Dr. Palmer is Associate Professor of Political Science at Kenyon College. He is a graduate of Bowdoin College and received the doctorate from Harvard University in I934. During the year I930-3 he held the Bayard Cutting Fellowship in Modern History, awarded by Harvard, and spent part of that period at Kiel working with Ferdinand Tonnies, whose theory of public opinion forms the subject matter of this article.
