Stakeholder awareness of reintegration practices for incarcerated youth: A cross-national comparison

This study offers a cross-national comparison of stakeholders’ awareness of the implementation of reintegration policies and practices for incarcerated youths by juvenile justice agencies. Similarities and differences in perceptions of 14 stakeholders from the US and 20 from Australia were collected and analyzed using a self-report measure. Stakeholders from both countries showed considerable awareness of the implementation of effective policies and practices in the domains of interagency collaboration, team planning, and supporting life skills, but were less aware of the implementation of policies and practices of education and supports during and after transition. A key finding was that communication across agencies is critical to increasing stakeholders’ awareness of the implementation of effective policies and practices to enhance the youths’ reentry success.

From gender-blind to gender-transformative reintegration: women’s experiences with social reintegration in Guatemala

ABSTRACT Disarmament, demobilization, and reintegration (DDR) processes have become a standard component of international peace and security programming. Yet, in spite of increasing attention to the need for gender-sensitive DDR in policy and academic debates, the stereotypical ways in which female ex-combatants have traditionally been addressed have led to inadequate gendered reintegration policies. This article describes the effects of a gender-blind reintegration process on female ex-combatants’ experiences of long-term social reintegration in Guatemala. Social reintegration is a profoundly gendered process, which involves the rebuilding of civilian identities, social relationships, and trust between social groups. Based on in-depth interviews with female ex-combatants, this article describes how the absence of gender-sensitive reintegration strategies produced various problems for women. They faced difficulties in their emotional and family relationships, leading to mental health struggles and even violence, as well as persistent stigma which produced anxiety and challenges in the labor market. The article concludes with suggestions for making reintegration a gender-transformative process, by crossing the private–public divide, increasing collective strategies, and better aligning with transitional justice processes.

Aftercare services to people with substance use disorders: analysis of South African policy

People with substance use disorders require comprehensive treatment, including planned aftercare, for improved treatment outcomes. However, access to treatment and aftercare is limited globally, as in South Africa, under-girded by a paucity of empirical research on substance use aftercare and reintegration policies. When examining South African substance use aftercare and reintegration policies, the complex local and international contexts require scrutiny. The aim of this paper is to establish the aftercare content in South African policies and to explore how these local policies respond to the national and international context. The Policy Analysis Triangle proposed by Walt and Gilson, Beer’s Viable Systems Model and Thematic Analysis guided the analysis of eight selected policies. The analysis demonstrated that South African policies have undergone changes over the past years: from having no aftercare content to a minimal allowance for aftercare in policies. Policies embrace an acute treatment approach similar to the healthcare delivery in South Africa. Therefore, an Integrated Recovery Management Model for recovery (aftercare) service provision is recommended which should be aligned to local policies and context with due cognizance of the United Nations Office on Drugs and Crimes (UNODC), and World Health Organization (WHO) chronic treatment approach.

The EMPCAN study: protocol of a population-based cohort study on the evolution of the socio-economic position of workers with cancer

BackgroundThe improvements in cancer control led to an increase in the number of cancer survivors, notably, in the working age population (16–64 years). There is a strong need to assess and understand their reintegration on the labour market, which underlines and ensures their social integration and quality of life. The objectives of the EMPCAN study is therefore to measure the scale of return-to-work after cancer and to identify the determining factors, allowing for the implementation of an adequate socio-professional support.MethodsWe requested data from the Belgian Cancer Registry and the Crossroad Bank for Social Security. We included all socially insured Belgian workers diagnosed between 2004 and 2011 with colorectal, breast, head & neck, prostate, testis, lung and corpus uteri cancer. The end of (administrative) follow-up was 31st December 2012. We include demographic, health-related and work-related factors in the analysis and observed how these factors interplay to determine the working status. After having solved legal, ethical and technical issues for the coupling, we will perform survival analysis with competing risks using the Fine and Gray model; we will also perform a multistate model using transitions probabilities; and finally, a group-based modeling for longitudinal data using the ‘proc traj’ package in SAS.DiscussionThe results of the EMPCAN study will allow the provision of an evidence-based support to professional reintegration policies. It will also bring some key features for the prediction of the cancer-related social security needs. Besides the raise of awareness among health professionals and policy makers, this study could lead to a better planning and organization of vocational rehabilitation programs.

