Improving Population Administration Services at the Buleleng Regency Population and Civil Registry Office through the Development of 6 Service Innovations, Detailed Service Information Systems, and Service Monitoring Displays

The Population and Civil Registration Service of Buleleng Regency has been managing population data since 2022 through the AKUOnline application and in 2023 it will develop into AKUOnline-NG. In 2024, AKUOnline-NG will be available in a PWA (progressive web apps) version and can be accessed via mobile devices by all residents of Buleleng Regency. With the largest population in Bali Province, public administration services for population through AKUOnline-NG need to be improved. In order to prepare open access for AKUOnline-NG to 826,000 residents of Buleleng and anticipate complaints/questions related to AKUOnline-NG which currently only provides a login page. In addition, to accommodate 6 innovation services (BALITA, AKSAMA, NYAKSI, SAKKINAH, APISAN and KK DILAN) which currently do not have features, AKUOnline-NG needs to be further developed. The purpose of this study is the development of AKUOnline-NG in accommodating 6 innovation services, improving the detailed service information system (SIM) not just a login page, and developing a service monitoring display so that evaluations can be carried out on public services. In addition, this study also aims to determine the impact of the implementation of 6 digital-based service innovations, detailed SIM services and monitoring displays on improving public services. During the implementation of the study, qualitative research was conducted to determine the business processes that would be digitized and the agile development approach so that it could involve users, especially Disdukcapil. In addition, quantitative research was conducted with the USE questionnaire (usefulness, satisfaction and ease of use) as a model of technology acceptance.

Ethnicity and breast cancer incidence in over 329500 women in England in 2011-2019.

Previous studies have reported an overall lower breast cancer incidence in women from Asian and Black backgrounds compared with white women. Age standardised and age specific incidence rates in the largest specific ethnicities within Asian and Black groups are not reported. Data on population size and the age distribution of women in five ethnic groups of interest (white British, Black African, Black Caribbean, Indian and Pakistani) were extracted from the Office for National Statistics 2001, 2011 and 2021 census data for England. Cancer registrations for invasive breast cancer (ICD-10 C50) in women in England aged ≥25 years during 2011-2019 with a recorded ethnicity were extracted from the National Cancer Registration and Analysis Service. Age standardised (ASIRs) and age specific (ASRs) incidence rates in five ethnic groups of interest were calculated. 329655 women who were aged ≥25 years and in one of the five ethnic groups of interest had a record of an incident C50 cancer registration during 2011-2019. The ASIR was highest for white women (199.6 (95% CI 198.9-200.3)), and lowest for Black African women (118.2 (95% CI 111.6-125.1)). The ASRs for invasive breast cancer were generally lower in women from minority ethnic groups compared to white women in all age groups examined except for younger Black Caribbean women. There are significant differences in breast cancer incidence rates between women from specific ethnicities. This requires further investigation in large scale prospective studies considering potential differences by ethnicity in known risk factors for breast cancer.

ANALYSIS OF THE QUALITY OF VILLAGE-LEVEL CIVIL ADMINISTRATION SERVICES THROUGH THE POPULATION REGISTRATION INFORMATION SYSTEM (SIREP) BY THE TEGAL REGENCY CIVIL REGISTRY SERVICE

Public services provided by the government to the community must be adjusted to the conditions and needs of the community. The differences in conditions of the community results in diverse services provided by the government. Thus, the Tegal Regency Civil Registry Office made an innovation called the Sistem Informasi Registrasi Penduduk (SIPREP/Population Registration Information System). This research aims to find out about the service quality of civil administration services at the village level through SIREP. The research method used is qualitative descriptive with an inductive approach. The data collection techniques used were observation, interviews, and documentation. To analyze service quality, Sinambela’s theory was used with 6 dimensions of excellent service including transparency, accountability, conditional, participatory, equal rights, and balance of rights and obligations. Based on the analysys results, it was clear that the civil administration services at the village level through SIREP managed by the Tegal Regency Civil Registry Service had been running well. However, there were several inhibiting factors, namely limited human resources, lack of public awareness regarding orderly civil administration, and inadequate facilities and infrastructure in village offices so that services could not be provided in all villages in Tegal Regency. Effectiveness of Installment Payment Plan Program through Face-to-Face Service Channels and Non-Face-to-Face Service Channels

