Some Remarks on Culture, Development and Revolution in Africa

Abstract Self‐celebrations of capitalism are again the order of the day since the collapse of European bureaucratic socialist states. Attempts at ‘normalizing’ colonialism after the ‘victory’ of the US‐led coalition in the Gulf war are being made as well. Cultural phenomena are proving crucial for both celebrants of and resisters against the war. Development without consideration of cultural specificities can only be imperialist expansionism. When imposed,‘democracy’,‘peace’ and even ‘revolution’ can only be cultural madness. In the face of the threat to cultural diversity, this article tries to sensitize readers to the need to take culture seriously. Cultures are forms of consciousness; they are decisive on whether people condone genocide or oppose it.

The Silent Revolution in Africa: Debt, Development and Democracy

The Silent Revolution in Africa: debt, development and democracy was published in 1989, the year that shall be remembered for the momentous political revolutions of Eastern Europe characterised by a popular triumph of democratic rule and market-driven economics. Even before all this, the Soviet Union had applied for observer status at the General Agreement on Tariffs and Trade in Geneva, in anticipation of an increased role for itself in the western-dominated world-trading system. Poland, Hungary, China, and Yugoslavia are active members of the Bretton Woods institutions the World Bank and the International Monetary Fund (I.M.F.). Having met all the loan conditionalities, Vietnam says it would love to draw on the I.M.F. for balanceof-payments support. By the extension of the logic which saturates this book, however, these countries are committing colossal economic blunders. Fantu Cheru depicts the Bretton Woods institutions as a callous duo at the pinnacle of a western-dominated international economic system, which has replaced old-fashioned colonialism, and kept African states purposefully debtridden, impoverished, and oppressed. In contrast to what the former socialist world is doing, the author argues that the sooner Africa can disengage from this system the better. This would require a retreat from export-led development, a strategy of self-reliance within African regional markets, and, above all, democratic-based development policies based on genuine peasant participation in planning and implementation, which would exclude the customary roles of African elites and donor agencies. One wonders how all this must look to the Eastern-bloc party apparatchiks of yesteryear who purveyed some variety of this doctrine for decades, and who are now forced to recant it in the face of popular outrage and massive evidence of the economic fraud and damage it led to. One needs to reflect further, how all this would go down with development policy-makers in Thailand, Malaysia, and Indonesia, whose economies are charging away at unprecedented growth rates based on fairly equitable export-led growth, and good rapport with the World Bank and the I.M.F. For the sad truth is that in the 1990s, the kind of analysis presented in this book can only predictably come out of Africa, not Eastern Europe, Asia, or even Latin America. The political economy of the ‘green revolution’ in Africa

This article sets out to survey the extent to which new agricultural technologies associated with ‘Green Revolution’ (the introduction of high yielding varieties of foodgrains and/or their associated biochemical and mechanical technologies) have been introduced in Africa and attempts a preliminary assessment of their economic and social effects. There is now significant evidence of the introduction and adoption of higher yielding varieties of maize, wheat and rice in Africa, as well as the adoption of other technological innovations in irrigation and mechanisation, albeit with widely varying degrees of success and with many instances of failure. It is noted that there are many standard technical explanations associated with the adoption of new technologies in agriculture, in particular, low levels of credit, poor supply of inputs, inadequate, faulty or no irrigation, poor extension advice, and low producer prices, as well as the poor state of the relationship between agronomic research and farm level innovation. However, the evidence so far collected for Africa suggests that a substantial part of the explanation of whether adoption of innovations takes place or not, and of their degree of success, is the nature of the social relations of production, relations not simply of class or strata, but also of gender. The major technical constraint on successful innovation adoption as revealed by most, if not all, of the studies surveyed turns out to be that of labour supply. The extent to which that constraint can be resolved turns not on increasing family labour supply, which often means increasing the intensity of female labour, but in hiring labour. The very hiring of labour presupposes the existence of a social formation in which free wage labour exists, or In which it can be created. Its creation will depend on the degree to which those interests which seek toaccumulate through agricultural innovation have power and can exercise that power through the State. The first section of this article is an overview of various issues of theory and evidence involved in surveying the green revolution in Africa. The second section surveys the introduction of these new technologies into Africa and the final section draws some conclusions for policy and further analysis.

In this day and age, Marxism-Leninism is the leading and least parochial theory of social revolution in Africa, Asia, and Latin America. It strongly appeals to intellectuals who believe that capitalist imperialism in “neocolonial” forms perpetuates social injustice on a world scale; and that a “conscious minority’ ‘ or vanguard of the downtrodden should establish a “developmental dictatorship” dedicated to the pursuit of economic and social progress. Since the death of Mao Zedong and the subsequent repudiation of his economic theories in China, collectivism as an economic strategy has been reassessed and found wanting in other countries whose leaders are disposed to learn from China. For example, in the People’s Republic of the Congo, where collectivist methods, inspired by Marxism-Leninism have been discarded in favor of entrepreneurial methods, the minister of agriculture has said simply, “Marxism without revenue is Marxism without a future.”

People's war, state formation and revolution in Africa: A comparative analysis of Mozambique, Guinea‐Bissau, and Angola1

People's war would succeed, where constitutional decolonisation had failed, in bringing revolution to Africa and thus in laying the foundations for a non neo-colonial path to development a transition to socialism. The ultimate significance of people's wars, however, does not lie in the nationalists' ability to mobilise villagers into bands of guerillas. The PAIGC was the most adept in its prosecution of a people's war. The political component of an African revolution would imply, mini-mally, the acquisition and establishment of political power in a post-colonial state whose structure, personnel, and policies would derive not from its colonial predecessor but from the legitimacy of a vanguard mass party rooted in the countryside. In Guinea-Bissau and Mozambique, the process of political mobilisation did indeed lead to the development of parties which differed greatly from earlier African nationalist parties. In Angola, as in Mozambique, the Portuguese had set up strategic hamlets, thereby restricting the impact of the party's attempts at reconstruction.

Angola and Mozambique: Institutionalizing Social Revolution in Africa

In this analysis I explore the key political and military events that led to the acquisition of state power by the Movimento Popular de Libertacao (MPLA) in Angola and the Frente de Libertacao de Mocambique (FRELIMO) in Mozambique during 1975–1976. At the same time, I discuss the decisive role played by the “guerrilla counterstate,” which the MPLA and FRELIMO movements constructed out of their national liberation party organizations, as a social formation to guide the cultural and political process of rapid social change. Indeed, I argue that one can point to the MPLA's and FRELIMO's divergent experiences with administering their counterstate institutions during the struggle for national liberation as a decisive variable in accounting for their respective successes and failures at institutionalizing social revolution after independence.
