Fortress Europa, meet the new fortress America. If the Clinton administration continues on its present course, a bill will soon be under way in the Congress to restrict the rights of asylum seekers coming to the United States. It is tentatively titled the “Expedited Exclusion and Asylum Reform Act of 1993.” The plan, supported by both Democrats and Republicans, calls for on‐the‐spot hearings for asylum seekers at the point of entry, such as at airports. There will be speedy deportation of those who do not meet the criteria for refugee status. This new initiative comes in the wake of the “Haitian Wall”—this past year's virtual blockade of Haiti by U.S. ships to prevent Haitians from reaching the United States by boat—and, most recently, the interception of three ships filled with Chinese immigrants off the Mexican coast.