This study evaluates the effectiveness of registration services for BPJS Kesehatan's REHAB (Installment Payment Plan) program through face-to-face channels at branch offices and non-face-to-face channels via the Mobile JKN application. Employing a qualitative descriptive design, data were collected from 33 informants, including frontline coordinators, frontline staff, UP3KC staff, and 30 participants using purposive sampling. Data collection methods comprised interviews, observations, and documentation, with data validity ensured through triangulation. Analysis followed Miles, Huberman, and Saldana’s interactive model, involving data reduction, presentation, and conclusion verification. Results indicate that the Mobile JKN application is the preferred registration channel due to its convenience and practicality. At the same time, face-to-face services are utilized as a backup option during technical disruptions. However, challenges such as incorrect participant data and system reliability hinder registration. This study underscores the need for improvements in the Mobile JKN system, particularly in data validation and technical stability, to enhance service accessibility and ensure seamless participant registration

Efektivitas “SIMKAH” pada Administrasi Pernikahan di Kantor Urusan Agama Kecamatan Wenang, Kota Manado

The development of information technology presents opportunities for government institutions to enhance the quality of public services, including marriage administration. This study aims to analyze the effectiveness of implementing the Marriage Management Information System (SIMKAH) at the Office of Religious Affairs (KUA) in Wenang District, Manado City, in improving the efficiency, accuracy, and transparency of marriage registration. This research employs a qualitative descriptive method with a normative-empirical approach, where data is collected through direct observation and in-depth interviews with the Head of KUA, marriage registrars, and SIMKAH operators. The findings reveal that SIMKAH facilitates marriage registration and supports data integration with the Civil Registry Office (DUKCAPIL) to verify the identities of prospective brides and grooms, thereby reducing the risk of data manipulation. Additionally, using SIMKAH accelerates data access, enhances transparency, and contributes to better administrative governance in the KUA. Implementing SIMKAH in the Wenang District KUA has significantly improved the quality of marriage registration services, making SIMKAH an efficient and reliable system for supporting digital-based marriage administration.

Fiduciary Guarantee Registration Implementation Through Electronic (Online System) in Indonesia

The aim of this research is to analyze the implementation of electronic fiduciary registration in Indonesia and to analyze the factors that support and hinder the implementation of electronic fiduciary registration. The research methods taken in this study is a normative juridical approach supported by empirical data. Fiduciary as a guarantee institution is regulated in Law No. 42 of 1999 concerning Fiduciary Guarantees and followed up with Government Regulation Number 21 of 2015 concerning Procedures for Registration of Fiduciary Guarantees and Costs for Making Fiduciary Guarantee Deeds. Fiduciary registration cannot be separated from fiduciary collateral because fiduciary registration results in guaranteed legal certainty for creditors and interested parties. However, until now there are still many fiduciary guarantees that are not registered because many things have become obstacles in the registration process for fiduciary guarantees. To overcome the obstacles that occur in daily practice both those that occur in bank financing institutions and non-bank financing institutions (leasing) and notaries in registration of fiduciary guarantees, then the government made a new breakthrough by increasing the service of registration of fiduciary guarantees easily, quickly, and at low cost, namely by conducting electronic fiduciary registration services.

PANDAWA: Inovasi Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pasaman Barat dalam Memberikan Pelayanan Administrasi Kependudukan

Quality public services are the hope of every society. Therefor, the West Pasaman Regency Population and Civil Registration Service strives to provide the best service through various service innovations, one of which is PANDAWA. PANDAWA is a digital innovation in providing population administration service via whatsapp so that people can access service online by sending massage to the PANDAWA whatsapp number. The research aims to analyze the attributes of PANDAWA innovation in providing public services. This research was elaborated using Evereet Rogers theory about innovation atributes . This research uses descriptive qualitative research methods. Meanwhile for data collection, researchers used three methods namely interviews, documentation, and observation. The research results obtained are that PANDAWA innovation provides benefits both in term of time and cost for community. This innovation is also relevant to the vision and mission of West Pasaman Regency and is ini accordance with previous innovations, namely DPM. As an innovation PANDAWA is generally not complicated to access, but there several types of service that require downloading a form as a requirement. Than, PANDAWA has also gone through a trial process and is easy information PANDAWA related to can be seen on the West Pasaman Disdukcapil Disdukcapil’s instagram, facebook, but teh available information is not update.