The Balkan Jihad: Recruitment to Violent Extremism and Issues Facing Returning Foreign Fighters in Kosovo and Southern Serbia

Abstract The participation of predominantly young, Balkan Muslims in the Syrian and the Iraq conflict has become a dangerous trend. Equally alarming is the fact that many youth in the region continue to separate themselves from the mainstream religious community and move to supporting conservative Islamic ideas that cater to jihadist narratives. Drawing from the authors' recent fieldwork in the Balkans, this article addresses the issues of radicalization leading to violence and suggests ways to strengthen current counter radicalization and reintegration policies, including improving the community's resistance in Kosovo and the Southern Serbian Sandjak region. The authors highlight that while “hard” power measures that focus on intelligence activities and attacking extremist ideologies are important, other counterterrorism programs that address prevention, intervention, rehabilitation, and reintegration of those already on the extremist trajectory must also be considered.

Policy Guidelines for Effective Inclusion and Reintegration of People with Chronic Diseases in the Workplace: National and European Perspectives.

The increasing prevalence of chronic diseases among the European working age population, as well as the implications for the individual and societal level, underline the need for policy guidelines targeting the effective inclusion of persons with chronic diseases in the workplace. The aim of the present paper was to explore the perspectives of European and National-level stakeholders on existing strategies for work re-integration of persons with chronic diseases, and to provide policy guidelines. A highly-structured interview protocol was distributed to 58 National level stakeholders (policy makers, professionals and employers) from seven European countries. Additionally, 20 European organizations concerned with health-related issues and employment completed an online survey. The findings reveal that employment-related challenges remain largely unaddressed. Both national and European stakeholders considered the existing legislative frameworks inadequate and appraised the co-ordination for the implementation of employment re-integration policies as ineffective. Policies targeting at work re-integration of persons with chronic diseases at European and national level should focus on consistent cooperation among all key stakeholders, awareness raising to staff and management, dissemination of effective strategies, developing research and evaluation standards and establishing monitoring systems on inclusive labour markets.

Sickness and disability policies: Reform paths in OECD countries between 1990 and 2014

We analysed sickness and disability policies for the working‐age population in a number of OECD countries, between the years 1990 and 2014. Existing evidence suggests that there has been a broad shift in focus from passive income maintenance to employment incentives and reintegration policies. We have updated detailed policy scores provided by the OECD to estimate model‐based country clusters. Our results indicate that countries have pursued different types of reforms consisting of a combination of integration and compensation measures. The reforms of recent decades have led to the emergence of a distinct cluster of Northern and Continental European countries characterised by a combination of strong employment‐oriented policies and comparatively high social protection levels. An analysis of recent reforms shows a continued expansion of measures that foster employment as well as instances of retrenchment in the compensation dimension. Diversity of policy settings across country groups, however, remains substantial.

Social capital and job search behaviour of long-term welfare recipients

Purpose– Long-term welfare recipients in the Netherlands are either long-term unemployed or part-time employed in jobs that generate incomes below the subsistence level. The question is whether reintegration policies aiming at their return to – a fulltime – job should consider individual social network factors besides psychological and human capital factors. The purpose of this paper is to investigate welfare recipients’ job search behaviour, in particular how individual social capital is distributed, and whether it is related to job search activities.Design/methodology/approach– Standardised and structured interviews were conducted with 189 long-term unemployed welfare recipients. An adapted version of the Resource Generator instrument was used to measure individual access to social capital.Findings– Social capital scales measuring domestic social resources, status-related social resources, expert advice on regulations and financial matters, and advice on finding a job were developed and psychometrically tested. Status-related social resources were more easily accessible to men and higher educated persons. Advice on finding a job was more easily accessible to recently unemployed individuals. Domestic social resources were less accessible to ethnic minorities. Persons with more social capital, specifically status-related social resources and advice in finding a job, showed more active job search behaviour.Social implications– The differences in job search activities between respondents with more social capital and those with less social capital were present but to a small degree, and therefore there is no argument for reintegration activities to focus on enlarging social capital.Originality/value– This study addresses the instrumental functions of the social network by multidimensionally scrutinising the resources that social relationships provide access to.

Mandatory Volunteer Work as Fair Reciprocity for Unemployment and Social Benefits?

Modern welfare policies are increasingly based on notions of reciprocity. Citizens on welfare benefits have to do something in return, e.g. volunteer work. Notwithstanding general public support, social philosophers have been critical on ‘mandatory’ activities in community programmes. So far, the participants themselves have scarcely been asked about the (un)fairness of ‘mandatory volunteering’. This small exploratory study aims to reveal the perceptions of female participants in mandatory volunteering programmes and to formulate directions for further research. We analyse how in Rotterdam the transition from labour market re-integration policies to a mandatory reciprocity approach is viewed by long-term unemployed women who were already volunteering. Surprisingly, they claim that the new approach better recognises their contribution to ‘society’. They also view the policy as necessary and fair to other benefit claimants who are perceived to lack any motivation to give something back to society. An agenda for further research is presented.

