Proposal for the use of renewable energy in the La Rioja autonomous community (LRAC) (Spain)

Renewable energy represents, approximately, only 10% of the final energy consumption for the Autonomous Community of La Rioja. Nevertheless great use is made of it, with a series of exceptional benefits such as: the decrease in external energy dependence; the boost to local and regional component manufacturing industries; the promotion of regional engineering and consulting services specialized in the use of renewable energy; the development of R&D; the decrease in impact from electricity production and transformation; the increase in the level of services for the rural population; the creation of employment; etc. [1], [2]. To reach these favorable effects a series of actions are necessary, among which we should highlight the following: the creation of an appropriate climate for the development of R & D; training of technicians for the design, production and maintenance of equipment; motivation for setting up a new market; appropriate financing; fostering of appropriate technologies; practical demonstration of results; etc. With appropriate policies, the Autonomous Community of La Rioja could reach an approximate renewable energy use of more than 20% of final energy consumption over the next 11 years.

A Comparison of Forecasting Accuracies of Alternative Regional Production Index Methodologies

This article examines the forecasting accuracies of various methods used by Federal Reserve Banks to estimate real value added by regional manufacturing industries. Using Texas manufacturing data and weighted forecasting accuracy measures consistent with index number construction for Texas, obtained results support the use of very simple methods based on the assumption of product exhaustion, allowing for technical change. More complex methods using Cobb-Douglas production functions estimated by Bayesian techniques did not perform as well, not because of lack of conceptual sophistication or appropriate prior information but probably because of the small number of observations and collinearity of the data that are available when constructing regional production indices. A QUARTERLY ECONOMETRIC MODEL OF FACTOR DEMANDS IN REGIONAL MANUFACTURING

ABSTRACTThis paper presents a model of demand for factor inputs in regional manufacturing industry. Demands for labor and capital are distinguished from demands for factor services using a generalization of the disequilibrium adjustment framework of Nadiri and Rosen. The generalization allows for a richer variety of responses to external shocks and involves the distinction between systematic and error dynamics.The model is estimated for the period 1963:I‐1980:I using data from the Cincinnati SMSA and appropriate econometric techniques. Substantial attention is paid to the dynamic response of the estimated equations.

An Analysis Model of the Developable Value of Shipments of a Regional Manufacturing Industry

The model proposed in the present study is composed of seven sectors for analytical purposes: population, industry, labor, government funding of transportation, power resources, environmental pollution, and land use. The computation of the model is performed every year, and the model can be used to compute the developable value of shipments of the manufacturing industry for the following year. The outputs of the model include several variables of the industry (the total area of sites, the quantity of water demand, Che number of employees, the exhaust quantity of pollutants) as well as some of the regional frame (population, the income per capita, percentage of green coverage, level of pollution, rate of employment, and others as such). The model is useful not only for the harmonious development of the manufacturing industry between regional economics and natural environment, but also for regional planning because it is able to forecast the various impacts created by the industry.
