Speeding up the Social Revolution in Asia

As socialists we surely can offer concrete and responsible programs to speed up the social revolution in Asia. We can provide the ideas and the concepts which would provide the necessary ethos for the modernizing process. The speaker was the Foreign Minister of Singapore, Mr. S. Rajaratnam, and he was addressing the Eighth Congress of the International Union of Socialist Youth in Vienna in 1966. New Directions in World Agriculture

A paper on new developments in world agriculture delivered at the 1968 International Conference on War on Hunger held in Washington D.C. is presented. Although there has been progress in bringing about an agricultural revolution especially in Asia the food/population problem is not close to being solved and will not be until population growth is effectively slowed and eventually stabilized. Favorable prices for food grains in most Asian countries coupled with some dramatic new technologies in the form of high yielding varieties of rice wheat and coarse grains are triggering the agricultural revolution in Asia. The varieties are altering cultural practices the level and pattern of inputs used cropping patterns and the index of multiple cropping. Factors which will constrain the rate at which the new varieties are disseminated include inadequate water supplies a shortage of farm credit and susceptibility of some of the new high yielding varieties to local insects and diseases. Some exciting advances in food technology are the utilization of oil-seed meals in high protein foods and the fortification of cereals with synthetic amino acids. It is noted that the new developments may give food supplies a few years lead in the race with human numbers but as long as population accelerates the race continues.

The Necessity of Revolution

Last month in this space we discussed the Chinese perspective on the world, as authoritatively defined by Lin Piao in his article Long Live the Victory of the People's War! commemorating the twentieth anniversary of the victory over the Japanese invaders. The Chinese view, in briefest summary, is that the decisive struggle in the world today is between United States imperialism and the rising tide of revolution in Asia, Africa, and Latin America. The revolutionary movement in the advanced capitalist countries has been temporarily held back; and the socialist countries, while they have a duty to support the liberation struggles of the colonial and semi-colonial countries, are not going to fight anyone unless they are attacked.* The Chinese believe that their victorious struggle against the Japanese invaders and then against their own reactionaries points the way to the other subjugated countries in Asia, Africa, and Latin America. The war in Vietnam is the latest chapter in the story, and it will certainly be followed by many others. While Lin Piao does not attempt to forecast the future (beyond confidently predicting the defeat of imperialism), the impression is dearly conveyed that the Chinese expect the imperialist forces to be increasingly overextended and gradually worn down to the point of exhaustion; and the logical inference is that at some stage of the process the revolutionary movement in the imperialist countries will be reactivated and will play its part in the final victory of the world revolution.This article can also be found at the Monthly Review website, where most recent articles are published in full.Click here to purchase a PDF version of this article at the Monthly Review website.

The Anglo-Indian Community The Integration of a Marginal Group

The Anglo-Indian community of India is one of several hybrid Eurasian populations which have found themselves in precarious social positions in some of the newly independent Asian nations. Eurasian populations originated in early periods of colonial domination when European women were scarce, and grew over the years through natural increase and occasional mixed contacts. Their original size relative to the indigenous populations and policies of both governing European and native populations have determined whether they: (1) have been submerged in the numerically dominant local population (e.g., White Russians in China); (2) have attempted to return to the European countries of their male progenitors (e.g., Indos of Indonesia); or (3) have been forced to attempt the maintenance of social and cultural solidarity as permanent minorities (e.g., Ceylonese “Burghers” and the Anglo-Indians). Events of the contemporary nationalist revolution in Asia have increased public awareness of the problems of these minority groups.