Involuntary Return Migration and Reintegration. The Case of Ghanaian Migrant Workers from Libya

This paper presents findings from a study that investigated the experiences of the returning Ghanaian migrants from Libya during the Arab Spring of 2011. The study used qualitative methods to explore involuntary return and reintegration of migrants in a south–south migration framework. Information from semi-structured interviews of migrants from selected communities in Ghana in addition to data from the International Organization for Migration (IOM) and the National Disaster Management Organisation (NADMO) were used. The objective of the study was to find out the major difficulties returnees faced in reintegrating into their societies of origin as a result of their hasty departure and to assert the factors that may influence reintegration. The study finds that the combination factors including of high levels of family dependence on returnees, weak governance and the absence of reintegration policies may foster re-emigration.

Gangster, ideologue, martyr: the posthumous reinvention of Teungku Badruddin and the nature of the Free Aceh Movement

This paper, which is based upon the author's experiences in Aceh from 2006 to 2010, illustrates the dangers inherent in disarmament, demobilisation and reintegration (DDR) policies that allow for the transfer of reintegration assets through ex-insurgent command structures. The manipulation of such transfers in Aceh, Indonesia, led to the creation of a new insurgent group, the Pasukan Peudeung, from the ‘splintering’ corpus of the Free Aceh Movement. The author argues that Aceh's DDR process, while widely heralded as a success, was inherently flawed in its execution and contained within it numerous discrete, and violent, failures; the emergence of the Pasukan Peudeung was emblematic of this. GAM's conflict-era economic activities, encompassing illegal forms of extraction and other rent-seeking behaviours, did not end with the conflict: they simply evolved, as did Pasukan Peudeung. Further, GAM was and remains in its current iterations a criminal network; its members constantly reinterpret their ideologies to suit their actions and interests, usually in reaction to crimes committed by members.

How policy on employee involvement in work reintegration can yield its opposite: employee experiences in a Canadian setting

Purpose: Canada has a long tradition of involving employee representatives in developing work reintegration policies and expects this to positively affect employee involvement to improve work reintegration success. The purpose of this study was to examine employee involvement in reintegration in a Canadian province as experienced by employees. Method: Fourteen semi-structured interviews were held with employees in a healthcare organization. The interview topic list was based on a review of local reintegration policy documents and literature. Interviews were transcribed verbatim and analysed using ethnographic methodology. Results Employees do not feel in control of their reintegration trajectory. In the phase of reporting sickness absence, they wrestle with a lack of understanding on how to report in sick. In the phase of reintegration planning and coordination, they hesitate to get involved in the organization of reintegration. In the phase of reintegration plan execution, employees encounter unfulfilled expectations on interventions. Conclusion: Employee involvement in the organization of reintegration makes them responsible for the development of reintegration trajectories. However, they consider themselves often incapable of completing this in practice. Moreover, employees experience that their contribution can boomerang on them.Implications for RehabilitationIt is not that employees are not able to think along or decide on their reintegration trajectory but rather they are expected to do so at times when they cannot oversee their illness and/or recovery trajectory.Settings out reintegration procedures that are inflexible in practice do not recognize that employee involvement in work reintegration trajectories can develop over time.The disability management professional has a central role in organizing and supporting employee involvement in work reintegration, however, the employees do not experience this is indeed happening.

Legislative and Community Support for Offender Reintegration in Victoria

The status of offender rehabilitation has been influenced by the prevailing social climate, the promotion of ways to improve rehabilitation’s efficacy, and the well documented cycling of correctional imperatives. A renewed interest in offender transitions and reintegration has been apparent in recent years and most western correctional systems now feature policies and/or programs that address issues relating to the housing, employment, education and the broader ‘resettlement’ of offenders. However, this movement of correctional imperatives into the ‘social’ realm brings considerable challenges. Perhaps most significantly, the achievement of reintegration is dependent on juridical and community support in ways that other sentencing goals are not. Given the array of understandings of what ‘reintegration’ actually is, the abundance of programs claiming such a focus, and the reliance that reintegrative ideas have on community support, measuring the extent and nature of such support is seen as a useful exercise. With the above in mind, the goal of this paper is to identify legislative and community obstacles to the success of reintegrative ideals and policies. The paper first examines relevant legislation for references to reintegrative notions, finding a legislative ambivalence about such ideas. It then presents findings from a Victoria-wide survey of community views about the reintegration of ex-offenders. Participants in the community survey (n = 2635) were asked for their views about sentencing objectives, and the nature of their support for employment and housing initiatives. The results showed low levels of overall support for reintegration, with numerous more subtle distinctions being evident. The data also identify numerous areas where reintegrative programs are likely to be more readily accepted. The findings also indicate a need for targeted research into the correlates of community readiness for specific aspects of offender reintegration, and underlines the need for community education about the social implications of effective reintegration policies for urban, regional and rural communities.