The Influence of General Facilities, General Service, Registration Service, Service Providers and Accessibility on Patient Satisfaction of Antenatal Care at XYZ Hospital

The aim of this research is to examine and analyze the influence of public facilities, public services, service providers and accessibility on patient satisfaction with antenatal services at XYZ Hospital. Testing of the modified research model from previous research was carried out using data from midwifery services at the hospital. The method in this research is a quantitative approach with surveys and cross sectional. Respondent data was taken in 2024 by purposive sampling with questionnaires from individuals who had received antenatal care services at XYZ Hospital. There are 180 samples that meet the requirements described by PLS-SEM. The results of this research show that the five variables are proven to have a significant and positive influence. This research adds a contribution that focuses more on antenatal care services in hospitals. It is recommended in future research to include more hospitals of various types and a larger sample size so that the analysis results can be more generalized at the population level. Future research is recommended to consider adding other variables that may potentially influence patient satisfaction.

Optimization of Civil Servants' Performance at the Department of Population and Civil Registration, South Papua Provincial Government

The main problem in our study is the Unorderly Administration of Population and Civil Registration Services at the Population and Civil Registration and Community and Village Empowerment Service of Merauke Regency. This is because South Papua Province is a new province. this research aims to analyze the implementation, obstacles, and efforts in applying Ministerial Regulation No. 6 of 2022 for state civil servants at the service in question. The research method we use a qualitative descriptive approach was used, with a Likert Scale method applied to measure respondent tendencies through questionnaires. Data was collected from 5 leaders, 10 task implementers, and 135 community representatives across 4 sub-districts. Primary data came from interviews and questionnaires, while secondary data was obtained from documents. The results show that key dimensions, including resource availability, facilities, performance, SOP clarity, and effectiveness, did not meet performance standards, with scores ranging from 33-66%. However, dimensions such as knowledge, budget, skills, and innovation were within acceptable standards. Based on these findings, the study recommends transitioning from manual to digital services to improve efficiency and reduce costs. Further research and collaboration between government and universities are also recommended to support community service efforts.

Identifikasi Penerapan Fitur Aplikasi Simrs Terhadap Efektivitas Pelayanan Pendaftaran Pasien Unit Rawat Jalan di RS X Kota Bandung

Hospital Management Information System (HMIS) is a communication and information technology system that processes and integrates the whole steps of hospital’s service process in the form of a coordinated network, report and administration procedure to obtain information precisely and accurately. The purpose of this study is to determine the Identification of HMIS Application’s Features Implementation on the Effectivity of Outpatient’s Registration Service in Hospital X Bandung City. This study used descriptive method with qualitative approach which was carried out at Hospital X during March until April 2024 and as many as 4.373 outpatients who have registered to all available polyclinics. The subjects of this study consisted of the head of the medical record unit, 2 registration operators and IT technicians. The results obtained from this study is that the HMIS application at Hospital X hasn’t been running effectively due to often constraint of errors on the HMIS application that being used by Hospital X which also has been connected to BPJS by bridging method till it causes constraints to medical record officers and IT technicians during the registration of the patients along with no exclusive training regarding HMIS application for new employees.

Development and Validation of the RSClinN+ Tool to Predict Prognosis and Chemotherapy Benefit for Hormone Receptor–Positive, Node-Positive Breast Cancer

PURPOSE Clinicopathological factors and the 21-gene Oncotype DX Breast Recurrence Score (RS) test both influence prognosis. Our goal was to develop a new tool, RSClinN+, to individualize recurrence risk and chemotherapy benefit predictions by menopausal status for patients with HR+/human epidermal growth factor receptor 2–negative, lymph node–positive breast cancer by integrating the RS result with clinicopathological factors (grade, tumor size, age). METHODS We used patient-level data from 5,283 patients treated with chemoendocrine therapy (CET) versus endocrine therapy alone (ET) in the S1007 (N = 4,916) and S8814 (N = 367) trials to develop the tool. Cox proportional hazards regression models stratified by trial were used to estimate 5-year invasive disease-free survival for pre- and postmenopausal woman, respectively. The integrated RSClinN+ model was compared with RS alone and clinicopathological models using likelihood ratio tests. Absolute CET benefit was estimated as the difference between ET and CET risk estimates. Validation of RSClinN+ was performed in 592 patients with node-positive disease in the Clalit Health Services registry. RESULTS RSClinN+ provides better prognostic information than RS model alone (premenopausal P = .034; postmenopausal P < .001) or clinicopathological model alone (premenopausal P = .002; postmenopausal, P < .001). In postmenopausal women, RS showed interaction with CET benefit ( P = .016), with RSClinN+ absolute CET benefit ranging from <0.1% to 21.5% over RS ranges 0-50. In premenopausal patients with RS ≤25, there was no significant interaction between RS and CET benefit. In external validation, RSClinN+ risk estimates were prognostic (hazard ratio, 1.75 [95% CI, 1.38 to 2.20]) and concordant with observed risk (Lin's concordance, 0.92). CONCLUSION RSClinN+ provides improved estimates of prognosis and absolute CET benefit for individual patients compared with RS or with clinical data alone and could be used in patient counseling.

