In the first development decade of the Third World countries, the growth of the GNP has been beyond the expectations of their policy makers. However, the very idea of growth is debatable mainly because of the neglect of the dis¬tribution aspect. It is realised that without redistribution policies, one-third of the Third World population would not benefit from growth. Does equitable distribution mean lower growth? Is it possible to achieve both an equitable distribution and a growth of the GNP simultaneously? How should a policy package for redistribution be prepared so that it has the least depressing effect on growth? What problem does a developing country face in adopting redis¬tribution policies ? The book under review attempts to answer these questions. The general theme of the book is that distributional objectives should be treated as an integral part of the overall development strategy. The book, which consists of 13 chapters contributed singly or jointly by the authors (the only outsider being D.C. Rao who has contributed Chapter VII), is divided into three parts, namely: Reorientation of Policy, Quantification and Modeling, and Annex and Bibliography. The first eight chapters are devoted to Reorien¬tation of Policy while the remaining five chapters are devoted to Quantification and Modeling. The Annex gives the experiences of India, Cuba, Tanzania, Sri Lanka, South Korea and Taiwan with redistribution and growth. A com¬prehensive bibliography completes the book.

A Critical Discussion of I.L.O. Report on Employment in Kenya (Review Article)

The recent I.L.O. Report on Employment in Kenya [1] has drawn considerable informal acclaim from a variety of sources including officials of the Kenya Government and of a number of donor agencies. This acclaim is unquestionably deserved, for the I.L.O. mission and its chiefs, Professors Hans Singer and Richard Jolly, accomplished, in just a few months, the seemingly impossible task of writing a highly readable report analysing problems in Kenya in terms and at a level of sophistication acceptable not only to the academic community but to donors and to the Government of Kenya as well. The purpose of this paper is to sound a discordant note and, I hope, a timely one. As this paper is being written, the Government of Kenya is in the process of concluding a lengthy and thoughtful analysis of the I.L.O. Report and of formulating a sessional paper on employment which provides not only an official response to the report but outlines the Government of Kenya's policies toward unemployment as well. Donor agencies, having adopted the report as near gospel on a number of Kenya's problems, anxiously await the sessional paper and positive action on the part of the Government which may generate some aid business and, not incidentally, contribute to corrective reforms.

Urban Unemployment in Africa

The Institute of Development Studies organised an international conference on this topic at the University of Sussex, Brighton, from 12 to 16 September 1971. A background paper prepared by the convenors, Richard Jolly and Rita Cruise O'Brien, outlined the purpose as follows:Urban unemployment in Africa is a theme on which much has been written in recent years but which is still ‘in fashion’ and of considerable importance to a broad range of scholars and policy makers…there is a great risk of dissipating one's efforts over that whole field. In planning this conference, we have tried therefore to be guided by three dominant principles: (a) to restrict the topics for discussion so as to focus on what seem to us important issues, on which further understanding could be generated by a bout of concentrated thought, analysis of data and discussion; (b) to invite a limited number of people engaged in current research or involved on the spot with investigation or policy-making; (c) to request authors of papers to start at what might be called the current conventional wisdom among specialists and to build their analysis from there… It will be assumed that persons attending the conference are generally in touch with recent literature on the subject.