Reintegrating Ex‐Combatants into Civilian Life: The Case of the Paramilitaries in Colombia

Since 2003, more than 30,000 combatants of the paramilitary organization United Self‐Defense Forces of Colombia have been disarmed and demobilized, and are currently reintegrating into civilian life. As a result of the process, levels of violence in Colombia have dropped significantly. The entity in Colombia responsible for designing and implementing reintegration policies has made progress in several areas since its creation in September 2006. However, there are a number of developments that pose a serious threat to the overall reintegration process, such as the many reports of ex‐combatants taking up arms again. For the long‐term prospects for peace and social reconstruction, as well as for the constructive involvement of donors willing to invest in the reintegration of ex‐combatants into civilian life, it is important to gain insight into the factors that influence the success of reintegration. The factors distinguished in this study are livelihood security, an individual approach to the reintegration of the demobilized, prevention of rearming and new recruitments, involvement of the community, and decentralization of the implementation of reintegration policies.

Offender Rehabilitation Down Under

In this paper we offer an overview of reintegration policies in both Australia and New Zealand. We describe the rehabilitative practices of both countries, and their basis in the Risk—Needs—Responsivity model of offender rehabilitation, before outlining the recently developed Good Lives Model of offender rehabilitation. Our conclusion is that the model has much to offer the future development of reintegration programmes in Australasia (and elsewhere), given its ability to conceptualise the change process, and accommodate those cultural and contextual factors that are so important to the correctional population in these countries.

Reentry Reconsidered: A New Look at an Old Question

Reflecting unprecedented prison expansion, the scale of prisoner reentry has reached new heights. Although the movement of individuals from prison to community is not new, a focus on the phenomenon of reentry at this time sheds light on the consequences of America's shifting sentencing policies, the changes in parole supervision, and the concentrated impact of removal and return of prisoners on disadvantaged communities. The profile of the current reentry cohort shows that prisoners are less prepared for reintegration and less connected to community-based social structures. Linkages between prisoner reentry and the related social policy domains of health policy, family and child welfare policy, workforce participation, civic participation, and racial disparities are examined to show the potential for more systematic reintegration policies. The article concludes with discussion of the implications of a reentry perspective for the development of new strategies for prisoner reintegration.

DEPEND: a simulation-based environment for system level dependability analysis

The paper presents the rationale for a functional simulation tool, called DEPEND, which provides an integrated design and fault injection environment for system level dependability analysis. The paper discusses the issues and problems of developing such a tool, and describes how DEPEND tackles them. Techniques developed to simulate realistic fault scenarios, reduce simulation time explosion, and handle the large fault model and component domain associated with system level analysis are presented. Examples are used to motivate and illustrate the benefits of this tool. To further illustrate its capabilities, DEPEND is used to simulate the Unix-based Tandem triple-modular-redundancy (TMR) based prototype fault-tolerant system and to evaluate how well it handles near-coincident errors caused by correlated and latent faults. Issues such as memory scrubbing, re-integration policies, and workload dependent repair times, which affect how the system handles near-coincident errors, are also evaluated. Unlike any other simulation-based dependability studies, the accuracy of the simulation model is validated by comparing the results of the simulations with measurements obtained from fault injection experiments conducted on a production Tandem machine.

Exchange of Experience between the Russian Federation and Southern European Regions in the Field of Migrant Reintegration Policies

This article provides a short oudine of a project initiated in 1994 by the European Commission and aimed at organizing exchanges of experience in the field of socioeconomic reintegration of returnees between the regional authorities of Andalucia (Spain) and East Macedonia-Thrace (Greece), and the federal authorities of Russia. This project is implemented under the European Commission's ECOS/OUVERTURE program, which supports the establishment of cooperation networks between regional and local authorities in the European Union, Central/Eastern Europe, and the former Soviet Union on a variety of development-oriented topics. The overall objective of this network on migration, entided MIGRA, is to enable the Russian Federation, and to a lesser extent Macedonia-Thrace, to benefit from experience gained by Andalucia in reintegrating its returning migrants. Return migration, as substantial research has demonstrated, can be of intrinsic relevance to regional socioeconomic development. Migrants, who tend to reintegrate into their regions of origin, have a clear potential to revitalize economically disadvantaged and demographically unbalanced regions by trans? ferring new skills and experience, if not by promoting new investment and job-inducing activities. In the case of the MIGRA partner regions, the setting up of an interregional network on the reintegration of migrants is even more appropriate and timely after the breakup of the Soviet Union and the resulting mass migration of Russians and ethnic Greeks.
