The Impact of Regional Socio-Economic Policy on Housing Accessibility for Different Population Groups

The article examines the impact of regional socio-economic policy on housing accessibility for various population groups. It analyzes how economic, social, and political factors shape housing conditions in different regions. Special attention is given to how high housing prices and a shortage of affordable housing options affect the quality of life and social mobility of the population, as well as the vulnerability of specific social groups such as young families, low-income individuals, and retirees. The consequences of limited housing accessibility, including increased social tension and inequality, are discussed. Recommendations for improving regional policy are provided, with an emphasis on the need for a comprehensive approach to achieve sustainable improvements in housing conditions.

Clustering of the Russian Federation regions by human capital development level

Subject. This article discusses the issues of heterogeneity of the socio-economic space of Russia. Objectives. The article aims to determine the priority areas of regional socio-economic policy depending on the level of human capital development. Methods. For the study, we used logical and statistical analyses. Results. The article finds that the regions of Russia differ significantly in terms of economic parameters and highlights general measures aimed at improving the quality of human capital. Relevance. The results of the study can be used to design programmes for the development of economic sectors.

Areas for improving regional policy tools in the service sector based on cross-impact analysis

Subject. This article discusses the issues of strategic planning and development of the service sector in the regions of Russia. Objectives. The article aims to analyze the factors that determine the specifics of the regional policy for the development of the service sector. Methods. For the study, we used economic and mathematical research methods. Results. The article finds that the strategies of socio-economic development of some regions of Russia are characterized by an incomplete representation of the interrelations between priorities, goals and objectives, as well as the lack of quantitative assessments of threats to various sectors of the economy. The article proposes an original system of equations that help taking into account the influence of various factors on the development of the service sector. Relevance. The results of the study can be taken into account when forming and adjusting a regional socio-economic policy.

Структурные сдвиги в занятости индустриального региона: к вопросу о повышении уровня жизни населения

Introduction. The labour market is the most important part of the economic system of the country and the region, while the ongoing changes reflect the current trends in economic development. There are many studies aimed at identifying cause-and-effect relationships that have led to a decline in the standard of living among population in the Russian regions, but only a few are focused on the analysis of employment as the main factor in the standard of living. The aim of the study is to assess the shifts in the employment structure of the region. To do this, the study analyses the dynamics of labour income and employment in the context of the sectoral structure of the economy in Chelyabinsk Region and the Russian Federation, refers to the shift-share analysis, identifies promising sectors of the economy in Chelyabinsk Region with the localization coefficient, and recommends scenarios of regional socio-economic policy with regard to the proposed typology of economic activities. Materials and Methods. The shift-share analysis and the localization coefficients help examine the dynamics of structural elements. Chelyabinsk Region was chosen to be the object of the analysis in the context of current growth of economy driven by the technologically developed industrial regions. The period of the study is 2017–2022. Results. The article examines the dynamics of living standards, labour income and employment of population in terms of the sectoral structure of the economy in Chelyabinsk Region in 2017–2022. The calculated localization coefficients define the priority industries for investment and support. Conclusions. The results of the study demonstrate the decline in the living standards of the population in the industrial region, the insufficient remuneration of employees in the majority of economic activities, which means the regional employment policy is ineffective and requires adjustment of its methodological support. The methodology proposed in the article can be used to design an employment policy and manage regional investment resources.

Features of the rational use of innovation and investment clusters of construction enterprises under the conditions of business relocation to overcome the crisis of marital state in Ukraine

