Wuerttemberg, Germany

Municipalities are often challenged in adapting to climate change impacts, with knowledge gaps regarding climate risks being an important constraint hindering the development and implementation of adaption strategies. Although at the municipal level, risks are highly context specific, recurring patterns of hazard, exposure and vulnerability can often be identified. While indicator-driven climate risk assessments are widely used, they tend to apply a singular explanatory model instead of addressing the heterogeneity of cases and thus neglect similarities and differences of risk typologies. We use archetype analysis to gain a context-specific understanding of recurring patterns of municipal-scale climatic risk in the federal state of Baden-Wuerttemberg, Germany. Using cluster analysis, we derive nine climate risk archetypes with characteristic building block configurations of hazard, exposure and vulnerability indicators. Our findings thus contribute to the building of a knowledge base, which can foster and support the formation of climate adaption networks. We argue, that our proposed archetype approach can fuel the debate on mainstreaming adaption practices in general as well as in Baden-Wuerttemberg in particular.

Typologation and Analysis of the Significance of Risks and Threats to the Energy Security of the Republic of Belarus Taking into Account the Integration of Belarusian NPP in the Energy System

The article examines the most significant risks and threats to energy security in the conditions of integration of the Belarusian NPP into the energy system of the Republic of Belarus. The article also presents an analysis of existing methodological approaches to the assessment of energy security. The risk typology was carried out according to two criteria: the stages of the technological process and the sources of risks. As a result, production, financial and information risks (caused by information technologies) are highlighted. On the basis of an expert survey of specialists of republican unitary energy enterprises and of “Belenergo” State Production Association, a ranking of risks was carried out and the most significant of them were identified. It was determined that the most significant production risks are: depreciation of fixed assets; reduction in the utilization of own generating capacities and reliability of the generating equipment and network; outages that lead to disruption of the functioning of facilities for ensuring the vital activity of the population. The most important financial risks include: the increase in the cost of basic fuel and energy resources; shortage of working capital and investments; lack of sources of financing for the reconstruction of heating networks; reduction of consumer solvency; provision of discounts from tariffs to a significant number of business entities. According to respondents, among information risks the most important ones are the following: failures in the operation of informatization facilities that directly control the generating equipment of power plants, equipment of switchgears of power plants, equipment of substations; hacker cyberattacks; insufficient level of qualification of personnel, lack of interest of employees in the introduction of information technologies. The proposed threat identification and risk ranking at all stages of energy production can be used to develop measures to strengthen the country's energy security and assess their impact on socio-economic development of the Republic of Belarus.