Post-radical hysterectomy ovarian torsion—A gynecological emergency: a case series

BackgroundOvarian torsion is a surgical emergency whereby the ovary twists, or torts, on its ligamentous support and potentially compromises vascular supply to both the ovary and Fallopian tube. It accounts for 2–3% of all acute gynecological emergencies, yet is a condition that is rarely reported to occur after hysterectomy.While it is well established that ovarian torsion can occur after laparoscopic hysterectomy, we report on the rare occurrence of ovarian torsion occurring post the supposedly preventative ovarian transposition suspension procedure or ovariopexy. This highlights that further evaluation of laparoscopic surgical techniques are required to prevent this exquisitely painful gynecological condition occurring postoperatively.Case presentationWe report two cases of ovarian torsion post-primary laparoscopic radical hysterectomy performed for cervical malignancy. Both patients were Caucasian, multiparous, premenopausal female patients, aged 37 and 39 years old.Ovarian transposition suspension was performed at the primary procedure to allow ovarian function to be preserved if the patient’s required postoperative pelvic irradiation if surgically upstaged. Both patients underwent emergency laparoscopic detorsion, with one torsion due to reoccurrence of her cervical cancer.ConclusionsAdnexal torsion is estimated to occur between 1% and 8% in post-hysterectomy cases. It can be a difficult to diagnose condition, with prudent history-taking, relevant investigations, and a low threshold to consider laparoscopy forming essential clinical acumen. Unfortunately, the suspension of the ovaries post-hysterectomy does not exclude future ovarian torsion. With rising rates of cervical cancer in premenopausal women, reportedly increasing by 37% in the 25–34 age range in the United Kingdom (National Cancer Registration and Analysis Service, Public Health England. 2021), further research is needed to improve techniques to allow for safe ovarian conservation for these patients while undergoing operative treatment of cervical cancer.

Effectiveness of the Civil Registration Services in One Philippine Component City: Basis for Action Plan

This study assessed the effectiveness of civil registration services in Calamba City, Laguna, Philippines. It used a descriptive approach to explore public perception of birth, marriage, and death registration processes. Respondents generally considered the services effective. However, some variations emerged. Sex and civil status influenced birth registration perceptions, while age, gender, marital status, and education impacted marriage registration views. Educational background and time spent registering deaths were factors as well. Interestingly, perceived effectiveness and encountered problems were not always linked. Birth and marriage registration showed no significant correlation, while death registration displayed a negative correlation (better effectiveness meant fewer problems). Based on these findings, an action plan proposes improvements. For birth registration, it emphasizes accuracy checks and data entry. Marriage registration calls for clearer roles and procedures. Death registration focuses on streamlining registry number assignment.

Tanggung Jawab Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kupang dalam Menjamin Kepastian Hukum Bagi Pasangan Suami-Isteri yang Melangsungkan Perkawinan di Kecamatan Amarasi Timur

The government is required to always be able to prosper the community it leads, but most people still lack participation in every government program or policy issued. As mentioned in Law Number 24 of 2013 concerning Population Administration, population documents are official documents issued by Implementing Agencies that have legal force as authentic evidence resulting from population registration and civil registration services. This study uses an empirical juridical method seen from norms or das sollen and an empirical approach, namely law as a social and cultural reality by taking primary data from the field in analyzing existing problems. Based on the results of research and discussion, it was found that the government in this case is still making efforts to pick up the ball in collaboration with traditional leaders and religious offices to socialize the importance of taking care of marriage certificates and collect data on couples who hold marriages in Kupang Regency and are required to issue marriage certificates after receiving marriage reports from the authorities

THE ROLE OF INDIVIDUAL CREATIVE MEDIATION IN INNOVATIVE WORK BEHAVIOR TOWARDS SERVICE PERFORMANCE

Public Service is a benchmark for the success of the concept of good governance. Efforts to realize good governance can only be done if there is a balance between the three pillars, namely the government sector, the private sector, and the community that are mutually sustainable in the management of natural resources, the environment, social, and the economy. This study aims to determine and analyze the effect of innovative work behavior on Service performance by analyzing the role of individual creativity as a mediator. The study used a quantitative approach with a case method by collecting data from 87 respondents. The analysis technique used in this study was descriptive analysis and statistical analysis using SmartPLS (Partial Least Square) 3.0 software. The results of the study found that innovative work behavior has a significant relationship with service performance at the Population and Civil Registration Service of Pekanbaru City. Employees who are active in creating new ideas and implementing innovative solutions tend to provide better services to the community. Individual creativity is proven to mediate the relationship between Innovative work behavior and service performance. This means that an individual's ability to generate new ideas and creative solutions not only improves their innovative work practices, but also directly improves the quality and effectiveness of the services they provide.