The main condition for innovative development of the country is the innovative potential of the construction industry, as the flagship of today's urban reconstruction.
 This article is devoted to the characteristics of the innovative potential of the country's construction industry, in particular, the main innovative problems of the Ukrainian economy are analyzed and recommendations are made for their improvement.
 The organization and stimulation of processes of technology renewal, the transfer of scientific developments from the field of knowledge acquisition to production, which is achieved with the help of the development of the education system, the intellectual property market, the creation of innovative infrastructure, financial and tax stimulation of scientific and technical activities, is of particular importance in the processes of the functioning of the national innovation system. etc. Thus, the situation in the innovation sphere makes it urgent to develop such a state policy that would ensure expanded reproduction of the object base of innovative activity and the irreversible impact of innovations on accelerated economic growth of the country.
 The relevance is due to forced changes in the regional socio-economic policy of Ukraine due to the relocation of property and enterprises from areas of risk and active hostilities.
 The economic front of the state during the war is one of the issues, ensuring the activity of which contributes to replenishing the budget and maintaining the solvency of the population. The improvement of the efficiency and transparency of the work of city authorities and services was analyzed, namely: integration and coordination of individual functions and city services to optimize the solution of complex problems and speed up interdepartmental interaction; improvement of the system of control over the activity of communal enterprises and budget organizations; improvement of the statistical information collection system to improve the efficiency of management decision-making on the ground; ensuring effective management of city assets.

The genesis of the transport system of Ukraine from the economic point of view

The genesis of the infrastructure of the transport system of Ukraine and its reflection in the writings of economists of different periods of the history of Ukraine were studied. The dependence of the development of the transport system on economic factors is determined. On the basis of a retrospective analysis of the modern structure, the causes and consequences of its deformation are revealed and directions for the approval of innovative forms with the use of state regulation are characterized. It was determined that the reasons for the imbalance are multifaceted. Therefore, to eliminate it, a comprehensive approach is required, which involves the use of tools and other areas of regional socio-economic policy. In the Soviet period, the current issues of the development of transport industries were covered mainly from technocratic positions, an excessively ideological approach to the disclosure of the problems of transport development was characteristic, while at the same time a significant mass of factual material and statistical data was introduced into scientific circulation. The historical retrospective of economic thought shows the evolution of transport in general, as well as of its individual components - the material and technical base, the development of transportation, the construction of communication routes, etc., by types of transport. An analysis of both positive and negative phenomena that took place in the process of technical reconstruction of the material and technical base of transport and coordination of the work of interacting modes of transport is provided. On the basis of historiographical analysis, the main factors of the disintegration of the transport system and the impact on transport accessibility are identified and substantiated. The objective conditionality of state support for the development of transport infrastructure as a factor in the growth of the transport system and the economy has been proven. The compliance of the organization of the transport infrastructure with the principles of efficient management, which ensures their demand in the future of the economy, has been proven. Turning to historical experience and carrying out a historical-economic analysis of work on the modernization of vehicles, construction of communication routes and formation of transport infrastructure was carried out from the standpoint of assessing modern opportunities and ways to increase the efficiency of the functioning of the transport sector of the Ukrainian economy.

The article monitors the socio-economic development of the Donetsk and Lugansk People’s Republics. Analysis of data from individual industries and sectors of the economy demonstrated their gradual growth and recovery. Attention is focused on the fact that this analysis is necessary to determine the reliability of regional systems and develop informed management decisions to solve existing economic problems. It has been established that one of the key elements in the formation of regional socio-economic policy, which largely determines the effectiveness of its implementation, and, consequently, the entire process of territorial development, is the reasonable identification of its priorities. In this regard, key priorities for the development of the socio-economic sphere of the Donetsk and Lugansk People’s Republics were formed that contribute to the maximum extent to the achievement of strategic goals under existing restrictions, namely: industry, agro-industrial complex, infrastructure, financial sector, social sector, regional management, digitalization and research activities.

АНАЛИЗ И ОЦЕНКА ЭФФЕКТИВНОСТИ РЕГИОНАЛЬНОЙ СОЦИАЛЬНО-ЭКОНОМИЧЕСКОЙ ПОЛИТИКИ РЕГУЛИРОВАНИЯ РЕСУРСНОЙ СОСТАВЛЯЮЩЕЙ СЕЛЬСКОГО ХОЗЯЙСТВА ЛЕНИНГРАДСКОЙ ОБЛАСТИ

The goal is to analyze and evaluate the development of regional socio-economic policy for regulating the resource base of the Leningrad region, to explore financial mechanisms through state programs and their indicators for the development of the resource potential of the region. Tasks. Step by step study the features of the implementation of the financial mechanism through regional state programs. Analyze and evaluate the main resource components, as well as the expansion of the boundaries of their application within the framework of the socio-economic policy of the region under consideration. To identify some prerequisites for the formation of the resource base of the agricultural sector of the Leningrad region using the Cobb-Douglas production function, in order to identify priority projects and improve program indicators and give appropriate recommendations taking into account the region under consideration. The study revealed the peculiarities of the formation and development of the resource base of the Leningrad Region in the region’s agriculture and made it possible to assess the reasons hindering the development of resource components, due to which recommendations were developed for expanding the boundaries of their application to increase the efficiency of the implementation of socio-economic policy. The authors of the article focus on the prerequisites for the formation and development of resources through the improvement of state programs in order to ensure food security in the region and the economy as a whole.

ОСОБЕННОСТИ РАЗВИТИЯ СЕВЕРНЫХ ТЕРРИТОРИЙ СЗФО И ПРОБЛЕМЫ ОБЕСПЕЧЕНИЯ ИНТЕГРАЦИИ ПРОСТРАНСТВА МАКРОРЕГИОНА

One of the key features of the development of the economic space of Russia at the present stage is the coexistence of integration and disintegration processes in it. This is especially acute at the level of such large territorial entities as federal districts. In particular, as part of the North-Western Federal District (NWFD), one can single out its northern and southern zones, on the balanced and mutually agreed development of which the stability of the entire macro-region depends. At the same time, the market transformations of the last decades have had a particularly negative impact on the development of the northern territories. In this regard, the purpose of the work is to study the features and problems of the development of the northern territories of the Northwestern Federal District in the context of ensuring the integration of the space of the macroregion. Based on the analysis of scientific literature, as well as using the tools of economic statistics (σ- and β-convergence), the prerequisites and direction of the development of integration / disintegration processes in the space of the macroregion in 2000–2020 were identified. The conceptual directions for improving the federal and regional socio-economic policy aimed at consolidating the potential of the subjects of the Northwestern Federal District in order to ensure sustainability and integration of the macroregion space are substantiated.

Modeling the processes of the rural areas labor potential forming as the paradigm for the regional socio-economic policy development

This article is devoted to identifying the factors that have the greatest impact on the dynamics of the rural areas labor potential in the region by using methods of economic and mathematical modeling. A statistically significant multiple regression model was obtained, it determined that such factors as the provision of rural residents with housing and the total population of the region mostly influence the number of labor resources. Checking the significance of the obtained equation was determined by using the multiple correlation coefficient, determination, Fisher’s F-criterion. The assessment of the regression coefficients significance was carried out on the basis of the Student’s t-test. Average indicators of elasticity allowed to build factors according to the strength of their impact on the result.

Problems of Formation of Regional Socio-Economic Policy in the Context of Digital Transformation

Relevance. The choice of ways to choose a free region in the context of digitalization plays a big role in public life. Strategizing the socio-economic development of the region is a complex and important process that determines the target areas for the development of the region. However, during the period of involvement of digital technologies in the life of society, the process of planning and implementing measures for the socio-economic development of regions is complicated by the phenomena of digitalization, which causes a number of problems.The purpose is to consider the consequences and problems that cause digitalization in the field of socioeconomic strategic strategy of the regions.Objectives: to designate the essence of socio-economic development in the regions and approaches to objects; consider the process of forming the current policy in the context of planetary African development in the context of digitalization; identify the problems of current socio-economic development policies caused by digitalization.Methodology. When considering this topic, methods were used: analysis, synthesis, generalization, association, as well as graphic methods of information processing, etc.Results. An examination of different approaches to the concept of “socio-economic development”, as well as a detailed consideration of the policy-making process in the context of global development, taking into account all the consequences of the digital economy and the opportunities that it uses.Conclusion. It is necessary to direct efforts to accelerate software and technical progress, conduct a thorough check of personnel, and redirect the negative aspects of development to the likelihood of socio-economic development on the proposal to form a policy of broad development in the regions.