FEES FOR EXTRAJUDICIAL SERVICES IN THE STATE OF MINAS GERAIS: AN ANALYSIS OF FEDERAL LAW Nº 10.169/2000 AND STATE LAW Nº 15.424/2004

This paper aims to analyze the constitutional and regulatory aspects of the fees charged for the provision of notarial and registry services in the State of Minas Gerais. The research will be based on the Brazilian regulatory system, based on the 1988 Constitution of the Republic. The main objects of the study will be Federal Law No. 10,169, enacted on December 29, 2000, and State Law No. 15,424, published on December 30, 2004. A legal-descriptive research will be conducted with the aim of examining the main regulatory aspects described in the federal and state legislative diplomas, in order to understand, from a constitutional point of view, whether there is correctness and relevance in the actions of legislators regarding the establishment of fees for notarial and registry activities.

From the standpoint of progressive law, the idea of legal protection for land deed officials in the electronic mortgage system

The Electronic Mortgage Rights System was established through the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency number 5 of 2020. The Electronic Mortgage Rights System is an integrated electronic registration service for Mortgage Rights aimed at maintaining data and providing efficient and effective services in the registration of Mortgage Rights. However, this Electronic Mortgage Service has implications for the position and legal responsibilities of the Land Deed Official as stipulated in Article 20, paragraph (4) of the Regulation of the Minister of Agrarian and Spatial Planning / Head of the National Land Agency number 5 of 2020. Therefore, based on the concept of progressive legal theory, a Land Deed Official is entitled to legal protection from the substantive errors of a regulation that is less favorable. This research aims to examine the issues regarding how the concept of legal protection for Land Deed Officials within the electronic mortgage system is viewed from the perspective of progressive law. This research method is of a Juridical Normative nature with a prescriptive approach. Based on the research findings, it can be concluded that from the perspective of legal protection theory and progressive legal theory, it is incorrect to burden the Land Deed Official with legal responsibility for the accuracy of data and the validity of documents that were not created by them, but rather provided by the data and document owners who should be responsible for the accuracy of that data and the validity of those documents. It is also incorrect for the Land Deed Official to create and sign a "Statement" regarding the accuracy of data and the validity of documents uploaded through the electronic Mortgage Registration System, as this "Statement" should be made and signed by the Debtor and Creditor as the owners of the data and documents. Therefore, the Land Deed Official deserves legal protection from regulations that substantially do not favor them, as these impose responsibilities beyond their authority. Based on that conclusion, it is recommended to reconstruct Article 20 paragraph (4) of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Regulation number 5 of 2020, and to transfer legal responsibility to Debtors and Creditors as the parties involved in the Electronic Mortgage System, in order to build a legal framework that aligns with the future legal ideals in Indonesia, through a holistic approach that includes legal reform, institutional capacity building, and strengthening ethics, morals, and professionalism in positions.

A Knowledge–Data Dual‐Driven Framework for Predicting the Molecular Properties of Rechargeable Battery Electrolytes

AbstractDeveloping rechargeable batteries that operate within a wide temperature range and possess high safety has become necessary with increasing demands. Rapid and accurate assessment of the melting points (MPs), boiling points (BPs), and flash points (FPs) of electrolyte molecules is essential for expediting battery development. Herein, we introduce Knowledge‐based electrolyte Property prediction Integration (KPI), a knowledge–data dual‐driven framework for molecular property prediction of electrolytes. Initially, the KPI collects molecular structures and properties, and then automatically organizes them into structured datasets. Subsequently, interpretable machine learning further explores the structure–property relationships of molecules from a microscopic perspective. Finally, by embedding the discovered knowledge into property prediction models, the KPI achieved very low mean absolute errors of 10.4, 4.6, and 4.8 K for MP, BP, and FP predictions, respectively. The KPI reached state‐of‐the‐art results in 18 out of 20 datasets. Utilizing molecular neighbor search and high‐throughput screening, 15 and 14 promising molecules, with and without Chemical Abstracts Service Registry Number, respectively, were predicted for wide‐temperature‐range and high‐safety batteries. The KPI not only accurately predicts molecular properties and deepens the understanding of structure–property relationships but also serves as an efficient framework for integrating artificial intelligence and domain knowledge.