Assessment of a Stimulating Effect of Wages on Economic Growth of Border Regions of Poland and Ukraine

The purpose of research is to carry out an analysis of trends and an assessment of a stimulating effect of a change in wage on economic growth in border regions of Poland and Ukraine, in particular, in Lublin Voivodeship and Volyn Oblast. An analysis is carried out, of a change in the average monthly wage indicators and gross regional product per person starting from 2004, when Poland became a member of the European Union and the first “orange” revolution took place in Ukraine. For a long period of 2004–2020, positive trends of a change in these indicators are identified. In Poland, only positive trends were observed, while in Ukraine only in the period of the 2009 economic crisis their slight decline was received. According to the results of research of the wage trend in border regions by purchasing power parity, it is identified that a real wage in Poland is more than twice as high as in Ukraine, but this ratio gradually decreases. Based on constructed regression models, it is identified that an average monthly wage indicator increase is a catalyst of the practically proportional gross regional product growth per person both in Lublin Voivodeship and in Volyn Oblast. A conclusion was made that a regional socioeconomic policy must be aimed at providing permanent growth of the average wage level and wage de-shadowing. This will also promote balancing of regional labor markets from own resources and highly-skilled labor force migration process regulation.

Mechanisms of State Regional Socio-Economic Policy in Ukraine

Socio-economic problems of regional development in Ukraine necessitate attention to the mechanisms of state regional socio-economic policy. Modern scholars in the field of public administration pay special attention to the study of the mechanisms of state regional socio-economic policy. However, the issues of improving the mechanisms of the state regional socio-economic policy remain insufficiently researched. Theoretical principles of the state regional social and economic policy, its mechanisms and directions of their improvement are investigated. It is noted that in modern conditions the state is engaged in socio-economic sphere at the regional level to stimulate effective development of productive forces of regions, rational use of resources, ensuring a high standard of living, environmental security and improving the territorial organization of society. Socio-economic transformations that have taken place in recent years in Ukraine indicate the need to improve the mechanisms of state regional socio-economic policy. Lack of interconnected regulatory framework through which the state would consistently influence regional socio-economic development, imperfection of organizational, economic and information support of state regional socio-economic policy in Ukraine leads to the construction of a comprehensive mechanism of state regional socio-economic policy, which should be aimed at ensuring the achievement of the objectives of such a policy, to increase its effectiveness. In the context of modern global challenges, special attention should be paid to the strategic approach to the state regional socio-economic policy in Ukraine.

Infrastructure investment projects: financing and management mechanisms

The article analyses the modern market for project finance, its sectorial structure, and main development trends. In this study, the project financing method is used, which is the most effective when applied to infrastructure investment projects under the principles of public-private partnership. The use of this method permitted the breakdown of project development in two tiers, national and commercial. Results from the project financing method can be used not only to decide on the feasibility and conditions of project implementation, but also to justify management decisions at the stage of its implementation, so that the achievements are consistent with the planned goals. The concept of managing regional economic competitiveness was developed and is built around the use of PPP. The practical significance of the study is that its main provisions allow for an effective regional socio-economic policy, based on the systemic development of regional infrastructure and aimed at boosting competitiveness.

DIAGNOSIS AND RESEARCH OF SOCIO-ECONOMIC DEVELOPMENT PECULIARITIES OF REGIONS AT THE NATIONAL LEVEL

Significant differentiation of regions, territorial disparities both in the structure of the economy and in the development of social infrastructure and income levels, determine not only different baselines for the formation of strategies for socio-economic development of Ukraine, but, despite national goals and priorities, they define different priorities for regional policy at the national level. Thus, in the presence of positive trends in Ukraine's development, there are still many unresolved issues related to the need to ensure further growth of social and economic indicators of the country's development, as well as reducing interregional disparities. The current situation with the economic and social development of the regions proves the need for investment attractiveness of regional systems as an important component of public policy at the national level. The purpose of the article is to form a methodology for diagnosing and studying the features of socio-economic development of regions at the national level, which will allow to explore regional differentiation. The results of the analysis can be used by public authorities in the practice of developing and implementing regional socio-economic programs and projects to adjust the level of regional development at the state level. Therefore, the main task of regional socio-economic policy is to increase the competitiveness of regions, strengthen and use their resource potential effectively and increase investment attractiveness. To do this, first of all, it is necessary to restructure and diversify the economy of most regions, pursue sound and consistent regional innovation policy, build and modernize regional infrastructure, introduce effective mechanisms to promote small and medium enterprises in the regions. Implementation of effective regional socio-economic policy will be possible only if joint and coordinated activities of central, regional and local authorities, which can be achieved through the introduction of an algorithm that reflects the general methodology for diagnosing and researching socio-economic development of regions at the national level. Levels and Hierarchy of Goals of the Modern Regional Socio-Economic Policy of Russia

The complexity of the implementation of regional policy in federal states, due, on the one hand, to the diversity of regions and their features, on the other – the presence of several levels of its implementation, determines the relevance of research devoted to the study of this instrument of public administration. The article suggests an approach that allows differentiating the goals of regional socio-economic policy by its levels. The composition is specified, and the hierarchy of goals of the regional socio-economic policy of Russia is developed. It is proved that in current conditions, the priority goal of the regional policy of the federal center should be to ensure the integrity and economic security of the state in terms of regional development, the regional policy of the subjects of the Federation – to achieve positive dynamics of the quality of life of the population of the region. It is shown that in the foreseeable future, the problem of smoothing interregional inequality and ensuring balanced socio-economic development of the country and regions on this basis will retain the status of a strategic goal of the state regional socio-economic policy in the Russian Federation. The implementation of the presented approach to goal-setting in the practice of public administration will contribute to the formation of an effective regional policy as the most essential condition for the balanced spatial development of the Russian Federation.

Infrastructure investment projects: financing and management mechanisms

PurposeThis paper analyses the modern market for project finance, its sectorial structure and main development trends. This study aims to form a constructive diagnostic toolkit for investment support of infrastructure design in regions, taking into account spatial asymmetry in the context of an integrated management approach.Design/methodology/approachWhen analyzing the public–private partnership (PPP) project performance, it is reasonable to distinguish the following two levels of discount rates: state and private. To achieve a high level of development of the general infrastructure of a region, a conceptual approach to the formation of investment support for the development of regional infrastructure has been developed.FindingsThe scientific contribution of this study is to improve the approach to modeling investment support for regional infrastructure design in the context of spatial asymmetry. Implementation of infrastructure projects creates prerequisites for sustainable economic growth, improvement in business and investment and social attractiveness of the national economy and its regions.Practical implicationsThe practical significance of this study is that its main provisions allow for an effective regional socio-economic policy, based on the systemic development of regional infrastructure and aim at boosting competitiveness.Originality/valueRecommendations can be used by regional and local authorities to formulate a socio-economic strategy for regional development as well as by representatives of private business who intend to engage in regional PPP projects.

ОЦЕНКА ОСНОВНЫХ НАПРАВЛЕНИЙ СОЦИАЛЬНО-ЭКОНОМИЧЕСКОЙ ПОЛИТИКИ ИРКУТСКОЙ ОБЛАСТИ

The article examines the main aspects of the socio-economic policy of the region on the example of the Irkutsk region. Considered and highlighted the main goals, objectives and key areas of regional socio-economic policy. It is concluded that only the creation of favorable living conditions, the bal-ancing of economic and social processes will allow the territories to develop steadily, to achieve the main goal of socio-economic development - to improve the quality of life of the population.
